Most communications systems used by the emergency services simply do notperform well enough to keep the general public safe. This fact is not widely known,even among many people in authority.

The technology of fighting crime and conducting rescues has advanced rapidlyin recent years, for example DNA fingerprinting to trace suspects and thermalimaging cameras to detect people trapped in collapsed buildings. Similar advanc-es have been made in radio communications technology, yet these have not beenso widely adopted, leaving police, fire and ambulance services and other author-ities with out-of-date equipment.

New dangersOrganized crime has reached new levels of sophistication. It pervades every as-pect of our society. Criminals use the most advanced technology to achieve theiraims. Public order disturbances are more damaging. Even man-made catastro-phes wreak more havoc.

What’s more, these events have a global impact. Globalization has happenedwhether we like it or not. Catastrophes we see on television happening thousandsof miles away have a real impact on our lives, in unpredictable ways.

It is clear that dealing with all these threats is a shared responsibility thatdemands co-operation between different emergency organizations and betweendifferent countries. Yet, effective co-operation can only be achieved with goodcommunications.

In this digital age, conventional communications no longer measure up. Unlikedigital systems, conventional communications are insecure; do not provide thegroup communications needed for effective cooperation; do not offer inter-or-ganization and cross-border communications; and have no additional featuressuch as data communications.

A window of opportunity to changeWorking closely with public authorities and other professional users, the commu-nications industry has designed TETRA to provide all the features that safety andsecurity users need to cope with today’s extreme demands.

Considerable investment has gone into developing TETRA by many manufac-turers and authorities. There is now a window of opportunity for public authori-ties the world over to adopt TETRA as their communications system. Yet thiswindow cannot remain open forever. The professional communications industryas a whole needs to see a return on its investment to be able to continue devel-oping and supplying TETRA systems at an affordable cost. It is vital that theimportance of modern professional communications systems is quickly recog-nized and given a higher priority by governments. If not, the benefits of TETRAcould be lost forever to those who most need them.

The latest Nokia mobile TETRA radioterminals can be equipped with brows-er-type software conforming to openstandards, including the Internet Pro-tocol (IP) and the Wireless Access Pro-tocol (WAP). This should give mobileradio users access to any new appli-cations based on these standards,without having to adjust their radios.Any programming changes needed toaccommodate a new application can

be made centrally. This is equally val-uable whether the application is a tai-lor made package or an off-the-shelfcommercial product.

All this is in stark contrast to thefacilities offered by conventional an-alogue public safety radio networks.The few applications that have beenavailable in old networks have beenvery tightly integrated within the un-derlying proprietary network techno-

fit is that the TETRA radio user can callpeople who are using another networktechnology entirely, such as GSM, GPRSor 3G cellular phones.

Many of the proposed applicationsavailable through portal are only prac-ticable thanks to the advanced fea-tures common to all TETRA networks.

For example, only the improved se-curity available with TETRA makes itsafe to transmit much of this infor-mation. Old analogue radio networksprovide little or no protection againsteavesdropping, which is potentiallydisastrous during police operations.Similarly, paramedics could face legalproblems if confidential medical infor-mation is intercepted. Encryption andthe other security measures availablewith TETRA make transmissions virtu-ally impossible to crack.

The TETRA group call function is an-other key feature. It combines withWAP Push technology to enable dis-patchers to send instant radio bulle-tins to alert thousands of radio usersat once.

As the first digital PMR technologyaimed at public safety applications,TETRA has already attracted a host ofdevelopers that are busy coming upwith new applications. Nokia launchedits TWISP program in 1999 to supportand encourage these companies.

Portal for professionals means thatusers should be able to slot any of thisballooning selection of applicationsinto their TETRA networks with theminimum of fuss.

Identity paradeThe suspect is on the move andbelieved to be heading for the bor-der. Using the WAP Push function,the dispatcher sends a short mes-sage to all the border guards viatheir TETRA radios, telling them tobe on the lookout.

One officer has a hunch thatthe ‘salesman’ waiting to passthrough the checkpoint may notbe all that he seems. He glancesat the message, which allows himto select various options by press-ing a few keys, including pullingup a description of the suspect.The salesman’s real identity won’tremain a mystery for long.

