THEEasternCapeGamblingandBettingBoard(ECGBB)hasgiventhegreenlight for theopera-tion of two Bingo halls in Port Elizabeth.

One will be operated in Moffett on Main byGalaxy Bingo while the other will be in ClearyPark under the management of Ritz Bingo.This forms part of six licences granted to op-

erate Bingo halls in various towns in the East-ern Cape. Bingo halls have also been approvedfor East London, Jeffreys Bay and Mthatha.Once operational, 1 per cent of the Bingo

halls’ grossgamingrevenuewillhave tobedi-rected towards socio-economic developmentinitiatives for the duration of the licence peri-od.The newly-appointed Bingo operators will

now be required to establish a Bingo hall ofup to 300 gaming seats, with accompanyingdining, child minding and parking facilities.Theyalsoneedtodoproject infrastructure in-

vestments of no less than R5 million per Bingohall - excluding the cost of equipment - which

will have benefits for the local economy.“Nowthat thesuccessfuloperatorshavebeen

announced,workon the ground can commenceimmediately,” said Mabutho Zwane, CEO ofECGBB, in a statement.Hesaidhe issatisfied that theapprovedappli-

cations meet the stringent requirements set atthe outset of the application process.“We are impressed with the standard of the

applicants that we have awarded, and wish allthe newly-appointed operators all the best intheir new business ventures.“We look forward to building the business

THE South African Police Service of PortElizabeth havemade anurgent appeal to allcitizens of the NelsonMandela Metro not toabuse the 10111 telephone line.TheSAPS10111CentrebasedinPortEliza-

beth has indicated that asmuch as half of allthe calls received are not calls due to com-plaints or urgent assistance needed.From the past financial year, of the more

than 360 000 calls answered, approximately180000callswerecomplaints received,whilethe balance of approximately 180 000 callswere abusive or hoax calls.This effectively means that half of the

time people are keeping the call takers atthe 10111 Centre busy with abusive or

hoax calls, while complainants phoningthe South African Police Service for ur-gent assistance have to wait half of thetime to be heard. To further increase thisproblem, hoax calls draw the emergencyresponse teams and vehicles away fromreal serious crimes.With the current school holidays inmind,

andalsorealizingthatmanyof theseabusiveand hoax calls originate by our youth, theSouth African Police Service wants to pleadwith parents of school children to educatetheir children not to phone the 10111 line aspart of jokes or hoaxes, but instead that this10111 line is the very life line that is put inplace to save their lives.

‘Pets’ Corner’ aims to find homes formissing/abandoned pets

ONE month after the successful opening ofSomethingGood’s take away and ice creampar-lour, themuch-anticipatedrestaurant,which in-cludes a bar and outdoor deck is now open.After years of being Port Elizabeth’s most no-

torious eyesore, the new Something Good hasbeenoverhauledwith thenewdesignand layoutcreating a relaxed and “beachy” atmosphere.The firstmonth of trade has seenmany locals

pour in to give their support. “We always knewthat we’d draw a huge amount of interest fromPE folk at opening, but to say we have beenblown away by the support and positive feed-back is an understatement!” says Grant Daviesof Shimda, the project developers.“For those of us who’ve grown up and lived

in Port Elizabeth for most of our lives, Some-thing Good is an institution – it’s been part of

our lives for as long as we can remember.“I rememberbeinganipperatSummerstrand

LifesavingClubandeverySundaycomingto theRoadhouse to get a burger and chips,” Grant ex-plained. “It brings back many memories and Ithink it’s done the same for many others too.”The super-sizedmenucaters for all tastes, and

includes a selection of vegetarian options too.Martin Rentzke, who operates the kitchen, ex-plains, talks about themenu, “Customers reallyare spoilt for choice. The large burgers and foot-long hot dogs have indeed been a hit so far“Our most popular burger has been the Pol-

