    Cover StoryAre You Prepared for An Emergency?

    Tornadoes, hurricanes, wildfires, and floods can strike at almost any time, and are just some of the disasters we face each year. These events can generate fear, frustration, and even depression; yet, planning ahead can help response and recovery, and relieve some of the anxiety and stress caused by unexpected events.

    Effective planning for emergencies starts by asking the following questions:

    What types of emergencies occur in the areas where I live?

    How will I receive emergency alerts and warnings?

    Do I need to update my emergency preparedness kit?

    What is my family/household communication plan?

    What is my evacuation route? My shelter plan?

    Are the numbers in my mobile device current?

    If there is a widespread power outage, how will I charge my mobile device, use an ATM, or fuel my vehicle?

    After answering these and other essential questions, the written plan or checklist can begin. Once you establish your emergency plan, review it with the members of your house-hold so everyone knows what to do and where to go when it counts.

    Policies, Procedures, and Forms Updates

    ManualsDMM Revision: Customs Forms Acceptance Policies, including Military Mail

    Effective January 24, 2021, the Postal Service™ will revise various sections of Mailing Standards of the United States Postal Service, Domestic Mail Manual (DMM®) to reflect that the Postal Service accepts only electronically generated versions of PS Form 2976, Customs Declaratio n CN 22 — Sender’s Declaration; PS Form 2976-A, Customs Declaration and Dispatch Note — CP 72; and PS Form 2976-B, Priority Mail Express International Shipping Label and Customs Form.

    The Postal Service will revise part 608 to remove refer-ences pertaining to USPS-supplied hard copy PS Form 2976, PS Form 2976-A, and PS Form 2976-B customs forms.

    Additionally, the Postal Service will add a new section regarding the available options to generate a customs form for items requiring a customs form mailed from a Military Post Office. The Postal Service will add section 703.2.3.7, “Customs Declaration Preparation and Acceptance at Mil-itary Post Offices.” (The section currently numbere d 703.2.3.7 will become 703.2.3.8.)

    The article entitled “Forms: PS Form 2976-R Accep-tance Policies (Including Military Mail),” in Postal Bulletin 22541 (3-12-20, page 18), contains detailed information about options to be included in section 703.2.3.7, as well as revisions to standards in section 703.2.3.6.

    Although the Postal Service will not publish these revi-sions in the DMM until January 24, 2021, the standards ar e already in effect.

    2.4.1 Items Weighing 16 Ounces or More

    2.5.8 When an Export License Is Required

    When an export license is required under 2.5.7, a PS Form 2976-A or PS Form 2976-B is always required. The appli-cable license number and an ITN or AES Downtime Citation must appear in the respective fields of the computer-gen-erated PS Form 2976-A or the computer-generated PS Form 2976-B.     2.3.7 Customs Declaration Preparation and Acceptance at Military Post Offices

    For mailpieces requiring a customs form sent from a Mili-tary Post Office, the following standards apply:

    a. Authorized military mailers may prepare a customs declaration using one of the following methods:

    1. Use the online service of Click-N-Ship at cns.usps.com to establish an account. Enter the required customs data, pay for postage, and print the combined customs declaration form and ship-ping label with postage, or

    2. Use the online application for Customs Form Online (CFOL) at cfo.usps.com/cfo-web/labelIn-formation.html. Enter the customs data, print the customs declaration form, and present it along with the mailpiece to an associate at a Military Post Office to complete the transaction.

    3. In limited circumstances that require the use of a hard copy of PS Form 2976-R, Customs Declara-tion and Dispatch Note, present the fully com-pleted PS Form 2976-R with the mailpiece at a Military Post Office.

    Note: For mailpieces destined to a domestic address where the mailer is able to enter all customs data, but is unable to determine the weight and dimensions necessary to generate the customs form, the mailer may use the CFOL system to generate a customs form receipt, containing a unique code for the mailer to provide, along with the package, to a Military Post Office. The military associate will use the unique code on the receipt to retrieve the associated online cus-toms data, enter the actual weight and dimensions of the mailpiece, complete the postage transaction, and apply the electronically generated customs form to the mailpiece. The online customs form receipt must be used by the expiration date indicated on the receipt. The unique code on the online customs form receipt cannot be used to track a mailpiece.

    b. Military Post Office associates must:

    1. For mailpieces accompanied with a customs dec-laration form generated through the Customs Form Online application, ensure the form is adhered to the mailpiece and complete the post-age transaction, if the item is not prepaid. See Mailing Standards of the United States Postal Ser-vice, International Mail Manual (IMM), section 123.712, for detailed acceptance procedures.

