Actions taken to provide primary places in September 2018 Dixons Allerton Academy is now providing primary education which together with the previous expansions enabled all children to be placed. All children in this area placed although popularity of some schools has meant that a small number of children could not be allocated to their highest preference. Other less popular schools have a significant amount of surplus capacity. Health Authority Data in North West 2 Planning Area The boundary of North West 2 area covers parts of BD15 (Allerton and Sandy Lane) plus a small part of rural BD9 (Heaton) to the north and BD8 (Daisy Hill) to the east. From the health data within this area the numbers have fluctuated year on year but have also steadily increased. Mobility of families appears to be affecting numbers of NHS registrations and schools in this area.

North West 2 Forecasts The need for primary school places depends on the local child population. The key factors are the number of births and children registered with the Health Authority in an area. Pressure for primary places usually lags 4 years behind changes in the birth rate, but consideration also has to be given to inward migration and families moving into housing developments. The table below shows the actual number of reception aged children attending schools in North West 2 from 2013 to 2017 and the estimated number of places required in the future (to 2022). Note that the forecasting process enables children to be allocated between neighbouring planning areas. When processing the forecast we apply numbers up to the admission number of each school after which we allocate to other neighbouring areas when places are available.

Bradford Girls Grammar School converting to Free School status in an adjoining planning area has impacted significantly on schools in this area and is changing demographic trends. The school has also recently increased the PAN and admitted additional pupils. Accuracy of Forecasts It is useful to understand how accurate the planning area forecasts are year on year. This is done by comparing the number of reception children that were allocated places to schools within this group with the number forecast the previous year. The forecast in 2016/17 showed there would be 330 children in reception in January 2018 although the actual number recorded was 256 a difference of 74 or 22.4%. Overall the forecast numbers in the schools in this planning were predicted to be 1848, but the census shows 1833 a difference of -15 or -0.8% This appears to be partly due to the conversion of Bradford Girls to a non-fee paying free school admitting additional children but also concurs with the reduced number identified in the health authority data. Reception places have not filled for intake in September 2018, future year predictions show there will also be spare places on current trends. Implications for Primary school Provision from 2019 The number of first preference applications increased for 2018 in line with the health data. The health data shows a significant reduction in the number of babies although this could be due to late or non-registrations at this stage.

Proposals No proposals at this stage. There are a large number of housing developments under construction which may bring new families to the area. The Bradford Local Plan The Bradford Local Plan is the new development plan for the Bradford District. The Core Strategy is the strategic element of the Local Plan and sets the development targets for the District between 2013 and 2030 and was adopted in July 2017. The housing requirement for Bradford District is set in the Core Strategy at 42,100 new homes, which are distributed across the main urban area and the smaller settlements in the District. Since 2013 a number of new homes and other developments have been implemented and further work is ongoing to establish the level of remaining development required in each settlement, including an assessment of any redevelopment and replacement programmes for existing housing stock. The Allocations Development Plan Document (DPD) will identify the sites for new housing development having regard to information provided by other Council departments, stakeholders and further evidence.

The North West 2 planning area covers the communities of Allerton, Sandy Lane and Heaton and makes up the western 1/3 of the Local Plan settlement area of Bradford North west. The settlement target for this area is 4500 units. The Local Plan Allocations Development Plan Document (DPD) and will aim to secure mixed development to meet the needs of families, couples and single people including elderly persons.

In the whole of the local plan area, there sites with planning permission for over 800 units and a further 300 have been implemented since 2013. New units are offset to a degree by a significant number of home losses through clearance and redevelopment in the area. There are development pressures for green belt releases in the Allerton and Heaton areas. The Allocations Development Plan Document (DPD) will be making decisions on which sites should be allocated to accommodate the remaining part of the settlement target up to the end of the Local Plan period which is 2030 and will include those sites where residential planning permission remains valid and is deliverable.
