The issue of Walmart coming to Chinatown personally matter to me because I am a business owner and run a jewelry store over 25 years in Chinatown. IfWalmart drives away businesses many people will be unemployed. I know there are many members of the community who are in the same situation as me. Dear City Council Members,

My name is Bao Wang, and I am a business owner in Chinatown. I support the

proposed Interim Control Ordinance (ICO) that would require that the impacts of large retail

chain stores on the Chinatown community be studied before they would be allowed to open

a store.

As a small business owner in Chinatown, I am concerned about Wal-ma1i opening a store

in my neighborhood. I have owned a grocery store in Chinatown for seven years. I worked

very hard to save money to buy my store and become an entrepreneur. My store is my

livelihood; I don't have other career options or a way to support myself. If Wal-mart drives

away my store's business and my store has to close down eventually, I will have to retire

earlier and it would be hard for me to sustain a living.

My name is Fonda Cheung, and I am own a Chinese cultural and religious retail shop in Chinatown. I support the proposed Interim Control Ordinance (ICO) that would require that the impacts of large retail chain stores on the Chinatown community be studied

before they would be allowed to open a store. I am worried that if Wal-mart opens a store in Chinatown it will affect all of the local

small businesses in Chinatown. I have operated a grocery store in Chinatown for more than

twenty years. I am old. lfWal-mart drives away my store's business and my store has to close down eventually, I will not have enough money to support my living in the future. Also,

my English is not good, so it would be very hard for me to find a new job. I sincerely urge all of you council members to stop the negative impacts of a large

retailer like Wal-mart on our businesses.

Walmart said that it will create job opportunities in our community; however, it also hurts the small local business and the small local businesses will close down eventually. As a result,

Dear Honorable Councilmembers:

I am writing to express my deep concern and strong disapproval of the proposed Interim Control Ordinance which would temporarily prohibit the establishment of new Formula Retail Uses which are 20,000 square feet or larger in Chinatown.

My family has deep roots in the Chinatown community since the 1930s. I have lived, worked and volunteered all my life for the economic advancement of Chinatown, recognition of the community contributions by Chinese Americans, and preservation of Chinese-American legacy. My family still owns property in Chinatown, and I have been actively engaged with and in the community for many, many years. Among a few of the local Chinatown organizations in which I am an active member include the Chinese American Museum, the Chinese American Citizens Alliance, the Chinese Historical Society of Southern California, and the Chinatown Business Improvement District.

I've discussed about the economic development of Chinatown with many friends who know the area well. One thing we all agree on is that the Chinatown community overwhelmingly looks forward to becoming a vibrant entertainment and cultural hub for Southern California. We welcome new, national retailers to our community so they can help attract more visitors to dine, shop, and play in Chinatown.

It is unfair that an Interim Control Ordinance is being introduced only in Chinatown. Why isn't this being proposed for other ethnic enclaves which also have historic resources if the intention is to protect the unique character of the neighborhood? The ICO unfairly singles out Chinatown to stop us from having the same opportunities like other communities who have nationally-recognized retailers such as a Trader Joe's or mainstream restaurants (e.g., Roy's Restaurant, CPK, etc.). It would even prevent 99 Ranch Market, a Chinese-owned supermarket chain, from ever returning to Chinatown.

I also cannot comprehend the perceived urgent matters that would warrant such an ordinance. From my experiences in Chinatown and in speaking with many colleagues, I do not foresee any potential ramifications should the City Council not adopt this proposed ICO.

I respectfully ask that you disapprove the proposed ICO in Chinatown. Chinatown needs and wants new establishments to help continue bringing vibrancy to the area.

While other communities enjoyed more access to mainstream grocery stores, restaurants, drug stores and others, we had to travel long ways to access these

As anlall-volunteer-based group, we've worked with Chinatown partners to identify critical needs in the community, and fundraised to help fill the void of funding to address issues impacting the welfare of our ¢hildren and residents. Dear Honorable Councilmembers:

I am writing to oppose the proposed Interim Control Ordinance temporarily prohibiting the establishment of new Formula Retail Uses 20,000 square feet or larger in Chinatown.