    2. For mailpieces accompanied with a Customs Form Online receipt destined to a domestic loca-tion, use the unique code on the receipt to retrieve the associated online customs data to:

    (a) Enter the actual weight and dimensions of the mailpiece.

    (b) Generate the customs declaration form and ensure it is dated and contains the mailer’s sig-nature.

    (c) Complete the postage transaction.

    (d) Apply the electronically generated customs form to the mailpiece.

    3. For items accompanied by PS Form 2976-R, enter all data into the applicable military postal system or Customs Form Online application to electronically generate, print, and affix the customs declaration form to the mailpiece and complete the postage

    2.3.8 Customs Declarations — Required Usage

    ELM Revision: Value Increase in Recognition and Awards Reportable Noncash ItemsEffective September 30, 2020, the Postal Service™ will

    revise the Employee and Labor Relations Manual (ELM), subchapter 490, to reflect an increase in the dollar amount of the value that must be reported for noncash tangible items employees receive as recognition and awards. The reporting requirement for noncash tangible items valued at less than $75 has increased to $100.

    These revisions are in addition to revisions to part 491, which were published in the article entitled “ELM Revision: Value Increase in Recognition and Awards Reportable Noncash Items,” in Postal Bulletin 22551 (7-30-20, pages 14–15). Those revisions will also be included in the Sep-tember 30, 2020, ELM edition.

    Management must continue to track all noncash tangi-ble items valued at less than $100 that employees receive in a calendar year as an award. If the aggregate total of all noncash tangible items valued at less than $100 that an employee receives in a calendar year meets or exceeds $100, the total amount must be reported in eAwards under

    the appropriate noncash tangible award type for the employee category and reason for the award.

    Although the Postal Service will not publish these revi-sions in the ELM until September 30, 2020, the standards are effective immediately.

    IMM Revision: Customs Declaration Forms Acceptance PoliciesEffective September 24, 2020, the Postal Service™ is

    revising various sections of Mailing Standards of the United States Postal Service, International Mail Manual (IMM®) to indicate that the Postal Service accepts only electronically generated versions of the following customs forms:

    a. PS Form 2976, Customs Declaration CN 22 — Send-er’s Declaration.

    b. PS Form 2976-A, Customs Declaration and Dispatch Note — CP 72.

    c. PS Form 2976-B, Priority Mail Express International Shipping Label and Customs Form.

    As published in the article entitled “Forms: PS Form 2976-R Acceptance Policies (Including Military Mail)” in Postal Bul-letin 22541 (3-12-20, page 18), USPS-supplied hard copy versions of PS Form 2976, PS Form 2976-A, and PS Form 2976-B customs forms are obsolete.     As required under 123.6, a fully completed electronically generated customs form is required for international mail. A mailer may obtain an electronically generated customs form by using Click-N-Ship service, the Customs Form Online application, or USPS-approved vendor software, as described in 123.3. Alternatively, a mailer may obtain an electronically generated customs form by presenting a fully completed PS Form 2976-R at a USPS retail service counter.

    The following forms are available for international mail:

This form is available only as a hard copy that customers use as a worksheet that they must present with their mail item at a USPS retail service counter.     The acceptance employee must do the following when accepting an electronically generated customs form from the sender:

    a. Verify that the sender has entered on the customs form the information required in 123.711, and verify that the form is signed and dated. Failure to complete the customs form properly can delay delivery of the item or inconvenience the sender and addressee. Moreover, a false, misleading, or incomplete declara-tion can result in the seizure or return of the item and/or in criminal or civil penalties. The Postal Service as-sumes no responsibility for the accuracy of informa-tion that the sender enters on the customs form.

    b. If the customs form is missing an appropriate AES ITN, AES Exemption, or AES Downtime Citation (as applicable), remind the sender that it is the sender’s responsibility to comply with U.S. Census Bureau re-quirements (including having all applicable informa-tion) and that the sender may be subject to civil and criminal penalties for noncompliance.

    c. If the sender purchases additional insurance against loss, damage, or missing contents, record the in-sured amount in U.S. dollars in the space provided.

    d. Round stamp any uncanceled stamps, and if the sender pays postage by meter, round stamp the front of the piece near the meter postage.

    e. Review the IMM individual country listing for destina-tion-specific mailing restrictions, prohibitions, and ob-
