LUNGSOD NG MALOLOS – Hindi baba-ba sa 10 parola ang kukumpunihin atitatayo sa Bulacan, Pampanga, atBataan sa baybayin ng look ang Mayni-la sa susunod na taon.

Ito ay matapos pagtibayin ng RegionalDevelopment Council (RDC) ng GitnangLuzon ang isang resolusyon na nag-en-dorso sa nasabing proyekto upang mapon-dohan ng pamahalaang pambansa.

Ang RDC ay nagpulong sa Hiyas ngBulacan Covention Center (HBCC) sabakuran ng kapitolyo sa lungsod into sapangunguna Mayor Oscar Rodriguez ngSan Fernando Pampanga noong na-karaang Miyerkoles.

Bilang taga-pangulo ng RDC, tinang-gap ni Rodriguez ang resolusyon ng Sec-toral Committee on Infrastructure Devel-opment (SCID) na pinamumunuan niGob. Wilhelmino Alvarado ng Bulacan nanag-endorso sa nasabing proyekto.

Ang nasabing proyekto ay nag-ugatsa artikulong inilathala ng Punto noongPebrero hinggil sa kalagayan ng parolasa Barangay Pugad sa bayan ngHagonoy matapos itong kunan nglarawan ng kagawad ng nasabing baran-gay ay ilathala sa Facebook.com.

Bilang tagapamuno ng SCID, tinu-gunan at inihain ito ni Alvarado sa ka-nilang komitee noong Abril.

Ngunit hindi lamang ang parola saBarangay Pugad ang binigyang pansinni Alvarado.

BALANGA CITY, Bataan – The LandTransportation Office in Bataan on Fri-day reported an increase in its revenuecollections in both registration and licens-ing for the first semester this year.

Engr. Rey Cortez, LTO – Bataan chief,said they collected P39.78 million in ve-hicle registration from January to Junethis year surpassing by 11 percent theirP35.9 million earnings for the same peri-od in 2010.

The amount gathered exceeded by 2percent their collection target of P38.8million for the first six months of 2011.

In licensing, the LTO branch in Bataanregistered P8.65 million in revenues com-pared to their target of P8.3 million forperiod ending June 30, 2011. This was 7percent higher than their previous incomeof P8.1 million for the same period.

Cortez attributed the good accom-plishment record to their regular once-a-month street operation and the partici-pation of local enforcers.

The Bataan-LTO head also announcedthat his office is preparing a massive trafficoutreach education that will deal on safetydriving and traffic education for drivers.

He said that his office has so far im-plemented the Quality Workplace andPhysical Fitness programs all aimed atimproving services for their clientele.

Last week, they conducted roadsideinspection against smoke belching inBalanga City, and will also be held in 11other towns in the province.

Cortez said that his office has alsostarted distributing “Pantawid Pasada saDaang Matuwid” cards to about 1,050public utility jeepneys in Bataan.

This is a project of the Department ofEnergy but the LTO was tasked in thedistribution of the cards reportedly worthP1,000 as assistance to PUJ drivers be-cause of the oil price hike.

SUBIC BAY FREEPORT – TheSubic Bay Metropolitan Author-ity (SBMA) welcomed the rec-ommendation of the Office of theDeputy Ombudsman for Luzonto dismiss the graft cases filedby the former operator of the golfcourse in this freeport againstthe agency’s senior officials.

SBMA Administrator ArmandArreza said the recommendationby the Office of the Deputy Om-budsman to dismiss the case“simply proves that the agencyhad only exercised its obligationto protect the interests of thegovernment through legal andlawful means.”

SBMA wins Subic golf course rowJalandoni recommended the dis-missal of the cases againstSBMA officials after his officeestablished that the complaintfiled by Universal InternationalGroup of Taiwan (UIG), whichoperated the golf course prior tothe SBMA takeover, had no ba-sis.

The 28-page recommenda-tion was made based on findingsby Regina Anniban, graft inves-tigation and prosecution officerI, and Joaquin Salazar, actingdirector of the Evaluation andInvestigation Office.

