Norfolk Crisis Intervention Team

The Goal

The goal is to improve multi-systems’ response to persons experiencing behavioral health crises who come into contact with law enforcement first responders. Individuals may come to the attention of law enforcement due to exhibiting symptoms or behaviors that are misinterpreted as criminal in nature, inappropriate, dangerous or violent. Law enforcement officers routinely interact with individuals with behavioral health disorders as a result of the statutory structure of Virginia’s civil commitment process. If incarceration if not required by code then assistance is provided to pursue access to mental health treatment.

Effective CIT programs enhance community collaboration, develop stable infrastructure and provide outstanding training to improve

criminal justice and mental health system response to individuals with mental health

issues.

Role Plays

Roving Patrol

A dedicated patrol unit consisting of two Norfolk CIT trained officers that are tasked with responding to crisis or mental health related calls city wide. NPD is currently operating three units that run from 08:00 am to 02:00 am Sunday through Friday weekly in three shifts.

Crisis Intervention Team Assessment Center

Located at 7460 Tidewater Drive - Currently operates on Monday thru Thursday due to statistical

analysis. - Two NPD Officers in two shifts from 10:00 am to 10:00 pm - Serves several purposes

- Resource Center - Access to referral for services - Access to Crisis Stabilization Unit - Assessment Center (Drop-in) - Drop-off (Transfer and assessment)

- Peer Support Specialist – Follow-up services also provided - Access to Emergency Services

Law Enforcement Training 341 Individuals trained since 10/01/15 250 Sworn Officers (NPD, NSO, ODU, NSU, Eastern Shore) 91 Civilians (Mental Health, Nurses)

Reduce Incarceration (Jail Diversion) 848 Calls from 02/01/15 – 06/30/16 53% Voluntary 12 Arrests (mostly due to outstanding warrants) 12.3 % could have resulted in arrest but treatment was priority option.

Provide a space for safe and effective interventions 152 Visits to CIT Assessment Center since 09/01/15 After visiting the CIT Assessment Center, all consumers receive a follow up phone call from a CIT Peer Specialist.
