Of Republika ng Pilipinas KAGAWARAN NG KATARUNGAN Department of Justice Manila DEPARTMENT CIRCULAR NO. 00 5 SUBJECT DATE REORGANIZATION OF THE PLANNING AND MANAGEMENT SERVICE FEB 1 7 2020 In the interest of the service and pursuant to the Department of Budget and Management's (DBM) approved organization and staffing modifications of the Planning and Management Service (RMS), this Department, the PMS Is restructured to be composed of the following Divisions: 1. Planning Division; 2. Evaluation and Statistics Division; and 3. Management Division; The Management Information Systems Division (MISD) is elevated to an Information and Communications Technology Service (ICTS) to be composed of the following Divisions: 1. ICT Application Systems Division; and 2. ICT Infrastructure Division. The two (2) ICT Divisions shall remain an integral part of the PMS until the President of the Philippines approves the DBM-endorsed creation of a separate ICTS and its Director position. The functions of the five (5) divisions in accordance with applicable laws and policy issuances, are prescribed in Annex "A" hereof. The Director of the PMS and the concerned Heads of Divisions, in coordination with other offices, shall ensure the seamless transition of the restructured PMS, including appropriate procedural adjustments and necessary human resource actions. The selection and recruitment shall be strictly based on functional competency requirements of the PMS Divisions. Other offices and attached agencies of the Department are advised to observe the herein prescribed structure in any direct working/functional arrangements with the PMS Divisions. This Circular amends relevant provisions of all previous issuances inconsistent herewith, takes effect immediately, and remains in force until further issuances. Annex "A"

Modified Organizational and Functional Structure of theDOJ Planning and Management Service^

General Function and Structure:

The office provides management and support to operations services in terms ofplanning and programming, project development, monitoring and evaluation, statisticsand research, management improvement, and ICT application systems andinfrastructure development/administration. Headed by a Director IV position, the officeis currently organized with the following structure including five (5) Divisions:

A. Planning Division^

1. Planning and Programminga. Formulates long-range and annual plans and targets for the Department

based on national and sector agenda, strategic/management directions,office/agency commitments, evaluations, data, research and resources;

b. Formulates basic policies and guidelines for the preparation of theDepartmental budget, including those for the detailed allocation of funds forcapital outlays, and coordinate with the Budget Division in preparing theDepartmental budget;

c. Formulates criteria for determining priorities for proposed projects, andaccordingly select capital projects for funding and execution, includingappropriate financing schemes;

d. Undertakes such reprogramming as necessary in accordance with actualresources made available, including the determination of cut-backs and/orprojects to be included from the unprogrammed to programmed category;

6. Integrate the results of evaluation of performance, programs and projectsinto aggregative planning;

f. Maintains liaison with the centra! planning agency and the other appropriateeconomic or planning bodies;

2. Program and Project Developmenta. Initiates and/or provides support for the development of programs and

projects by the various bureaus and offices of the Department inaccordance with approved priority areas;

b. Evaluates programs/projects proposed by units of the Departmentaccording to technical and economic feasibility and prescribed standards;

c. Undertakes major program/project development activities:

B. Evaluation and Statistics Division

1. Monitoring and Evaluation^a. Monitors, evaluates and reports agency performance and implementation

of programs and projects in accordance with laws, policies, guidelines,established/adopted standards, and approved plans/targets;

b. Submits to the implementing agency head of the agency's rolling six-yearevaluation agenda;

c. Reviews evaluation plans contained in project/program proposals;d. Manages the agency's evaluation budget and related activities;e. Conducts/manages evaluations ensuring that these are undertaken with

due regard for impartiality and in line with evaluation best practices;f. Submit to the implementing agency head the findings and

recommendations of evaluation activities;g. Publishes evaluation reports in the agency's public website;h. Submits evaluation reports to oversight agencies/bodies concerned in

accordance with prescribed guidelines;i. Serve as repository of all evaluation studies conducted/commissioned;

2. Statistics and Research**

a. Compiles, analyzes and integrated statistical data, including operationalstatistics;

b. Assists in the formulation of policy proposals and general socio-economic/sector guidelines requiring research and statistics of the agency;

c. Develops projections/forecasts, and prepares socio-economic/sectorreports and reviews based on conducted research;

d. Undertakes continuing analysis of socio-economic conditions and trendsrelating to the sectoral area in which the Department is concerned;

C. Management Division^

1. Develops plans and programs relative to management improvement in theDepartment;

2. Examines the administrative organization of the Department and providerecommendations for improvement;

3. Maintains and updates the Department organization and other manuals;4. Conducts regular management surveys of the organizational structure,

manpower and operations, and studies on special problems as assigned;5. Reviews existing methods, systems and procedures/processes, and provide

recommendations for improvement;6. Develops new and improved management systems, and provides staff

supervision over the implementation of such systems improvements, as wellas conduct of trainings on the application of the system/s;

7. Develops staffing standards and manpower requirements of the Department;

D. ICT Application Systems Division

1. Plans the development of applications systems in accordance with strategicICT agenda;

2. Undertakes the development, management, monitoring and/or evaluation ofall application systems of the Department, as well as inter-agency systemswhere the DOJ is involved or part of;

3. Recommends ICT budget and procurement relative to application systemsdevelopment, administration, maintenance, security and improvement;

4. Provides technical services relating to systems development includingprogramming, installation, configuration, testing and quality control;

5. Administers and maintains the agency's various application systems,including cybersecurity and protection/preservation of electronic data; and

6. Incorporates new technology and continually improves application systems;7. Provides or facilitates training relative to application systems;

E. ICT Infrastructure Division

1. Plans the ICT infrastructure (hardware and network) of the agency inaccordance with strategic ICT agenda of government and the Department;

2. Undertakes the development, management, monitoring and/or evaluation ofthe Departments ICT infrastructure:

3. Recommends budget and procurement relative to ICT infrastructuredevelopment, administration, maintenance, security and improvement;

4. Provides technical services on ICT infrastructure including design, installation,configuration, testing, quality control, assessment and support;

5. Administers and maintains the agency's ICT infrastructure to ensure sustainedcyber security, connectivity, and protection/preservation/ availability ofapplication systems and electronic data;

6. Incorporates new technology in improving ICT infrastructure and supportingoffice productivity and application systems;

7. Provides training relative to use and preservation of ICT infrastructure.
