A RESOLUTION authorizing City Mayor Arlene B. Arcillas to sign and represent the City of Santa Rosa, Laguna in MEMORANDUM OF AGREEMENT by and between the Early Childhood Care and Development Council (ECCDC) represented herein by its Vice-Chairperson & Executive Director, Dr. Teresita G. Inciong in relation to the establishment of National Child Development Center( NCDC).

WHEREAS, Section 2 of R.A. 10410, otherwise known as the Early Years Act, has declared a state policy to insticudonaiize a National System for Early Childhood Care and Development (ECCD) that is compreheilsive, integrative and sustainable that will involve multi-sectoral and interagency collaboration at the nationoi anc. i;:,cal levels among government, among service providers, families anc communities, and among the public and private sectors, non­government organ:zat'ons, pr ofessional orgar1izations and academic institutions;