Fight fire with informationBy the time the fire crews arrive onthe scene, the pharmaceutical plantis ablaze. The plant office has beendestroyed and the manager is stilltrying to supply a list of all the spe-cialised chemicals being used in to-day’s production. How dangerous arethey and what precautions shouldthe emergency workers take? Will thefire fighting water now running offthe site pose a contamination threat?

Back at the station the dis-patcher patches into a database ofhazardous materials and sends in-structions to all the WAP-enabledTETRA radios being used in the op-eration. Every firefighter now hasinstant access to the informationthey need to deal appropriately withanything they are likely to encoun-ter.

Speed is the keyCould the car at the lights be the get-away vehicle from this morning’sarmed robbery? The police patrol of-ficer knows it’s the right colour andmodel. Perhaps the vehicle has beenreported stolen or has false licenseplates, but in this traffic the policemust act quickly. The officer could losesight of the suspects if they drive off.Equipped with a TETRA mobile ra-dio, the officer simply keys in the li-cense plate and the details of thecorresponding car arrive on the built-in display almost instantly. One morepush of a button brings up the own-er’s particulars.The whole thing takes a couple ofseconds, leaving plenty of time forthe officer to decide whether to pullthe vehicle over.License plate checks are among themost basic applications that areavailable to field officers equippedwith TETRA radios. It could take min-utes to retrieve similar informationusing a conventional radio, by whichtime a suspect could be long gone.

OPERATIONAL MODELS

The demand for an international,fast, infallible and open commu-nication standard to meet theneeds of police, fire and otheremergency services has increasedalong with the pressures for speedand efficiency in emergency han-dling. The introduction of TETRAcame just in time to those em-ployed in such services, and is nowreplacing slower, more diverse andoften proprietary analogue sys-tems. Nokia’s range of TETRAhandsets and devices make themost of the system’s adaptability,whereby it is possible to define theextent of access both within aparticular service activity andacross a pre-determined geo-graphical operational areas.

Sounds impressive, but how does thiswork in practice? From the point of view

of police, fire and rescue services, thesystem functions simply on the basis ofprivate, secure communication networksthat can be linked up with each otherwhen situation requires. A local or re-gional police network, for example,would comprise a group of officers “onthe beat” or on patrol duty in vehicles.Their communications are controlled andmonitored through a manager in charge,either in an office environment or inmobile command unit, at a Windows-based Dispatching Work Station (DWS).Status messages, as well as acknowl-edgement-of-response messages, arethen returned to the DWS via TETRAhandsets from the officers in the field.Operational model and responsibilitiesare repeated across the country, witheach region contributing to a nationalgroup controlled by national operations.

Of course, an emergency may ariserequiring the swift co-operation be-

tween and co-ordination of police, fireand rescue, and ambulance services. TET-RA has been designed to handle suchemergencies, and the ability to commu-nicate in a controlled and predefinedway between service groups is a funda-mental still unique feature of the NokiaTETRA system. In Finland, for instance,where the use of TETRA is widespread,the national police force is administeredin tens of regional districts, each com-prising its own TETRA user fleets andcontributing to the broader national userformations. Finland’s fire and rescueservices are located in more than 400operational areas. TETRA makes it pos-sible to enable selective and controlledcross-communication between thesegroups, while also meeting the challengeto ensure secure communications with-in each separate organisation.

co-operation between organisationsand services is arranged, but an active,command must still be made by themanager in charge authorising accessto talk groups by units from other op-erational or regional user organisations.This means that the manager of anyparticular group retains the decision-making control and authority as to whohas group access. For example, assist-ance may be required by, or offered tothe police from the fire and rescue serv-ices in another town. The manager ofthe incident must grant access for theco-operating services to the talk groupsused in the incident by means of a pre-defined line organisation. Another ef-ficient function of TETRA is that, fol-lowing an emergency and when com-munication between the talk groups hasceased, the system automatically clearsany external, temporary participants ifso required.

TETRA could also be adapted to re-duce wastage during normal situationswhen the communications traffic loadis low. Organisations close to the publicsafety services, including security com-panies, non-critical patient transporta-tion or electricity suppliers operations,can take up the TETRA slack, but on thecondition that their use will be automat-ically reduced to a lower service levelwhen radio capacity is required for heav-ier police or emergency service use. Typ-ically police, fire and rescue and ambu-lance services are granted higher prior-ity within the TETRA system.

