Ref : FM circular no. 4 of 2009 issued vide Board letter no. TC-II/2046/06/1 dated 25.02.2009.

In reference to para no.4 of Boards above quoted letter, the enclosed list of Mail /Exp/Passenger trains originating from North Western Railway are re-classified as Rajdhani /Premier /Standard parcel services trains.

It may be ensured that charging of parcel & luggage by these notified trains is done as per notification. This classification will remain valid for a period 01.06.2009 to 31.5.2010.

Booking & charging of non leased parcel & luggage by newly introduced trains & trains run temporarily such as Summer special, Puja special, X-Mas etc. shall be charged as per FM circular No. 13 of 28.8.2008 (LRA 42 Coaching dated 02.09.2008)

Any discrepancies noticed in classification should be brought to the notice of this office immediately.

G.S.R.219(E).- In exercise of powers conferred by sub-section (1) and clause (C) of sub-section (2), of section 112 of the Railways Act,1989 (24 of 1989 ), the Central Government hereby makes the following rules further to amend the Railways (Extent of Monetary Liability and Prescription of Percentage Charge ) Rules,1990 namely:-

1. Short title and commencement. (1) These rules may be called the Railways (Extent of Monetary Liability and Prescription of Percentage Charge )Amendment rules,2009

(2) They shall come into force on the date of their publication in the Official gazette.

2. Amendment of Schedule II.In the Railways (Extent of Monetary Liability and Prescription of Percentage Charge ) Rules 1990, in Schedule II, in Part I, in column (1), for serial number 5-A and the entries relating thereto, the following serial number and entries shall be substituted, namely :-

5-A. Scooter or Motor Cycle other than those booked in full rake of parcel van consisting of at least 15 parcel vans or equivalent to 8 wheeled coaches.

Since these instructions were issued for a period of six months, the matter regarding its extension has been examined and it has been decided that the facility of not indicating any proof of identity at the time of booking e-ticket and carrying any one proof of identity mentioned in the scheme during the journey may be extended up to 30.04.2010.

Sub:- Cash Incentive to the ticket checking staff for good performance.

(COMMERCIAL CIRCULAR NO.16 OF 2009)

The Cash Incentive scheme for the good work done by the ticket checking staff was extended upto 31.03.2009 vide this office letter No.2006/TG-V/1036/1 dated 22.05.2008 on the terms and conditions as stipulated in Boards Commercial Circular No. 20/2004. It has been decided to extend the scheme further for 3 months from Aril,09 to June,09 with the following modified terms and conditions:

2(iii) : The minimum criteria for qualifying for incentive scheme will be Rs.30,000/- on account of penalty earnings and a minimum of 150 cases. Out of these cases,50 cases should be of ticket less travel.

2. The other terms and conditions of Incentive scheme as stipulated in Commercial Circular No.20/2004 will remain same.

3. Further extension of the scheme will be communicated after a review.

4. It is desired that the performance of the Cash Incentive Scheme indicating the Number of ticket checking staff given incentive. Amount of incentive paid, quantum of cases detected and amount of penalty collected may be furnished w.e.f.April,09 regularly.

5. The expenditure accrued on this account will debited under Head Demand No.9, Abstract Minor Head 500, Detailed head 530.

6. This issues with the concurrence of Finance Directorate of the Ministry of railways. .

1.0 Attention is invited to para 4 of Boards instructions contained in Freight Marketing Circular No. 28 of 2005 under Boards letter No. 2005/TC(FM)/11/4 dated 14th September 2005 {under reference (i) above} wherein definition of block rake of Parcel Vans (non-leased) has been given as minimum of 18 VPs.

1.1 Further, in para 2.0 of Boards letter No. 2007/TC(FM)/10/3 dated 20.02.2007 under Freight Marketing Circular No. 02 of 2007 {under reference (ii) above} it is stipulated that the reserve price for leasing of Parcel Express trains may be worked out with a minimum composition of 15 Parcel Vans (VPHs/VPs/VPUs) + one Brakevan (two compartments of 4 tonnes CC each).

2.0 The matter has been reviewed and it has been decided that the minimum composition of VP rake should be taken as 15 Parcel Vans (VPHs/VPs/VPUs) + one Brakevan (two compartments of SLR, having carrying capacity of 4 tonnes each) for both leased as well as non-leased Parcel Express trains. The freight of parcel capacity available in Brakevan will be collected and the party will be allowed to load the same.

2.1 Accordingly, the instructions contained in para 4 of Freight Marketing Circular No. 28 of 2005 under Boards letter No. 2005/TC(FM)/11/4 dated 14th September 2005 {under reference (i) above} are slightly modified and shall be as follows:-

The word 18 VPs appearing in the last line of Para 4 at page 2 of Boards letter No. 2005/TC(FM) /11/4 dated 14th September 2005 under Freight Marketing Circular No. 28 of 2005 may be replaced with the word 15 Parcel Vans (VPHs/VPs/VPUs) + one Brakevan.

