ReservenumberA39897, known as Bungle Bungle, is to be namedthe Purnululu National Park.The Department of Conservationand Land Managementhasbeenapproachedby the Kimberleytravel industryto make the nationalpark’s airstrip available for tourist flights.

The Department proposesto call for expressionsof interest which may allow two commercialoperatorsto use the park’s airstrip on a trial basis for 12 months,Any flights using the airstripmay also allow the visitors to camp overnight in the park.

A final managementplan for the nationalpark is in progressbut has beensubstantiallydelayed.It is thereforeintendedto seekto allow useof the airstrip under thecompatibleoperationspowersof the Conservationand Land ManagementAct which apply when there is no managementplanfor operationscompatible with the purposeof the park.

Before any expressionsof interest are decidedupon, the proposal is being publicly notified andpublic submissionsare invited up until 31 March 1992. Details of the proposalmay be obtainedfrom-

Contractof Sale or Mortgage to Vendor is arranged.The agentBrokermay, however,chargeon a time basis for consultationsandwork done seemiscellaneouscharges.

b Wherethe selling agent is also thebroker a separatewritten LoanApplication is also requiredbefore brokeragecan be charged.

c No brokerageor other fees shall be chargedby a broker in respectof aBuilding Societyloan expresslyfor the purposeof financing thepurchaseof the borrower’s principal place of residence.

4. Transfer of MortgagebetweenInvestor Clients:Standardscaleof fees plus out of pockets,payableby the Transferor.

5. Extension of Mortgages:

Two-fifths standardbrokerageinclusive of any reinspection,but revaluations, solicitors costs, stamp duty andregistration should be in addition.

121 Except as otherwiseprovided in subclause2 and 3, a boatlicensedto operatein the fisheryshall haveall otter boardsstowedon board and trawl nets unshackledfrom the otter boards andlowered on deck while moving through or anchoringin-a an area of the fishery in which the boat is not authorisedto

or

b a part of the fishery which is closed to the taking of prawnsunderclause 10.

2 A boat which is authorisedto operatein area1 of the fishery ispermitted to move through or anchor in the Ashburton Nurseryprovidedthat the otterboardsand trawl netsare securelyattachedto the boat and kept clear of the water at all times.

3 A boat referredto in subclause1 may be rigged to commencetrawling 24 hoursprior to the openingof an areaprovided that-

a the boat is not in a nursery which is closed to the taking ofprawns;

b the otter boardsand trawl nets are securely attachedto theboat and kept clear of the water at all times; and

c the boat is in an areaof the fishery in which it is licensedtooperate.

4 Boats licensedto operate in the Fishery are exempted from theprovisionsof this clausewhenthey are trialling gear in the watersdescribedin schedule5 provided that-

a the codendis open whennets are being trialled;

b no prawns are being held on board the boat; and

c trials are only being undertakenduring the hours of daylight.

Clause 14 is amended

6. Clause 14 of the principal notice is amended-

a in subclause1 by inserting after the paragraphcommencing"underdecktonnage"the following paragraph-"boat units" meansthe numberof units calculatedby the formula-

Area 1 being the waters of the Fishery boundedby the high water mark onthe mainlandand a line drawn northerly from the high water mark at BeadonPoint, to the highwater mark of the southernmostextremity of DirectionIsland;thence along the high water mark of that island on its easternshore to itsnorthernmostpoint thence westerly to the high water mark at the northernmost point of Serrurier Island; thencesoutherly alongthe high water mark ofthat island on its westernshoreto its southernmostpoint; thencesoutheasterlyto the high watermark of the southernmost extremity of Locker Island; thencedue south to the high water mark of the mainland.

2. Area 2 being the waters of the Fishery west of a line commencingat thehigh water mark on the mainland at RobePoint at the mouth of the northernarm of Robe River drawn northerly to the lighthouseat BeagleIsland; thencenorthwesterlyto the high water mark at Town Point on Barrow Island; thencealongthe high water mark of the easternshoreof that island to CapeDupuy;thence duenorth, but not including the waters of Area 1.