We have been working closely with the mu-nicipality to ensure that all the car park andwalkway lights are in working order and pro-vide sufficient lighting in the area.“Additionally, we have contracted a local se-

curity company to do regular patrols and ourstaff are equipped with panic buttons linked tothe security company. We have installed high-endCCTVcameras inside andoutside thebuild-ing, and the SAPS has also installed securitycameras overlooking the car park with a directlink in to thestationWeareoffering lawenforce-ment officials who are on duty at the premisesbetween 8pm and close, free coffee,” says Grant.“Andanafterhoursnightwatchmanisemployed

THE sixteenth annual Algoa FM BloodlineDay is set to take place today (Wednesday,July 10)with the aim of encouraging at least900 people to donate blood on one day withinthe Algoa FM broadcast region.

The day is about creating much neededawareness regarding the importance of reg-ular and safe blood donation – a heroic actwhich is often left up to “someone else” todo. Blood donation is something mosthealthy individuals between the ages of 16and 65 and who weigh more than 50kgs cando. The appeal is for people not to allow lifeto get in the way of life.

This promotion has become synonymouswith fresh and tasty doughnuts which aresponsored by Pick ’n Pay and this year will

be no different. Pick ’n Pay supports blooddonation by hosting various blood drivesaround the country and their mission on Al-goa FM Bloodline Day is to sweeten morepeople up for the challenge by providingdoughnuts.

The first Algoa FM Bloodline Day washeld in 1998 in an attempt to avoid the noto-rious winter blood shortage. Decreasedblood stocks during winter months aremainly due to regular donors suffering fromcolds and flu. A person is not advised to do-nate blood when they have flu symptomsand if taking antibiotics. It is important towait seven days after the last dose of antibi-otics was taken before donating blood.

Last year a total of 955 units of blood were

collected on Bloodline Day – over threetimes more units compared to an averageday in the Eastern Cape.

Blood Drives will take place from 10am-6pm at the following venues in Port Eliza-beth:

DRCrystalWatsonwhowrites amonthly col-umn for the PE Express called “Child Mat-ters” was a finalist at the Brandhouse 2013Responsible Drinking Media Awards (RD-MAs) that took place at the One and Only Ho-tel at theWaterfront recently. Brandhouse isSouth Africa’s leading total beverage alcoholcompany.

Watson, who representedthe PE Express, was one ofthe top three finalists in theBest Community Journal-ism Award, alongside Ty-gertalk and Souther Sub-urbs Tattler. She was one of20 finalists out of 143 nomi-nations and the only non-journalist. Some of the final-ists were from YOU/Huisge-noot, Times Media andRadio Namakwaland.The RDMAs are a brand-

house initiative open to allSouth African journalistswho have demonstrated aneffort to support the respon-sible drinking agenda. Anyarticle, blog or broadcastpiece featured in the SouthAfrican media which cov-ered responsible drinking -including the issues relatedto alcohol abuse and its con-sequences - was eligible to enter the awards.According to Watson the “Child Matters”

columns are very popular and variousschools use it for their comprehension ex-ams. She also gets a lot of positive feedbackfrom the public and schools invite her to talk

about the topics used in the columns at,among others, prize giving ceremonies, as-semblies and parent evenings. “The feedbackis really overwhelming and has exceededmyexpectations,” said Watson.She says shewrites the articles for the love

of the cause and because it is her passion. “Idid my doctorate in child matters and prob-lems children encounter, but has no one real-ly to talk to about it. If the articles I write

reach at least one child everymonth then it was worth it,”said Watson.She has been writing for

the PE Express for almostthree years now.Watson has honours and a

masters degrees and a doc-torate in Philosophia. Shehas also completed severalother courses on child mat-ters through Unisa.She is the director of the

MTR Children’s Village andand also does project coordi-nation, management, func-tions and events such as airshows and air festivals likethe PE Airshow which hasbeen awarded the best air-show in the country severaltimes.The award Watson re-

ceived for PE Express is justanother feather in her cap.Previously she won awards

such as the Algoa FM Eastern Cape Womanof Distinction, Unisa Women of the Year,Community Service award, Woman of lead-ershiporWomanof compassion.But she saysshe does not do it for the fame. “Children,people and animals in need are my passion.”