The cases against SBMAofficials stemmed from the take-over by the SBMA on June 8,2007 of the Subic Bay Golf andCountry Club, Inc. (SBGCCI),

which was then operated by UIG.The SBMA took over the golf

course after the UIG failed to set-tle debts in rental and other feesworth US$350,000 and P16 mil-lion.

The SBMA also effected thetakeover for UIG’s failure to fulfilldevelopment plans stated in itsLease Development Agreement(LDA) with the SBMA.

In response to the takeover,former SBGCCI president Sus-an Ho, former SBGCCI vice pres-ident Jack Hu and a certain An-gela Hu, filed separate cases ofviolation of Republic Act 3019(Anti-Graft and Corrupt Practic-es Act), robbery, trespassing,grave threats, theft and grave co-ercion against former SBMA

chairman Feliciano Salonga,Arreza, SBMA senior deputyadministrator Ramon Agregadoand 48 other SBMA officials andprivate individuals.

In a consolidated resolution,the Office of the Deputy Om-budsman for Luzon (ODO-Lu-zon) said that charges pertain-ing to the takeover by the SBMAof the golf course were dis-missed for lack of probablecause.

It noted that under Section22.2 of the LDA, the tenant orany of its subsidiaries (UIG/SBGCC) “failed to pay any in-stallment of base rent or addi-tional rent or any other amountdue from August 2003 and con-tinued for a period of 30 days

after notice from SBMA”.“The continued failure (by)

UIG to make good of its finan-cial obligations resulted in theextinguishment of its right toenjoy the use of the propertysubject of the contract. Com-plainants cannot now questionthe takeover of the golf course,”ODO-Luzon also said.

“Subsequently, finding no ir-regularity in the subject takeover,the charge of violation of RA 3019was dismissed for lack of prob-able cause,” it added.

According to ODO-Luzon, asit has been established that com-plainants have lost their rightsover the subject golf course, thecharge for trespassing againstpublic respondents “must like-wise fail.”

Furthermore, charges of rob-bery, theft, grave coercion andgrave threats were dismissed forlack of evidence.

Arreza said the recommen-dation was “a great relief” forSBMA officials who weredragged into the controversywhile they were doing their du-ties as public officials.

Among those who were in-cluded in the charges that theOmbudsman dismissed wereformer SBMA senior deputy ad-ministrator for business Herme-negildo Atienza III, deputy ad-ministrator for business RaulMarcelo, former Law Enforce-ment Department (LED) manag-er Jaime Calunsag, LED opera-tions chief Vicente Tolentino,Legal Department manager Atty.Von Rodriguez, former Land andAsset Department managerJuan Montelibano, MichaelQuintos, Clarisse Labicasi, and50 others.

THE PHILIPPINES’ largest na-tional flag carrier, Cebu Pacific(PSE:CEB) signed six-year op-erating lease agreements withDublin-based RBS Aviation Cap-ital for 2 brand-new Airbus A320aircraft to be delivered in March2012.

This will be on top of CEB’s27 Airbus A320 aircraft purchaseorders to be delivered from Sep-tember 2011 until 2016, and 30Airbus A321neo aircraft ordersto be delivered from 2017-2021.

CEB recently signed a Mem-orandum of Understanding(MOU) with Airbus for the pur-chase of the 30 A321neo aircraft,the largest A321neo aircraft or-der in the world. The A321neoswill be a first of its type to oper-ate in the Philippines, being alarger and longer-haul version ofthe familiar Airbus A320.

“These two leased A320 air-craft will further increase our fleetsize, allowing us to offer lowerfares and even more routes, des-tinations and flights to ourguests. It will also enable us tocontinue expanding aggressive-ly in the Asia-Pacific region, es-pecially as we await delivery ofmore brand-new CEB aircraft,”said CEB President and CEOLance Gokongwei.

Good, but…“A VERY good idea.”

So was City of San Fernando Mayor Oscar S.Rodriguez’s reaction to the creation of a regionalsanitary landfill proposed by Pampanga Gov. Lilia“Nanay Baby” Pineda.