Nokia’s TETRA handsets also includea distress call facility, a very powerfulfeature that can instantly discard lowpriority services. Distress calls are direct-ed to receivers that can be redefined dy-namically case by case instantly by anauthorised system user. In an unlikelyevent that the TETRA network infrastruc-ture is inaccessible e.g. under ground,or if there are doubts about its accessi-bility – an example might be a firemanoutside a burning house needing to talkto a fireman at work in the basement ofthe house - Nokia’s TETRA phones in-clude a direct mode, enabling one-to-one “walky-talky” communication be-tween the radio terminals directly.

But TETRA, an open infrastructure forwhich Nokia is a leading manufacturer,has been developed both as the first andlast resorts of the police and emergencyservices, operating on the principle ofabsolute infallibility. Whatever else failsin an emergency situation, TETRA mustkeep on functioning.

Nokia knows networks - hundredsof large national network rolloutsthroughout the world are compel-ling evidence for that. This knowl-edge allows Nokia to achieve thetwo main conflicting requirementsfor networks: lowest cost of set upand future-proof structure. Nokiahas shown that both of these re-quirements can be satisfied with-out compromise.

Being future-proof, flexible expandabili-ty and low operational and maintenancecosts have been designed in to every No-kia TETRA network element, giving a cost-effective network. The same approach isvalid for services as well - customersaround the globe are already gaining ben-efits using Nokia's Online Services fortheir business.

TETRA is the first technology to allowthe building of genuine national commu-nications networks for public safety users.Nokia's broad experience of large networksis extremely valuable and Nokia TETRA net-work elements are based on the same reli-able, flexible and future-proof platformsused in other networks. The importance ofthe operational and maintenance costs isevident; these costs typically determinewhat users have to pay for services, so thecosts must be kept low.

Nokia TETRA network topologyand DXTsThe Nokia TETRA DXT Switching product,the DXT 256, can support up to 256 radiotransceivers in 128 base stations whileproviding connections to dispatching sta-tions and other core network elements.Using two-layer hierarchy, Nokia DXT can

provide transmission link savings of upto 20 times compared to solutions whereall switches must be interconnected. WithNokia TETRA, speech is encoded through-out the network, giving fast call set-ups,minimum speech delay, and minimumbandwidth requirements for links.

Radio Access (Base Stations)Nokia TETRA base stations allow you tostart small and expand as you want, min-imising space requirements. Remote op-eration and maintenance functions, suchas software downloading and remoteconfiguration drastically reduce thenumber of site visits needed.

The services of a radio network areonly as good as they appear to theusers on their terminals. This facthas been fueling Nokia's dispatcherstation developments.

Nokia dispatcher solutions provide pow-erful services through a Windows basedGraphical User Interface (GUI) in threeversions of the Dispatcher Work Station(DWS): the Communication dispatcher,the Management dispatcher and a com-bined variant, which provides the fullrange of services. Now all these variantsare also available in the new EnhancedDispatcher Station, or EDST.

EDST has been designed especially forsmall or single station dispatcher cent-ers. Thus, EDST complements Nokia'sexisting dispatcher portfolio. Despitebeing a ‘light’ version, EDST does notcompromise on services, features or per-formance, providing versatile individu-al, group and data communication serv-ices as well as speech monitoring of upto ten groups simultaneously. EDST alsoprovides powerful tools for group mem-bership management, dynamic re-grouping and subscriber administrationand provisioning, based on Nokia's ad-vanced organisation block concept.Where different users share the sameEDST, each user is granted only the serv-ices needed for their job.

As well as meeting demanding voiceand data dispatching requirements, EDSThas other unique features. EDST connectsto a TETRA switch via dial-up ISDN sub-scriber line connections (2B+D). This al-lows totally new dispatcher applications,which have so far been too expensive toimplement with fixed, high capacity dataconnections. Examples of special EDSTapplications are remote single stationdispatcher centers, temporary or mova-ble dispatcher centers and back-up in-stallations for command and controlroom applications.

