    Sherwood Elementary School, which is not on the National Register of Historic Buildings, and originally constructed in 1970, is a 1 story, 56,113 square foot brick school buildinglocated in a suburban residential setting. The existing facility features an Open Concept design, and does not utilize modular buildings. The structure of 1970 Original Construction

    contains a steel frame with a non-load bearing exterior brick veneer on concrete masonry type exterior wall construction. The structure of 1993 Addition contains a brick veneerloading bearing wall type exterior wall construction. The overall facility has concrete masonry units, brick, ceramic tile, wood, metal stud framed partitions with gypsum board,demountable partitions and operable partition type wall construction in the interior. The floor system of the base floor of the overall facility is concrete slab on grade typeconstruction. There are no intermediate floors in this single story structure. The roof structure of the overall facility, except for over the Gymnasium, is metal form deck on steel

    joist type construction. The roof structure over the Gymnasium is tectum deck on steel joist type construction. The roofing system over the 1970 Original Construction, except forover the Gymnasium, is a combination of a fully adhered EPDM membrane roof that was installed in 2007 and a modified asphalt built-up roof with gravel wear coat that wasinstalled in 1970. The roofing system over the Gymnasium of the 1970 Original Construction is a fully adhered EPDM membrane roof that was installed in 2010. The roofingsystem over the 1993 Addition is a modified asphalt built-up system with gravel wear coat that was installed in 2007. The ventilation system of the building is inadequate to meetthe needs of the users. The Open Concept Classrooms are undersized in terms of the current standards established by the State of Ohio. Physical Education and Student Diningspaces consist of one Gymnasium and separate Student Dining. The electrical system for the facility is inadequate. The facility is equipped with a non-compliant security system.The building has a compliant manual and automatic fire alarm system. The facility is not equipped with an automated fire suppression system. The building is reported to containasbestos and other hazardous materials. The overall building is not compliant with ADA accessibility requirements. The school is located on a 20 acre site adjacent to residentialproperties. The property and playgrounds are partially fenced for security. Access onto the site is unrestricted. Site circulation is fair. There is dedicated space for school buses toload and unload on the site. Parking for staff, visitors and community events is adequate.

    This facility was constructed with the same Open Concept floor plan as Ayer Elementary School.

    Facility Assessment

    A. Heating System

    Description: The existing system for the 1970 Original Construction is an electric fired and natural gas fired ducted packaged and split HVAC unit type system,installed in 1970, and is in fair to poor condition. The existing system for the 1993 Addition is a natural gas fired ducted roof top heat pump typesystem, installed in 1993, and is in fair condition. 2-pipe vs. 4-pipe designations are not applicable in this facility due to the AC system being a DXtype cooling system which is not compliant with OSDM requirements. Heated air in the 1970 Original Construction is provided via a centralGovernair packaged HVAC unit, along with multiple ducted split HVAC units (with deck mounted air handlers and roof top condensing units)manufactured by Carrier, and is distributed to terminal units consisting of induction units with re-heat coils and air handlers. Cabinet heaters arealso provided. The terminal equipment was installed in 1970 and is in fair to poor condition. Heated air in the 1993 Addition is provided by multipleTrane roof top ducted heat pumps and distributed to the Classroom and other associated spaces in the Addition. The terminal equipment wasinstalled in 1993 and is in fair condition. The system does not appear to comply with the 15 CFM per person fresh air requirements of the OhioBuilding Code mechanical code and Ohio School Design Manual. The pneumatic and digital/electric type system temperature controls are originalto each addition and are in fair to poor condition. The system does not feature individual temperature controls in all spaces required by theOSDM. The overall system does not feature any central energy recovery systems. The facility is not equipped with louvered interior doors tofacilitate Corridor utilization as return air plenums. The existing system is ducted, but the ductwork cannot be integrated into a possible futuresystem due to arrangement, air volume, and routing of existing ductwork. The overall heating system is evaluated as not being in safe andefficient working order, and long term life expectancy of the existing system is not anticipated. The structure is equipped with central electric firedDX air conditioning. The site does not contain underground fuel tanks.

