1. SITUATION

1.1. In accordance with the references above, the Commander NATO Joint WarfareCentre (JWC) hereby invites participants of the Exercise Control (EXCON) and RapidReaction Corps France (RRC-FRA) to the JWC in Stavanger, Norway, to participate inExercise STEADFAST JUPITER 2021 (STJU21).

1.2. The realities of the COVID-19 environment continue to have an impact on thedevelopment of the STJU21 exercise. This invitation letter contains important informationon arrival times, testing procedures (as necessary), and maximum capacities. It shouldbe thoroughly read and understood prior to committing to attendance.

2. MISSION

COM JWC, as the Officer Directing the Exercise (ODE), will establish an EXCON with response cells (RC) represented by the training audience (TA) subordinate commands at the JWC from 14–28 October 2021. The JWC will host RRC-FRA (TA), who will have a part of their HQ deployed to the JWC.

3. EXECUTION

3.1. CONCEPT

3.1.1. The STJU21 Sub-phase IIIB is scheduled to be conducted 19–28 October 2021 at a number of different locations in Europe in accordance with Reference A. Ahead of Phase IIIB, the JWC will receive the EXCON personnel and conduct EXCON training as outlined below.

3.1.2. Phase 1 – Deployment, Quarantine, In-processing and CAX Training at the JWC

For details see admin instructions and Annex A.

3.1.2.1. Aim

3.1.2.1.1. Receive and in-process EXCON personnel before EXCON training starts. 3.1.2.1.2. Conduct CAX training for TA CAX operators. 3.1.2.1.3. Receive and in-process RRC-FRA personnel at a time that does not interfere with EXCON training.

3.1.2.2. Objectives

3.1.2.2.1. External EXCON and RRC-FRA personnel received and installed at agreed accommodations (some may need to quarantine and stay at government-approved quarantine hotels). 3.1.2.2.2. All EXCON personnel, in accordance with agreed staffing list, in-processed to enable EXCON training. 3.1.2.2.3. CAX operators trained to use JTLS. 3.1.2.2.4. All deployed RRC-FRA personnel in-processed to enable execution of the CPX/CAX.

3.1.3. Phase 2 – EXCON Training, 14–18 October 2021 in Stavanger, Norway

3.1.3.1. Aim

EXCON Training is a five-day extended shift activity to ensure that the EXCON staff is fully conversant in their role and achieve a common understanding of the exercise and inter-relationships within EXCON and TA before the STARTEX.

3.1.3.2. Objectives

3.1.3.2.1. EXCON RCs trained and prepared. This includes familiarization with EXCON procedures, structure, TA OPLAN, and for some, the operation of tools and systems (e.g. JEMM, JTLS, etc.).

3.1.3.2.2. EXCON battle rhythm (BR) coordinated, rehearsed and well-functioning.

3.1.3.3. Key Outputs

3.1.3.3.1. JEMM injects agreed and approved for STARTEX. 3.1.3.3.2. Functional Systems and communication means tested and fully operational.

3.1.3.4. Participants

All EXCON personnel including trusted agents.

3.1.4. Phase 3 – PH IIIB Execution, 19–28 October 2021

3.1.4.1. Aim

EXCON will set the conditions and provide the means to ensure that exercise aims and objectives are met in a simulated but realistic and challenging operational environment.

3.1.4.2. Objectives

3.1.4.2.1. Maintaining the delivery of a realistic scenario and setting. 3.1.4.2.2. Reliable products that enable the achievement of TA HQs training objectives (TO) provided. 3.1.4.2.3. Coordinated and synchronized MEL/MIL play delivered based on TO. 3.1.4.2.4. TO achievement tracked. 3.1.4.2.5. Functional systems operational to simulate the exercise environment.

3.1.4.3. Key Outputs

3.2.2. In the EXCON training, trusted agents must be prepared to brief their HQ CONOPs.

3.2.3. The JWC will develop an EXCON training programme. The generic programme is at Annex C.

3.2.4. RRC-FRA

3.2.4.1. Timely provision of SOR.

3.2.4.2. Deploy an advance party to receive the incoming HQ.

4. ADMINISTRATION AND LOGISTICS

4.1. Annex A covers the JWC RLS coordinating instructions for all personnel deployingto Stavanger, Norway, as part of STJU21 EXCON training and/or Phase IIIB execution.Please make sure to read the coordinating instructions thoroughly as they include adetailed description of all the new measures mandated by the COVID-19 situation, andactions required to attend the events.