Very good, yes. But with a big IF.“If it is initiated and all governors in the region will

approve of a regional landfill at papayag ang isanghost province at paghahatian proportionately anggastos doon pati kung papaano ang tipping fee –siguro at cost for maintenance purposes – aymaganda iyan.” So media reports quoted Rodriguezwho is also chairman of the Regional DevelopmentCouncil in Central Luzon, president of thye Leagueof Cities of the Philippines and executive vicepresident of the Union of Local Authorities of thePhilippines.

And then the dampener: “Realizing it in the soonestpossible time may pose some problems like sinoang gagastos at saan ang lugar. It will also requirecoordination and primarily kung sino ang papayagmag-host nito.”

There’s one good idea gone…whatever.

BetterAN EVEN better idea.

That is the proposal also made by GovernorPineda to collect P2 per household per day to coverthe expenses for the disposal of their garbage.

Pineda explained that her province has more than293,800 households and the P2 daily collection –amounting to a whopping P214,474,000 a year – willbe enough to cover the annual funding requirementfor garbage disposal at the Metro Clark SanitaryLandfil in Kalangitan, Capas, Tarlac.

So who will do the collection?Giving the task solely to the barangay captain or

his council will open the system to abuse, misuse ordisuse. Pineda herself is proposing that the localpastoral council, the parents-teachers association betapped to work hand-in-hand with the barangaycouncil in doing the collection rounds – for both feeand garbage: the money deposited in a designatedbank, the garbage to a collection point in thebarangay.

“Once we finish fine tuning the system, we will takeit to the local officials for their recommendations andthen to the sangguniang panlalawigan for the enablinglegislation,” Pineda said.

The P2-fee-for-garbage scheme has generatedoverwhelming interest among the people. Let’s gofor it.

Where there’sno will

JUST BEFORE noon Friday, July 15, a speeding dump truck struck12-year-old John Jovit Juguilon, spilling his blood, brains and gutson that stretch of MacArthur Highway fronting the San IsidroElementary School in the City of San Fernando.

Alas, the Department of Public Works and Highways and itscohorts, the city government of San Fernando and the PampangaChamber of Commerce and Industry have no “killer trees” to blamefor the highway murder this time, the santols, narras and acaciasin front of the school having long been felled, and that portion of thehighway long expanded.

There is the tree-killing triumvirs’ oft-invoked mobility, speedytransport of goods and people resulting from the widening ofMacArthur Highway, as one (ir)rationalization for the massacre ofthe trees along its shoulders.

There too is the fear expressed by the tree-saving advocates that an expanded highway willbe an invitation to mayhem – speed maniacsreducing crossing pedestrians to pylons in aslalom race.

John Jovit was crossing the road on his wayback to his Grade 5 class when he was struckdead.

Trees are replaceable, so they are cut. Humanlife is not. So (un)reasoned the DPWH-CSF-PamCham in pushing for the total defoliation ofMacArthur Highway, damning the trees for all theaccidents that happen there.

Sans trees, young John Jovit is dead. So whatsay they now?

To be fair, the city government had beeninstituting measures to make MacArthur Highwaysafer, such as in its assignment of police officersin areas where accidents just occurred. Yes, fortwo days straight after the accident, two policemenwere guiding pedestrians crossing the very spotwhere the lifeless John Jovit was sprawled. Andtraffic aides became more ubiquitous at everyintersection along the national road.

The city council early this year – if fadingmemory still served right – passed a resolutionregulating the use of motorcycles in the city, towit: 1) riders limited to two at most per bike; and2) wearing of helmet – “sa ulo, hindi sa siko,” asone poster read – is compulsary.

Just this month, streamers were strewn allacross the city announcing that starting July 11,as per instruction of the Department of the Interiorand Local Government, tricycles and pedicabs

are banned from going through the length ofMacArthur Highway.

Really good measures there and mostassuredly effective in securing the safety ofmotorists and pedestrians. That is if only theyare implemented.

Any day, any night, helmetless riders weavein and out of traffic along the highway. Families ofthree or four, many times with infants bundled up,go their merry way right on the inner – andtherefore speed – lane of the highway.

