Introduction

The BIOXAGROPOLE project is developed by the BIOXPARC MARRAKECH team: the scientific-technological side is developed by BIOXPARC universities, research centres and partner companies; CESCOITALIA, the project designer, is responsible for coordinating development and management. The purpose of the BIOXAGROPOLE project is to accelerate economic development in emerging countries through an integrated platform that is the point of convergence of several agri-business development strategies in different countries (Morocco, Tunisia, Libya, Jordan , Algeria, Mauritania, Senegal, Gambia, Mali, Guinea, Ghana, Ivory Coast, Togo, Benin, Nigeria, Burkina Faso, Cameroon, Gabon, Zambia) with the objective of attracting workers, supporting innovation and encourage technology transfer for the private sector. For the international priorities two objectives are highlighted. The BIOXAGROPOLE project, with its vocation to create jobs in Africa, will have the capacity to reduce migration flows to Europe, in

line with the latest EU directives regarding immigration policies (for example, the creation of the European Union Emergency Trust

Fund for Africa, to address the root causes of migration, with the forthcoming creation of an even larger fund for job creation in

African countries).

The BIOXAGROPOLE project (each Lot of 1600 Ha) has the capacity to create: - 2,000 employees (direct employee) - 87 million Euros of total investment (1st year)

- 21,1% Internal financial rate of return (TIRF / C) of the investment

In addition, the project is included in the Sustainable Development Plan of Chapter 12 of UN-21 and the UNCCD (United Nations

Convention to Combat Desertification).

Integration in the host country The successful integration of BIOXAGROPOLE project into society in the host country is the key to maximising the opportunities of targets and making the most of the contributions, subventions, human resources, main local partners, that each country can make to project development. The CESCOITALIA team is able to integrate the project with the specific directives and regulations of each country. Concerning the project BIOXAGROPOLE DAKHLA, the project is in conformity with:

The objective of the BIOXAGROPOLE project is to increase agricultural productivity and production through the promotion and

professionalization of young rural agricultural enterprises in the sub-Saharan regions, in order to contribute to the improvement of food security

and the reduction of poverty. More specifically, the project will work for the establishment of an innovative and dynamic platform to promote new

agricultural enterprises through the development of investment zones (servicing, construction of hydro-agricultural infrastructures (irrigation

networks)) , facilitating access to financial and non-financial services, training and targeted technical advice (biotechnologies) to enable the

setting up of innovative start-ups.

Preface The Intended Nationally Determined Contributions (INDCs)

Morocco's Intended Nationally Determined Contributions (INDCs) and its institutional anchoring in the National Strategy for Sustainable Development (SNDD). Morocco has developed its contribution with the conviction that the global ambitions to contrast the effects of climate change call for a consistent commitment of all parties in terms of both mitigation and adaptation as means for the fight against climate change.

In preparing its contribution, Morocco has conducted an extensive consultation process with stakeholders. This process made it possible to examine the policies and programs implemented by Morocco in the fight against global warming and to define the level of ambition that countries wish to adopt as part of their contribution. Although Morocco is concentrating its efforts in the energy sector, greenhouse gas (GHG) reduction targets will be achieved through measures taken in all sectors of the economy, based on strategies and policies. plans, including sector action involving the fields of agriculture, water, waste, forestry, energy, industry and housing. Morocco's commitment to reduce its greenhouse gas emissions in 2030 is 32% compared to the projected emissions for the same year, according to a scenario "normal course of business". This commitment will be achieved only if Morocco will have access to new sources of funding and additional support over that received in recent years as part of a new liaison under the UNFCCC agreement. This objective corresponds to a cumulative reduction of 401 Mt CO2-eq over the 2020-2030 period. The effort that will be required in Morocco to achieve this goal, will be a global investment of about $ 45 billion, of which $ 35 billion is conditioned by international support and new climate finance mechanisms, including the Green Fund for the climate. On adaptation, Morocco has made considerable efforts. Historically, over the period 2005-2010, the Kingdom spent 64% of climate expenditures on adaptation, equivalent to 9% of total capital expenditures. The considerable part of the national investment budget dedicated to adaptation demonstrates the extent of the challenges facing Moroccan society. This effort is bound to increase in the years and decades to come. An extrapolation provides an overview of an increase in domestic investment adjustment of at least 15% by 2030.

