EXPLANATORY.
MARGINAL INCREASES.
1. As the result of an order of the Court of Arbitration of Western Australia and subsequent negotia-tions with the Civil Service Association, rates of pay expressed in the "Public Service Salaries Agreement,1954" have been varied. With the exception of variations to the rates of pay for Laboratory Assistantsand junior officers generally, the amendments became effective on and from the 1st July, 1955. Rates ofpay for junior officers and Laboratory Assistants have been varied on and from the 1st July, 1956. Theseincreases are covered in detail in Administrative Instruction No. 107, dated 25th July, 1956.
DIVISIONS.
2. The four divisions into which officers are placed according to the class of work required of themare the Administrative, Professional, Clerical and General Divisions ; these divisions are denominatedin the classification of each position by the letters A, P, C and G, respectively.
CLASSIFICATION.
3. The permanent positions created under the provisions of the Public Service Act, 1904-1955,and the officers occupying these positions fall into one or the other of two main sections, viz.
Those outside the jurisdiction of the Court of Arbitration of 'Western Australia.
Those within the jurisdiction of the Court of Arbitration of Western Australia.
4. For the purpose of classification, those positions and officers outside the jurisdiction of the Courtof Arbitration of Western Australia have been further divided into two sections, viz :-
(a) Higher Administrative and Professional officers who have been placed in Special Classes,shown as A-S and P-S, respectively, with fixed salary rates.
(5) Positions and officers classified in classes between the Special Classes and the Arbitrationsection-shown as Group I.
5. Positions and officers within the jurisdiction of the Court of Arbitration of Western Australia aresubdivided into nine groups to correspond with the provisions of the Agreements completed with the CivilService Association. These are shown, progressively, as Group II to Group X.
6. Special Classes.-The salary rates of officers classified in Special Classes are fixed within thelimits of 2,710 and 3,900, but are subject to adjustment by way of a basic wage and marginal allowancein multiples of 20 as basic wage and marginal allowance adjustments to the salary rates of officers in thelower categories on and after the 1st July, 1955, aggregate that amount. On the 1st July, 1956, the basicwage and marginal allowance was 40 p.a.
7. Group 1.-This group is comprised of officers outside the jurisdiction of the Court of Arbitrationand who occupy positions in respect of which the following classes and grades apply

Group III.Draftswomen.----The rates of pay shown hereunder, expressed in percentages of thefemale basic rate and margins over the female basic rate, apply to officers in this group subject, however,to advancement above the margin of 110 per annum being dependent upon passing the promotional exam-ination prescribed in Public Service Regulation 94 (a).
0. Group !V.Male Clerks.This group is comprised of male clerical division officers who occupypositions in the "assured" or "automatic range." The salary scale in this group is as follows :-

11. Group V.Female Typists, Clerk-Typists and Machinists.This group is comprised of femaletypists, clerk-typists and machinists who occupy positions classified in the female automatic range. Anefficiency allowance of 25 per annum is paid to officers in this group who pass the prescribed efficiencyexamination.
12. Group VI.Male Junior Technieians.Officers in this group comprise diplomates of an approvedAgricultural College who are required to perform technical duties in the field.
On satisfactory completion of the first year of adult service the salary rate will be the minimum forthe class to which the officer is appointed.

16. Group X.I1ale Laboratory Assistants.The salary scale in this group is as follows:

17. The classification for each office and officer is denoted by symbols for Division, Group and Class,The capital letter indicates the Division (AAdministrative, PProfessional, CClerical and GGeneral),the Roman numeral the appropriate Group and the final figure the Class or combination of Classes within thatGroup. Where a Class figure is not shown, the Group number itself denotes that the office and officerconcerned have been placed in a group for which classes have not been provided as increases in salary areautomatic according to age or years of service.
18. Class numbers follow the ascending order of importance of positions in their respective groupsand grade numbers, where they have been applied to titles, the descending order.
GROSS ANNUAL SALARY RATE.
19. The gross annual salary rate of an officer consists of
percentage of the basic rate plus, when applicable, marginal allowance; or
the basic rate plus margin over the basic rate and, when applicable, marginal allowance; or
in the case of Special Class Officers, nominal salary plus basic wage and marginal allow.ances.
20. Basic Rate.Basic rate means in the case of
Males.(i) Male officers employed in the Metropolitan Area; the nearest pound () to theresult obtained by multiplying the male basic wage for that area as de-clared from time to time by the Court of Arbitration of Western Australia,by fifty-two and one-sixth (52 1/6th);
(ii) Male officers whose headquarters are in an area for which an independentbasic wage is declared; the nearest pound (f) to the result obtained bymultiplying the male basic wage for that area as declared from time totime by the Court of Arbitration of Western Australia, by fifty-two andone-sixth (52 1 /6th) ; and
Females.(i) seventy-five per cent. (75%) to the nearest pound () of the male basic ratefor the respective areas as determined in paragraphs (a) (i) and (a) (ii)above.
21. In accordance with the above definitions the annual equivalents of the male and female basicrates in the various areas as at the 1st July, 1956, were as follow

lvlarginal Allowance.Marginal Allowance is the amount determined in accordance with Clauso23 of the " Public Service Salaries Agreement, 1954."

QualifIcations Allowances.Clauso 18 (c) of the "Public Service Salaries Agreement, 1954,"sets out the basis for payment of allowances to male clerical officers with diplomate and graduate quali-fications. ALLOWANCES.
24. Generally, allowances shown throughout the List are self-explanatory, e.g., "Qualifications.""Overtime," "Married man's," etc. In the majority of cases those granted for some particular reasonhave been designated as "Special" or detailed in the "Remarks" column. Temporary allowances whichultimately convert to salary, have not been included.
An explanation of other terms used to denote allowances is as follows
Efficiency Applies to female Clerk-Typists and Machinists who qualify for an allowance inaccordance with Clause 19 (a) of the "Public Service Salaries Agreement, 1954."
Service (C) Applies to certain female officers who qualify for an allowance in accordance withClause 19 (c) (i) of the "Public Service Salaries Agreement, 1954."
Service (G) Applies to certain male officers in the General Division who qualify for an allowancein accordance with Clause 12 (c) of the "Public Service Salaries Agreement, 1954."
Service (B) Applies to male adult clerical officers who qualify for an allowance in accordancewith Clause 18 (b) of the "Public Service Salaries Agreement, 1954."
