Enrollment Procedures and Notification of Policy

Change to Parents

Enrollment begins in May 15th at 8:30 am. The registration/enrollment must be made online through the PISD parent portal.

Each week of the (9) nine Summer PASAR weeks have a different deadline for registration

and is clearly indicated on page 2 of the registration form.

Closed on Fridays: June 8th - July 6th

All PISD buildings will be closed on July 4th

Parents will be notified of any policy change. All policy changes will be posted on the PISD-PASAR website. Additionally, a flyer will be posted at the site.

Procedures for the Release of Children

Each authorized person listed on the enrollment form as the parent or agent contact is allowed to sign out their child with proper ID. The parent or their agent will sign out on the iPad. If an unfamiliar person arrives to pick up a child, employees will check the person’s picture ID to ensure the person is listed in the child’s record or on the Authorization to Release Child Form. If an unfamiliar person arrives to pick up a child and employees have established that the person has not been authorized to pick up the child, the site employees will check the latest pick up information in Plano ISD Parent Portal on who can and cannot pick up the child. Children will not be released to unauthorized persons without proper ID or authority from the parent/guardian. In an emergency situation, the parent may call or email authorization for someone else to pick up their child. In this event, the parent/guardian must provide a physical description of the person, a driver’s license number, and the person’s full legal name. This information may be emailed to the site or assistant site manager. During pickup, driver’s license will be checked and staff will make a copy for PASAR records. The parent will be asked to officially add that pick up person to their list of authorized persons via Parent Portal. The Site Manager or Assistant Site Manager will ensure the caregivers follow the student release policy. Students will only be released for pick up directly from the PASAR desk. No student will be released from the playground or any other area other than the PASAR front desk.

Discipline and Guidance Practices

Behaviors will be in compliance with the Plano ISD Student Management Guidelines and the student code of conduct. Redirection and discussion of problem and solution will also be incorporated in making good choices. Director, Zone Leader, Site Manager and Assistant Site Manager will ensure caregivers follow through on discipline and guidance policies by conducting frequent walk-throughs of all areas in which students are using. Parental Communications will take place with parent/guardians and parents will be made aware of consequences if the children choose to make frequent inappropriate choices.

Discipline and Guidance Policy for PISD-Summer PASAR

Name of Operation

OPERATIONAL DISCIPLINE AND GUIDANCE

POLICY

Purpose: This form provides the required information per minimum standards §744.501(7), §746.501(a)(7), and §747.501(5).

Directions: Parents will review this policy upon enrolling their child. Employees, household members, and volunteers will review this policy at orientation. A copy of the policy is provided in the operational policies.

SIGNATURE

DISCIPLINE AND GUIDANCE POLICY

Discipline must be:

1) Individualized and consistent for each child;

2) Appropriate to the child’s level of understanding; and

3) Directed toward teaching the child acceptable behavior and self-control. A caregiver may only use positive methods of discipline and guidance that encourage self-esteem, self- control, and self-direction, which include at least the following:

1) Using praise and encouragement of good behavior instead of focusing only upon unacceptable behavior;

2) Reminding a child of behavior expectations daily by using clear, positive statements;

3) Redirecting behavior using positive statements; and

4) Using brief supervised separation or time out from the group, when appropriate for the child’s age

and development, which is limited to no more than one minute per year of the child’s age.

There must be no harsh, cruel, or unusual treatment of any child. The following types of discipline and guidance are prohibited:

1) Corporal punishment or threats of corporal punishment;

2) Punishment associated with food, naps, or toilet training;

3) Pinching, shaking, or biting a child;

4) Hitting a child with a hand or instrument;

5) Putting anything in or on a child’s mouth;

6) Humiliating, ridiculing, rejecting, or yelling at a child;

7) Subjecting a child to harsh, abusive, or profane language;

8) Placing a child in a locked or dark room, bathroom, or closet with the door closed or open; and

9) Requiring a child to remain silent or inactive for inappropriately long periods of time for the child’s age.