    Rating: 3 Needs Replacement

    Recommendations: Provide new overall heating, ventilating, and air conditioning system to achieve compliance with Ohio Building Code and Ohio School DesignManual standards. Replace existing ductwork to facilitate efficient exchange of conditioned air.

    B. Roofing

    Description: The roof over the 1970 Original Construction, except for over the Gymnasium, is a combination of a fully adhered EPDM Carlisle membranesystem that was installed in 2007, and is in good condition and a modified asphalt built-up system with gravel wear coat that was installed in1970, and is in fair condition. The roof over the Gymnasium of the 1970 Original Construction is a fully adhered EPDM Carlisle membrane systemthat was installed in 2010, and is in good condition. The roof over the 1993 Addition is a modified asphalt built-up system with gravel wear coatthat was installed in 2007, and is in good condition. There are no District reports of current leaking. Signs of past leaking were observed duringthe physical assessment. Access to the roof was gained by an access hatch with roof access ladder that is in good condition. Fall safetyprotection cages are not required and are not provided. There were no observations of standing water on the roof. Metal cap flashings andcopings are in good condition. Roof storm drainage is addressed through a system of roof drains, which are properly located, and in good to faircondition. The roof over the 1970 Original Construction is not equipped with overflow roof drains, though they are not required on this building.The roof over the 1993 Addition is equipped with overflow roof drains in sufficient quantity and in good condition. No problems requiring attentionwere encountered with any roof penetrations. There are not any covered walkways attached to this structure.

    Rating: 3 Needs Replacement

    Recommendations: The roof over the 1970 Original Construction, except for over the Gymnasium, requires replacement to meet Ohio School Design Manualguidelines for age of system and due to condition. New flashing is included in roof replacement.

    C. Ventilation / Air Conditioning

    Description: The 1970 Original Construction is equipped with an electric fired ducted roof top type central air conditioning system, installed in 1970, and in faircondition. The central ducted packaged roof top unit provides cooling air via induction units with reheat coils and air handlers. The terminalequipment was installed in 1970 and is in fair condition. Window units are provided in a single Office location of the 1970 Original Construction.Isolated room systems consisting of ducted deck mounted air handlers with DX cooling condensing units located on the roof are provided in the1993 Addition. The ventilation system in the overall facility consists of air handlers, original to each addition and in fair condition, providing freshair to Classrooms, and other miscellaneous spaces as Gymnasium, Student Dining, and Media Center. Relief air venting is provided by airhandlers, central relief fans, and return air grilles located in the utility island in each Classroom. The ceiling is then utilized as a return air plenum.The ventilation system does not appear to meet the Ohio Building Code 15 CFM per occupant fresh air requirement. The overall system is notcompliant with Ohio Building Code and Ohio School Design Manual requirements. Dust collection systems are not required in this facility. The Artprogram is equipped with a kiln, and existing kiln ventilation system is inadequate, and in fair condition. General building exhaust systems forRestrooms, Storage Rooms, Art Rooms, and Custodial Closets appear adequately placed, but are in fair condition.

    Rating: 2 Needs Repair

    Recommendations: Provide an air conditioning system to meet with Ohio Building Code and Ohio School Design Manual requirements. Pricing included in Item A.Replace general building exhaust systems located in Restrooms, Storage Rooms, and Custodial Closets. Replace the existing Art Program kilnventilation system due to age, condition, and non-OSDM compliance.