Economical remote, singleclient dispatcher stationsEDST uses commonly available, easy-to-acquire ISDN subscriber line connections

to provide economic dispatcher solutionsfor small, remote offices, where only onedispatcher client is needed. In most plac-es with an existing telephone line, anISDN connection can be provided with-out additional wires or transmissionequipment. Because dial-up connectionis used, the line is kept busy only whenthe EDST is needed. For the rest of thetime the connection can be closed, sav-ing costs. For organisations with theirown ISDN PABX network, the connec-tions will in practice be free of charge.

Temporary and movabledispatching centersThere is often a need to set up tempo-rary command centers to cover long-lasting emergencies, large sports meet-ings, exhibitions, festivals or other ex-tensive outdoor events.

EDST is perfect for such occasions –a powerful, full-featured line connect-ed dispatcher station, which is also ex-tremely portable. Using a dial-up ISDNconnection means that EDST can bemoved to any location with an ISDN sub-scriber line to set up temporary dispatch-er stations. All TETRA services and fieldpersonnel are available immediately tothe EDST user.

For movable EDST stations, it is vitalto have security procedures to preventillegal access to the TETRA networkthrough an ISDN connection. In the No-kia TETRA network, EDST connections areonly allowed from the verified ISDN ad-

dresses. Once the connection is estab-lished, the EDST user and their rights areverified with an identity and password,or optionally with a SmartCard.

Back-up command and controlcenterIn cases of extreme emergency, a com-mand and control room may need to beevacuated. To plan for such events, aback-up center can be equipped withEDST stations and ready configured ISDNdial-up connections to the selected net-work switches. Because of the dial-upconcept, the fixed costs of ready to useconnections are very low compared toother transmission methods.

Easy to use– cuts training costsEDST uses the standard Nokia DWS dis-patcher's graphical user interface (GUI).This allows any combination of the No-kia's dispatcher stations to be used inthe same organisation and users canmove from one to the other with no ad-ditional training. This is a significantbenefit to organisations where person-nel occasionally move from one officeto another or when a back up commandand control room equipped with EDSTmust be taken into use suddenly.

To make installation straightforward,EDST is provided in complete, easy-to-install packages with the computer andall necessary audio accessories.

TThe Nokia DMO Link extends the oper-ational area of a TETRA network by con-necting users operating in TrunkedMode (TMO) within the TETRA cover-age and those operating in Direct Mode(DMO). It is invaluable for example inremote areas where TETRA networkcoverage is not available, yet where agroup operating in Direct Modeneeds to communicate with thedispatcher or operation com-mander. The following exam-ples describe some typicalsituations in which this kindof function might be need-ed.

• Police are conducting anoperation inside a park-ing lot whose concretewalls reduce TMO cover-age. A police vehicle, witha DMO Link installed in it,is driven to a place that hasTMO coverage. Now, police-men operating inside the park-ing lot use DMO and can remainin contact with the dispatcher who isoperating on TMO.

• Rescuers are outside TMO coveragetrying to find a lost child. In order tocommunicate, they use DMO. A carwith a DMO Link installed in it isplaced on top of a hill inside TMO

coverage. Through the DMO Link, theleader of the rescue operation in theheadquarter can now have speechconnection with the rescuers, thoughhe could be far away from the scene.

• Police are controlling traffic during abig public event. They use a DMOchannel within TMO coverage.Through the DMO Link, a dispatcher

The Nokia DMO Link is a solid solu-tion that can be set up quickly and eas-ily by connecting two MCB405 connec-tion units and a switch between two

standard Nokia TMR400 mobile ra-dio terminals. Using the switch,

one of the TETRA radio ter-minals is chosen and

switched to TMO mode.The team membersthen agree on whichTMO group to oper-ate. The other TETRAradio terminal isthen switched toDMO mode and theDMO channel is se-lected for communi-

cation. Now, commu-nication from the Di-

rect Mode group can beheard by the TMO group

and vice versa.With the same hardware it

Managing TETRA netwo- Ensuring a stable and reliabJohn is talking to his son on his cellularmobile phone; suddenly he is cut-off andcannot get re-connected. Although in-convenient, this is not a major problemfor John; he waits a few minutes andthen successfully calls his son back. Inthe world of TETRA networks, this sortof situation - being cut-off mid call -could mean the loss of life.The new No-kia NetAct for TETRA is a network man-agement system, designed to ensure thatTETRA services are reliable and alwaysavailable. It is based on the existing TET-RA network management system (NMS/400) and the same technology as thealready successful Nokia NetAct man-agement systems for fixed and cellularnetworks. Development of the TETRAnetwork management system has beena customer-driven process, and is donein close co-operation with operators ofTETRA networks.

