ang termino ni incoming presi-dent, Senator Benigno “Noynoy”Aquino, III ay sangkaterba naang batikos sa napipinto nitongpagpili ng kanyang ilalagay sakanyang gabinete.

May nagsasabi kasi na maymga itatalaga si Noynoy sakanyang gabinete na mga “re-cycle” kung saan aynanungkulan na ang mga itosa panahon ng kanyang ina nasi Cory Aquino at ang iba namanay nagsilbi ng ilang taon kayPangulong Gloria Macapagal-Arroyo.

Ang iba naman ay sinasabingmga walang karanasan sapamamahala samantalang hindipa naman natin nasusubukanang mga taong ito kung kayaba nilang manungkulan samataas na posisyon.

Hindi natin kailangangmanghusga sa pagkatao ng mgasusunod na manunungkulandahil unang-una ay hindi panaman natin sila nasusubukan,pangalawa ay posibleng ang

mga taong ito ang magbibigayng solusyon sa ating mgaproblema sa gobyerno.

Naging ugali na kasi natingmga Pilipino na kapag may taotayong hindi kilala ay agadnatin itong pipintasan at kungkilala man natin ay sasabihinnatin na hindi nito kaya angibibigay sa kanyang posisyon.

Hanggang hindi natinnasusubukan ang kapasidadng isang tao ay wala tayongkarapatan na maghusga sapagkatao nito dahil isa itongmaling paraan kung paanonatin ituturing ang ating kapwatao.

Wala rin tayong karapatanna magsabi na hindi kaya ngisang tao ang ibibigay sakanyang tungkulin hangganghindi natin nakikita kung paano

siya magtrabaho sa ibinigay sakanyang posisyon.

Bago sana tayo maghusgaay subukan muna natingtumingin sa salamin dahil bakamas madumi pa ang mukhanatin sa taong atingpinipintasan?

Nitong mga nakalipas naadministrasyon ay mga kilalangtao ang nailagay sa magandangposisyon ngunit ano ba angnangyari? Karamihan sa kanilaay umabuso lamang satungkulin.

BANCO de Oro Unibank(BDO) may not get its wish thistime. It is hoping to take overmidsize Export and IndustryBank (Exportbank), which isunder the “ICU” section orprompt corrective action (PCA)of the central bank since 2007.

BDO has been negotiatingwith Exportbank officials ledby their president Jose VictorTanjuatco, uncle of presiden-tial frontrunner Benigno“Noynoy” Aquino III, for theacquisition but this seems tobe going nowhere now.

With Aquino just a few daysaway from officially beingsworn in as the next presidentof the republic, Exportbankmay get the badly needed shotin the arm from the central bank.Exportbank can tap thepeople’s money through thecentral bank if it seeks assis-tance and given help by the

incoming administration.Though it is likely Aquino

may not provide help to hisrelative, the renewed confi-dence of the Exportbank offi-cials would probably opt tocontinue running the bank in-stead of selling it to the expand-ing BDO. Thus, the possibilityof a BDO takeover dims.

Nestor Tan, BDO president,in one interview, said the 704-branch BDO is on expansionmode in terms of branches.Sources said central bank willgive BDO 30 branches in re-stricted areas on top of the 51branches of Exportbank if thedeal pushes through.Exportbank has 26 branchesin restricted areas.

BDO takeover of Exportbank may not push through

IBON Features—The initial astonishment with the speed ofthe election results was just as quickly replaced with doubts onthe credibility of the May 2010 polls. Claims of electoral fraudand other irregularities continue to surface more than three weeksafter the Philippines held its first ever automated national polls.Calls for an independent probe emerged even as the Housecommittee on suffrage has already begun its inquiry.

In the eye of the storm aside from the Commission on Elec-tions (Comelec) is private contractor Smartmatic-TIM, whichlast year bagged the 2010 poll automation contract with thelowest bid of P7.2 billion. But as questions on the integrity ofthe Automated Election System (AES) technology provided bySmartmatic-TIM for the May 10 polls mount, less focus has beengiven on what exactly was the role played by the private con-sortium in the last elections.

This raises the issue of “election privatization,” a phenom-enon that is feared even in the most advanced countries as un-dermining the elections as an important democratic exercise.While the use of the latest technology to speed up the votingand counting process is not inherently bad, the use of privately-owned technology creates some serious problems.

