BackgroundNov 12, 2013 (Tuesday) 4 days after Yolanda, D3780 formed a task force composed of representatives from RC Loyola Heights, San Francisco del Monte and New Manila East. They met the following day to discuss what Rotarians can do to help in the devastation brought about by typhoon Yolanda.It was agreed in the said meeting that a Command Center be established at Ormoc City to serve as the nerve center of the activities of the District and all Rotarians of the world. All Rotarians and clubs are encouraged to use the center to serve as their clubs center of activities in case they wish to help and provide assistance to the victims of Typhoon Yolanda. The center will be called Rotary Care Center of Rotary International.A container van donated by RC New Manila East, RI D3780, will be shipped to Ormoc designed to serve as D3780 Rotary Center office

Background Why Ormoc City?

a) RC Ormoc City, a sister club of RC Loyola Heights and whose members are known to the task force, is willing to work jointly with us; b) We are in the opinion that at the initial stages, Tacloban will be chaotic and it will be safer and more effective to start at Ormoc.

A Needs Assessment Team was sent to Ormoc Thursday, Nov 14, to find out the conditions in the area such as: immediate need of intended beneficiaries, logistical requirements, security, organizational infrastructure, sleeping quarters, physical hygiene provisions for volunteers, area of operation, beneficiary selection, community cooperation, transportation possibilities, etc.

Upon return of the needs assessment team, the task force met Saturday morning Nov 16 to hear the assessment report. Consequently, the task force decided to immediately send the first team to Ormoc.

BackgroundA coordination meeting was held Sunday night Nov 17 to schedule the volunteers to mobilize. First group to leave Thursday (Nov 21) for Ormoc, to immediately implement the assistance program. Thereafter, replacement volunteers were scheduled subsequently and were given assignments to leave for Ormoc at later dates for project sustainability.

Task force met with DG Francis Rivera Monday Nov 18, during lunch with a visiting Rotarian, PP Tetsuzo Fukuda of RC Nagoya-Wago, Japan, to get last minute instructions and guidance regarding the relief and rehabilitation efforts to be initiated by RI D3780. The Rotary district of DG Masanori Tanaka (RI D2760) through PP Tetsu expressed their strong intention to help and provide financial support to the project.

13 days when Typhoon Yolanda hit landfall at the Province of Leyte,Rotarians from District 3780 onNovember 21, 2013, boardedthe plane to Ormoc through Cebu City,carrying kitchen equipments and food supplies

Upon arrival 3:30 PM at Ormoc Cityvia a ferry boat from Cebu, District 3780 were greeted by officers and membersof RC Ormoc District 3860 led by its President Troy Bumagat.

The project site: LINAO CENTRALSCHOOL, Barangay Linao, Ormoc City,secong biggest elementary schoolin Ormoc with more than 1,600students and house to more than 500evacuees victims of Typhoon Yolanda

From the Ormoc Pier, D3780 immediately proceeded to Linao Central School andmet with its counterpart RC Ormoc and signed an agreement of partnershipDefining their respective task in implemeting the project.

Second Day at Ormoc CityDont worry Leyte, Rotarians are here and help is coming!!Rotarians from District 3780 and Rotary Club of Ormoc D3860 established a soup kitchen November 22, 2013 within two weeks from Typhoon Yolanda at the Linao Central School, Barangay Linao, Ormoc City. Immediately thereafter, Rotarians started feeding more than 1,000 hungry evacuees and residents at the school. Even volunteers from Shelter for Humanity shared in the food being given to the beneficiaries.

School classes resumed Dec 2, 2013 and evacuees returned to their homes. Feeding of children continued in the school since they have no food to eat in their own homes.Second Phase Rehabilitation of school buildings particularly fixing the roofs. Some buildings fixed by Rotarians are now being used by the school children. School supplies, and raincoats were also donated by the Rotary Care Center for the use of returning students.Third Phase Livelihood project, by providing fishing boats to fishermen affected by the typhoon. The areas we are helping are all coastal areas and depended on fishing as their main livelihood. 95% of fishing boats were lost rendering the victims with no means of livelihood. Fishing boats will be given as a venture capital managed and operated by responsible small fishermen cooperatives.