And pedicabs are simply everywhere, floutingany and all traffic laws with impunity.

Accidents not only waiting, not only wishing,but avidly wanting to happen there.

All this, within distance of the silenced whistlesof traffic enforcers.

Political will is patently in short supply in thecity.

And then there is the dark, dark, dark Balitistretch of MacArthur Highway where acacia treesstill stand. At the time of Mayor Rey Aquino,indeed up to the end of the second term of MayorOscar Rodriguez, that stretch was well illuminatedat night. Since the tree-cutting spree though, allthe lights have gone out in Baliti.

Which has led to some conspiracy theoriststhinking: It is the willful design of the citygovernment to keep the Baliti stretch inpitch dark to have more accidents there.The worse the accidents, the better to blameon the trees. Therefore the greater(un)justification for their cutting.

Ill will is clearly in abundance here.

At 10:56 p.m. EDT, Americanastronaut Neil Armstrong,240,000 miles from Earth,speaks these words to morethan a billion people listening athome: "That's one small step forman, one giant leap for man-kind." Stepping off the lunar land-ing module Eagle, Armstrongbecame the first human to walkon the surface of the moon.

The American effort to sendastronauts to the moon has itsorigins in a famous appeal Pres-ident John F. Kennedy made toa special joint session of Con-gress on May 25, 1961: "I be-lieve this nation should commititself to achieving the goal, be-fore this decade is out, of land-ing a man on the moon and re-turning him safely to Earth." Atthe time, the United States wasstill trailing the Soviet Union inspace developments, and ColdWar-era America welcomedKennedy's bold proposal.

In 1966, after five years ofwork by an international team ofscientists and engineers, theNational Aeronautics and SpaceAdministration (NASA) conduct-ed the first unmanned Apollomission, testing the structuralintegrity of the proposed launchvehicle and spacecraft combina-

Armstrong walks on moontion. Then, on January 27, 1967,tragedy struck at KennedySpace Center in Cape Canaver-al, Florida, when a fire broke outduring a manned launch-pad testof the Apollo spacecraft andSaturn rocket. Three astronautswere killed in the fire.

Despite the setback, NASAand its thousands of employeesforged ahead, and in October1968, Apollo 7, the first mannedApollo mission, orbited Earthand successfully tested many ofthe sophisticated systemsneeded to conduct a moon jour-ney and landing. er of the mission. After traveling240,000 miles in 76 hours, Apol-lo 11 entered into a lunar orbiton July 19. The next day, at 1:46p.m., the lunar module Eagle,manned by Armstrong and Ald-rin, separated from the com-mand module, where Collins re-mained. Two hours later, theEagle began its descent to thelunar surface, and at 4:18 p.m.the craft touched down on thesouthwestern edge of the Seaof Tranquility. Armstrong imme-diately radioed to Mission Con-trol in Houston, Texas, a famousmessage: "The Eagle has land-ed."

At 10:39 p.m., five hoursahead of the original schedule,Armstrong opened the hatch ofthe lunar module. A televisioncamera attached to the craft re-corded his progress and beamedthe signal back to Earth. At 10:56p.m., Armstrong spoke his fa-mous quote, which he later con-tended was slightly garbled byhis microphone and meant to be"that's one small step for a man,one giant leap for mankind." Hethen planted his left foot on thegray, powdery surface, took acautious step forward, and hu-manity had walked on the moon.

Sa usaping ito, pumapasok sa isipan ko ang ginawangpanununtok kamakailan ni Mayor Sara Duterte-Carpio sa isangcourt clerk na nagpapatupad ng demolition order sa Davao City.

Nakakalungkot ang pangyayari. Naimbestigahan na ang isyungito, pero mukhang mas mahirap maresolba ang ugat ng problemang panununtok ng mayor. Ito ang squatter problem, ang malakingkakulangan ng pabahay para sa mga mahihirap, at ang kakulangansa mga kasalukuyang batas sa housing at urban development naipagtanggol ang mga mahihirap sa mapang-api at mapangmaliitna pamamaraan ng eviction at demolisyon.