4.2. Annex B provides regulations for EXCON member travel cost reimbursement.

4.3.1. EXCON participants are to arrange travel, and quarantine in a way so they are ready for in-processing as per the above (for further information on travel and quarantine see Annex A.)

ADMINISTRATIVE INSTRUCTION FOR EXERCISE STEADFAST JUPITER (STJU21) EXCON TRAINING/PHASE IIIB,

14–28 OCTOBER 2021

1. GENERAL1.1 This administrative instruction is the result of a considerable effort by theJWC and Norwegian officials to enable STJU21 in a safe manner in accordancewith host nation (HN) COVID-19 regulations. Completing the registration inWAFER, including the signature of the Declaration of Understanding andConsent for participation in the event at the JWC, will be considered asaccepting the mandatory instructions. The JWC trusts that all participantsunderstand the need to comply with these exceptional measures. If any ofthese instructions are in direct violation of national rules and thereby preventcompliance and thus participation, participants are to contact JWC RLS [email protected] on Unclassified, so a solution may be found.

1.2 Due to the current situation regarding COVID-19, the JWC is issuing its extraordinary coordination instructions for STJU21 EXCON Training/Phase IIIB reflecting the current (see date above) HN-imposed restrictions on access to military facilities on its territory. All participants travelling to the JWC must carefully read the following instructions and take necessary actions. As the situation develops, amendments are to be expected and will be published in the following manner:

1.2.1 For important changes: An email will be sent directly to all personnel registered in WAFER. Participants must ensure that both a NATO UNCLASSIFIED and a civilian email address are provided.

1.2.2 For all changes: A message will be published on the respective event page on WAFER.

1.3 Contractors must adhere to the rules specified in their contract and confirm with their company before taking any actions mandated by these coordination instructions. Contractors are to provide an email address in WAFER to allow essential communication.

2. NORWEGIAN TRAVEL RESTRICTIONS DUE TO COVID-192.1. Information on the COVID-19 situation changes quickly and this documentmay be out of date soon after publication. In the following paragraphs, the rulesvalid at the time of publication are described in detail.

2.2. In principle, only Norwegian citizens and foreigners living in Norway can enter Norway.

2.2.1. Nonetheless, there are exceptions and specific processes that allow the NATO Commander JWC to receive participants from abroad for events that are critical to the Alliance's capabilities. STJU21 EXCON training/Phase IIIB meets the necessary requirements.

2.2.2. Therefore, several days before the trip and only if required, every participant registered in WAFER is provided with a document from the JWC that legalizes their entry into Norway.

2.3. In general, entry registration, testing prior to arrival, testing at the border, and arrival quarantine must be taken into account concerning entering Norway.

2.4. The exact details depend on the individual status of the traveller. The different categories of participants and corresponding conditions are described in the following paragraphs. Appendix 1 provides a graphic for generic reference.

2.4.1. People who are fully vaccinated or have recovered from COVID-19 in the six months prior to arrival in Norway, and who can document this with a verifiable COVID-19 certificate (QR code) that is connected to the EUDCC gateway, are able to enter Norway freely, regardless of which country they are travelling from. They are exempt from the duty to quarantine, test prior to arrival, test at the border, and the requirement of entry registration.

2.4.2. People who have stayed in countries/areas for which there is no quarantine requirement from a Norwegian perspective (‘green countries/areas’) for at least ten days before arriving in Norway and who did not transit through areas classified other than ‘green’ during the trip are exempt from entry quarantine. However, testing at the border and the requirement of entry registration still apply. A map displaying the Norwegian assessment is available at the following link: https://www.fhi.no/en/op/novel-coronavirus-facts-advice/facts-and-general-advice/entry-quarantine-travel-covid19/ The map is updated every night from Sunday to Monday at midnight. Note on transit through areas classified other than ‘green’: Transiting in your own car without social contact with the local population is harmless, but staying in a transit area of an airport negates the exemption.

2.4.3. People who received the first dose of an EMA-approved COVID-19 vaccine more than 2 weeks and less than 16 weeks before they enter Norway, and who can document this with a verifiable COVID-19 certificate

(QR code) connected to the EUDCC gateway, are considered ‘protected’. They can test out of quarantine by a negative result of a PCR test taken no earlier than the third day of their stay in Norway. Note: The test result is usually not available until the day after the sample is taken. The obligations to test prior to arrival and at the border, and the requirement of entry registration also apply.

