1. Introduction

1.1 Overview of the project

Currently the Government of Ethiopia has doing different strategies to to reverse the trend of

anthropogenic greenhouse gas emissions and has got project funds from international agencies which are

working mainly onreducing deforestation and forest degradation and at the same time transforminglives

of rural livelihoods. The Oromia National Regional State Forested Landscape Program (OFLP) has been

identified as the first large-scale jurisdictional REDD+ (Reducing Emissions from Deforestation and

forest Degradation, Plus the role of conservation, sustainable forest management and enhancement of

forest carbon stocks in developing countries) in this concern in which all Weredas in Oromiaare

incorporated as one pilot under this Program.

REDD+ helps to reverse the trend of anthropogenic greenhouse gas emissions from the forest ecosystem

in two ways: (1) reducing emissions of greenhouse gases by inhibiting the conversion of existing forests

into other land-uses and (2) removing of greenhouse gases from the atmosphere by expanding forests for

their ecosystem services including as reservoirs of Greenhouse gases (GHGs).Under this project,

enlargement of forest biomass either through reduction of deforestation sites, forest degradation,

conservation and sustainable management of existing forests or through new forest site establishment,

enrichment planting, area closure and other emission reduction activities is expected so that there will be

a net emission reduction in the region in a given period of time.

The Program is programmatic umbrella and coordination platform for multi-sector, multi-partner

intervention on all forested landscapes and will encourage land-use choices that retain forests for multiple

purposes and optimize the productivity capacity of forest-surrounding landscapes in Oromia. In order to

promote such a transition into a sustainable and economically viable land use sector, OFLP will foster

equitable and sustainable low carbon development through promoting a series of:(I) on-the-ground

activities that address deforestation, reduce land-use based emissions, and enhance forest carbon stocks

(enabling investments); and (ii) state wide and local enhancements to institutions, incentives,

information, and safeguards management to scale up investment (enabling environment), including

coordinating and leveraging multiple REDD-relevant interventions

If that is so, based on international agreements and protocol and external auditors, the region, institutions

which have contributed for these emission reduction, local forest owners and farmers will sell carbon to

developed countries and will be paid.

2. Methodology

2.1. Methods used by the project staffs

The Project Staffs try to do their planned activity by creating a coordination plat form and ensures action

plan based management of the Zonal & woreda level OFLP activities through close coordination with

respective Zonal & Woreda office of Environment, Forest and Climate Change, and other relevant Zonal

&Woreda sector offices and initiatives contributing to OFLP. The Project Staffs Coordinates and

establishes synergies between relevant sector offices on OFLP activities and other OFLP-related

initiatives/projects existing in the intervention Zones & woredas.

The Project Staffs Facilitates relevant sector OFLP activities planning, implementation and

monitoring of OFLP activities in the intervention woreda.

Ensures coordination and integration of activities of technical committees from relevant sectors

working together in all OFLP activities planned and performed by relevant sectors

Works closely with respective woreda steering committee to coordinate &Lead the

implementation OFLP objectives& goals.

Maintains a close working relationship with the respective staffs , OFLP lead facilitators , OFLP

safeguards coordinators & Woreda Coordinators.

Convening and leading coordination meetings/trainings in OFLP intervention woredas

Convening and leading training and awareness raising programs in the OFLP intervention

woredas

Organizing and facilitating field level technical support, supervision and monitoring missions at

different level;

Preparing and submitting periodic physical and financial management reports for the project

Coordination unit;

In this year different activities have been carried out in the cluster having the following objectives:-

➢ Capacity building and making awareness creation among different relevant sectors (stakeholders) and

experts in the cluster for making foundation for ER activities

➢ Establishment of steering committees and technical committee at Zonal and Wereda level and

Grievance Redressing Committee at Kebele level in the cluster

➢ Coordination of different relevant sectors (stakeholders) which are working on ER activities in the

cluster

➢ To make awareness creation among DAs and the community to enhance ER activities in the cluster

➢ Providing implementation of safeguarding and follow up of OFLP activities in the cluster

➢ Providing field supervision at Zones and Woredas of the cluster

1.1. Methods Used By the Implementing Institution

OFLP's implementation arrangements involve a range of institutions at the national, state, and sub-

state levels with discrete accountabilities and decision-making roles. As the drivers of deforestation

and forest degradation are often linked to other sectors, OFLP implementation requires an extensive

cross-sectoral policy and investment coordination. Within the regional state of Oromia, OFLP is led by

Oromia Environment, Forest and Climate Change Authority (OEFCCA), with Oromia REDD+

Coordination Unit (ORCU) serving as the OFLP implementing unit within OEFCCA. As such,

OEFCCA/ORCU has decided to use part of the proceeds of the grant to engage multi-disciplinary

team of experts to be assigned at different government administrative tier of the Oromia National

Regional State.