Nokia has developed and sold Net-work Management Systems for fixedand cellular networks for many yearsalready, with over 300 successful in-stallations. This allows Nokia to pro-vide all its experience of NetworkManagement to TETRA networks, eventhough TETRA is relatively new tech-nology.

What does network managementinvolve?

Network management involves con-trolling your network to maximum ef-ficiency, offering end-users high qual-ity services whilst maintaining low op-erating costs.

By using a network managementsystem, you have complete control ofyour network. This is largely achievedthrough a centralised view, which ena-bles you to see from one computerscreen a representation of your entirenetwork. From this, you can monitorhow your whole network is behaving.

Managing your TETRA network withNokia NetAct means less downtime innetwork elements: from one centralpoint you know where the faults are inthe network, what they are, and thuscan correct them, most of the time be-fore it becomes a problem for the end-users. Fault management focuses on collect-ing and managing problems in your net-work. With Nokia NetAct for TETRA, prob-lems in the network elements and theresulting configuration changes can becorrected remotely. All applications also can be used re-motely on PC clients, which access theNetAct for TETRA database through theorganisation's own network. This meth-od can be used to decentralize moni-toring, or to give end-user groups someinformation about how the networkperforms. These applications can evenbe used on an authorized laptop PCthrough ordinary telephone lines (PSTN)or mobile phone, which is very conven-ient for field engineers or for exampletechnical support people on duty athome during nights and weekends.

Experiences of a real-userSuomen Erillisverkot Oy is the daugh-ter company of the Finnish commer-cial mobile network operator Sonera.Suomen Erillisverkot is the telecommu-nications operator for the Finnish pub-lic authority network. This network,called VIRVE, is the world’s first nation-wide authority TETRA network to be-come operational.

Suomen Erillisverkot Oy are respon-sible for the VIRVE Management Cen-tre. This centre has 24-hour responsi-bility for monitoring the technical func-tioning of the network. The center also

Suomen Erillisverkot have been us-ing the Nokia network managementsystem for their TETRA network for 3years. They cater to the needs of thefollowing users: the Police, Fire and

Rescue services, the Frontier Guard in-cluding ground and sea areas, Customs,Defense Forces and Health Care serv-ices. On average, one person monitorsthe entire Finnish public authority net-work via the NMS/400.

“When carrying out capacity anal-ysis of the network, we use the Nokianetwork management system. For ex-

ample we use it for thecapacity analysis ofcarriers. Also we canuse the NMS/400 withcomplicated faults, in-volving different tele-phone parameters set-tings and base stationparameter settings,“explains Mr. Virtanen.

“In the case of afault, with the Nokianetwork managementsystem we can make afast analysis of the sit-uation and locate thefault quickly. Then wemost often make re-pairs remotely andonly after this, if nec-essary, will we sendright people withproper instructionsand spare parts to the

correct location,” maintains Mr. Vir-tanen.

Thanks to the Nokia network man-agement system, end user announce-ments and information concerningfailures and estimated failure repairtime are realistic and accurate.

“We have well tested and trustedmethod of systematically informingend users of every failure and

APPLICATIONS

Every second counts when treatingcardiac problems. For paramedics inthe field, achieving a rapid diagno-sis is often the crucial part of a suc-cessful outcome.

BioUnit a TETRA application from Finn-ish software house Uniqmed has beendeveloped for just this situation. It meas-ures a patient’s vital functions, includingElectro Cardio Gram (ECG), oxygen satu-ration, pulse, blood pressure and exhaledcarbon dioxide concentration, and for-wards them to hospital using the dataservices available over Nokia TETRA net-works. This enables a faster diagnosis tobe made and treatment to begin earlier.

If necessary, a doctor can control theoperation of the BioUnit from the hospi-tal. For example, the doctor can changethe QRS complexes on display. In addi-tion, all patient-related information canbe transferred electronically for review bythe doctor.

Every stage in the process of diagno-sis is faster than would otherwise be pos-sible. The person taking care of the pa-tient has instant access to the patient’svital parameters on the measuring unit’sscreen and can ask a specialist on call atthe hospital for an immediate consulta-tion if necessary.