2.4.4. People who are fully vaccinated but cannot prove this with a verifiable COVID-19 certificate (QR code) connected to the EUDCC gateway can get out of quarantine during event-related working hours by a negative result of a PCR test taken no earlier than the third day of their stay in Norway. Note: The test result is usually not available until the day after the sample is taken. Nevertheless, the entire quarantine of a total of 10 days must be completed in the non-working time. The first working day is the event-related in-processing day at the JWC, even if the test result is available earlier. The obligations to test prior to arrival and at the border, and the requirement of entry registration also apply.

2.4.5. All those who do not meet the aforementioned conditions have to complete the entire quarantine. However, they can test out of quarantine by a negative result of a PCR test taken no earlier than the seventh day of their stay in Norway. Note: The test result is usually not available until the day after the sample is taken. The obligations to test prior to arrival and at the border, and the requirement of entry registration apply.

3. REQUIREMENTS TO PARTICIPATE IN JWC EVENTS AND ASSOCIATEDPROCESS STEPS

In order to participate in the event, the following requirements must be met, depending on the individual situation described in paragraph 2.

3.1. Event Registration All participants deploying to the JWC for STJU21 EXCON Training/Phase IIIB must register using JWC’s Web Application for Events Registration (WAFER). The registration is currently open and will close hard after 22 September 2021. An early registration is encouraged even if people do not yet hold (all) their travel details. An update is possible until after the registration deadline.

Any personnel not listed on the Staffing List attempting to register on WAFER will be denied access to JWC premises. Any personnel arriving at the JWC who have either registered erroneously or who have not registered at all in WAFER will be denied admission to the JWC. The JWC bears no liability for supporting or returning denied personnel. If there are any issues during registration, contact JWC RLS on Unclassified. Appendix 2 provides detailed instructions on WAFER registration.

3.2. Tracing (individual event-related QR code usage) After registration in WAFER a printable/downloadable QR code will be generated by the system. This QR code is to be carried on the person (either on paper or electronically) during participation as it is used to track all process steps (starting at airport reception) and official movements and ensure close contact tracking in case of a positive COVID-19 case. Note: The individual event-related QR code is specific only to WAFER and exclusively used by the JWC.

3.3. Recognition of Local Guidelines and Procedures In order to qualify for entry to Norway and to create the conditions for the lawful execution of the established processes and procedures, the participants must submit a signed Declaration of Understanding and Consent to the JWC RLS Branch on Unclassified ([email protected]). The form and a corresponding information sheet can be found in Appendix 3.

3.4. Proof of the Individual COVID-19 Vaccination/Travel Status For individual process control, proof of the individual’s current COVID-19 vaccination status must be sent to the JWC RLS Branch in advance on Unclassified ([email protected]). The following is accepted as proof: - Copy or photo/screenshot of the ‘EU Digital COVID Certificate’ (if applicable) - Copy or photo of an official civilian or military vaccination certificate including

name and date of birth. Participants who come from so-called ‘green’ countries must submit their travel plan in advance, as well as a declaration that they have not or will not have been in countries/areas classified other than ‘green’ in the last ten days prior to the trip. Note: Since the classification of countries is subject to change, the ‘green’ country option is not recommended as a primary plan. For all options mentioned above and shown in Appendix 1, there is the possibility of switching to a less time-consuming ‘(non-)quarantine’ option if the individual status changes in the meantime. The verifiable documents must then be provided. The WAFER registration must be updated accordingly.

On the other hand, Norwegian regulations and country assessments may change. In that case, the affected participants will be informed by the JWC RLS Branch. This also requires a timely WAFER registration and the availability of the current vaccination status to the JWC RLS Branch.

3.5. JWC Letter of Confirmation Those who require it to legalize their entry into Norway must carry a personalized letter of confirmation from the JWC. The letter will only be sent several days before the trip, as it may have to contain updated travel information according to the participant’s WAFER input.