3. A. Adding after Clause5.2.10 the following5.2.11. Special DevelopmentZone

i The purposeof the SpecialDevelopmentZone is to provide for developmentincludingsubdivision which, in the opinion of Council, could not be adequatelycateredfor inany other zone or is of a type which requiresspecialconsideration.

ii The provisions for controlling handuse, developmentand subdivision relating to landwithin a specific SpecialDevelopmentZone shall be as laid down in Appendix 3 to theScheme,and the developmentplan shall form part of the Scheme.

iii Before making provision for a Special DevelopmentZone, Council will prepareor willrequire the owners to preparea submissionsupportingthe creationof the SpecialDevelopmentZone and such submissionshall include-

a A statementas to the purposeor intent for which the zone is being created.

b A plan or plansshowing contoursat suchintervals as to adequatelydepict the landform of the area and physical featuressuch as existing buildings, rock outcrops,vegetation cover, lakes, rivers, creeks and swamps and any other significantfeaturesor improvements.


c A developmentplan in sufficientdetail so that Council maydeterminethe possibleimpact of the developmenton the environmentof the locality within which thedevelopmentis proposed.

d Information regardingthe method wherebythe developmentand subdivision willbe provided with services.

e The proposedstaging if any of the proposeddevelopmentand subdivision.

I Any other information that Council considersit pertinent having regardto thedevelopmentproposed.

iv In additionto the developmentplan the Schemeprovisionsin Appendix 2 for a specificSpecialDevelopmentZone may specify-

a Particularmattersthat shouldbe addressedbefore approvalto subdivisionand/ordevelopmentis given.

b Any other special provisionsappropriateto securethe objectivesof the zone.

v Notwithstandingthe provisionsof the Schemeany proposedsubdivision that may beshownon the developmentplan referredto in Appendix 2 the Schemeshall notpreventthe State Planning Commissionfrom approving minor variationsto such proposedsubdivision.

Special Provisions-

i The developmentof SpecialDevelopmentArea No. 2 shall be generally in accordancewith"DevelopmentPlan No. 2" appendedhereto.

ii The uses permitted within Special DevelopmentZone Area No. 2 are those related to atourist resort including-

CaravanParkHoliday ChaletsPrivate RecreationFacilitiesShop and OfficeStaff Accommodation

iii The extent of earthworks shall be limited to that required to provide the internaldriveways, construction of buildings, provision of caravan park bays, and recreationalfacilities.

iv Clearingof existing vegetationon the land shall be restrictedto only that which is requiredto accommodatethe proposeddevelopmentand the necessarylicenses shall be obtainedfrom the Water Authority and Agriculture Department.

v All internal drivewaysshall be of gravel construction.

vi A detailed analysis of the drainagerequirementsof the proposeddevelopmentshall becarriedout in consultationwith the Shire Engineer.

vii The developershall comply with the recommendationsof CALM and the Local Bush FireBrigade control officer in respectof fire control measures.

viii Topsoil removedduring developmentshall be retainedandreplacedafter completionof theworks, Areasdisturbedduring constructionworks shall be vegetatedwith speciesresistantto dieback, fire and environmentalstress.Advice shall be soughtfrom CALM andCouncilon suitable plant speciesto be used for revegetation.

ix The ownersshall take steps to discouragethe keepingof catson site and shall seekadvicefrom the Agricultural ProtectionBoard should fox andrabbit numbersbe seento increaseon the site.

x The ownersshall seekadvice from the Agricultural ProtectionBoard andCALM local officeon the most appropriateweederadicationprogrammeand shall carry out suchprogrammeto the satisfactionof thosebodies.


xi Footpathsshall only be constructedin accordancewith an approvedplan and shall beformed with bark chips.The ownersshall take suchstepsasare necessaryto preventusersof the Resort from straying from the footpaths outside the immediate confines of thedevelopment,and particularly in the Warren River foreshorereserve.

xii The developer shall comply with the requirementsof the Local Authority in respect ofingressand egressfrom the site.

xiii The provision of an on-site effluent disposal system to be to the specifications andsatisfaction of the Environmental Protection Authority, Health Department and LocalAuthority.