BioUnit sends all the data to a servercomputer at the hospital over the TETRAnetwork. All the communication trafficin both directions is encrypted to ensurethat everyone involved is protected le-gally.

BioUnit relieson rapid TETRA IPThe BioUnit application uses the NokiaTETRA IP data service to transfer infor-mation. BioUnit has a TCP/IP connec-tion interface, making TETRA IP the nat-ural choice. TETRA IP is easy to installwith the help of the Nokia Professionaldata suite.

TETRA IP transmission is continuous,even when when an ambulance or oth-er vehicle is on the move and this makesit ideal for a mobile medical applicationsuch as BioUnit. With the Nokia TETRAIP service there is no “hand shaking”delay, so BioUnit is ready to transfer datasuch as ECG readings in under a second.

BioUnit gives healthcare profession-als an opportunity to save both lives andmoney, because earlier treatment of car-diac problems almost invariably makessubsequent care less expensive.

If treatment with the right medica-tion is not started until the patient ar-rives at the hospital, typically the pa-

tient has to spend two weeks in inten-sive care and three further weeks on anormal ward, costing thousands of eu-ros.

When the paramedics can start treat-ment at home, the resulting stay in in-tensive care will typically be less thanfour days, followed by two weeks on anormal ward.

Furthermore, the longer it takes to putthe patient on the right medication, thehigher the likelihood is that the injury tothe heart muscle will be so great that thepatient may not be able to work again.What are the costs then?

So, starting the medication earlier cutsthe patient’s treatment time and saveson the cost of medical care. Most impor-tant of all, the patient is more likely tolive and make a good recovery.

I/Radio from Intergraph PublicSafety makes it easy for dis-patchers to contact units in thefield. Because it integrates thevoice control of Nokia’s TETRAradio system with a ComputerAided Dispatch (CAD) system,the dispatcher simply selects theunit to talk to on the CADscreen, and the correct channelis opened.

With a conventional system, a dis-patcher would first use the CAD sys-tem to decide how to distribute tasksbetween units and then use the radioconsole to instruct the units throughthe appropriate radio channel. With I/Radio, communication is direct andeasy, simplifying the dispatcher’s job,enabling all these tasks to be done ina single computer environment, result-ing in fewer mistakes and a faster re-sponse.

I/Radio also helps manage talk groupmembership. Talk groups can be com-posed according to CAD entities suchas dispatch zones, units or events. When

a unit is dispatched to an event thathas a related talk group, all radios with-in that unit are added to that talk group.The system can handle anything fromjust a few static talk groups, to a dy-namic system with task specific talkgroups that are downloaded over theair to the radios.

The management system helps thedispatcher too. When a dispatcher logson to a dispatch zone in CAD, automat-ically related talk groups are loaded. Forthe dispatcher, this is all transparent:communication is with units, not talkgroups or radio identities.

Status messages speedsoperationsI/Radio also turns a TETRA radio into astatus message terminal. For example,when a unit hits the “arrive” status but-ton on its radio, the unit icon in theCAD status monitor and on the CADmap will change to reflect the new sta-tus. Any radio in the unit can be used,in or out of the car, reducing voice traf-fic and avoiding errors. The system canalso be configured to create an emer-

gency event that pops up on CAD work-stations when the emergency button ona radio is hit.

The data communication also worksfrom the CAD dispatcher to the units.When a unit is dispatched to an event,I/Radio creates a configurable SDS mes-sage with information about the eventand sends this to all the radios in thedispatched unit. This is helpful even forunits that use a mobile data terminal,as the SDS message is sent to all radios,including portables, so that informationis available to all members of the unit.

Because I/Radio is integrated withCAD, all data related to operations,including radio traffic, is stored in asingle database that can be used foranalysis, reporting and management.

I/Radio is much more than “anoth-er” radio dispatch interface. It sim-plifies the work of the dispatchers,helps to make optimal use of thetrunking capabilities of TETRA, pro-motes the use of data over voice andhelps increase the safety of the unitsin the field.