According to the Progressive States Network, a US-basedpolicy and research group, the fundamental basis for the free-dom and fairness of elections lies in its public administration.“Without government control of elections and public scrutinyof the process, establishing the legitimacy of election results isnot possible,” said the group.

It cited the case of 18,000 missing votes in Sarasota, Floridaduring the 2006 congressional race that had a winning marginof only 236 votes. The private firm Election Systems and Soft-ware Company which handled the Sarasota polls denied pub-lic access to its voting machines and software for examinationbecause they were supposedly trade secrets. A local court up-held the privacy rights of the said corporation.

The Sarasota case was just one of the many electoral fiascosin the US that involved private poll automation firms. Per-haps the most notorious among these firms was Sequoia Vot-ing Systems, which has been embroiled in several controver-sies ranging from weak security system, poor quality ballots,and substandard hardware. In 2008, Sequoia threatened withlawsuits the independent experts who wanted to scrutinizeits voting machines for use in New Jersey citing intellectualproperty rights.

Incidentally, Smartmatic acquired Sequoia in 2005 but wasforced to give it up in 2006 following a probe by the Committeeon Foreign Investment in the US (CFIUS), an inter-agency bodyof the US government that reviews national security implica-tions of foreign investments. But Smartmatic maintains linkswith Sequoia through IPR ownership over some of the latter’selection products. Sequoia was also one of the losing bidders inthe Philippines’ poll automation program.

Thus, reports of malfunctioning Precinct Count Optical Scan(PCOS) machines, claims of pre-programming, and other tech-nical anomalies are not unique to the country’s first attempt atnational poll automation. Proponents claim that a private com-pany can still be held accountable by the public. Smartmatic-TIM, for instance, is bound by the terms and conditions stipu-lated in its contract with the Comelec.

Public exercise, private interestHowever, the liability of Smartmatic still does not resolve the

fundamental issue of a private company, with vested privateinterests, taking over a very public matter that is the elections. Itmakes the elections more vulnerable to fraud and manipula-tion—on top of traditional forms of cheating such as vote buy-ing, flying voters, harassment, etc.

Private automation technology becomes untrustworthy be-cause of its nature as private property immune to public scru-tiny. In the case of Smartmatic-TIM, the Comelec refused to con-duct an exhaustive review of the source code by independentinformation technology (IT) experts and specialists. A sourcecode review will help determine if Smartmatic-TIM’s comput-ers will properly read and accurately count the ballots.

DISCUSSING THE RULESSenate President Juan Ponce Enrile and House Speaker Prospero Nograles dis-cuss the rules on canvassing during a lull in the canvassing of the Davao CityCertificates of Canvass. At issue is the non-printing of the city’s statement of votes bythe Consolidation and Canvassing System server.

DESPITE possible protest from parents andstudents, the Commission on Higher Educa-tion (CHED) clarified that the tuition increasein 339 schools and universities are irrevo-cable.

Julito Vitriolo, CHED executive director,in an interview yesterday with news anchorArnold Clavio on GMA’s Unang Hirit, saidthe commission allowed the schools to imple-ment increase in their education fare aftermeeting the requirements.

He said the CHED could no longer revokeits approval to the 339 schools which askedpermission to hike their fees. There are about

2,000 universities and colleges in the Philip-pines.

Vitriolo said that in March this year,about 390 schools applied for a tuition hike,339 of which were given the green light byCHED. Consultations with the stakehold-ers, like parents, were among the require-ments given by CHED to schools seekingfor fee hike.

The CHED official added that the essenceof the consultations include the objections,which will be included in the minutes of themeeting so that the commission knowswhether consultations were indeed held.

CHED: NO REVERSAL OF TUITION HIKE

THE Sugar RegulatoryAdministration (SRA)yesterday announced thatthere is enough supply ofsugar until the next sea-son and no reason to in-crease the its price.

Bernardo Trebol, SRAadministrator, said aninventory of warehousesof sugar mills revealedthat there would beenough supply of sugarthrough the next millingseason.

Trebol said there aremore that 600,000 metrictons in sugar mills inwarehouses, excludingthose in the warehousesof traders and wholesal-ers.