The Cal Asian Chamber of Commerce represents the business interests of over 500,000 Asian Pacific Islander-owned businesses throughout California. We strive to restore the State's economic health by promoting a pro-business climate, educate API owned businesses and create opportunities for them to grow their businesses.

The proposed ICO would create unnecessary layers and processes to ultimately ban investment in the Chinatown area of los Angeles. As we all know, there are immense opportunities for economic growth in los Angeles; an ICO would only stifle investments and economic opportunity for businesses willing to invest in Chinatown. Furthermore, this ICO sets a poor precedent for economic development for other communities across los Angeles.

This proposed ICO is not a solution for revitalization and change in the positive direction for the Chinatown community. This is not what Chinatown wants and needs, and I urge you to not adopt this ordinance.

RE: Proposed Interim Control Ordinance in Los Angeles Chinatown

Dear Honorable Councilmembers,

As Executive Director of the Asian Business Association of Los Angeles, I am writing to express my strong disapproval of the proposed Interim Control Ordinance in Chinatown (Council File No. 12-0382).

The Asian Business Association of Los Angeles is focused on supporting the growing needs, desires and aspirations of entrepreneurs and business owners. We help Asian-American small businesses gain access to economic opportunities and advancement.

The proposed ICO would temporarily prohibit the establishment of new "Formula Retail uses which are 20,000 square feet or larger in Chinatown." If passed, the ICO would prevent the Chinatown community from enjoying the economic advancement that it deserves and had worked so hard for. It also sends a negative message to businesses that may want to invest in Chinatown in the future.

The ICO negatively impacts Chinatown. The proposed ICO is unwarranted and unfairly singles out Chinatown. The vast majority of Chinatown residents and businesses do not support this ordinance and urge that it not be adopted.

On behalf of the Asian Business Association of Los Angeles and the Asian-American business community, I respectfully ask you to disapprove the I CO.

Dear Honorable Councilmember:

As Executive Director of Search to Involve Pilipino Americans {SIPA), I am writing to oppose the proposed Interim Control Ordinance (I CO) in Chinatown. The ICO will send a negative message to all businesses looking to Invest in Los Angeles, and would impact access to economic opportunities for my constituents.

At SIPA, we have carried out our mission to provide for the Los Angeles Filipino American community for over 40 years through vital youth, health, economic and social programs. We are based in nearby Historic Filipinotown, and we see how increased investments from national retailers will help boost business activity, provide jobs and open up doors for jobs and careers for Filipino Americans and Asian Americans. As we all should know that in this difficult economic climate, we should not be turning away businesses that want to invest in our community.

In addition to jobs, I can also say that SIPA looks forward to formula use retailers providing competitive prices and conveniences for Los Angeles residents. This will only make the area more livable and will help reinvigorate our great city. For years, the city has been stagnant, and we should jump at the opportunity to provide it with a much needed kick start.

The ICO will not contribute to Los Angeles' vision of growth. SIP A asks the Los Angeles City Council to oppose this ordinance so the city can truly live up to its potential.

Please keep me posted on what course of action the Los Angeles City Council takes on this issue.

As President and CEO of Korean Churches for Community Development {KCCD), I am writing in opposition to the proposed Interim Control Ordinance {!CO) in Chinatown. The proposed ordinance would limit the development of Important formula retail use projects, and sets a dangerous precedent for national level retailers who wish to invest in Los Angeles.

At KCCD, we serve as a resource for over 4,000 Korean- and Asian-American faith-based communities across the U.S., with many of them based in los Angeles and some that are mega churches in or near Chinatown. Over the past few years, many of our clients have lost their jobs and homes, and this.clearly demonstrates the need for increased investment from national level retailers. We rely on the funds and opportunities that national retailers provide so we can serve our clients who struggle to make ends

meet.

I<CCD is committed to economic revitalization and opportunities for Asian-American communities. At a local level, we see the ICO as a damaging regulation that will hinder the introduction of jobs and provide another obstacle for the city's economic growth. At a time when the city is struggling for investment, the ICO only perpetuates the image that los Angeles is closed to business growth.