THE Charlo Butchery recently decided toplough back into the community, and chosethe Animal Anti-Cruelty League as its benefi-ciary.“It’s all about putting back into the commu-

nity,” said Debbie Pretorius of Charlo Butch-ery. “We felt that the best way that we couldachieve this would be to donate Pets’ Minceand the like to the Animal Anti-CrueltyLeague, who literally distribute it in the field,where the need is greatest.”Public Relations Officer for the Animal An-

ti-Cruelty League, Linda-Louise Swain, stat-ed that through the generosity of the CharloButchery on a regular basis, they have alsobeen able to help out smaller satellite animalgroups who are not on the receiving end ofany major donations.“It has beenabsolutely incredible. I have re-

ceived calls fromDebbie tellingme that, liter-ally, 4 tons of Chicken will be delivered, or900kg of mince is available for collection.”Swain explained that theyhave set upanet-

work and the meat is cooked in varioushomes, packed into ice-cream containers andfed to the hundreds of starving animals thatthey treat daily in the field at their mobiledipping and treatment spots in the Northernsuburbs.“Just a couple of weeks ago, no one on the

network was available and I collected 400kgin my car and made my way to the WalmerTownship, where I called some of my thespi-an friends to bring wheelbarrows! A trail ofhungry dogs followed them everywhere!”Swain said.“There are 120 dogs at a small, private shel-

ter that benefit regularly from these dona-tions. We cannot express our gratitude suffi-ciently to Charlo Butchery for truly makinga difference to those who cannot speak forthemselves. Long may it continue!”

THE “Ask the Experts” in the edition ofthe 26th June, is somewhat confusing.The heading is “Habitation rights andproperty ownership”whereas in the arti-cle reference is made to the survivingspouse as having the usufruct of the half-shareoftheproperty.TheRightofHabita-tio is different fromausufructuary right.Habitatio is the right of living in the

house of another. The right is limited toresidence.UnlessotherwiseprovidedforintheWill, theholderof therightofhabi-tatio is liable for such charges as are lev-ied on the occupier of premises, such aswaterandelectricity, butnot for chargeswhich fall upon the owner.Inthecaseofausufruct, theusufructu-

THIS week the Property Poser panel dealswith a question from a reader regarding thetiming of the payment of Capital Gains Taxwhen it comes to the sale of an immovableproperty.The reader’s case is a little unusual as he

explains that the sale in question is an in-stalment sale over a period of 48 months,which obviously spans more than one taxyear.To begin, it is useful to consider briefly

the mechanics of a sale of an immovableproperty in instalments, says Stiaan Jonkerof Smith Tabata Attorneys in Port Eliza-beth.“Most often, the sale of immovable prop-

erty takes place when a purchaser either fi-nances the acquisition, typically by way ofa mortgage bond, or pays cash for the prop-erty, or a combination of the two.”Upon the deal being finalised, it is record-

ed inwriting, often byway of an offer to pur-chase, which serves as the agreement of sale

when signed by both parties, says Jonker.“Transfer of the property from the seller

to the purchaser then takes place four to sixweeks later, with occupation given eitheron transfer or at an agreed date.”Jonker says the Alienation of Land Act

does make provision for the sale of immova-ble property in instalments.“The contract, as with any sale of fixed

property, must be in writing and addressthe provisions prescribed in the Act.”How it works is that the purchaser pays

the agreed instalments over the agreed peri-od of time, says Jonker.“Other aspects, such as insurance, occu-

pation, any interest payable and the like,must be addressed and recorded.”Once the purchaser completes his or her

