NEWSLETTER The NATO/PfP Trust Fund is set up by NATO Member States and other donors to assist Bosnia and Herzegovina with the reintegration of personnel made redundant through the Defence Reform process. The NATO Trust Fund for BiH will contribute to the overall objectives of BiH to maintain peace and stability, foster economic recovery, reduce unemployment and generate income by facilitating the resettlement into civilian and economic life of persons discharged in the course of the BiH defense reform process of 2006-2007, and those previ- ously downsized in 2004. IOM has worldwide experience (including the implementation of a BiH’s Transitional Assistance to Demobilised Soldiers (TADS) project between 2002 and 2006) in assisting personnel affected by military downsizing to reintegrate into civilian life through job placement, Small and Me- dium Enterprise (SME) startup and expansion, agricultural revitalization and vocational and business training. This expertise has led IOM to becoming the executing agent also in BiH. NTF Beneficiaries & Projects As at November 30 2008 a total of 2,889 redundant MoD personnel have registered with International Organization for Migration (IOM). 2,589 beneficiaries are redundant personnel from 2004 and 300 from 2007. Figure 1 illustrates the types of assistance requested by the redundant personnel after counseling with NTF staff for all approved projects. Of the 1,942 beneficiaries with approved projects, concrete assistance had been delivered to 1,534 RPs by the end of the reporting period. On November 11, 2008, the Regional Development Agency of Herzegovina and IOM entered into a Memorandum of Understanding, which sets out the two organizations’ agreement to work together to facilitate the transition from military to civilian life of NTF beneficiaries in Herzegovina. Ivan Jurilj, the director of REDAH; Regina Boucault, the Chief of Mission of IOM in Sarajevo; and Miro Drvendžija, the Head of the PTSU, held a press conference in Mostar to explain the partnership. The conference and the signing of the Memorandum of Understanding was covered by national and local television and newspapers.

NATO/PfP Trust Fund Programme - Stories from the Field Business Start-up

Each of the projects featured on the preceding page involves a benefi ciary who chose to start a new business – alone or as a joint venture with another benefi ciary. Starting a new business is one of the most challenging and potentially rewarding ways in which NTF benefi ciaries can benefi t under the Programme. Twelve percent of NTF benefi ciaries have used their NTF assistance to help them start small businesses ranging from retail stores to construction workshops to car mechanics to internet clubs to law offi ces. Before starting a new business, the benefi ciaries and NTF staff carefully consider the benefi ciary’s skills and experience, the competition, demand for the proposed goods or services, marketing possibilities, total cost for all inputs needed to get started, expected revenues and profi ts, and many other factors that infl uence the success of the business.

NTF helps benefi ciaries who have started or expanded their businesses (or are considering a business for the future) through business training workshops, where participants can develop a “business plan,” learn about services and credit lines available to small businesses, build their skills in areas such as marketing. NTF is now working with four non-governmental organizations to offer training in different parts of the country, including one organization (Women for Women International) that provides training especially designed for business women.

News from the Personnel Transition Support Unit (PTSU)

As part of continuing efforts to improve the NATO/PfP Trust Fund Programme for BiH, which facilitates the resettlement into the civilian life of persons discharged as part of the defence reform process of 2006-2007, and those previously downsized in 2004, the MoD and IOM sent a joint letter to mayors of all municipalities in BiH inviting them to provide information on existing activities and programmes in their respective municipalities that may benefi t benefi ciaries of the NTF Programme.

The letter was positively received by local communities and members of the Personnel Transition Support Unit held a series of meetings with representatives of different municipalities. The municipalities of Novi Grad-Sarajevo, Zenica and Travnik expressed particular readiness to take part in activities to assist benefi ciaries residing in their respective areas and those individuals who will in the near future leave the defence system.

Contacts with all three municipalities were established and working meetings were held at which municipal, MoD, and IOM representatives agreed on joint measures to more effectively assist redundant personnel.

For those individuals that will soon leave the defence establishment, the MoD will prepare lists with relevant data by municipality. The lists will be sent to each municipality for their consideration and planning purposes such that they can undertake activities aimed to support the resettlement of individuals residing in their region.

Marijan lives in Visegrad with his wife and father. Although he is a car mechanic and driver (by education and job experience), he was unable to fi nd steady work in this fi eld after discharge from military service in 2004, and worked part-time and short-term jobs in security and car repairs. With NTF assistance to purchase major equipment and tools, Marijan set up a car mechanic shop in the ground fl oor of his house. Because of his educational background and previous experience, Marijan has attracted numerous clients from the neighborhood who are eager to use the services of a knowledgeable and skilled mechanic. The business is going very well, with more customers that he is able to handle; profi ts have been suffi cient already to enable Marijan to purchase additional equipment for the business.

Vaso and Milorad are brothers who were discharged from military service in 2004. Together with two other brothers and their father, Vaso and Milorad were internally displaced during the war from Ključ. They decided to join their NTF assistance to start a carwash in a commercial neighborhood in Banja Luka, where they provide customers with interior and exterior cleaning, polishing and carpet-washing services. The brothers reported that their fi rst Summer, which is the peak season in this business, went according to their business plan with some 200 cars per month. NTF staff in Banja Luka often takes their vehicles to the brothers’ carwash and confi rms that the service is excellent and fast.

After discharge in 2004, Đorđo spent several years without regular employment. Like many unemployed persons in Bileća, he dug stones from a nearby quarry and sold them in the Spring and Summer. One year ago, he was hired as a turner for a company that collects, refurbishes and sells scrap automobile parts. At the time of counseling by NTF staff, Đorđo got an interesting offer from his employer: to purchase a 50% interest in this very expensive machine (which is kept in Đorđo’s workshop) and enter into partnership with the company. Under this partnership, Đorđo continues to use the turning machine to fi ll orders placed by the company. As he is the only turner in his town, he also uses the machine to provide services to mechanic and metalwork shops in Bileća, Gacko and Trebinje. Since starting his business, Đorđo has increased his monthly income by 50%. In the future he hopes to buy full ownership of the machine.