BIOXAGROPOLE project - the “Agro-eco-industrial Park 4.0"

BIOXAGROPOLE is an integrated project and represents the convergence of the national strategies of different African countries, whose aim is to improve the territorial agricultural potential to develop a modern and competitive agriculture on the international market. The BIOXAGROPOLE project is an international system, mainly built on a logistic and management platform (a system built around a commercial platform) initiated by a private investor, to facilitate the business execution of the agro -industry. a) Agricultural zones: plantation of Jatropha, Aloe Vera and greenhouse products b) Logistics platform: Logistics & Industrial Park c) New Town: apartments & rural house, commercial center, school, hospital, police, sport center. d) Energy and supply / service platform, Administration, Marketing, Sales, Recruitment, Training, Financial Management, Security, Renewable Energies, Waste Management. Working for one of BIOXAGROPOLE's activities is choosing a career in an environment where the quality of life and local services contribute to the balance of professional and private life. Currently the project is planned in Morocco and Tunisia:

Project Vision

BIOXAGROPOLE generates many of the world's renamed economic, social and environmental benefits, and it also includes a growing number of bilateral, multilateral and regional agreements that are part of its primary objectives, including:

- The centralization of new generations for research in Agro Science; - Improving the effectiveness of commercial and development programs and services; - Improve the performance of the agribusiness community and development investments; - Improve links with trading partners to increase investment opportunities in research and commercialization; - Leveraging new research and financing for development.

For the countries to invest in the BIOXAGROPOLE project involves a development of the sectors of science and agro-technology that are the key areas for economic and social development. The economic and financial analysis unequivocally demonstrates a high profitability and at the same time a low investment risk: for obvious reasons, the BIOXAGROPOLE project attracts large private international investors (investment funds, private entrepreneurs), available to invest whenever "country risk", as in the case of Morocco, sufficiently guarantees the invested capital. The great economic and social development that the project will bring to the sub Saharan region will contribute to the stabilization of old political and social tensions in the area, problems that the United Nations helps to appease with various projects of international cooperation. The project will therefore be an excellent example of sustainable and stable development in historically depressed regions.

The « integrated » Agro-eco-industrial Park: the circular economy

The transfer of innovative technologies directly to the point of agricultural production and the processing of agricultural materials at the source of production has many advantages. Treatment adds value, reduces volume (by reducing moisture levels and other unwanted material), removes all damaged or substandard materials, and helps classification and packaging by manufacturing processes involved. Products, of better quality are prepared for the market, and lower quality products and waste remain on the production point. In addition, processing and packaging should enable products to better withstand transportation and distribution requirements. Despite the abundant and varied production base of farmers in African countries and the significant international demand for many fresh and processed foods, the export performance of traders and processors in many of these countries remains today too poor.

Looking beyond the current "take, make and dispose” extractive industrial model, the circular economy is restorative and regenerative by design. Relying on system-wide innovation, it aims to redefine products and services to design waste out, while minimising negative impacts. Underpinned by a transition to renewable energy sources, the circular model builds economic, natural and social capital.

Project Summary BIOXAGROPOLE DAKHLA (MOROCCO)

To facilitate the study and the local development of the preliminary studies (including the data taken into account in the economic and financial analysis) will be started the first lot "pilot" of 1,000 hectares plantation + 600 hectares of greenhouse, aquaculture, industrial-logistics- housing area. The project was developed by the Research Centres of the partner companies within the BIOXPARC project, it has the advantage of being energy independent, socially and economically sustainable, exportable in the tropics and all over the world where Jatropha Curcas and Aloe grow normally. Regarding the type of soil preferred, Jatropha Curcas is an adaptable plant and can grow almost anywhere except on a waterlogged ground. It grows on gravelly, sandy soil and saline soils and can be found in the poorest stony soil, and even in crevices of rocks. The preferred soil pH is between 6.0 and 8.0 / 8.5. Soil Requirement for Aloe Vera Farming:- Aloe Vera can be cultivated on wide variety of soils from sandy soils to loamy soils. However, it thrives best in light soils. As this plant is sensitive to water stagnation, make sure to select the well drained soils for its cultivation. This plant can tolerate soil swith high pH range up to 8.5.

The hydroponic greenhouse not only outperforms traditional farms in production; they don’t have some of the major disadvantages that come with soil-based farming, particularly in the area of resource consumption. Although hydroponic systems depend on water and water-based solutions to perform properly, they use about one-twentieth of the amount of water used in traditional gardening and farming.

In the Aquaculture station are applied the new technology of aquaculture for large scale, low cost production of premium quality fresh fish, in according to the highest international standards: environmental, health, security and quality standards.

The BIOXAGROPOLE DAKHLA project develops intercrop plantations (Jatropha Curcas, Aloe Vera, and greenhouse products), aquaculture station, and an integrated industrial-logistics zone: to ensure financial viability, the minimum project size should be at least 30,000 hectares plantation + 18,000 hectares of greenhouse, aquaculture and industrial-logistics- housing area.

BIOXAGROPOLE DAKHLA – Housing project

The main objective of the project is the economic and social development of rural areas: it is very important therefore that the families of the workers are housed

in the vicinity around each lot, new communities are developed, with schools, hospitals and public services.