APPLICATIONS

In the bad old days before TETRA,users were often forced to waithours for images that more oftenthan not failed to make it throughthe clogged up network. All thishas changed with the adoption ofNokia TETRA and the applicationsit makes possible. One of these isTETRA Image Communication Are-na, or TICA, developed for offi-cials looking at implementing ahigh-speed wireless image systemto boost the efficiency of fieldoperations.

Developed by Guiart, a pioneer in dig-ital media and a Nokia TETRA WirelessSolution Partner,

TICA comprises two parts, one forfield personnel and one for dispatch-ers. TETRA Image Communication Are-na Client (TICAC) is used in the field todownload images and relevant imagedata from a digital camera to a porta-ble computer. These images can thenbe sent to the dispatcher by connect-ing the computer to the Nokia TETRAradio network via a Nokia TETRA phone.In a patrol car, a single Canon digitalcamera can maintain a constant flowof images. While one officer is takingpictures, another can send the imagesto the dispatcher.

In the control centre, TETRA ImageCommunication Arena Dispatcher (TICAD)allows several dispatchers to work effi-ciently with field operator groups or sin-gle operators. All that is required is forthe customer to decide on an organisa-tional structure that will operate smooth-ly and adapt quickly when new groupsstart using the system.

Shift changes cause no delaysThe system also gives smooth handlingof shift changes and dispatcher re-grouping. When a dispatcher logs outand before the new dispatcher takesover, the system buffers all image dataand displays it when the new dispatcheris ready for work. Data is processedautomatically so the dispatcher wastes

no time on data conversions or storingarchive data.

Group control also allows dispatch-ers to use pictures to communicate ef-ficiently with group members, address-ing either an Operational Group or aManagement Group, or both. This issimilar to the Nokia TETRA group com-munication feature that allows users tosimultaneously contact everyone in agiven group at the press of a button.The dispatcher is able to publish imag-es through the server for the wholegroup or for office users for browsing,using any standard browser. TICA im-

ages and image data are always storedin standard Windows formats, follow-ing the Nokia policy of supporting opencommunications systems and avoidingproprietary approaches wherever pos-sible.

Because wireless network bandwidthis a scarce and expensive resource, itneeds to be used as efficiently as pos-sible. TICA uses short message codes toindicate common data occurrences in-side the system, allowing users to sendand receive images and memos by click-ing a few buttons.

Police, ambulance and fire depart-ment dispatch centres in Trond-heim in Norway are piloting aNokia TETRA system for all oper-ational communications amongthe three services. The results ofthe trial are expected to form thebasis of a recommendation for ashared nation-wide communica-tion network for all the rescue andemergency services in Norway.

Data a priorityData communications is a high priori-ty, with Aplicom ICA 2004 vehicle work-stations installed by Locus AS in 20emergency vehicles. The workstationshave a 16-line text display for showingthe dispatch orders, a compact key-board for feeding in information and aGPS receiver that are used for automat-ic vehicle location (AVL). Future devel-opments of the system will include ap-plications such as ECG and pictures.

The vehicles receive commissions

Data communication is a high priorityfor the Norwegian public safety services

from the dispatch centres, which cansend task information and text messag-es to one or a group of vehicles. Vehi-cle position data is transferred fromvehicle computers to the dispatch cen-tre over TETRA. The dispatch centres arealso networked with each other vialandline to enable the exhange the po-sition data that has been acquired fromthe vehicles.

Locus has also delivered the appli-cations for the dispatch centres. Knownas TransMed, TransFire and TransPolice,these have been designed for easy op-eration and cover GIS, fleet manage-ment, communication and distributionof data to and from the vehicles. Theyare also integrated with the adminis-trative systems in the dispatch centres.

As the dispatch centres for the dif-ferent agencies are all located in sepa-rate buildings, it is hoped that the TET-RA network and the vehicle equipmentwill help them work together more ef-ficiently. Co-ordination between the

units and the centres has alreadyproved to be faster, safer and more re-liable.

Downtown, a small fire starts in a ware-house. It spreads quickly and soon theentire building is engulfed in flames.

Chief Fireman Aimo Palo is at homewhen he receives a short message(SMS) on his GSM phone: “Group Z3please contact HQ immediately.” Heacknowledges. Although the messagewas sent by the TETRA dispatcher,Aimo was off duty and it didn’t reachhim via his TETRA handset. Instead, themessage was automatically sentthrough a TETRA/GSM gateway to hisprivate GSM phone. Throughout theprocess, the dispatcher could followthe progress of the message on hisscreen, ensuring it reached the intend-ed recipient.