ADDITIONAL DISCIPLINE AND GUIDANCE MEASURES

(ONLY APPLIES TO BAP/SAP PROGRAMS THAT OPERATE UNDER CHAPTER 744)

A program must take the following steps if it uses disciplinary measures for teaching a skill, talent, ability, expertise, or proficiency:

Ensure that the measures are considered commonly accepted teaching or training techniques;

Describe the training and disciplinary measures in writing to parents and employees and include the following

information:

(A) The disciplinary measures that may be used, such as physical exercise or sparring used in martial arts

programs;

(B) What behaviors would warrant the use of these measures; and

(C) The maximum amount of time the measures would be imposed;

Inform parents that they have the right to ask for additional information; and

Ensure that the disciplinary measures used are not considered abuse, neglect, or exploitation as specified in Texas Family

Code §261.001 and Chapter 745, Subchapter K, Division 5, of this title (relating to Abuse and Neglect).

Meals and Food Service Practices

Summer care requires that the parents send a sack lunch from home for their child for weeks 1-4. A lunch is provided by Rose Food Service on weeks 5-9, a lunch menu will be posted on the PASAR website and the Summer school site. PASAR provides a snack along with a drink for each child. An AM and PM snack with drink will be served for children staying all day. The weekly snack menu is on a rotating basis and will be posted on the PASAR website and at the PASAR front desk.

Transportation

A PISD bus driver licensed by the State of Texas who has cleared a background check and completed at least 2 hours pre-service training will drive the bus for any summer PASASR field trips. A binder containing each child’s profile including emergency information, contacts, and field trip permission slips will be taken on all field trips. Staff will also bring a first aid kit. Safety precautions regarding loading and unloading will be addressed during training. Field Trips

We will take field trips during Summer PASAR. Some activities will be on the school grounds and others will be off campus. Weather permitting, children with signed permission slips from their parent/guardian will be allowed to go on field trips. All students present will have to go on the field trip, but are not required to participate. Staff will follow transportation guidelines and procedures on all field trips to assure that all students are safely accounted for. Each child will wear a wrist band with school name and phone number for easy identification as well as PASAR t-shirt. The Site Manager will carry the PASAR phone for emergencies. The ratio on fieldtrips will be 1:10 for 4 and 5 year olds and 1:12 for the six plus age children. The following items will be taken on all field trips: A class list along with emergency contacts for each child, a binder containing allergy/medical action plans, a first aid kit, student medication, walkie talkies, PASAR cell phone, alternate transportation forms and water. A class list along with emergency contacts for each child, plus a notebook with the allergy action plans will go with the group and be in the possession of the Site or Assistant Site Manager. The staff will follow the transportation guidelines. On field trips, children will wear colored wrist bands for quick identification as well as a PASAR t-shirt. The school’s name and phone number will be written on each wrist band for easy identification. The site Manager will carry the PASAR cell phone for emergencies.

Water Activities

PASAR will not participate in field trips or be involved in water activities utilizing swimming pools at our site or on any off site locations. One water activity may be available for summer care. PASAR may have sprinklers for the children to play in at the summer site or during a field trip. Staff will closely monitor all of the children that are in and around the water activity.

Illness and Exclusion Criteria

Procedures for Handling Medical Emergencies

Sick and/or injured children will be referred to and cared for by the Site or Assistant Site Manager. The staff will assess the illness or injury of the child to determine the need to send a child home and/or call the parents. Depending on the seriousness of the injury the site staff will call 911. If 911 needs to be called, the Site or Assistant Site Manager will notify the parent/guardians and inform the proper DFPS state representative. If the parent/guardian has not arrived by the time of transport, the Site Manager, Assistant Site Manager, Zone Leader or Director will accompany the child. The staff member going with the child to the hospital will bring the signed medical release form located in the child’s file along with emergency information and any medication for that child. If a child is involved in an accident, an Accident/Injury Report will be completed for documentation. Copies of the report will be given to the parent, PISD Security, the school nurse, and one copy will be maintained in PASAR student records. DFPS form 7239- Incident/Illness Report will be used as documentation when a child is ill or an incident has occurred. The parents will receive a copy of the report. When filling out the report, employees will maintain confidentiality and only mention the name of the child for whom the report is being completed. Each blank on the form will be completed with information or an N/A will be documented in the blank if not applicable. First aid kits will be available in the PASAR area. Caregivers will notify the Site or Assistant Site Manager when first aid supplies need to be replenished. Children will not have access to the first aid kit or supplies. AED Drills will be conducted once per month and recorded on the AED Drill Report Form. If a child becomes ill with fever, upset stomach or any other health condition that cannot be attended to by caregivers, parents will be contacted, advised of the situation, and asked to pick up the child.

