Casabuena City Councilor & Presiding Officer City Vice Mayor City Councilor City Councilor City Councilor City Councilor City Councilor City Councilor City Councilor City Councilor City Councilor City Councilor City Councilor ABSENT: NONE WHEREAS, the City of General Santos, recognizes the integral role of Senior Citizens to nation-building, endows benefits and privileges to Senior Citizens pursuant to RA 9994, otherwise known as the Expanded Senior Citizens Act of 2010; WHEREAS, the major indicator of the level of a human development is life expectancy at birth and living to a hundred year-old is a rarity in this day and age; WHEREAS, with the modern lifestyle and ways of many Filipinos, maintaining a healthy and active life has become a challenge, hence reaching a decade is an extraordinary feat; WHEREAS, every individual's pursuit of living up to 100 demands rigid persistence and self-discipline, citing studies which showed that while genetics play a role in longevity, the dominant factor in living long is one's lifestyle; WHEREAS, centenarians are deemed as epitome of aging well and healthy living thus, proper recognition and rewards are conferred to them considering that they are living links of society; NOW THEREFORE, on motion of City Councilor Elizabeth B. Bagonoc, duly seconded by City Councilors Alberto D. Pacquiao, Shandee Theresa 0. Lido — Pestano, Jose Edmar J. Yumang and Lourdes F. AN ORDINANCE RECOGNIZING AND GRANTING CASH INCENTIVES, ADDITIONAL BENEFITS AND PRIVILEGES TO CENTENARIANS RESIDING IN THE CITY OF GENERAL SANTOS

HON. ELIZABETH B. BAGONOC, MDMG, DPA — Author Hon. Shandee Theresa 0. Llido — Pestario, Hon. Lourdes F. Casabuena and

Hon. Ramon R. Melliza — Co - Authors

Section 1. Short Title. - This Ordinance shall be known as the Centenarians Ordinance of General Santos City.

Section 2. Centenarian Cash Award and Felicitation Letter. - Upon reaching one hundredth (100th) birthday, every centenarian resident of General Santos City shall be honored with:

a) Letter of Felicitation and/or resolution from the Sangguniang Panlungsod acknowledging the Centenarian's longevity;

b) A Centenarian's Gift of P100,000.00; c) A Plaque of Recognition; d) Free hospitalization at Dr. Jorge Royeca Hospital; and e) Maintenance medicines equivalent to P5,000.00 every month per

recipient

Section 3. Respect for Centenarians Day. - All living centenarians who reached their one hundredth (100th) birthday prior to the effectivity of this Ordinance shall be honored on the Elderly Week Celebration or during Foundation Day on November 3. They shall be awarded cash gifts and privileges reflected in Section 2 thereof on the 100th birthday of the centenarian.

Section 4. Funding. - During the initial year of the implementation of this Ordinance, the requisite funds shall be sourced from any available funds of the General Santos City, it may be charged to Social Services Program/Sr. Citizens Fund. Subsequently, the amount necessary to implement the provisions of this Ordinance shall be included in the succeeding Annual Budgets.

Section 5. Creation of Centenarians Committee.- The Office of the City Mayor shall create the Centenarians Committee, and define its functions, duties and responsibilities.

Chairperson : OSCA (Office for Senior Citizens Affairs) Head Co-Chairperson : CSWD(City Social Welfare Development) Department Head Members :

1. Local City Civil Registrar (Department Head) 2. Senior Citizens Affairs President or Authorized representative of General

Santos City - Office of the Senior Citizens 3. Punong Barangays for their respective Barangays 4. City Treasurer 5. Sangguniang Panlungsod Committee Chairperson on the Elderly

• Section 6. Eligibility Requirements.-

1. Baptismal Certificate or Copy of Certificate of Live Birth from NSO or any authenticated document that will serve as legal basis for the computation of age,

2. He/she must be a 100 years of age and above. 3. A ten-year resident of the City of General Santos certified by

the Punong Barangay where he/she is coming from; 4. A holder of General Santos City Senior Citizen Identification

Card for the last ten (10) years, and 5. Not a prior recipient of the same cash award

Section 7. Formulation of IRR.- The CSWDO is herby tasked to formulate the Internal Rules and Regulations (IRR) for the implementation of this Ordinance.

Section 8. Repealing Clause. - All previous issuances, ordinances, rules and regulations or parts thereof which are in conflict with the provisions of this Ordinance are hereby repealed or modified accordingly.

Section 9. Separability Clause. - If for any reason, any provision, section or part of this ordinance shall be held to be unconstitutional or invalid, other parts or provision hereof not affected shall continue to be in full force and effect.

Section 10. Effectivity. - This Ordinance shall take effect fifteen (15) days after its publication in a local newspaper of general circulation within the City of General Santos.

Enacted by the 18 th Sangguniang Panlungsod, City of General Santos, on its 21 st Regular Session held on December 20, 2016.