3.0 These instructions will come into force with immediate effect.

Sub: Policy for running of Teevra Gati Sewa (TGS) train by multiple consignors from multiple originating points.(F.M.Circular No. 12 of 2009)

With a view to retrieve piecemeal traffic, which is presently moving by other modes of transportation, it has been decided to run Teevra Gati Sewa (TGS) trains consisting of Parcel Vans (VPHs/VPs/VPUs etc.) as a pilot project. The aim of the project is: -

(i) To increase parcel traffic by providing assured quick transit time.

(ii) To facilitate industry to avail time-tabled parcel service in Parcel Van load on nominated day.

(iii) To enable web booking of Parcel Vans.

The following policy guidelines should be followed for running of Teevra Gati Sewa (TGS) trains consisting of Parcel Vans (VPHs/VPs/VPUs etc.):-

1.0 Operational guidelines

1.1 The train shall connect two important stations having sufficient demand for parcel traffic in both directions.

1.2 The Teevra Gati Sewa (TGS) service will be provided on nominated day on a fixed schedule time-tabled path with guaranteed transit time.

1.3 The train will run from originating to destination station with provision for attachment/ detachment of VPs enroute as per pre-defined stoppage and number of VPs allocated for each station. However subject to availability of space in train more VP can be permitted from the intermediate or originating stations.

1.4 The time table for Teevra Gati Sewa (TGS) trains will be prepared by originating zonal railway in consultation with the other zonal railway through which the train passes and Railway Board. Time-table of Teevra Gati Sewa (TGS) trains will be circulated separately.

1.5 Loading/unloading of parcels at intermediate stations will not be permitted. Instead, Teevra Gati Sewa (TGS) trains shall run on specific streams with provision of schedule attachment/detachment of Parcel Vans enroute.

1.6 The Parcel Vans (VPHs/VPs/VPUs etc.) by Teevra Gati Sewa (TGS) service shall be allotted to multiple parties as per demand of registration for the nominated days service.

1.7 The VP booking will be on similar line as is available for the booking of reserved passengers in a train on First-come-first serve basis from these stations.

1.8 There shall be nominated enroute station(s) where attaching/detaching of Parcel Vans will be permitted. There will be 20 minutes stoppage at each enroute station to facilitate shunting operation.

1.9 The indents from the consignors shall be accepted for nominated days of service. It will be for specific date and shall be accepted upto 30 days in advance from the nominated day of service. 20% of the freight shall be collected in advance at the time of registration of indent. Registration fee for VP shall also be collected as per prescribed rules.

1.10 The frequency of service will be decided on the basis of demand.

1.11 The Teevra Gati Sewa (TGS) train shall run on nominated day of service as per its time table irrespective of its load.

1.12 Punctuality of Teevra Gati Sewa (TGS) train should be monitored by the Punctuality Cell of Divisions/Zonal Railways. The running position of the train should be updated in COIS. Daily monitoring position should also be conveyed telephonically to Parcel Monitoring Cell of Railway Board at Tel No. 43208 or 43674 (Rly).

1.13 TXR examination:- Each Parcel Van (VPH/VP/VPU etc.) attached in the Teevra Gati Sewa (TGS) train shall have break power. No pit line examination will be required for Parcel Vans attached in the Teevra Gati Sewa (TGS) train. Enroute any number of Parcel Vans can be attached/ detached in the train provided all attached Parcel Vans have been pre-examined and have full break power.

1.14 The Parcel Vans of Teevra Gati Sewa (TGS) train shall not be handled at passenger platform. The handling and loading/unloading operation shall be done at separate parcel shed/goods shed nominated by the railway administration for this purpose.

1.15 As this is a pilot project, Railway shall reserve the right to discontinue the service at any time with one month notice.

1.16 Free time as per extant rule shall be applicable for loading/ unloading of Parcel Vans at originating and destination station. However, at originating station the rake will be supplied with clear five hours for loading. The rake will be moved from loading line immediately after completion of five hours irrespective whether loading has been completed or not by the party. The railway shall notify the time schedule for loading and unloading.

2.0 Booking of Parcel Vans

2.1 Initially the booking of Parcel Van will be done as per the existing manual system but eventually it is expected that the process of booking for Parcel Vans (VPs) under the scheme, will be done through electronic means once the software is developed and the guidelines for the same will be issued separately.

2.2 Minimum space for booking shall be the entire carrying capacity of unit. However, any number of Parcel Vans can be booked in multiple of entire CC of one unit.