payment obligations, he or she can claimtransfer of the property, which takes placein the usual manner, says Susan Chapmanfrom Rawson Properties PE Platinum.“We can thus see that, while the payment

structure is a little different to the usualsale of fixed property, the end result is thesame. Both methods lead to the transfer ofthe property, assuming no breach or cancel-lation of the contract took place before-hand.”Chapman says the seller is responsible

for the declaration and payment of CGT andthe payment is triggered by the disposal, ordeemed disposal, of an asset.“In the instance of the sale of a fixed prop-

erty, whether brought about by an instal-ment sale agreement or otherwise, the trig-ger for CGT is the disposal of it. And dispos-al of a fixed property takes place ontransfer.”The seller will then have to do the rele-

vant calculations as to the amount onwhichthe CGT is to be applied, says Chapman.“CGT is then declared by the seller on his

THIS new baby in the Honda stable has noidentity crisis. From the front that is... The rel-ative massive “H” on the front immediatelyidentifies this as a Honda.

From the rear it is a bit more quizzical asit resembles the “ThreeMusketeers” viz Toyo-ta-Aygo, Citroën-C1 and Peugeot-107.However the large “H” tells you: “I’m aHon-

da, mate!” From this you can deduct that thenew Honda Brio (pronounced Brie-You andnot “Braai-Ou”) is a competitor in the smallcar segment of the market.Was I surpriseduponclimbing into theBrio!

With my bulky body up front I thought thatone would at least be able to get a newspaperbetween the driver’s seat and the rear passen-ger space... on its side. Then I realised that Ihad tomove the seat forward as the spaceutili-zation under the dash-board up front was wellplanned.With the steeringwheel being heightadjustablemore space is created for the driverwith a “boep”.The design of the Brio is not “awesome” and

as I have stated, it can easily be confused withthe “Three Musketeers”.Ergonomically, the layout up front is accept-

able with all the controls in easy reach fromthe driver’s position. The instrument clusterfits snugly up front, blending in with the two-tone, albeit plastic, dash, creating a nice varia-tion to the normal mono-coloured theme.The “sandy” coloured upholstery, albeit

cloth, makes the interior look plush and it cre-ates a cool feel in the warm South African cli-mate.It being a small car there is space at the rear

for two adults but that would not be for long-distance travelling.A5-passenger ratingmightbe aimed at the people from the Far-East, butwith the typical SouthAfrican statures Iwouldgive it a 2 + 2 rating. On the other hand threechildren will fit in without too much of asqueeze.

The RideOur test vehicle is the Honda Brio 1.2 Com-

fort (Manual). Upon start-up I was impressedat the low sound level of the engine. It sort ofpurred into life and was ready to take me towherever I wanted to go.With the5-speedbox theBriohadnoproblem

getting us inmotion and effortless through thegears to cruising speed and once out of townto 120 km/h. The power to weight ratio of the1.2 engineshowed tobewell designed.Thekerbweight is 916 kg. On the economic front the on

board computer showed a consumption of 15.4km/F. Don’t forget that this Brio had only donejust on 5 000 km and the engine was still verytight. Pressing down on the accelerator result-ed in the Brio responding without delay, evenat a low speed. There again that is why thereare 5gears in thebox -use themwhenrequired.During the test period I took the Brio on a

gravel/sandyroad.At first therewasaveryan-noying rattle until I established that it was thekey-ring on the key in the ignition.Bar that, I was really impressed at the han-

dling, as well as the sturdy non-rattling waythat the Brio handled the quite corrugated andsandy road. The only drawback which I foundwas that thedust settledon thehatch-door leav-ing a definite “spoor” that you had done somenon-tarreddriving.Asamatterof fact the samehappened when I passed a patch of spilled fuelon the road.