3.6. Digital Entry Registration (if applicable) People arriving in Norway from countries/areas that are subject to a requirement to quarantine and those travelling from a ‘green’ country/area must register before crossing the border. Travelers must complete their registration within 72 hours prior to arrival in Norway. An earlier registration is not accepted. The digital entry registration needs to be done online at http://reg.entrynorway.no/. Once participants have completed the registration, they will get a receipt that they must present to the police at border control.

3.7. COVID-19 Test Before Arrival (if applicable) People arriving in Norway from countries/areas that are subject to a requirement to quarantine and those travelling from a so-called ‘green’ country/area must present a negative test (PCR or rapid antigen test) result for SARS-CoV-2 upon arrival at the border. The test must be taken within 24 hours before arrival to Norway. Persons arriving in Norway by air may take the test within the 24 hours prior to the scheduled departure of the first segment of their journey by air. The test result attestation can be provided in Norwegian, Danish, Swedish, English, French, or German.

3.8. COVID-19 Test at the Border/Port of Entry (if applicable) People arriving in Norway from countries/areas that are subject to a requirement to quarantine and those travelling from a ‘green’ country/area will be tested at the border (default is rapid antigen test). This test is free of charge. Since the test is still carried out in the transit area, i.e. before immigration and before baggage claim, longer waiting times must be expected depending on the number of passengers and flights. Experience has shown that a wait in the transit area of at least 15 to 90 minutes must be expected.

If an airport other than Stavanger Sola (ENZV, SVG) is the point of entry into Norway, sufficient transfer time between flights must be planned. A positive rapid test requires a follow-up PCR test to confirm or negate the result. This is initiated directly on site, but requires a longer evaluation. In this case, please contact the JWC RLS Help Desk directly in order to enable the flow of information with the Norwegian authorities without delay.

3.9. Initial Reception at the Airport Upon arrival to Stavanger Airport, after picking up their luggage, and after passing customs, all participants must proceed to the JWC Airport Reception Desk (visible by a NATO banner) located in the arrival section of the terminal. At the reception desk, JWC staff will register the participant’s QR code. Participants will receive a welcome package including the latest information and appropriate face masks for the time until in-processing (all bus transports, incl. to and from test centres, but not for the quarantine period). Participants are to provide an emergency POC, a POC in their parent/sending organization and a national POC, if applicable. After completion of the process, participants will be transferred to their accommodation or designated pick-up/drop-off points. Due to physical distancing regulations, the number of passengers on each bus is limited and wearing a face mask on the bus is mandatory. Participants in quarantine are not authorized to use public transportation. The JWC RLS Branch will separately address participants who do not travel via Stavanger Airport or who only travel domestically.

3.10. Entry Quarantine (if applicable) In principle, quarantine has to be done at the point of entry into Norway in a hotel officially designated by Norwegian authorities (i.e. quarantine hotel). However, for event participants, the JWC has arranged accommodation in Stavanger that the Norwegian Labour Inspection Authority has approved as suitable for quarantine duty. Therefore, no other quarantine accommodation is permitted for event participants. If an airport other than Stavanger is the point of entry into Norway, the JWC letter of confirmation will guarantee the exemption permit for onward travel to Stavanger. The booking requirements for the specified quarantine accommodation are described below.

3.11. COVID-19 Test During Entry Quarantine (if applicable) A mandatory additional PCR test must be carried out in order to shorten/complete the quarantine according to the respective immunization status.

The test is free of charge for EXCON participants. There is no entitlement to a specific or preferred test date. The calendar day of arrival in Norway is decisive in the creation of the test plan. The crucial factor for this is not the actual landing time but the time stamp at the time of immigration. Depending on the number of passengers, up to 90 minutes can pass in the airport's transit area between landing and immigration. It is therefore highly recommended to plan flights that arrive in Norway no later than 22:30. The JWC RLS Branch will announce the individual test plan in good time during the individual quarantine period. Participants are explicitly requested to enter into WAFER their mobile phone number and an email address they can be contact under during quarantine.

3.12. Accommodation 3.12.1. Military accommodation is reserved for training audience in this event. 3.12.2. Commercial accommodation is partially organized by JWC RLS for the event. Individuals deploying to the JWC have to individually book their rooms. JWC RLS does not make any arrangements for other hotels than those provided. These rooms and the rates are available until the date mentioned with each hotel. Thereafter they are no longer reserved and will be opened for regular booking. Individuals are to contact the hotel directly via email and make arrangements according to Appendix 6, using the booking code listed there. Please check with the hotel regarding specific needs you might have during quarantine such as flexibility for dietary restrictions, smoking areas, laundry service access, etc. It is NOT recommended using third-party booking platforms as these might not allow for all arranged support.