3.0 Charging of freight for Parcel Vans

3.1 The freight for Parcel Vans (VPHs/VPs/VPUs etc.), which are to be attached by Teevra Gati Sewa (TGS) train shall be charged at Scale-R on permissible carrying capacity of Parcel Vans.

3.2 In addition to above, 5% surcharge on the basic freight shall be collected at originating station as Teevra Gati surcharge at the time of loading. If the Railway Administration is not able to place the Parcel Vans for unloading at destination station upto two hours after the scheduled transit time of Teevra Gati Sewa (TGS) train, 5% surcharge collected as Teevra Gati surcharge will be refunded to the party at destination station.

3.3 20% of the freight shall be collected at the time of registration of indent. The remaining balance freight shall be collected at the time of booking at originating station.

3.4 Development charge or any other surcharge applicable for Parcel Van booking will also be levied as applicable. However, bulky surcharge will not be recovered.

3.5 The cases, where Teevra Gati surcharge have been refunded to the party at destination station on account of delayed placement of Parcel Vans of Teevra Gati Sewa (TGS) train should be analyzed by the zonal railways and responsibility should be fixed by the concern railway. The detailed report of such cases may be sent to Railway Board.

4.0 Cancellation of indent

4.1 In case of cancellation of indent or when the party does not load the Parcel Van after supply, the advance freight collected from him and the amount of registration fees of Parcel Van will be forfeited in full.

5.0 Other terms and conditions

5.1 The handling and loading/unloading of parcels shall be done as per extant rules.

5.2 Other rules and conditions and restriction applicable for booking of parcel traffic shall also be applicable under the service.

6.0 The pilot project will be done initially for four months and thereafter on the basis of performance its continuance or otherwise will be decided. To facilitate the review, train-wise details should be compiled and analyzed. The review should be completed by 31.08.2009 and the same should be sent to Boards office, complete in all respect, latest by 10.09.2009, in consultation with the Traffic Accounts office.

7.0 These instructions will come into force from 1st June 2009.

Clarification has been sought by South Western Railway in regard to the charging of Iron Ore Pellet if it is booked for export. Clarification has also been sought in regard to the eligibility of Iron Ore Pellet for distance based freight concession with reference to Rate Circular No. 63 and 82 of 2008 circulated vide LRA No. 140 of 2008& LRA No. 27 of 2009(Goods)- and also for its charging with reference to the Para 1.4 of Rates Circular No. 06 of 2008 Circulated vide 27 of 2008 (Goods)

It is clarified that the end use of Iron Ore and Iron Ore Pellets is the same namely in steel plants. Hence Iron Ore Pellets for export should be charged at Class 200 X , similar to Iron Ore for export. Secondly, as per Rates Circular No. 30 if 2008 Iron Ore moved for such pelletization (For export) should also be charged at class200X . The traffic of Iron Ore Pellets meant for export will also be eligible for distance based concession subject to the fulfillment of existing terms and conditions Iron Ore Pellets cannot be treated as not covered in the Goods Tariff and as such , question of its charging with reference to Para 1.4 of Rates Circular No. 06 of2008 does not arise.

These concessions are valid up to 31.03.2009.

2.0 Sanction is herby accorded to extend the validity of above-mentioned freight concessions granted to Iron ore traffic (Class 200X) booked from West Central Railway, East Coast Railway, South Western Railway, South Eastern Railway ,South East Central Railway and South Central Railway beyond 31.03.2009 up to 30.06.2009, subject to fulfillment of existing terms and conditions stipulated in the letters under reference.

Approval of Ministry of Railways (Railway Board) is hereby accorded for further continuance of the above orders for another one year. i.e. upto 31.03.2010 or the date when the WIS Customer procures the Brake Van and it is actually inducted, whichever is earlier.

It has also been decided that matter may be taken up with WIS Customers to expedite procurement of Brake Vans .

1.0 Vide Boards letter No.2008/TT-III/73/8 dt 27.10.2008, it was decided to grant a rebate of 10% for domestic traffic for weight categories above 20MTs upto 31.12.2008, subject to the condition that the applicable rate after rebate will not be less than the corresponding rate applicable as per Railway Boards letter No.2006/TT-III/73/12 dt.11.10.2006.(Circulated Vide letter No even dtd 23.10.06).

2.0 The aforementioned rebate was extended upto 31.03.2009 vide Boardsletter No.2008/TT-III/73/8 Pt.I dt.24.12.2008.

3.0 Sanction is accorded to further extend the rebate as prescribed vide Boards letter No.2008/TT-III/73/8 dt 27.10.2008 upto 30.6.2009.

4.0 It is reiterated that the rebate is applicable only to the domestic traffic and not to EXIM traffic.