Some technical jargonThe Brio is powered by a 1198cc transverse

in-line 4-cylinder petrol engine with 16 valves.With power of 65 kW @ 6000 rpm max. andtorque of 109 Nm@ 4500 rpm the Brio was notat all a lazybones.The engine drive is through a 5-speedmanu-

al transmission via the front wheels. Thewheels are pressed-steel 14” with 175/65 R14tyres. The spare wheel is a full-sized wheel,which was above expectation given the space

at the rear.I like

. The assembly and finishing inside whichshows the unmistakable Honda standard. Allthe panels fit tightly.

.Air-conditioning, power-steering and amulti-function steering wheel as standard.

. Four round air-vents strategically placedin the dash-board offers good air-flow.

.Multi-function sound system with USBand Aux ports. The rear speakers are furthera plus factor. The sound systemgives crisp andclear sound quality.

. Front and rear electric window controlsand electric side mirrors.

. The high-level (3rd) rear brake light addsto visibility when braking.

. Remote locking system from the key.

Oopsies. The way that dust and other road gunk

such as petrol/diesel splashes from the roadtend to “cling” to thehatchdoor is anot sonice.It might be an idea to add a small spoiler onthe topof thehatchdoorwhich should stop thisfrom happening by forcing the air-flow downthe rear-end.

.A wiper on the hatch-door window. Be-causeof theabove, andwhen theBrio is parkedin rain the visibility through the window iscompromised without a wiper and washerunit.

. The need to use the key to open the hatch-door/window.

The VerdictWhat can I say about a completely new addi-

tion to the market from Honda? The Brio hastoprove itself in themarket but fromtheoutsetI can say that it looks positive. If it is a run-about you need or a roaming “work-shop” foran IT technician the Brio should cater for yourneeds. As a small family vehicle for daily use,you should be relatively happy, however withthe rear seats up there is at least space at theback for a laptop, lunch-box and newspaper, soto speak.When I compare the Brio against its fellow

brand names in the same segment, then theprice tag looks inspiring and given the Hondaquality a definitemust test drive before youde-cideonanotherbrand.Personally, Ihave fallenproverbially “hook, line and sinker” for theBrio.Bar the few oopsies, and the week-long driv-

EVEN a broken back could not stand betweenPortElizabethGraphicDesignStudent,ChardriMonk (22), and the sport she is so passionateabout, Quad racing.

Chardri, who is originally from East Londonbut studying inPortElizabeth, tookpart inJuneintheLadies’QuadClassChallengeat therecent‘Mantshwabisi’ desert race in Botswana for thethird and fourth rounds of the 2013 season.

Chardri has been competing in off-road quadracing since 2009 and finished second in the La-dies’ Quad Class Challenge in 2011. In the sameyear she also competed in the Silver Class Chal-lenge for riders doing 75% of the full race dis-tance. She finished second in that class as well.

Last year she crashed early in the season andbroke her back, but she recovered and startedparticipating again towards the end of the sea-son. This year she won the Ladies’ Quad Classat the opening round held in the Bronkhorsts-pruit area. She could unfortunately not finishthe second round as she ran out of fuel due toa “miscommunication” between father Craigwho is her “pit crew” and herself and circum-stances. They travel to all the races from EastLondon.

The most recent Mantshwabisi’ desert raceracewas a longone for the female quad competi-

tors who had to complete about 250 kilometreseach day on a route consisting of sandy tracksbetween thornybushesandsomerockysectionswhile the dry and dusty conditions forced themto race with even more care.

A cracked engine casing resulted in Chardrinot finishing the first day in the desert. But thiscould not deter her and she put up a brave fightthe next day – and even survived a tumble andawrist injury – to bring her TeamThesensGen-erators KTMquad home in the second place, af-ter racing for almost five and a half hours.

TwoweeksbeforetheBotswanaeventshealsocompeted inUis inNamibia. Her quad broke onthe sighting lap and she borrowed a quad thatwas setup formotocross/trackracing. Sheman-aged three-quarters of the race with extremelyhard suspension on a ‘borrowed’ quad, but hadto call it a day when she dislocated her thumb.