The Lead Facilitator, Safeguard coordinator& Woreda Coordinators with Zonal &Woreda

Administrators, Zonal & Woreda Environment, Forest and Climate Change Authority Office

established steering committee (woreda Task force) that leads the implementation of OFLP activities

and the steering committee by its turn established woreda technical committee (Focal Person)

developed and works with Lead Facilitator, Safeguard Coordinators woreda coordinator, Zonal

&Woreda Environment, Forest and Climate Change Authority,OFWE districts, Agriculture, (from

woreda agriculture and natural resource office), Energy (from woreda Water and Energy Bureau),

woreda Land use, woreda livestock sector in planning, implementation and reporting of OFLP related

activities. Woreda technical committee plan, monitor, undertake technical support with OFLP woreda

coordinator and report the achievements to the respective WoEFCCA’s, then the respective

WoEFCCA’s Focal Person compile reports and send to OFLP Woreda Coordinator. The OFLP

woreda coordinator compiles and sends the cluster reports to OFLP Lead Facilitator, OFLP Safeguard

Coordinators and Head of Zonal &Woreda of Environment, Forest and Climate Change Authority

office. The Lead Facilitator compiles the report from respective woredas &implementing institutions

& sends s to ORCU.

3.1.2.1. Field Supervision and Implementation Support by Lead Facilitator, Safeguard

Coordinator& Woreda Coordinator

➢ Lead Facilitator has conducted field supervision one time to Woredas of West

Harage(Chiro,Oda Bultum,Habro & Anchar),Woredas of West Shewa(Dendi,Ambo,& Liben

Jawi),OSZAF(Chancho& Akaki) & East Shewa (Ada,Lume,Bora,Dugda,ATJK ,Adama &

Boset), North shewa( Girar Jarso,Kuyu ,Debre Libnaos).

➢ Field supervision & Implementation support by Woreda Coordinators.

➢ In addition to OFLP Wereda coordinator, the Zone EFCCA staffs have been assigned to

Weredas for implementation of supervision and supporting activities of the program like to

make awareness creation to the newly assigned Wereda officials and to restructure on the

establishment of steering and technical teams, to coordinate and to facilitate the formation of

annual working plan, to establish GRM teams at kebeles and generally to build the OFLP

structures at Weredas. As the result, Weredas have prepared a compiled harmonized working

plan of OFLP document for 2011 budget year and sent to Zone and the teams in the Zone also

compiled it and sent to ORCU for confirmation. On the other hand 130 new GRM teams

comprised of 879 (742 male and 147 female) members were established in different 8 Weredas

at kebele level in South West Shewa Clsuter ( Woliso).

➢ The supervision works were held in the ten woredas and the OFLP related works plan has been

prepared in the woredas and the actual performance of planed activities were supervised and

the technical supports were given per the woredas under Liben Jawi Cluster.

➢ In Liben Jawi Cluster the technical REDD+ committee were established in the year of

2010.But in some woredas they all are shifted by the new ones and in some woredas many

member of the committee were changed. Making the reestablishment for the disordered

committee requires to aware and brief them the overview of OFLP which make effortless an

OFLP achievement. Total committees were changed in Toke kutaye woreda and the whole

staffs including the WEFCCA manager, totally 11 were trained about the EFCCA /OFLP

overview and safeguard managements.

➢ The committee had prepared the bilateral plan for the REDD+ related activities in the year

which will be supported technically and supervised by the OFLP staffs. All woredas had

prepared their bilateral plan after harmonization was made in the woredas within the

committee.

➢ After preparing the annual working plan at Zonal level, awareness creation was made to

Wereda EFCCA especially on what was done and not done in their Weredas, what is to be

done and what is expected from them regarding the OFLP program and in the cluster; and how

to do with the OFLP program and other relevant institutions

➢ Field Supervision and Implementation Support by Chiro Cluster OFLP Woreda

Coordinator were made to(Chiro(4),Anchar(12),G/Bordode(6),Mieso(6),Guba

Koricha(6),Tulo (4),Doba& Mesela (4)-N0 in the bracket are frequency of visit.

