    IT is hereby notified for general information that in exercise of the powers conferred by section 4 of the Psychology Profession Act (Cap. 471), and for the purpose of that Act, the Minister for the Family, Children’s Rights and Social Solidarity has approved the appointment of Ms Mariella Mamo, M.Psy (Melit), B.Psy (Hons.) (Melit), as member of the Malta Psychology Profession Board in lieu of Ms Cher Laurenti Engerer, B.Psy (Hons.), MSc (Trinity College, Dublin).

    This appointment shall remain valid until 31st March, 2022.

    IN virtue of Article eighteen (18) of Legal Notice 291 of 2018, the Agency for Infrastructure Malta hereby gives official notice of its intention to carry out works in Triq Għeriexem, Rabat (indicated on the site plan on page 7930).

    The Agency for Infrastructure Malta notifies that from Friday, 4th September, 2020, till Friday, 29th January, 2021, no parking will be permitted in Triq Għeriexem, Rabat, due to road works.

    In virtue of Article 52(1) of the Traffic Regulation Ordinance (Cap. 65), the Commissioner of Police hereby notifies that the transit and stopping of vehicles through the streets mentioned hereunder is prohibited on the dates and times indicated.

    The Commissioner of Police notifies the general public that the following vehicles have been removed by virtue of Article 7 (1) (2), and Article 8 (1) of Subsidiary Legislation 65.13 (Clamping and Removal of Motor Vehicles and Encumbering Objects Regulations).

    The Commissioner shall order the sale of these motor vehicles when they are not retrieved by their lawful owners after having paid all due arrears with TM/LESA, within fifteen days from the publication.

    8th September Regatta in Grand Harbour,Valletta

    The Ports and Yachting Directorate, Transport Malta notifies that the 8th September Regatta will be held in the Grand Harbour. Sinkers and marker buoys will be laid as follows:

    1. On Monday, 7th September 2020, 3 sinkers with yellow flashing marker buoys will be laid in the following positions:

  • L-4 ta’ Settembru, 2020 7933

    (i) from buoy (B) off Il-Ponta ta’ Sant’Anġlu to point (C) North of Il-Ponta tal-Isla.

    (ii) from buoy (C) north of Il-Ponta tal-Isla to point (D) West of Il-Ponta tal-Isla opposite the entrance to Id-Daħla tal-Franċiżi Bastion.

    (iii) from point (A) ashore on Barriera Wharf to buoy (B) off Il-Ponta ta’ Sant’ Anglu.

    3. The wire ropes, floats and buoys mentioned in 2 above will be removed on completion of the Regatta at approximately 6.30 p.m. on Tuesday, 8th September, 2020.

    4. The sinkers and marker buoys mentioned in 1 above will then be removed on Wednesday, 9th September, 2020.

    Masters of all vessels are notified that on Tuesday, 8th September, 2020, between 8.00 a.m. and approximately 6.30 p.m., incoming vessels will not be allowed to proceed to any berth South West of the imaginary line joining point (A) on Barriera Wharf and Fortizza Sant’Anġlu Flagstaff.

    Vessels in Il-Marsa sea area will not be allowed to proceed beyond the starting line indicated in 2 (iv) above after 8.00 a.m. No vessel will be allowed near the finishing line except those involved in the races. No movements of vessels will be allowed inside the Grand Harbour, except by special permission. All vessels are to keep a minimum distance of 5m away from the lines and floats mentioned in 2 (ii), 2 (iii) and 2 (iv).

    Incoming vessels will not be allowed to proceed to any berth South West of the imaginary line which is 150m North East of the finish line (A) to (B) mentioned in 2 (i) above. No vessel will be allowed to stay within this 150m area.

    Masters of all vessels are also warned that the wire ropes and floats may cause a physical obstruction and consequently they are to navigate with extreme caution. Caution is also to be exercised when in the vicinity of such wire ropes and floats when these are being laid or removed.

    Mariners are to obey any instructions issued by Valletta Port Control (Valletta VTS) on VHF Channel 12 and enforcement personnel in the area.

    Post of Manager II (Procurement) in the Ministryfor Transport, Infrastructure and Capital Projects

    1. The Director (People Management), Ministry for Transport, Infrastructure and Capital Projects invites applications for the post of Manager II (Procurement) in the Ministry for Transport, Infrasructure and Capital Projects.

    Terms and Conditions

    2.1 This appointment is subject to a probationary period of twelve (12) months.

    2.2 During the probationary/trial period, appointees must successfully complete appropriate induction programmes organised by the Institute for the Public Services to be eligible for confirmation of appointment.

    2.3 The salary for the post of Manager II (Procurement) is Salary Scale 7, which in year 2020 is €24,894 per annum, rising by annual increments of €531.17 up to a maximum of €28,081.

    2.4 A Manager II will progress to Salary Scale 6 (€26,543 x €596.33 - €30,121 in 2020) on completion of three (3) years service in the grade, subject to satisfactory performance.

    2.5 Selected candidates will also be entitled to the payment of an annual performance bonus of up to a maximum of 15% of his/her basic salary, subject to satisfactory performance and subject to Central Administration’s policies in force from time to time.