Procedures for Dispensing Medication or a Statement

That Medication is Not Given

All Management Staff will be trained on proper methods for dispensing medication. All medications will be signed in by the parent and must be in their original containers. Parents must use their full legal name for all signatures. Student medications provided to PASAR must be current and not expired. Parents will be required to fill out the pink PISD medication form before PASAR will assume any responsibility for dispensing medication. All medication will be kept in a locked area out of the reach of children. A medication authorization form will be kept on file of dates and times medications are given. DFPS Form 7255 – Medication Authorization Form will be used as documentation for the request of an employee to administer medication. See Attachment DFPS Form 7238 – Authorization for Dispensing Medication will be used as documentation when a caregiver has administered medication.

Immunization Requirements

Student immunization records are on site at each student’s PISD campus. From PISD Policy Book: The immunizations required are: diphtheria, rubeola (measles), rubella (German measles), mumps, tetanus, pertussis, poliomyelitis (polio, hepatitis A and hepatitis B, varicella (chickenpox), meningococcal. Kindergarten and early childhood students must also show proof of Haemophilus Influenza type B vaccine (Hib) and Pneumococcal conjugate vaccine (PCV7. The school nurse can provide information on age-appropriate doses or on an acceptable physician-validated history of illness required by the Department of State Health Services. Proof of immunization may be established by personal records from a licensed physician or public health clinic with a signature or rubber-stamp validation. If a student should not be immunized for medical reasons, the student or parent must present a certificate signed by a U.S. licensed physician stating that, in the doctor’s opinion, the immunization required poses a significant risk to the health and well-being of the student or a member of the student’s family or household. This certificate must be renewed yearly unless the physician specifies a life-long condition. For further information, see Plano ISD Policy FFAB(LEGAL) and the Department of State Health Services Web site. Education Code 38.001 permits an exemption from immunization for “reasons of conscience, including a religious belief.” In order to qualify under this standard, a parent must use only an official form obtained in writing from the Department of State Health Services, Immunization Branch. Parents also have the option of submitting a request for this form from the Department of State Health Services, Immunization Branch. The form must be notarized and submitted to the principal or nurse. Each child in the family must have a separate form.

Vaccine-Preventable Disease Policy for Employees

Full time Plano ISD PASAR employees are given the opportunity to receive a vaccine for influenza from the Plano Independent School District. All other recommended vaccines by the Centers for Disease Control and Prevention are optional and are not required for an employee to work in PASAR. A recommended adult immunization schedule may be viewed at: Government CDC website for Adult Vaccines .

Tuberculin Testing Requirements

Collin County’s policy requiring TB screening for employees in a day care or child care facility is unchanged for previous in that the county recommends TB screenings for all staff working in these facilities on hire, and annually thereafter. The county is no longer able to state that this testing is “required” only that this is a recommendation put out by the county. Emergency Preparedness Plan

Evacuation plans will be located in each classroom and at exit door of the building. Fire Drill:

Announce fire alarm and evacuate building to predetermined evacuation sites.

In the event of a real fire, alarm will be activated

Staff will take student rosters, walkie talkies, and cell phone to evacuation site

A manager will check the building to make sure all students are out

Staff will follow the PISD guidelines in the event of a real fire

Students will be evacuated off Plano ISD property to ensure 500 ft rule.

In the event of an emergency, students will be evacuated to the designated Plano ISD school campus.

Fire drills will be practiced monthly and recorded on Form 7263 – Fire and Safety Practices. Childcare givers will be trained regarding procedures for fire drills. Fire exit plans and evacuations sites will be posted in each classroom, cafeteria and gym. When conducting a drill or emergency evacuation, designated employees will take student profiles, face to name sheets, walkie talkies, and the cell phone with them to the designated locations or emergency evacuation location. Fire drills will be conducted once a month and recorded on Form 7263 – Fire Safety Practices. Childcare givers will be trained on fire drill procedures as outlined in PISD fire drill procedures. PASAR follows Plano ISD Emergency Policies which include evacuation plans, and specific instructions for disaster, tornado, inclement weather, national incidents, threatening statements on campus, environmental hazard: spills or toxic substances, explosion, fire and bomb threats.

