Hello Homeowners!
It was wonderful to see so many ofyou at our Fairways Annual Meetingin March. If you missed our meeting,you can go on our website to view thepresentation. I hope to see moreattendance next year and share all ofour good news from the previous year.
Our Board is working hard along withVintage, our landscape company, tostay ahead of the drought and thewater restrictions that the state ismandating. CVWD keeps changingthe rules and pay rates in the middleof the year, which makes it difficult tostay on budget. We are continuing totake our time to make the correctdecisions on turf removal andrefurbishment projects.
My neighborhood, Norman Estates,just had our neighborhood party acouple of weeks ago and it was sucha fun time. I met some of my new
neighbors and it is always great to seeeveryone and take a few minutes tocatch up. I know a lot of the SpecialBenefit Areas (SBAs) have parties,but if yours does not, you should takethe time to get to know your neighborsand plan a welcome back party for thefall when they return. You would beamazed at the talented homeownerswho live here and just downright goodpeople who have come to PGA WESTand Fairways to make this their home.

Seasonal Owner Tips
For those owners who are in thedesert part-time, you may want toconsider engaging a service to checkon your home periodically. This wouldinclude inspecting the windows,plumbing, irrigation, etc., in order toavoid any issue that may go unnoticedfor a long period of time.
In addition, confirm that all serviceproviders (i.e., pool vendor,landscaper, etc.) are fulfilling theircontractual obligations. This isimportant to ensure your home isbeing maintained in a well-keptmanner.
Summer Palm Tree Trimming
All Washingtonian Robusta(Mexican Fan) Palms should betrimmed once per year during thesummer months.
The Fairways Associationschedules these palms to be trimmedin July. During this time, it is importantthat you schedule the trimming of thepalm trees in your area that are notmaintained by the Association.
The company we use for palm treetrimming is Reliable Tree Care. Youcan also coordinate the trimming ofyour palm trees with Reliable TreeCare. Contact Richard Romero byemail at [email protected] note, Reliable Tree Care willget to individual homeowner palmsonce the Association palms arecompleted.
As a reminder, any company thatyou use for tree trimming needs tohave the appropriate license andinsurance. Please verify this with thecontractor when scheduling the treetrimming.

Proposed Water Rate IncreaseCreates New Challenges forAddressing Drought Mandate
Last year the Fairways Association’sstrategy for dealing with the DroughtMandate was to comply with the 38%reduction for the summer months andachieve 20% reduction afteroverseeding. The result wasunacceptable stress to the landscapeduring the summer months whichcaused loss of Bermuda turf anddamage to some shrubs and trees.
This summer our goal was to maintain80% reduction which would protectthe shrubs and trees but would causethe rye grass to transition sooner toBermuda and still not allow for theBermuda to thrive. Vintage estimatedthe expected increase in water costfor this strategy would be at least 33%over past years.
Coachella Valley Water District(CVWD) recently announced asignificant increase which is plannedto go into effect July 1. The proposalincludes increases to fixed ratecharges, variable rate charges andreductions to the Efficient budget. Weare still evaluating what will be theadditional water cost.
We still believe a goal of 80% of thecurrent Tier 2 Efficient Budget isappropriate to maintain the health ofthe turf, shrubs and trees thissummer. However, this will result ingreater penalties and cost thancalculated prior to the proposed rateincrease. Vintage will be identifyingand proposing additional turf reductionand other water conservation projectsto mitigate the impact.

Architectural Application andReview Process
The Association has noticed anincrease in architectural modificationsthroughout the Fairways. Whileenhancing the exterior of your home isappreciated, the Association wants toremind homeowners that there is anarchitectural application and approvalprocess in place that is required whenmodifying the exterior of your home.
When considering makingimprovements to the exterior of yourhome whether that includes
landscape, painting, rear or side yardchanges, you will need to complete anarchitectural application and submit theapplication to the management officefor consideration by the Association’sArchitectural Review Committee. TheCommittee meets on the first Mondayof every month and the deadline forapplication submittal is the Mondayprior to the meeting.

Landscape Improvementsat Fairways
There are a few large landscaperefurbishment projects underwaywithin Fairways that have recentlybeen approved by the Boardof Directors.
Kingston Heath Median – The Boardapproved a plan from VintageLandscape to refurbish the median onKingston Heath, enhancing the entrystatement to the Norman Courseresidential development. Therefurbishment includes installing afocal point at the front area of themedian consisting of three largeceramic pots on a stone platform,augmenting the plant material withdrought tolerant plantings, and mulchand stone throughout the median.
As you may be aware, the developerof the Monterra Special Benefit Area(SBA) made a significant contributionto Fairways for the enhancement oflandscape areas within the NormanCourse residential development. TheKingston Heath median enhancementproject will benefit all homes withinthis area. We hope you are pleasedwith the median upgrade oncecompleted.
Spanish Bay Pool Area – Weremoved 2,000 square feet of turf inthis area and received over $2,000from CVWD in rebates. Thisimprovement included creating newflower beds, installing drought tolerantplantings and rock throughout thearea. This area is located at thecorner of Spanish Bay and WingedFoot inside the Weiskopf residentialgate.
Winged Foot Interior Perimeter Wall– The Board approved a plan fromVintage Landscape to refurbish the
landscape along Winged Foot atSpanish Bay going toward SouthernHills. This refurbishment includesinstalling drought tolerant plantings,mulch, and filling in missing hedgeplantings along the wall.
Summer Color
The Association determined to forgosummer flowers in front yards plantersfor the 2016 season. This will allowthe landscapers to amend the soil andreduce water usage for the summermonths. We will be planting summerflowers in common area beds onlyduring this time. Fall flower plantingswill resume in October.
Governing DocumentsRestatement
Fairways has been working hard onthe restatement of the GoverningDocuments which includes theAssociation Bylaws and Covenants,Conditions & Restrictions (CC&Rs).
Updates to these documents areimportant as they were originallydrafted & adopted in 1999 and therehave been many changes in law andwithin the community since then.
Once the documents have beenfinalized by the Board, they will bemailed to each owner with an officialvoting ballot. Approval of thesedocuments requires a majority of thevoting power which is over 450ballots. Due to the administrativecosts associated with this mailing,please consider voting as soon as youreceive your ballot. This will help usavoid additional costs if a quorum isnot reached.
It is important to know that thisrestatement process was done inconjunction with an ad hoc committeemade up of homeowners. Thank youto the Governing Documents ad hocCommittee Members - Dick Mills, BobBrown, John Gruber and Brian Foord.