    2.6 On being appointed, a successful candidate would be requested to renounce to other applications currently in process within the Public Service which is/are pending at the time of this appointment, without prejudice to SAAC calls (including Assistant Directors).

    2.7 Lateral applications by public officers who already hold an appointment in the same grade/position being advertised are allowed only if the area of specialisation of the vacancy is different to the one held by the applicant and requires a specific related qualification as an eligibility requirement, which the applicant must satisfy.

    2.8 It will not be possible to request a transfer before a two (2) year period from date of appointment. On the lapse of a two (2) year period, appointees may only be transferred at own request to carry out duties elsewhere in the area of Procurement, subject to availability of vacancies and the exigencies of management.

    2.9 The result will be valid for a period of two (2) years from the date of publication.

    Duties

    3. The job duties for this post of Manager II (Procurement) are:

    i. Coordinates the preparation of the organisation’s procurement plan and make recommendations for the final planning and timeline in line with the organisational objective and related policies.

    ii. Applies diverse aspects of the procurement legislation, as well as other legal frameworks impacting procurement in line with: national and EU level legislation; and public procurement policy requirements.

    iii. Operates proficiently the electronic Public Procurement System and helps ensure that all users have the appropriate access and training and acts as a change management agent during the implementation of a newly adopted system/modules or tools.

    iv. Manages the full process of needs analysis, data interpretation and supplier relations in accordance with public procurement principles.

    v. Manages, conducts, analyses, interprets and reviews market analysis, ensuring its completeness and that procurement strategies are designed to reflect market conditions, policy goals, and opportunities identified.

    vi. Implements the different phases of the procurement lifecycle and anticipates relevant potential challenges, risks and impacts.

    ii. Japplika aspetti diversi tal-leġiżlazzjoni tax-xiri pubbliku, kif ukoll oqfsa legali li jħallu impatt fuq ix-xiri pubbliku f’konformità ma’ leġiżlazzjoni fuq livell nazzjonali u l-UE u rekwiżiti ta’ xiri pubbliku.

    iii. Jopera b’mod profiċjenti s-sistema elettronika tax-xiri pubbliku u jgħin biex jiżgura li l-utenti kollha jkollhom aċċess u taħrig xieraq u jaġixxi bħala aġent tal-ġestjoni tal-bidla matul l-implimentazzjoni tas-sistema l-ġdida adottata riċentament/moduli u għodod.

    viii. Provides knowledge-based advice on the best use of various procurement procedures and techniques in order to design the procurement strategy. Conveys complex information in a straightforward, transparent and impactful manner to a range of stakeholders by tailoring the message accordingly.

    ix. Designs and completes tender documentation that helps maximise value for money and ensure that the correct methodology is applied to the issued public procurement tenders in line with relevant EU and national regulations, policies, rules, conditions, guidelines and templates.

    x. Oversees/conducts/reviews the work of evaluation committees, and the preparation of relevant documentation for the tender assessment, evaluation and post-award processes including, but not limited to, those for/or by the General/Departmental Contracts Committee and the drafting of contract agreements and addenda.

    xi. Leads and controls the contract delivery and modifications functions in line with project time, cost, quality, scope, benefits and risks variables.

    xii. Undertakes any other tasks, which the superior may delegate to him, as may be required.

    xiii. Any other duties according to the exigencies of the Public Service, as directed by the Principal Permanent Secretary.

    Rekwiżiti tal-Eliġibbiltà

    4.1 Sal-ħin u d-data tal-għeluq ta’ din is-sejħa għall-applikazzjonijiet, l-applikanti għandhom ikunu:

    f. In possession of a residence document issued in terms of the ‘Residence Status of the United Kingdom Nationals and their Family Members in Malta in accordance with the Agreement on the Withdrawal of the United Kingdom and Northern Ireland from the European Union and the European Atomic Energy Community Regulations’.

    The advice of the Department of Citizenship and Expatriate Affairs within the Identity Malta Agency should be sought as necessary in the interpretation of the above provisions.

    The appointment of candidates referred to at (b), (c), (d) and (e) above would necessitate the issue of an employment licence in so far as this is required by the Immigration Act and subsidiary legislation. Jobsplus should be consulted as necessary on this issue.

    4.2 Qualifications at a level higher than that specified above will be accepted for eligibility purposes, provided they meet any specified subject requirements.

    Moreover, candidates who have not yet formally obtained any of the above-mentioned qualifications will still be considered, provided that they submit evidence that they have been approved for the award of the qualifications in question, or successfully completed the necessary ECTS/ECVET credits, or equivalent, taken as part of a higher recognised MQF level programme of study, as required in the afore-mentioned eligibility criteria, by the closing time and date of the call for applications.

    4.3 Public Officers holding a grade in a particular stream, and who were granted Officer in Scale status by virtue of a Grievances Unit decision in the same scale as that of a higher grade in that stream, are eligible to apply for grades open to officers holding such higher grade within the stream that carries the same scale as that of the Officer in Scale status.

    The years of service since the effective date of appointment as Officer in Scale are reckonable for the purpose of satisfying any requisite years of service stipulated in calls for applications.