Fire Safety Practice (TDFPS# 7263)

Purpose: Providers may use this form or their own form to document emergency practices including evacuation, sheltering in place, and lock-

down drills.

Directions: To complete this form, the designee documents the dates drills were performed, the exit times, and the dates that smoke detectors

and carbon monoxide detectors were inspected. Licensing will review the form at your inspections. If you need additional assistance email the

Minimum Standards Comments mailbox.

Fire Drill: evacuating the children and caregivers to a designated safe area in an emergency such as a fire. The children must be able to safely

exit the building within three minutes. You must practice a fire drill every month.

Sheltering/Severe Weather: Taking shelter within the center to temporarily protect children and staff from situations such as a tornado. Sheltering can also be used when an endangering person is in the area, though not on the premises. You must practice a sheltering/severe weather drill

four times in a calendar year.

Lock-Down Drill: Keeping children and staff in place to be protect them from a volatile person on the premises. You must practice a lock-down

drill four times in a calendar year.

Procedures for Parental Notification

Open communication with parents/guardians will be continually practiced and promoted. A calendar of events will be posted at the parent check out station for parents to view. Field trip information will be posted as well. Accidents and illnesses will be communicated to parents/guardians by the Site or Assistant Site Manager through phone calls, face to face and emails. DFPS Form 2957 – “Attention Parents” will be used as a parent/guardian notification poster for parents to view information regarding minimum standards and most recent inspection. Parent/guardians will be updated on the areas of concern through mini conferences held as needed. The parent/guardian and site management will discuss the child’s strengths and determine goals to be attained during summer PASAR as deemed appropriate.

Procedures for Parents/Guardians to Visit

Procedures for Parents/ Guardians to Visit the Plano ISD PASAR Open Door Policy

Any parent/guardian must sign in and are required to fill out the required visitation form: Texas Education Code 38.022 Sex Offender Form, prior to the escorted tour or visiting your child in Summer PASAR. Parents may also contact the director Robin Garcia at 469-752-3780 to schedule an appointment for

an escorted tour. The staff at PISD Summer PASAR want to assist parents in knowing and understand their child’s experiences in summer care while enabling them to contribute most effectively to the child’s growth and enrichment. Parents are able to visit summer PASAR and accompanied by a Plano ISD staff member may observe how their child interacts with the caregivers, teachers and other children. Observers should remain inconspicuous whenever possible and are required to wear a Plano ISD visitor badge. As important events occur in your child’s life or in your family, please feel free to share these with the Site or Assistant Manager. Such events might include the death of a loved one or pet, moving to a new house, the illness of a grandparent or other significant person in the child’s life, or even the separation of parents. Informed personnel are better able to support your child and communicate with you about how your child is responding to these events. Information you share with the PASAR staff is confidential and will not be shared with others. We value parent ideas and input. We also value our time in the classroom with the children. We respectfully ask you to schedule private appointments to discuss any questions and/or concerns regarding policy and procedures of the operation. Our staff strives to provide many avenues of communication with parents. Please feel free to utilize voice mail, email and written notes as methods of communicating with PASAR staff. PASAR staff spends most of their time working directly with children, therefore, email messages will be returned as promptly as possible but may not be immediate. Please allow for a 24 hour period response time. If you need immediate assistance, please call the Site or Assistant manager, Zone Leader or Director. Email will be used to communicate most PASAR announcements. Maintaining a current email address on file on Parent Portal is imperative. Texas Education Code 38.022 Sex Offender Form

Required Visitor Form

Section 38.022 of the Texas Education Code permits school districts to verify whether a visitor to a district campus is a sex offender registered with the computerized central database maintained by the Department of Public Safety as provided by Article 62.005, Code of Criminal Procedure, or any other database accessible by the district. In this regard, please indicate in the space provided whether you are a registered sex offender, as outlined above. If you are a registered sex offender and/or you are unable to indicate that you are not a registered sex offender on the form below, please ask to speak to the campus principal or designee.

By signing my name hereto,I,__________________________, affirm that I am not a registered sex offender within the State of Texas or another state. I am aware that pursuant to the newly enacted Texas Education Code Section 38.022, the Plano Independent School District may investigate whether a visitor to a district campus is a sex offender. I understand that it is an offense to knowingly make a false entry on a government record pursuant to Texas Penal Code Section 37.10(c)(2).
