PARAGRAPH {1) OF THE LOCAL GOVERNMENT CODE OF 1991 AND ARTICLE 703 OF ITS IMPLEMENTING RULES AND REGULATIONS RESPECTIVELY, GRANTING SCHOLARSHIP PRIVILEGE FOR THE LEGITIMATE DEPENDENTS OF THE PUNONG BARANGAY. SANGGUNIANG BARANGAY MEMBERS. BARANGAY TREASURER, BARANGAY SECRETARY AND SANGGUNIANG KASATAAN OFFICIALS OF THE CITY THRU THE BACOLOD CITY COLLEGE AND OTHER CITY COLLEGES OR UNIVERSITIES THAT MAY -=»CEFORTH BE ESTABLISHED. WHEREAS Local Government Code of 1991, Section 393, Paragraph (b) (4), (hat. Barangay Treasurers & Barangay Secretaries thru the Bacolod City College, as a public tertiary school based in the City, following the intent and purposes of the Local Government Code of 1991, and its Implementing Rule? & Regulations, and its processes in availing such privilege, which mandates to benefit legitimate children of elected & appointed barangay and Sangguniang Kabataan Officials concerned while they serve their incumbency in office: WHEREAS such granting of scholarship privilege which is clearly stipulated in our basic law, however, was not appiopriateiy given due cognizance for years by the City supposed to be thru the Bacolod City College which If fully implemented will benefit a number of our under-piivileged youth and students, give them a chance to realize their dream for higher learning and pave their way to a heller future.

THEREFORE BE tT ORDAINED by the Sartgguniang Panlungsod of the City of Bacoiod in session that.

Section 1. Title - The Title of the ordinance shall be. "An ordinance fortifying the implementation of Section 393, Paragraph (b) (4) and Section 434, Paragraph (1) of the Local Government Code of 1991 and Article 203 of its Implementing Rules and Regulations, respectively, granting scholarship privilege for the legitimate dependents of the Punong Barangay. Sanggnniang Barangay Members, Barangay Treasurer, Barangay Secretary and Sangyuniang Kabaiaan Officials of the city thru the Bacoiod City College and other city colleges or universities that may henceforth be established."

Section ?. Application & Coverage - This ordinance shall be applicable to the Bacoiod City College and other State or City Colleges or Universities that may hereinafter establish and operate In the City of Bacoiod after the approval of this Ordinance.

This ordinance shall cover all legitimate dependents of the Punong Barangays, Sangguniang Barangay Members, Barangay Treasurers & Barangay Secretaries, and the Sangguniang Kabaiaan Officials of the City of Bacoiod,

Section 3. Implementing Rules & Regulations - The Bacoiod City College is mandated to formulate the implementing Rules & Regulations (IRR) of this Ordinance, and submit to the Sanggunlang Panlungsod within Sixty (60) days after approval hereof.

Section 4, Separability Clause - If any provision of this Ordinance is held invalid, other provisions not affected shall remain in full force and effect.

Section 5. Effecttvity Clause - After publication in a newspaper of general circulation, this oidinance shall take effect immediately in accordance with law.