The next round of the 2013 series takes placeon Saturday, July 20, in the Vryheid area inKwaZulu-Natal. The girls had to complete thefull race distance at the season’s first two sprintevents(180 km)andthenhadtocompletehalf therace distance at the two-day ‘marathon’ (250 kmeach day). Their race will now be 140 km (fulldistanceis380 km)andthebattle formorepointstowards the title will continue at Vryheid.

Khaya Cheshire is an outreach project of theSummerstrand CheshireHomes and looks aftermentally and physically disabled children andyouth living in the impoverishedWalmerTown-ship. They offer a day care facility in a doubleclassroom situated in Victoria Drive alongsidethe Township and currently fetch 23 childrenevery week day, feed them and create an envi-ronment in which they can learn sound values,basic educational skills and can be loved.With no other facilities in the Township to

care for these children, Khaya Cheshire ismak-ing ahugedifference in their lives andwith sup-port from an event like the Urban Run will beable to improve the quality of the lives theytouch on a daily basis.Cleft Friends is a support group founded by

Helena Cullis in 2009 and is now a nationalproject of the Smile Foundation. Often due toperhapsa lackofeducationandawareness,espe-

cially in some rural areas - babies born with acleft palate areostracisedbecauseof their condi-tion. Support fromtheUrbanRunwill helpCleftFriends to create awareness and educate com-munities about cleft lips and palates, as well asimproving the local facilities to offer better sup-port to parents and medical professionals deal-ing with babies born with cleft palates.The Urban Run also tries to contribute to-

THE 2013 German Grand Prix is one that willstay in thememorybankof SebastianVettel forquite some time.Bettered inSaturday’s qualify-ing session by Lewis Hamilton, the reigningworld champ had it all to do in Sunday’s race.Mercedes’ Lewis Hamilton finished a tenth

clear of Red Bull’s Sebastian Vettel to take poleposition for the German Grand Prix.The biggest casualty of qualifying was team-

mate andBritishGrand Prix racewinner, NicoRosberg.Aninitial runin thesecondpartofSat-urday’s qualifying appeared to be enough forthe German to advance to the top ten shoot-out.However, a late flurry of flying laps in the clos-ing stages of the second session of qualifying,pushed Rosberg down to eleventh and out ofcontention for the front row of the grid.Ever dependable Jenson Button managed to

draghisMcLarenintothetoptenandcontinual-ly impressive Daniel Ricciardo and Sauber’sNico Hulkenberg advanced to the final part ofqualifying.But Saturday once again belonged to Lewis

Hamilton. The 2008 champion pipped champi-onship leader Sebastian Vettel to pole positionby a tenth of a second. Former German grandprix winner Mark Webber will start third andKimi Raikkonen, in the Lotus, fourth. RomainGrosjean and Daniel Ricciardo will start fifth

pitlane.By the time the safety car pulled into the pit-

IS RACING sport? Of course it is when jockeyS’mang Khumalo shows how Heavy Metalrocks with a win by the shortest of whiskersin last weekend’s Vodacom Durban JulyHandicap at Greyville.

Not only did Khumalo become the firstblack jockey in the event’s 116-year historyto win South Africa’s premier horse race, butin so doing also added this triumph to threeother major races in the last year or so, thosebeing the R2-million Sansui Summer Cup,the R2-million President’s Champion Chal-lenge and the Zulu Kingdom Explorer GoldenSlipper.

While punters might have been surprisedat the 16-1 shot’s narrow triumph, cool as acucumber Khumalo was not. Why should hebe, with a name like S’mang that in Zulusomewhat aptly means “surprise”? Laughingafter the win the jockey joked: “Maybe mybirth was a nice surprise to my mother. I al-ways like to spring surprises!”

The Sharks’ woes meanwhile continued atLoftus – if only just. It wasn’t Pat Lambie’sday for goal-kicking. He missed four. In a