“While it is true thatthe milling season hasended, we still haveenough supply of sugarfor our requirement up tothe next milling season.We will not allow unscru-pulous businessmen tocreate a situation wherethey will project a pictureof shortage in the supplyto their own advantage.We will work with othergovernment agencies andrun after the retailers whoare unnecessarily in-creasing the prices of theirsugar,” Trebol said.

Lower electricity bill in June – MeralcoTHE Manila Electric Company

(Meralco) yesterday announcedthat customers will see an over-all average reduction in their elec-tricity bills for the month of June.

For residential users, the re-duction is around 10 centavos perkwh.

Meralco Utility EconomicsHead Ivanna dela Peña attributedthe reduction to lower transmis-sion and system loss chargeswhich declined by P0.1541 perkWh and P0.0282 per kWh, respec-tively, for residential customers.

"While the generation chargeregistered an increase of P0.0844per kWh, this was more than off-set by the combined reduction ofP0.1823 per kwh in transmissionand system loss charges, result-

ing to a net reduction of P0.0979per kwh for residential users inthese three pass-throughcharges,” she said.

The lower transmission chargewas a result of the zero back-upcharge of the National Grid Cor-poration of the Philippines(NGCP), arising from the non-availability of back-up capacityfor the supply month of May.

Meralco said a residential cus-tomer consuming 100 kwhs willhave his bill reduced by aroundP11 this June. For one consum-ing 200 kwhs, the reduction ismuch higher at around P27, andfor P300 is a savings of P40, fac-toring in the attendant reductionin taxes and other bill compo-nents.

THE Department of Educa-tion (DepEd) on yesterday as-sured parents that it would lookinto reports that at least fiveschool supplies contain poten-tial carcinogens.

DepEd Secretary MonaValisno, in a radio interviewwith dzXL, said her office is nowverifying information to con-firm the findings of EcoWasteCoalition about toxic schoolsupplies.

On Sunday, EcoWaste Coa-lition warned that at least five

FENDING off the onslaught of four newopeners, “Shrek Forever After” managedto maintain the top position at NorthAmerica's box offices for the third week-end in a row, the box office authority said.

The fourth and final installment inDreamWorks Animation's series, “ShrekForever After” is expected to sell $25.3million worth of tickets in the United Statesand Canada this weekend, down only by42%, to remain as the top dog.

As the first movie since “Alice In Won-derland” to pull off the three-week trick,the Paramount animated film is on trackto earn $183 million in ticket sales in threeweeks of play, according to projections bythe North America box office authority.

Four new openers made their debutover the weekend, but they have all per-formed on a lackluster note.

Premiering at No.2 is Universal’s youngadult comedy "Get Him to the Greek,"which is expected to take in $17.4 millionin its opening dates. In another collabo-ration among writer/director NicholasStoller and stars Jonah Hill and RussellBrand, “Get Him to the Greek” is a spin-off sequel from Stoller's 2008 film “For-getting Sarah Marshall.” Hill plays an en-tirely new character while Brand repriseshis character Aldous Snow. The film hasreceived generally positive reviews andis widely considered among the year's fun-niest comedies.

Debuting at No. 3 is Lionsgate’s spyromantic comedy "Killers," with an esti-mated take of $16.1 million. StarringAshton Kutcher and Katherine Heigl andtook $75 million to make, it drew widecriticisms from the critics over the week-end. However, the Saturday's gross hasincreased 11 percent, which is evident ofits good playability, the North Americabox office authority said.

The No.4 and No.5 are holdovers fromthe previous weeks.

Disney’s “Prince of Persia” which de-buted last week is projected to garner $13.8million this weekend for a total of $59.5million in two weeks.

Warner Bros.’ “Sex and the City 2” star-ring Sarah Jessica Parker and her threepartners in romantic crime, will sell $12.6million this weekend, for a total of $75million in two weeks.

As the rest of four openers, Fox's“Marmaduke” and Warner Bros.’ horror/thriller “Splice” were sixth and eighth, tak-ing in $11.3 million and $7.5 million re-spectively.

FENDING off the onslaught of four newopeners, “Shrek Forever After” managedto maintain the top position at NorthAmerica's box offices for the third week-end in a row, the box office authority said.