Kailangan natin ang mga angkop na batas para matigil na angmarahas na pagpapalayas sa ating mga informal settlers.

Tutoo, binigyang diin sa ating Saligang Batas ang kahalagahanng pagkakaroon ng katarungang panlipunan o social justice.Nakasaad sa Konstitusyon, sa Section 10, Article XIII, “Urban orrural poor dwellers shall not be evicted nor their dwelling demolished,except in accordance with law, and in a just and humane manner.”

Bilang tugon sa Article XIII, na sumasakop sa urban land reformand housing, nabuo ang Republic Act 7279, o ang UrbanDevelopment and Housing Act. Ito ay may layong maprotektahanang mga mahihirap sa di-makatarungang eviction at demolisyonng mga pamamahay ng mga informal settlers.

Ngunit hindi nito nabigyan ng solusyon angmga mas masalimuot pang isyung nakapaloobsa paglaki ng hanay ng mga informal setlers— ang kahirapan, at kahirapang magkabahay.

Gayun d in sa pagtugon sa mgapanganga i langan ng pag-un lad ngimprastraktura at mga komunidad kung saanbinibigyang daan, kung kina-kailangan, angevict ion at demol isyon ng mga i l legalstructures.

Ito ang nagbunsod sa paghain ko ng HouseBill 3403, “An Act strengthening the right of theunderprivileged and homeless citizens toadequate housing,” amending for this purposeRepublic Act 7279 otherwise known as “An Actto Provide for a Continuing Urban Developmentand Housing Program, Establish the Mechanismfor its Implementation, and for other purposes”o ang “Urban Development and Housing Act of1992.”

Ako’y naniniwala na higit na kakailanganinnatin ngayon ang batas na magbibigay ngkasiguruhan na ang mga eviction ng mgainformal settlers o ang demolisyon ng kanilangmga barong-barong ay maisasagawa samakataong pamamaraan.

Sa Section 28 ng H.B. 3403, bilang generalrule, ipinagbabawal ang eviction o pagpapalayassa mga walang bahay o ang demolisyon ngkanilang mga barong-barong. Magagawalamang ang eviction bilang “last resort.”

Sa kasalukuyang umiiral na batas, sa R.A.7229, maaaring magsagawa ng eviction odemolisyon sa ilalim ng mga sumusunod nasitwasyon:

(a) Kapag ang mga ino-okupahang bahayay nakatayo sa mga delikadong lugar gaya ngmga estero, rilis ng tren, bunton ng basura,tabing ilog, baybaying dagat, kanal, at iba pangmga pampublikong lugar tulad ng sidewalk,daan, parks o playgrounds;

(b) Kapag may mga proyektong pang-imprastraktura na napondohan ay isasagawana, o

(c) Kapag may court order for eviction anddemolition.

Dagdag pa, maisasagawa lamang angeviction ng mga underprivileged at homeless odemolisyon na may court order kapag angkinauukulang ahensiya ay may nakahandangrelocation o resett lement site para saapektadong iskuwater. Bukod dito, kailangangmay nakatalagang basic services at pasilidad,at may mga trabaho o kabuhayan na angkopsa mga settlers sa paglilipatan.

Mainam na rin na sa ilalim ng kasalukuyangbatas, ang relocation ng mga mahihirap at mganawalan ng tirahan ay isasagawa sa tulong nglocal government unit (LGU), ng NationalHousing Authority, at ng iba pang mga ahensiya.

Isasagawa ito sa loob ng 45 araw mula saissuance ng final judgment ng korte. At kapagang relokasyon ay hindi posible sa loob ng 45araw, may financial assistance na ipagkakaloob

sa halaga katumbas ng 60 araw na dailyminimum wage.

Bilang amyenda, sa ilalim ng panukalangbatas H.B. 3403, ang pagtanggap ng financialassistance ay hindi nagsasabing wala ngobligasyon ang LGU na mabigyan ng tamangrelokasyon ang informal settlers.