3.12.2.2. Refer to Appendix 6 for JWC RLS-arranged hotel accommodation and hotel references. The booking becomes an obligation between the individual and the hotel as per Norwegian hotel regulations (Norsk Hotellov). The individual is responsible for cancelling the room if they should not participate in the event. The individual is also required to notify the hotel directly of any changes in travel dates. If an infection with COVID-19 is found, the guest room will be isolated and disinfected after departure. The costs for this will then be billed to the guests individually. If the individual does not make use of the accommodation facilities as agreed when confirming the room, they are obliged to pay the standard agreed price (e.g.: no-show without any notice to the hotel after confirmation of reservation with credit card information will allow the hotel to deduct a payment for one night from the credit card).

3.13. Limited Access to Norwegian Military Installations and JWC Premises Access to Norwegian military facilities and JWC premises will only be granted during event-related activities in accordance to the event schedule. A separate schedule is created for the in-processing, which also includes a specific transport plan in order to avoid a crowd in the buses and in the entrance area to the JWC. The respective transportation plan will be announced by the JWC RLS Branch in good time, but probably no earlier than 24 hours in advance.

3.14. The JWC’s COVID-19 Risk Mitigation Transportation Policy The JWC provides mandatory bus transportation on arrival for participants that are subject to a duty to quarantine as well as for those who requested arrival transportation in WAFER. During quarantine, transportation will be provided for additional COVID-19 testing (if applicable). Transportation will be available for in-processing and for the daily transfer between the JWC-recommended accommodation and the JWC. In accordance with the JWC’s internal COVID-19 risk mitigation transportation policy, participants are asked not to use individual transportation, to wear blue surgical face masks and to maintain good physical distance while seated. Only 50% of the available transportation capacity is to be used. The designated transportation point in downtown Stavanger will be the bus stop downhill from the cathedral (Haakon VII. Gate; ‘downtown pick-up point’). A map of downtown Stavanger is depicted in Appendix 4.

Access to the vehicles is controlled by individual event-related QR code scanning. The individual QR code is the same one generated after registration in WAFER.

3.15. COVID-19 Test Before Departure (if applicable) JWC RLS Branch will organize a COVID-19 pre-departure test upon request. The participants have to bear the costs for this test. The price depends on the test type required and the number of tests to be carried out per day (discount for bulk testing).

3.16. Consequences of Violating Quarantine/Isolation Requirements In accordance with Section 19 of the Norwegian COVID-19 regulations, any person arriving to Norway who fails to comply with Norwegian health authorities’ COVID-19 prevention guidance might be denied entry to Norwegian territory and expelled. Violation of the COVID-19 regulations (in particular quarantine/isolation requirements) is punishable by fine or up to six months’ imprisonment. Grave violations might be qualified as causing danger to the public, which is punishable by fine or up to three years’ imprisonment. Any infringement of Norwegian COVID-19 regulations will also result in denial of access to JWC premises, rescission of the invitation to the workshop and request to the respective parent HQ/organization to cancel the travel order.

4. In-processing at the JWCFinal in-processing will take place at the JWC (F-Block) in three two sequences to avoid crowds and violation of physical distancing. EXCON will in-process 13 and 14 October according to directions from OPR ODE. TA will in-process 15 October. Only participants who are either traveling without a quarantine obligation or who have been officially declared out of quarantine are allowed to appear for in-processing. In-processing times and the associated transport plan will be announced in good time by email, but the details are not to be expected before the day before the first day of in-processing (most likely no earlier than 11 October).

4.2. In-processing consists of five steps: 4.2.1. In-briefing. Provides updated information about:

4.2.1.1. COVID-19 situation and mitigation measures; 4.2.1.2. Real life support issues; 4.2.1.3. Health and safety regulations; 4.2.1.4. Security requirements; 4.2.1.5. Event schedule adjustments.

