One Hope United works to provide children the opportunity to grow up in a safe and nurturing home. Every day we strive to bring new approaches in service delivery to address the challenges of today’s families. We are experts in developing and managing high-performance child welfare programs and services. Our entrepreneurial approach to system reform and talented, dedicated staff help our communities do the best job possible of protecting children and strengthening families.
One Hope United, like all human service organizations today, faces reduced state, federal and local funding, and is continually challenged to do more with less. Increases in the number of children and families living under the stress of poverty put more children at risk of abuse and neglect. The risks are greatest among those without an adequate education, who are chronically unemployed or underemployed, and whose problems are compounded by lack of access to healthcare, healthy food and healthy lifestyles.
Faced with these challenges One Hope United fosters a culture of resilience, innovation and perseverance that leads us to be creative — to make or find a way out of ‘no way.’ We inspire innovation and perseverance in our staff, who pass it on to the children and families in their care, and we apply those values to our organization, to persevere and find a way to continuously improve the quality of our services despite shrinking resources.
In 2012, One Hope United operated programs from 40 sites in Illinois, Wisconsin, Missouri and Florida. We provided services directly to over 10,600 children and families through a full-time staff of more than 700.
We could not do this without the commitment and support of our staff, board members, volunteers, donors, corporate sponsors and community partners. Together we are making a difference: ensuring the successful transition of our children to healthy and productive adults and lighting a path toward healthy, prosperous communities.

Our Vision is to ensure the successful transition of our children to healthy and productive adults. One Hope United works toward this by providing services to vulnerable children, youth and families.
In 1895, retired Baptist missionaries Rev. and Mrs. Scofield founded One Hope United Northern Region as Chicago Baptist Orphanage in Downers Grove, Ill. In 1948, it moved to an idyllic campus in Lake Villa, Ill., which to this day houses One Hope United administrative offices and a residential treatment facility. The region’s locations and scope of services have evolved through the years to include foster care, therapeutic services and early childhood development throughout northern Illinois.
One Hope United Hudelson Region was founded in 1903 as Hudelson Baptist Children’s Home in Ewing, Ill., by Mr. and Mrs. J.R. Gibbs and their daughter, Alice. Hudelson’s locations and services have also changed through the years, expanding to include foster care, youth services and clinical services in central and southern Illinois and Missouri.
In 2001, One Hope United expanded into Florida during the state’s transition to child welfare privatization. Our programs and services impact thousands of children and families throughout central Florida each year. We value innovation and best practices and are strategic in our focus of services to at-risk families in Florida communities.
In January 2010, as a federation, we changed our name to One Hope United. As One Hope United, we are uniquely positioned to advance our mission throughout our service areas by providing a diverse array of prevention, intervention and community-based support programs to vulnerable, high-risk populations, as well as education and advocacy on the local, state and national levels. One Hope United is committed to quality programs and measurable results. We back up this commitment with a Continuous Quality Improvement & Research (CQIR) team that focuses a spotlight on each program and department, helping staff at all levels set clear goals and report measurable outcomes. FY12 | PREVENTION:
We helped more than 1,300 families at risk for child abuse and neglect improve their ability to meet their children’s needs in a positive, healthy and nurturing way.
95 percent of families experienced no substantiated reports of abuse or neglect last year.
FY12 | PLACEMENT:
When the risk to a child from abuse and neglect was so great and the family unit was deteriorated, we utilized placement services such as foster care, residential treatment and adoption. More than 2,600 children were served through placement services last year and 166 children were placed in loving adoptive homes.
89 percent of children in the Foster Care Program remained stable within their foster home placement.
FY12 | CHILD DEVELOPMENT:
Our 11 state-licensed child development centers provide accessible, affordable, high-quality child care and early education services. All of our eligible programs earned NAEYC (National Association for the Education of Young Children) accreditation — a prestigious mark of quality for early education programs.
We enrolled more than 2,100 children in the Chicago area and its suburbs and all centers surpassed outcome goal targets for social/emotional, physical, cognitive and language development.
FY12 | COUNSELING:
More than 1,300 families received counseling services and emotional support to strengthen family function.
91 percent of families in our counseling programs remained safely together at time of case closure.
FY12 | FAMILY PRESERVATION:
We provided intensive support to 1,400 families with histories of abuse or neglect, monitored their well-being and addressed factors that put them at risk of out-of-home placement.

FY12 | YOUTH SERVICES:
More than 1,000 troubled and delinquent adolescents and their families received out-reach and guidance through our youth service programs.
We work to prevent youth from entering the juvenile justice system and help those who have already been through the system to successfully reinte-grate into society and return to school. Nearly 83 percent of youth served were deflected from further involvement with the juvenile justice system at time of case closure.