Sa paghahanap ng relocation site, nakasaadsa H.B. 3403 na kailangan munang matukoyang mga pinaka-malalapit na lugar para dito.Bunsod nito, dapat magkaroon muna ngkumpletong imbentaryo ng mga pwedenglugar ng relokasyon ang kaukulang LGU sanasasakupan nito. At kapag wala talagangmatukoy na relocation site sa nasasakupan ngLGUay saka pa lang maghahanap ng posiblengrelocation site sa labas ng sakop ng LGU.

Hindi dapat tawaran ang kahalagahan ngprobisyong ito sapagka’t kalimitan, bagama’tkumpleto sa pasil idad gaya ng tubig atelektrisidad ang relocation site, sobrang layonaman ang pinaglipatan sa lugar ng kanilanghanap-buhay kaya’t naandoon pa din angmatinding pagtutol sa paglipat ng tirahan. Itoay nagbibigay ng pakiramdam na parang kutingna itinapon lamang sa kapitbahay kahit na maykakayanan namang maglaan ng lugar na malapitsa hanap-buhay ang LGU na nakakasakop sakanila.

Mahalaga rin na magkaroon ng proseso ngrelokasyon na makatao at katanggap-tanggapsa mga apektadong iskuwater. Ang dikatanggap-tanggap na proseso ng relokasyonang kadalasang nagiging mitsa ng “resistance”sa bahagi ng mga iskuwater kaya nagigingmarahas ang eviction.

Kasama sa prosesong ito ang dayalogo atkonsultasyon hinggil sa kabuhayan, basicservices, tubig, at kuryente, maging angdistansiya ng mga eskwelahan at pamilihan.

Sa aking panukalang batas, kasama rin angmga condominium projects sa mga inaatasangmaglaan ng 20 porsiyento ng mga proyekto nitopara sa socialized housing.

Mapapansin ninyo na kaloob ng panukalangbatas hindi lamang ang makataongimplementasyon ng eviction ng mga iskuwaterat demolisyon ng kanilang mga barong-barong,ganun din sa pagkakaloob ng mga malinaw natuntunin sa pagpapatupad ng urban developmentat housing programs ng pamahalaan.

Ako po ay naniniwala na sa panukalangbatas na ito, makakakasulong na ang Kongresopara muling siyasatin ang problema ng mgamahihirap, kabilang na ang ating mga informalsettlers, upang mabigyan na pagkakataon nasila ay magkaroon ng mg tirahang masasabina nilang tahanan.

The unbundling of therates of distribution utilitiesis required under the EPI-

RA law as a prerequisitefor open access and retailcompetition.

“This and any informa-tion about the claims of thegroup may be verified withthe ERC, the industry’sregulatory body whichclosely oversees the oper-ations of distribution utili-ties in the country andensures the welfare ofelectricity consumers,”Rivera said.

“We went through therecords and we found outthat he (Cruz) also hadplenty of violations. Underthe Environmental ImpactAssessment (EIA) sys-tem, a golf course is clas-sified as an environmen-tally critical project. Hadhe disclosed it before, hewould not have been al-lowed to put it up becauseParadise Farms had pre-ceded him in the area,”said Claudio.

Paradise Farms is oneof the biggest livestockfarms in Angeles Citywhich is registered underRobin Nepomuceno,brother of former AngelesCity mayor and congress-man, Blueboy Nepo-muceno.

Claudio also said theinspection done on Cruz’sgolf course was part of thestandard operating proce-dure the EMB had to fol-low as they monitored thefarms. “It just so happenedthat his business is in thevicinity area that is why itwas checked as well,” hesaid.

The farm owners ex-plained that they havemodernized their opera-

tion by adopting newtechnologies such asmanure separators, bio-gas digesters, and otherfacilities to improve theefficiency of their wastewater treatment facilitiesto conform with the stan-dards set by DENR-EMBand the municipal sani-tary offices.

Large-scale hog rais-ers are also putting theblame on backyard pig-geries that are said to bethe ones not complyingwith environmental stan-dards. From the monitor-ing done by DENR-EMB,43 livestock farms werefound to be lacking theirECC and discharge per-mits. These backyard pig-geries were ordered tocease operation until theyare able to complete theirrequirements.