4.2.2. Individual Reception. Identifies participants in the database and provides information about status-related privileges. 4.2.3. Security Check. Provides access cards related to the individual security status, position and event-related tasks. 4.2.4. Finance. Asks the participants to transfer money to their access card in order to take part in cashless payment transactions, including for food and beverages, at the JWC. Event participants are highly encouraged to bring a major credit card (debit cards can be accepted, but no refund is possible) as most venues, including the JWC, do not accept cash. If an individual still wants to travel with cash, it is recommended to exchange money prior to arrival. Only new NOK bank notes from 2018 onwards are accepted in Norway. 4.2.5. 5. Security5.1. Access to Class II Security Areas

5.1.1. In order to be granted unescorted access to the training facilities (Class II security areas), as well as access to classified documents and/or CIS, external personnel who are staff members of a NATO military or civilian body, a national military or civilian body of a NATO nation, or contractors who are nationals of a NATO nation, are required to provide proof of personnel security clearance (PSC) at the level of NATO Secret or above.

5.1.2. Personal electronic devices (PEDs) are prohibited from the Class I and II areas. The criteria for bringing official PEDs are as following:

5.1.2.1. It must be mission essential. 5.1.2.2. Personnel shall have proper electronic device paperwork issued from their unit. 5.1.2.3. Sticker/label on the device. A sticker/label from their unit on the device itself without paperwork is not sufficient for introducing PED’s into a Class II area at the Joint Warfare Centre. Official PED paperwork from the visitor/exercise participant must have the following information: unit/section name, type of device, make/model, registration/serial number dates of issues/expiration (if applicable), CIS or security officer name, and their contact information. JWC HQ Security Officer is the final decision authority for entry of PEDs from

visitors/exercise participants.

5.2. Participants hand-carrying NATO classified material higher than NATO RESTRICTED must have written courier authorization (Ref: AD 70-1) from their point of origin. In addition, prior notification (name, organization, date/time of arrival) should be sent to the JWC Registry staff (+47 5287-9172). Failure to provide this certification is a security violation, and will be reported to the individual’s home organization for action if necessary.

5.3. NATO personnel security clearances must be hand-carried and presented to the Security Officer during in-processing.

6. Individual Basic Needs6.1. Catering

6.1.1. Full board is available at the designated hotels during quarantine. 6.1.2. Breakfast will be available at the hotel (posted hours). 6.1.3. The JWC dining facilities will be available for lunch and dinner, but meals will be handed out as packed exercise meals (salad with bread, main dish and soda). The estimated cost per meal is 105 NOK and meals have to be purchased at in-processing for the whole event (non-refundable). 6.1.4. Special dietary requests (i.e. medical requirements) should be indicated in the WAFER. Some requests may not be possible to accommodate. Vegetarian option available on request (add remark in WAFER). Vegan option is not possible. 6.1.5. To reduce waste, the JWC encourages individuals to bring their own thermos cup and water bottle. In addition, a reusable beverage cup can be purchased during in-processing for 35 NOK.

6.2. Medical Service Support 6.2.1. The JWC does not have integral medical services. Therefore, participants requiring medical service must contact the JWC RLS help desk in Room 2215 (F-Block) or by phone to coordinate arrangements for care. Advanced medical care and dental care will be provided by local civilian facilities (for example, Stavanger Legevakt [emergency room] or private clinics). Some clinics and hospital require advanced payment (credit card) for medical care. Please be advised that it is up to each individual to claim reimbursement for medical expenses through their nation. 6.2.2. Web Application for Event Registration (WAFER)

Instruction

1. All participants deploying to the JWC for STJU21 EXCON Training/Phase IIIB arerequested to register using the Web Application for Events Registration (WAFER). The registration is currently open and will close hard after 22 September 2021. Any personnel not listed on the staffing list attempting to register on WAFER will be denied access to JWC premises. Any personnel arriving at the JWC who have either registered erroneously or who have not registered at all in WAFER will be denied admission to the JWC. The JWC bears no liability for supporting or returning denied personnel. If there are any issues during registration, contact JWC RLS.

2. The JWC WAFER can be found at the following address available through thepublic internet: https://events.jwc.nato.int/

3. Registration consists of three steps (individuals already registered in WAFER mayskip the first step):

3.1. Create a User Account. Each person has to create their own profile using the link ‘Create new account’ (https://events.jwc.nato.int/user/register). After providing essential personal data, the system generates a Request for Account. The data is validated and approved by JWC RLS and special instructions are sent to participants on how to sign up for a particular event. For the creation of the account, work-related, NATO UNCLASSIFIED email (e.g. [email protected]) is to be used if applicable. Civilian email is acceptable for other individuals. The account may be used for all future events hosted at the JWC.