➢ Field Supervision has been conducted once to all woredas under Chancho cluster to

discuss with relevant offices and experts and put direction for future in order to support

the implementation of the program.

➢ Kurfa Challe woreda coordination office undertake field supervision and

implementation support quarterly two times in all OFLP intervention woreda’s the

first round covers three woredas (Gurewa, Bedeno and Haromaya) and the second

round field supervision covered the whole nine woreda((Kurfa chale, Qumbi,

Bedeno, Gola oda, Girawa, Mayu muluke, Haramaya, Fedis and Midhaga tola) using

public transport

➢ It was planned to Organize Training for Woreda Experts on integrated landscape

management (Agriculture ,Water & Energy, Land-use planning, Forest Extension

and etc) at zonal level accordingly the training was given to

2. Component 2: Enabling Environment

2.1. Sub-Component: Institutional Capacity Building

Awareness creation for the newly assigned Wereda EFCCA officials

Since restructuring of Wereda officials were made in the cluster in relevant sectors, aware creation

among the new comers is important. So, in collaboration with Zone EFCCA a one day awareness

creation program specially on the issues of OFLP program, what is expected from them regarding the

program, what was done in their Weredas, what was not done in their Weredas, what is to be done in

their Weredas and in the cluster were and how to do with the OFLP program and other relevant issues

were raised and directions were given to them. A total of 20 officials were participated from 11

Weredas in South West Shewa Cluster.

GPS and GIS training for Wereda and Zone experts

In collaboration with South West Shewa Zone EFCCA, GPS and GIS training was given for 20

experts (11 experts from Wereda EFCCA and 9 experts from Zone EFCCA) for three days. The main

subject areas on which the training was given include :-( South West Shewa)

➢ Application of GPS for data collection

➢ Installation of GIS software (version 10.3)

➢ Preparing shapefiles from GPS data

➢ General overview of working with ARC MAP

➢ In collaboration with Climate Change Adaptation (CCA), SabataHawasWereda and

Addis Ababa University, OFLPWereda coordinator has given training for technical team,

Wereda Experts, DAs, enterprises working on ER activities and model farmers on

Participatory Forest Management (PFM) and Conservation Agriculture (CA) for 175

participants.

➢ In addition to this, Woliso Youth Development Association (WYDA) project from

Woliso Wereda has shared its 15 years of experience to CCA project and its stakeholders

in SabataHawas. In both cases awareness creation about OFLP program was made by

OFLP lead facilitator and the Wereda coordinator to participants.

Experience sharing of WYDA for CCA

Wereda coordinator has facilitated for experience sharing for CCA from WYDA and hence about 50

officials and experts from Sabata Hawas Wereda and came to Woliso for experience sharing. Lots of

knowledge shared among the two organizations.

➢ The Woreda OFLP coordinator with technical teams, has trained farmers and

participated on construction of soil and water conservation structures like bunds on farm

lands.

As the result, huge area of agricultural land was covered with soil and water conservation

structure in Woliso Wereda

3.2.3. Sub-Component: Information

In order to give more information about the program in the sub-cluster, in addition to the formal

presentations held in different meetings, a locally prepared brochure that highlighted about the

program was developed by the OFLP Woreda coordinator and disseminated to about150 kebeles.

RECOMMENDATION AND SUGGESTED SOLUTIONS

1. If the OFLP program is to be implemented as required, the necessary logistics, stationary

materials, financial resources, other essential items and materials which support the OFLP Wereda

Coordinator and other relevant institution should be brought on time.

2. Some activities need sequential orders. For example; it would have been better to train Zonal and

Wereda technical and steering committees before giving training for DAs who cascade similar

training at kebele level. Such activities should be followed consecutively.

3. It is not only government’s institutions who are working on ER activities and as much as possible

the international NGOs, local civic institutions, Universities should be better if incorporated as a

platform and there should be mechanisms/ways that lines/ties these institutions together from the

concerned bodies.

4. As it was forwarded by the participants of training, technical teams, steering committees and other

relevant institutions from different Weredas, in order to bring measurable and significant change

towards emission reduction, the OFLP program specifically in Centeral & Eastern cluster shall

extend its activities beyond the establishment of committees and giving safeguarding activity

trainings and should focus on the implement different forestry activities on the ground by

supplying additional budget to the Zone so that different satisfactory activities could be put in to

practice in all the Weredas.

5. The government officials (especially Zonal and Wereda administrative) should be informed or

forced to give attention to implement the OFLP program as their offical duties and even could be

better if there is a mechanism of responsibilities and accountability.