Seeking solutionsAffected sectors are

asking why no concreteand long-term solutionsare being done to end thestench issue altogether.

One question thatmany people is decidingwhose rights should begiven priority: those of theresidents or the hog rais-ers.

It is also common

knowledge that one of theindustries Pampanga isknown for is meat pro-cessing. With a numberof companies in this lineof business like Pampan-ga’s Best, Mekeni, andAriel’s Meat Products,the closure of the pigger-ies would be detrimentalto the industry.

PGKM also assertedthat EMB only goes aftersmall-time farm ownersand turns a blind eye tolarge-scale farms thathold a population of about1,400 to 24,000 pigs,which remain in opera-tion. EMB refuted this al-legation, saying it had in-spected all the farms inthe area—both large-scaleand backyard.

Another would be thelack of proper equipmentand manpower of EMBRegion III. Since the mainissue would be the foulodor from the farms, Dav-id suggested that to real-ly measure the amount ofair contaminated, theEMB needed to use an ol-factometer, an instrumentused to detect and mea-sure ambient odor dilu-tion. It can also help indetermining the tolerablelevel of smell for humans.

The bishop also citeda laboratory in Clark thatcan measure liquid andgaseous emissions. Thedevice can measure if anemission is causing dam-age to the environmentand crossing the thresh-old levels.

EMB, however, re-gards the problem as amatter of odor nuisanceand land use but that theresolution rests on theLGU’s shoulders

Short- and long-termsolutions in addressingthe problem were alsosuggested by the LGUand EMB. Some of thesesolutions would be theestablishment of an agro-industrial zone as reloca-tion site for the piggeryfarms and the approval ofa resolution on the landuse and zoning plan forPorac.

Claudio said, “Wefound out that Porac hasno Comprehensive LandUse Plan (CLUP). Sup-posedly, under the law, theLGU should have aCLUP—and that CLUPshould be approved by theprovincial government andfurther approved by theRegional DevelopmentCouncil.”

Farms’ stench still an issue in PampangaAngeles City, on the

other hand, had alreadyacted to resolve this case.Based on the letter thatthe city government sentto EMB early this year,the city already passed aresolution and ordinanceregulating the farms.

“On the land use, theAngeles City governmenttold us, they would givethe farms a certain num-ber of before they areclose. This shows thatthey have the power. ButPorac has no CLUP,”said EMB’s ReynaldoGarcia.

The time frame given tothe farms in Angeles Cityis for the farm owners tobe able to get back theinvestment they hadmade in putting up theirbusinesses. After the saiddeadline ranging from twoto three years, the farms

will be ordered closed be-cause they don’t fall un-der the city’s land useneeds.

CITY OF SAN FERNAN-DO – A medical and healthconsultant of Congress-man Carmelo “Tarzan”Lazatin has supportedcalls for a business tycoonfrom Apalit town to build aprivate hospital in the prov-ince.

Dr. Vic Lugue, a knownsurgeon based here and inAngeles City, said the pro-posal of Gov. Lilia Pinedato Manuel V. Pangilinan toestablish a private hospi-tal in Pampanga will pro-vide “world-class medicalservice.”

“Whether it’s a charity or first class hospital, theservice of doctors and personnel should be reliable,”he said.

Lugue added that “there is still a need to buildmore considering that most of the hospitals are fullat any given time in Pampanga.”

He said development in medical health careservice should be in steps with the increasingeconomic activities at the Clark Freeport.

For her part, Pineda said she had askedPangilinan to establish a private hospital in theprovince offering “efficient but affordable medicalservices.”

“We have good hospitals in Pampanga now. Butwe want to have a hospital which will convince manyCapampangan doctors to stay and work in theprovince,” said Pineda in the dialect over a phoneinterview recently.

She joined Pangilinan in celebrating his 65thbirthday in his native town of Apalit last week.

“It’s only MVP (Pangilinan) who can attract topdoctors to work in his hospital,” added Pineda, whoshared breakfast and lunch with Pangilinan andApalit Mayor Oscar Tetangco Jr. at the municipalhall compound on Thursday.