    D. Electrical Systems

    Description: The electrical system provided to the 1970 Original Construction is a 480 volts, 1,200 amp, 3 phase and 4 wire system installed in 1970, and is infair condition. The system in the 1993 Addition is an extension of that found in the 1970 Original Construction. Power is provided to the school bya single utility owned, pad-mounted transformer located at the rear of the facility, and in fair condition. The panel system, installed in 1973 withupgrades in 1993, is in fair condition, and cannot be expanded to add additional capacity. The Classrooms are not equipped with adequateelectrical outlets. The typical Classroom contains three (3) general purpose outlets, zero (0) dedicated outlets for each Classroom computer, andone (1) dedicated outlet for each Classroom television. Some Classrooms are equipped with as many as four (4) general purpose outlets, whileothers are equipped with as few as two (2) general purpose outlets. There are not any spaces that have no electrical outlets. The Corridors areequipped with adequate electrical outlets for servicing. Adequate GFI protected exterior outlets are not provided around the perimeter of thebuilding. The facility is not equipped with an emergency generator. Adequate lightning protection safeguards are not provided. Stage lightingpower system including control panel, breakers, and dimmers is inadequately provided, in fair condition and does not meet OSDM requirements.The overall electrical system does not meet Ohio School Design Manual requirements in supporting the current needs of the school, and will beinadequate to meet the facilitys future needs.

    Rating: 3 Needs Replacement

    Recommendations: The entire electrical system requires replacement to meet Ohio School Design Manual guidelines due to age, condition, lack of OSDM-requiredfeatures, and to accommodate the addition of an air conditioning system. Provide an emergency generator, with funding included in the electricalsystem replacement. Custodial Closets are properly located and are adequately provided with required service sinks orfloor drain sinks, which are in good to fair condition. Science Classrooms / Project Laboratories are equipped with required gas connections, butare not equipped with required utility sink, compressed air connections, and safety shower / eyewash. Due to existing grade configuration, noBiology or Chemistry Classroom acid waste systems are required. Adequate exterior wall hydrants are provided.

The school is provided with acovered conventional loading dock to facilitate the receipt of product, supplies, and foodstuffs, 85 square feet in size and featuring a steel coilingtype overhead door.     P. Site Condition

    Description: The 20 acre slightly sloped site is located in a suburban residential setting with moderate tree, shrub, and floral type landscaping. There are nooutbuildings. There are no apparent problems with erosion or ponding. However, the district reports that the sloped area near the northeastcorner of the building has ponding during periods of strong rainfall. Water levels have been reported to reach the finish floor level of the school.The site is bordered by lightly traveled city streets. A single entrance onto the site impedes proper separation of bus and other vehicular traffic,and one way bus traffic is provided. A bus loop is provided for student loading and unloading, which is separated from other vehicular traffic. Staffand visitor parking is facilitated by an asphalt, parking lot in fair condition, containing 75 parking places, which provides adequate parking for staffmembers, visitors, and the disabled. The site and parking lot drainage design, consisting of sheet drainage, catch basins, and storm sewers,provides adequate evacuation of storm water, and no problems with parking lot ponding were observed. Concrete curbs in poor condition areappropriately placed. Concrete sidewalks are properly sloped, are located to provide a logical flow of pedestrian traffic, and are in fair condition.Trash pick-up and service drive pavement is heavy duty and is in fair condition, and is not equipped with a concrete pad area for dumpsters,which is in fair condition. Exterior steps are provided along with a non-compliant handrail connected to the loading and service dock. Concretesteps and steel guardrail are in fair to poor condition. Site fencing is partially provided for playground area, but does not separate the area fromvehicular traffic. The playground equipment is primarily constructed of metal or high density plastic, and is in good condition. The metal swingssets are in fair to poor condition. Playground equipment is placed to provide compliant fall zones, and on a compliant wood fiber mulch ofsufficient depth. Hard surface play area, with a basketball court and painted games such as four square is provided on an asphalt surface. Thesite is equipped with sufficient tables and benches in fair condition. The athletic facilities are comprised of two baseball diamonds and a slightlysloped field, and are in fair condition. Site features are suitable for outdoor instruction, which is enhanced through the Districts provision of tablesand benches. There are no readily evident site conditions that might significantly affect master planning.

    Description: The typical Classroom furniture is mismatched, and in generally fair to poor condition, consisting of student desks & chairs, teacher desks &chairs, desk height file cabinets, reading t ables, computer workstations, bookcases, wastebaskets, and movable casework.