In the BIOXAGROPOLE DAKHLA, in the every single Lot, is planned the building of:

N° 240 apartments (90m2) + N° 288 apartments (45m2) + N° 800 Rural House (168m2 + 3000m2 garden).

The innovative anti-seismic and insulating building system, ensure human comfort and environmental compatibility.

Project Summary BIOXAGROPOLE SIDI BOUZID (TUNISIA) The BIOXAGROPOLE TUNISIA project develops intercrop plantations (Jatropha Curcas, Aloe Vera, greenhouse products), aquaculture station, and an integrated industrial-logistics zone: to ensure financial viability, the minimum project size should be at least 10,000 hectares Jatropha-Aloe plantation + 2,000 hectares of greenhouse, aquaculture and industrial-logistics- housing area. The start-up project (nurseries + aquaculture pilot + greenhouse + logistics) cover an area of 40 hectares:. will be operational from October 2018. It will be the permanent personal Training Center of BIOXAGROPOLE Tunisia (20,000 employees in 3 years) and the operating platform for suppliers: the staff will be trained in the use of biotechnology equipment by the teachers of the international research centers participating in the project and by the companies supplying the technology.

Carbon sequestration and protection against desertification

The planned agro-forestry intercropping system will ensure good management of trees in cultivated soils for carbon storage by biomass plants and soils, thus

contributing to the mitigation of the greenhouse effect and reversal the trend of land degradation.

Depending on the soil profile and prevailing agro-climatic conditions, Jatropha Curcas and Aloe Vera can be combined with other suitable species, including

agricultural, horticultural, and pastoral components to achieve an ecologically sustainable agro forestry system. Economically profitable and socially acceptable.

By evolving, promoting and adopting the Jatropha Curcas / Aloe Vera-based cropping system, it is possible to improve socio-economic conditions in rural areas

and to transform the national energy scenario and the ecological landscape.

The main objectives of Jatropha Curcas-based culture are:

- Sequestration of carbon dioxide (CO2) by Jatropha Curcas.

- Regeneration of degraded soils, protecting them against erosion processes.

- Empowering local communities to develop sustainable agro-forestry practices.

- Local production of biodiesel and seed meal of Jatropha Curcas, Aloe Vera gel, greenhouse products

- Reduction of the expenditure for fertilizers

- The energy of the production biomass

Here below, in any case listed, the summary of the environmental benefits of the project:

a. Reduction of soil erosion. Jatropha Curcas has proven its effectiveness in reducing soil erosion by rainwater and wind. In addition, reducing wind speed, it

also reduced wind erosion.

b. Rehabilitation of degraded lands. Jatropha Curcas / Aloe Vera acting as a nutrient pump, the roots are able to extract the minerals through the soil and then

return them to the surface through falling leaves, fruit debris and other organic remains.

c. Increased soil organic matter. Thanks to leaf senescence, pruning, fruit coats and oilcake, organic matter will increase. This will lead to improved soil

aggregation and soil stability by increasing the overall resilience of the ecosystem. Associated food crops will benefit from natural protection against grazing, the

natural phyto-protective action against pests and pathogens.

d. Introduction and adoption of sustainable agricultural practices.

e. Decrease in the frequency of natural fires due to improved land management.

f. Fight against climate change and global warming. The sustainable development of bio energy crops and the future production of vegetable oil for use as a

substitute for fossil fuels will have a positive impact on GHG emissions. This fully meets the environmental and energy priorities of Morocco, the EU, the

UNFCCC and the Convention of the Parties (CoP).

The project will be a Verified Carbon Standard (VCS) project within the Agriculture, Forests and Other Land (AFAT) sector framework and in the Afforestation,

Reforestation and Re-Vegetation (ARR) category. The project will be a bundled project with a set of aggregated project activity instances.

Eolic energy plant

The wind farm project in BIOXAGROPOLE DAKHLA, is to generete electricity using state-of-the art wind power generation technology. The project is to be located in the region of Dakhla, N° 3 turbines with a nominal power capacity of 2,8 MWatt will be installed, providing a total capacity of 8,4 MW. The Load Factor (Net Capacity Factor) is 28,17 or 2467,69 full loads hours annually. Turbines benefit to the latest Supervisor Control and Data Acquisition (SCADA). The life time of wind turbines is 20 years according to international certification.

Photovoltaic greenhouses

The photovoltaic farm project in BIOXAGROPOLE, is to generete electricity using state-of-the art solar power generation technology.

In every single Lot of the BIOXAGROPOLE projet are installed N° 15 Ha photovoltaic greenhouses with a nominal power capacity of 10 MWatt will

be installed.
