Preface

This report is an historic record of all professionals trained in a full Crisis Intervention Team

(CIT)training course, from 2000-2021 and demonstrates the strength of the 5th core element in

the CIT Model.

This section provides a guide to understand the various illustrations, icons, and abbreviations

used throughout. The executive summary shows aggregate statewide training progress.

Following this, the content of this report is then organized alphabetically by Ohio’s fifty

Alcohol Drug Addiction and Mental Health Service Board areas with primary CIT Program

Coordinator(s) listed on their respective program page. For each applicable county, peer

reviews and Sequential Intercept Mapping (SIM) exercises are marked by gold and silver

stars. For stars representing SIM, the year of their occurrence corresponds to a color based

on the type of mapping (mental health, opiate, or juvenile). See here:

Near the top of each program page law enforcement jurisdictions’ training counts are

shown in a table, followed by county details in blue boxes. At the bottom, a chart illustrates

CIT participation by profession.

This report uses jurisdictions and full-time officer position counts listed in the 2018 County

Agency Report developed by the Ohio Peace Officer Training Commission (OPOTC). Some

jurisdictions may no longer exist, and full-time sworn officer counts may have changed.

Sworn officers’ training data are counted in a single jurisdiction and county as listed in the

OPOTC report, even if the jurisdiction crosses county lines. Each person is counted within the

agency they were present at the time of their training, not accounting for agency transfers,

or training outside of their county of employment. Earlier editions of this report showed

progress for each community using a running count. In the migration to a comprehensive

trainee database, we used original rosters to prove attendance. Subsequently, in some

jurisdictions, we found we had higher counts of trained officers left unmatched by rosters in

our archives. The differences are preserved, in any applicable jurisdiction. Other key items:

• Jurisdiction totals in red are those that differ from our training database

• New or newly participating jurisdictions for each calendar year are in blue

• Counties with Stepping Up Initiative commitments have their jurisdiction table in green

CIT training records for communities without an active program, as well as the Ohio

Department of Rehabilitation and Correction, are located on the final pages. Contact

information for CIT Program Coordinators are also located at the end of this report.

A Note from the Executive Director

The Crisis Intervention Team (CIT) is a community partnership program with law enforcement,

mental health, community, and advocacy partnerships. The CIT model was first developed in

Memphis, TN in 1988 and was implemented in two Ohio counties in 2000.

For CIT programs to be successful, ten core elements should be present, one of which is law

enforcement-based Crisis Intervention Team training for assisting individuals living with mental

illness who are experiencing a crisis in the community. Hence, the CIT International motto

that CIT is so much more than training. The training element of the CIT program is based in a

40-hour community-based course designed to increase knowledge and understanding of

mental illness, decrease stigma and increase empathy for those with an illness, introduce

community resources and partners that can assist in effective responses to community

members, and build listening, communication, and de-escalation skills that are effective in

encounters with individuals in mental health crises. The basic goals of a Crisis Intervention

Team are to improve officer and consumer safety, and redirect individuals with mental illness

from the criminal justice system to the health care system.

Today, all 88 Ohio counties have participated in CIT training, although a handful of counties

have not implemented programs. Ohio is striving for all communities to have access to

effective law enforcement responses for individuals and families experiencing mental health

crises, when such a response is necessary, and for all law enforcement officers to have

adequate training and support to best serve community members with mental illness and

their families.

Executive Summary In Ohio, CIT training has equipped thousands of individuals with skills to assist those

experiencing mental health crises. Based on training rosters submitted to the CJ CCoE, we

can confirm 12,264 sworn personnel trained in CIT and an additional 4,171 professionals

trained across Ohio’s 88 counties and beyond. Ohio’s CIT programs have trained a total of

16,435 people, 49 of whom traveled across the globe to attend one of our trainings.

According to the 2018 Ohio Peace Officer Training Commission report, there are 956 law

enforcement jurisdictions; of those 75% (721) participate in CIT training, leaving 235 agencies

or 25% that have not yet participated in CIT.

A variety of agency types have sent individuals to a full CIT course. Most individuals

experience the full 40-hour course. In years past, the focus was solely on sworn law

enforcement. More recently, we have seen an increase in a variety of professions who value

the experience of this training; dispatchers, emergency medical technicians, and

corrections personnel, to name a few. This adds to the character and depth of CIT programs

by equipping law enforcement with support personnel throughout the community.