3.2. Register (Sign Up) for the Correct Event. After validation of the user account the individual can log in using their personal login and password. On the front page, select ‘STJU21 EXCON Training/Phase IIIB’ and then ‘Click here to register’. To be accepted for participation, all fields must be filled in. Select the appropriate value for the quarantine, transportation, and accommodation options. After successfully completing the registration (sign up), the WAFER sends a confirmation and further instructions to the email address provided.

3.3. Individuals are to read the COVID-19 Information and Declaration of Understanding page and the Declaration of Understanding and Consent form. The Declaration of Understanding and Consent must be signed by hand, scanned, and sent on UNCLASSIFIED to [email protected].

4. After registration in WAFER a printable/downloadable QR code will be generatedby the system. This QR code is to be carried on the person during participation either as a

COVID-19 Information and Declaration of Understanding and Consent

The Joint Warfare Centre and all participants of events conducted at the Joint Warfare Centre have to follow the Norwegian COVID-19 regulations.

Entry requirements for Norway and COVID-19 containment measures for travellers depend on the traveller's individual vaccination status and whereabouts within the ten days prior to departure.

The different categories of participants and corresponding conditions are described in paragraph 2 of the event-related administrative instruction. Appendix 1 provides a referring graphic.

Those who have an entry quarantine or leisure time quarantine obligation must comply with the following Norwegian quarantine regulations accordingly:

a. Do not go to school or work;

b. Do not use public transport;

c. Avoid visits;

d. You can go for a walk, but keep a good distance from others, well over 2metres (6.5 feet);

e. You can carry out absolutely necessary errands to the supermarket orpharmacy (avoid crowded stores/keep distance from people);

f. If you have symptoms of a respiratory tract infection, you should isolateyourself and be tested;

g. A positive test result means that you go into home isolation;

Home isolation rules are as follows:

h. Stay at your accommodation;

i. Keep away from household members;

j. If possible, use your own room and bathroom;

k. Ask someone to help you with food shopping;

l. Discuss with your doctor how you should monitor your health.

REGULATIONS FOR EXCON MEMBER TRAVEL COST REIMBURSEMENT

1. The Resources Policy and Planning Board (RPPB) approved the policy in PO(2014)0805 dated 18 December 2014 for the Common Funding (CF) eligibility of the travel cost for non-NCS augmentees to exercises. This reimbursement applies to both military and civilian augmentation from NATO nations and Force Structure in support of the JWC during CPX/STJUJA20.

2. The JWC will only reimburse the airfare. Local duty transportation inStavanger will be provided by the JWC free of charge.

3. Travel in support of evaluation is not regarded to be a part of PO (2014)0805.

4. Terms and Conditions:

4.1. The SME support provided must be specifically requested by the JWCin accordance with the staffing list for EXCON found at Reference B.

4.2. The supporting entity will provide a request for reimbursement with acost estimate to the JWC not later than 45 days before the event. The JWCwill make the assessment of affordability and commitment of funds. The JWCwill on request provide templates for the required information as outlined inJWC SOP 800 Chapter 14, and SOI 800-14.

4.3. The JWC will subsequently issue a purchase order (including anamount not-to-exceed to the supporting entity). This purchase orderconstitutes the formal financial obligation on the JWC to reimburse cost.

4.4. The supporting entity will issue an invoice in accordance with the termsand conditions below and with a reference to the applicable purchase order.

4.5. The JWC will only reimburse:4.5.1. Documented air travel cost for support which is actually provided to support ODE EXCON. 4.5.2. Lowest available economy air ticket to/from the EXCON location at a maximum ceiling of 500 EURO for each two-way ticket. 4.5.3. One group claim for each purchase order from the supporting entity to JWC BUDFIN, submitted as soon as possible but not later than 30 days after ENDEX.

4.5.4. Invoices containing all payment details (bank account and sort codes) are required for the execution of international financial transactions. 4.5.5. Claims supported by a list of travellers that have actually participated in the event, together with copies of the air tickets or other verifiable proof of payment of the air tickets claimed. 4.5.6. Claims certified by the financial controller/head of finance of the supporting entity verifying that the claim contains only eligible transportation costs.