Strides in the Community
We are proud to partner with various community organizations to help fill the needs of the children and families we serve. One Hope United operates in seven counties in Florida working in collaboration with organizations such as Community Based Care of Central Florida, Eckerd, Heartland for Children, The Marion Moore Foundation and countless others that support our agency. “One Hope United sets high standards for the services they provide, putting the needs of the individuals they serve at the forefront of all decisions,” said Teri Saunders, CEO of Heartland for Children, a Florida child welfare lead agency.
Doing More with Less
One Hope United is at the forefront of new business practices with its smart choice to streamline operations to reduce overhead expenses without cutting services to clients. This year we outsourced our information technology and communications departments. We outsourced our finance department last year. These changes allow us to get just the right level of expertise and skill needed for each task without carrying the overhead of expensive, specialized staff. We are also a founding member of the Back Office Cooperative, where we pool purchasing power with other nonprofits to leverage competitive rates for goods and services.
Reaching for the Stars
Personal time from community supporters like Chicago Bulls center Joakim Noah (pictured) and his mother, Cecilia Rodhe, fashion show producer Benjamin Cottrell, event planner Marco Foster and others is invaluable in boosting the self-esteem and confidence of children in One Hope United programs. Meeting Noah and Rodhe was “the best experience of my life,” said Caleb, 14, a youth in One Hope United’s CARE Day Treatment Program.
From the Heart
Making a difference can be as simple as donating holiday food and gifts for families in need or collecting clothing and supplies for a pregnant teenage mom, as the staff did in Effingham, Ill. “The teenage mom sat on the floor and cried as she was looking through all the stuff and just kept saying thank you,” said One Hope United CCBYS Case Manager LaNette Heselton. “I feel so blessed to work for an organization that jumps to help out whenever they can.”
Leading the Way
One Hope United knows that being healthy includes caring for your body, mind and the environment. Our child development centers’ Healthy Lifestyles curriculum brings nature and sustainable living practices into the classroom by emphasizing exercise, healthy eating, gardening and environmental awareness. Aurora Early Learning Center (pictured) even boasts a sustainable building design and this year received the Leadership in Energy and Environmental Design (LEED) Silver Certification from the U.S. Green Building Council.

Older brother is role model for siblings raised by grandmother
The home in Elgin, Ill., is cozy and welcoming, with the smell of arroz con gandules (rice with pigeon peas) wafting from the kitchen and “Jeopardy!” on TV. Over the mantle are the high school diplomas of Eula’s three oldest grandchildren, who have each, in part thanks to One Hope United, pursued an education and career.
Kyule is the second oldest of five close-knit siblings, and he joined the army after high school, working his way up the ranks to become a sergeant within a year. While stationed in Afghanistan, however, he lost both legs and part of an arm from a landmine explosion. Throughout his stay at a military hospital in Texas, family members visited, sometimes for weeks at a time.
Kyule’s persistence, positivity and sense of humor helped him thrive and inspired those around him. Visiting him at his grandmother’s home in Elgin, it’s clear that Kyule has a strong family network. “If somebody was dating somebody, everybody knew who the siblings were,” One Hope United supervisor Tammy Ambre said with a laugh. “They were always looking out for one another.”
But it took hard work and the help and ingenuity of One Hope United’s caseworkers to help make those bonds as strong as they are today. As children, Kyule and his four siblings were removed from their mother, who struggled with mental illness. They lived with their maternal grandmother, who faced a unique challenge in assimilating her grandkids to new surroundings. The change V

was difficult for everyone. Kyule struggled in school and would not contribute at home. To help with the transition, the family met with One Hope United caseworkers. All the children showed initiative, but it was Kyule who proved to be the leader.
Kyule decided to be a role model for his youngest siblings. “I just thought, if I wasn’t going to take any initiative, it wasn’t going to get better,” he said.
This fall, Kyule will move to California to study a new passion: photography, in which he shows great promise and skill. The military will pay for his schooling and OHU will provide a scholarship, thanks to the Viretta Wisse Scholarship Fund*, to supplement his expenses.
Today Kyule’s whole family is doing well. Kyule’s mother, Gayle, is back in her children’s lives. The picture in that living room in Elgin is one of a strong, stable and happy family.