Please consider the negative repercussions that this hastily thought-out regulation will create. I strongly urge the Los Angeles City Council to oppose the ICO.

As an organization committed to serving Asian and Pacific Islander communities and growing Asian and Pacific Islander American (APIA! leaders, we believe that APIAs, like all Americans, need and deserve opportunities for employment and self-determination. We believe leaders ore made, not born and that successful leaders are grounded in strong, vibrant communities. As such, we encourage the creation of iobs in Chinatown and los Angeles so residents hove on avenue to achieve economic well-being and therefore, contribute to the development of o strong, vibrant Chinatown community.

The proposed ICO would temporarily prohibit the establishment of new Formula Retail uses which are 20,000 square feet or larger in Chinatown. It would prevent business growth and new iob opportunities in this area, and would send o negative message to all businesses looking to invest in los Angeles. Given the challenging economic state of our city and region, facilitating much needed new iob openings and career opportunities, would ensure the economic dignity of Chinatown's residents and the building of opportunities for future leaders to grow, develop, and practice their skills.

As current leaders, I encourage your leadership and the role modeling that will be needed to enable positive business growth without unnecessary and stilling layers or duplication of processes. Allow more iob opportunities in los Angeles. Please disapprove the ICO.

As a resident of Victor Heights, I was ecstatic abou a mart opening up shop just down the street from me.

I work a part-time job and go to school. When I come home at 7 or 8 in the evening, there are NO options for me to do my grocery shopping in my neighborhood. I do try to support local small business and have done my shopping there when I can, but the merchants in the Chinatown/Victor Heights area simply do not fulfill my needs on my schedule.

There is a concern that big box stores may negatively impact business for smaller grocers, however, any stroll through Chinatown's streets and you will find that its most of its merchant's offerings will never find their way into a mainstream American store. Until the day that Walmart starts selling live chickens, Ralph's starts carrying durian, or Vons offers galanga, there will not be direct competition between large retailers and small business. Major grocers and our local merchants have always catered to different audiences.

I believe that additional amenities to the community improve quality of life for its residents. Having the option of going to a large grocery store with mainstream products or going to an ethnic market with specialized products should be a choice that we as consumers have the option to make. I hope that by having Walmart or any large, mainstream retailer establish a presence in the community, Chinatown and its neighboring communities will become more desirable and more convenient neighborhoods to live in.

On behalf of the Asian Pacific Community Fund (APCF), we urge you to oppose the introduction of the Interim Control Ordinance {ICO) in Chinatown. We do not feel this ordinance is necessary and it may potentially create negative consequences for the future positive development of Chinatown that cannot be foreseen.

APCF, on behalf of its 29 affiliate agencies who serve greater Los Angeles, has a mission to enhance the lives of Asian Americans and Pacific Islanders throughout the city and county by providing vital quality of life programs and services. One of the challenges our clients face every day is the lack of economic opportunity and access to affordable staples. The diverse communities of Los Angeles have been deeply impacted by the economic downturn; therefore we always look forward to increased job and partnership opportunities with strong national retailers. This ICO, if passed, would negatively impact those we serve by reducing or eliminating opportunities to advance and improve their lives through jobs and quality of life options.

The ICO is a special interest measure and would only contribute to the stagnation of community and business growth in the city of Los Angeles at the expense of many. At APCF, we believe that positive business growth is vital to Asian Americans and Pacific Islanders, among others, to economically advance their Jives and dreams.

APCF commends our corporate partners for their contributions to our agency's efforts. Walmart, for example, recently provided a significant grant of $75,000 to help fund our API Benefits Bank program which will help 67 families in the Chinese, Filipino, Japanese and Korean communities gain access to government and other benefits and subsidies. Verizon has provided our organization with $25,000 in scholarships for API students who are pursuing higher education in the science, technology, engineering and math related fields. Without major contributions and partnerships like these, our organization cannot have the vital impact we need to raise those Jess fortunate to a higher standard of living.

General goods retailers provide many benefits to underserved communities, who lack access, and the special interests backing this ICO are not concerned with long term issues or the vital funding, jobs and economic revitalization they can create. APCF respectfully requests the Los Angeles City Council to oppose this ordinance.