The fourth and final installment inDreamWorks Animation's series, “ShrekForever After” is expected to sell $25.3million worth of tickets in the United Statesand Canada this weekend, down only by42%, to remain as the top dog.

As the first movie since “Alice In Won-derland” to pull off the three-week trick,the Paramount animated film is on trackto earn $183 million in ticket sales in threeweeks of play, according to projections bythe North America box office authority.

Four new openers made their debutover the weekend, but they have all per-formed on a lackluster note.

Premiering at No.2 is Universal’s youngadult comedy "Get Him to the Greek,"which is expected to take in $17.4 millionin its opening dates. In another collabo-ration among writer/director NicholasStoller and stars Jonah Hill and RussellBrand, “Get Him to the Greek” is a spin-off sequel from Stoller's 2008 film “For-getting Sarah Marshall.” Hill plays an en-tirely new character while Brand repriseshis character Aldous Snow. The film hasreceived generally positive reviews andis widely considered among the year's fun-niest comedies.

Debuting at No. 3 is Lionsgate’s spyromantic comedy "Killers," with an esti-mated take of $16.1 million. StarringAshton Kutcher and Katherine Heigl andtook $75 million to make, it drew widecriticisms from the critics over the week-end. However, the Saturday's gross hasincreased 11 percent, which is evident ofits good playability, the North Americabox office authority said.

The No.4 and No.5 are holdovers fromthe previous weeks.

Disney’s “Prince of Persia” which de-buted last week is projected to garner $13.8million this weekend for a total of $59.5million in two weeks.

Warner Bros.’ “Sex and the City 2” star-ring Sarah Jessica Parker and her threepartners in romantic crime, will sell $12.6million this weekend, for a total of $75million in two weeks.

As the rest of four openers, Fox's“Marmaduke” and Warner Bros.’ horror/thriller “Splice” were sixth and eighth, tak-ing in $11.3 million and $7.5 million re-spectively.

Palace assures Bangit retention as AFP chiefARMED Forces of the Philippines

(AFP) Chief of Staff Gen. Delfin Bangitwill remain in his post until PresidentGloria Macapagal Arroyo’s successordecides to replace him.

“He’ll continue serving underPresident Arroyo's watch,” deputypresidential spokesperson GaryOlivar said yesterday during a Pal-ace briefing.

He attributed this to the President’strust and confidence in Bangit who

she appointed to the post after serv-ing in the military for several years.

Bangit also headed the Presiden-tial Security Group tasked with en-suring safety of Philippine heads ofState including Mrs. Arroyo.

Malacanang clarified Bangit's sta-tus after he failed to get Commissionon Appointments (CA) confirmation.

AFP spokesperson Lt. Col. ArnulfoBurgos also confirmed Bangit's con-tinuing stint as armed forces chief.

“The Chief of Staff serves at thePresident’s pleasure,” he said dur-ing the briefing.

He noted AFP recognizes this prin-ciple and will continue observingsuch even after President Arroyobows out of Malacanang on June 30this year.

“We’ll respect what the incomingadministration plans to do,” he said.

Bangit is among over 300 militaryofficials who failed to get CA’s nod.

you?” not one person has mentioned a PhD from aprestigious seminary or a famous philosopher. Allof us have the same capacity to help those whohurt.

No one can package or bottle the “appropriate”response to suffering. If you go to the sufferers them-selves, some will recall a friend who cheerily helpeddistract them from their illness. Others think such anapproach insulting. Some want honest, straightfor-ward talk; others find such discussion unbearablydepressing.

There is no magic cure for a person in pain. Mainly,such a person needs love, for love instinctively detectswhat is needed. Jean Vanier, who founded the L’Archemovement for the developmentally disabled, says:“Wounded people who have been broken by sufferingand sickness ask for only one thing: a heart that lovesand commits itself to them, a heart full of hope forthem.”

Such a love may be painful for us. But real love,the apostle Paul reminds us, “Bears all things, believesall things, hopes all things, endures all things” (1 Cor.13:7).

As is so often His pattern, God uses very ordinarypeople to bring about His healing. Those who sufferdon’t need our knowledge and wisdom, they need ourlove. — Philip Yancey