Family therapy helps repair parents’ bond with daughter
Promoting communication among family members often comes with a unique set of challenges, and One Hope United team members have to be ready for the unexpected. When 11-year-old Natalie first came to the One Hope United Functional Family Therapy Program, she was defiant at home and struggling with classes at school. both of Natalie’s parents are hearing impaired, so when they attempted to discipline her, Natalie often said she didn’t know they were talking to her or that she did not understand them.
One Hope United’s team worked with Natalie and included an interpreter at every session. At home, her caseworker employed a number of important tactics, including a behavior chart and conversations about parenting with Mom and Dad, focusing on positive reinforcement. Natalie began using sign language more with her parents and following the rules. She appreciated the praise she received and worked hard to improve her behavior and her relationship with her parents. The family learned to listen to one another. “Sometimes, the most important thing is to let a child know that he or she is capable of doing good,” her caseworker said. “That kind of advocacy is so important.”
To contribute to a more complete approach, One Hope United worked with Natalie’s school to hold meetings and create a behavior chart and incentive system like at home. Mom and Dad also began e-mailing Natalie’s teachers several times a week and, as communication improved, Natalie completed her assignments on time and focused more on her schoolwork. She is now earning passing grades in all of her 5th grade classes.

Natalie still goes to individual counseling and is making more strides every day. The school completed a WRAP plan for Natalie, which allows schools to request funds for certain students to help them succeed. And because of support the family received, Natalie will be able to enjoy the company of other children her age at a YMCA summer camp.

Diversion Program keeping families safely together
One Hope United provides many services to children and families in Florida and the need is often great. One of the unique ways One Hope United delivers key services is through the Diversion Program, which allows children from families where an abuse report has been called in to remain safely at home or with a caregiver and receive the care and services they need. If the Florida Department of Children and Families (DCF) responds to a call and determines the child does not have to be removed from the home, it will refer the case to the Diversion Program case managers. While there may not be abuse taking place, there may be a need for services to promote the child’s welfare. For example, the Diversion Program might help a family pay their rent or find someone to help them teach home sanitation and first aid.
“It can be anything,” said Sharmaine Brann-James, who helps lead the program in the region. “It can be a call that came in that a child may have fallen off a bed and sustained some injuries. When Florida DCF goes out, it may find out a child may not have a crib or a bassinet. That may be the cause of the injuries. I would [then] go out and purchase a bed for that child. We are diverting a situation where a child or a family may have to be in a judicial system.”
Much of the work of the Diversion Program relates to domestic violence, allowing for families to receive violence prevention and counseling without waiting for a court order. “In some cases, it works to the point where a parent will say, ‘Being in this relationship is not good for me,’ or they learn to handle their disputes differently,” Brann-James said.

Taking action in a time of crisis can help set a family on the right path.
Between July and October, Brann-James helped 634 families through the Diversion Program. She receives anywhere between 55 and 80 cases per month. The dedicated team gives many families a new outlook on preventative programs that help keep their families safe and together, Brann-James added.
“It’s given them a different view and perspective, that we’re really trying to help,” she said. “We’re not trying to take your children. We’re trying to help keep yourfamily as whole as possible.”

One Hope United’s overall financial condition showed continued improvement in FY12. On the operating front, we had an excess of income over expenses of $1,125,473 versus an FY11 excess of $654,866. This resulted from significantly improved fiscal results in Florida generated by our new Tampa contract as well as increased profitability in our Northern Region. On the non-operating front, our final Aurora Center capital campaign proceeds combined with $164,522 in bequests and significant increases in our farmland values to generate a total of $1,723,889 in non-operating income.
These continued gains result from responsible program operation combined with an emphasis on continued control over management and fundraising costs and innovative use of administrative outsourcing and health/worker compensation insurance to generate improved financial results and a solid financial position.
Our drop in operating revenue was reversed with our new contract in Tampa combined with the startup of our Aurora Center. We look to increase that growth via more expansion efforts in Florida and incre-mental growth in Illinois. We continue to expect both contributory and governmental revenue to be constrained, and look to cost controls and other innovations, along with strategic investments, to manage this situation while protecting children and strengthening families.

About The Viretta Wisse Scholarship Fund:
The scholarship is named for the late Iowa teacher Viretta Wisse, who generously donated her estate, including instructions for the scholarship, to One Hope United following her passing in August 2012. Wisse believed every child is entitled to pursue post-secondary educational opportunities, and the fund helps support disadvantaged youth at a four-year university, two-year community college or vocational program.

The Scofield-Gibbs Society
The Scofield-Gibbs Society was named for Rev. and Mrs. Ezra Scofield, who were instrumental in the formation of Chicago Baptist Orphanage, and Mr. and Mrs. J.R. Gibbs and their daughter Alice, who established the Hudelson Baptist Children’s Home. The society was established to recognize the important contributions of these families and provide continued support of their vision and mission.
Members of the Scofield-Gibbs Society have made the important decision to leave a lasting gift to One Hope United through a bequest, trust or other planned arrangement. These contributions help sustain the One Hope United legacy of protecting children and strengthening families for years to come.