Information en routeAimo rushes to the burning warehouse,first picking up his TETRA handset andreporting “on duty”. While he is on hisway to the incident, the dispatcheruses group messaging to send Aimoand the other members of his team aWAP push message describing thebuilding. Finnish software company SeasamHouse develops its OHJA dispatch-ing application to manage voiceand data communication betweenthe control rooms and tram andbus fleets of Helsinki City Trans-port (HCT).

Seasam’s OHJA application operatesover TETRA networks using the NokiaCIS API and is designed to manage allvoice and data communication betweenmultiple control rooms and an exten-sive mobile fleet. In HCT’s case, it cov-ers eight control rooms around the cityand the company’s fleet of over 500trams and buses, which operate aroundthe clock.

The application provides the fullrange of voice communication features,such as individual calls, group calls andemergency calls. The current data com-munication package also includes shortmessages and status messages, as wellas so-called diagnostic messages.

The OHJA system will continue todevelop and will feature wider use ofwireless data transmission in the fu-ture. In the case of HCT, for example,it will enable the company to recovervarious measurement data from a par-ticular tram.

Wireless applications madeeasy with Seasam Time

There are many challenges in devel-oping new wireless applications. Therange of mobile devices and the markup languages they use are just two.These difficulties are compounded bythe need to create applications that canretrieve information from databases. Todo this quickly and produce a high qual-ity end product, only add to the pres-sure.

The first Nokia TETRA system for a rail-way is to be supplied to Metro de Bil-bao in Spain.

The Norwegian Public Safety com-munity reached a major milestoneat the end of August 2001 whenthe city of Trondheim brought itsNokia TETRA System into full op-erational use. TETRA Touch recent-ly interviewed some key figures in-volved in this important project toget an overview of the many bene-fits the system is bringing and howthe future looks now…

Police communications achievegreater securityThe city’s police force is now experienc-ing the benefits of this modern technol-ogy – an added bonus is that the systemhas suffered very few technical problems.

“To ensure a smooth migration phase,a VHF channel from the old network wascombined with a dedicated TETRA talkgroup for cross communication”, explainsPolice Chief Superintendent Jan Klüver .“This functionality is still available fornon-TETRA users, but all normal traffic isnow on the TETRA system.”

Mr Klüver identifies security as be-ing one of the key benefits, with offic-

ers now able to talk openly on the net-work without danger of someoneeavesdropping using private police-band radio scanners. “Previously, sen-sitive information had to be communi-cated on GSM phones - this kind ofinformation is now shared effectivelywith the whole talk group as well asthe dispatcher”, Mr. Klüver says.

“Another benefit is that users will beable to make calls from a TETRA radio tothe PSTN/GSM network and it can evenbe used in internal extensions to the Po-lice Office phone exchange. This makesoperations easier and reduces the costsfor GSM usage.

“The most positive feedback from thefield is that the coverage is excellent.Users experience very good signalstrengths in areas earlier known to beproblematic, like shopping centres andunderground parking lots. As the firstphase is now implemented, the time is

right to introduce mobile applications.The project is currently looking at so-lutions for vehicle and database que-ries from TETRA radios or monitors invehicles.”

Practical feedback highlyvaluedTor Helge Lyngstøl is the Project co-ordi-nator for the pilot study. He told us whyit was so important.

“As part of the feasibility study for in-troducing TETRA as a technological plat-form for a new shared-communicationnetwork for public safety in Norway, theuse of a pilot system has proved to bevery important. The sharing of a TETRAnetwork by independent organizationsthat have been used to having full con-trol over their communication systemimplies challenging organizational chang-es that need special attention. It was thusdecided to introduce a pilot system to beused operationally in one of the majorcities in order to ensure strong user in-volvement in the planning process beforeimplementing a national system.

“The pilot activities have already gen-erated valuable lessons. The cross-func-tional team spirit and the involvement ofmore than 100 people representing vari-ous professions working across organi-zational boundaries has been innovative.Practical use of TETRA by police officers,fire fighters and health workers has giv-en a focus of attention that would nothave been achievable if the TETRA proc-ess had only been an interdepartmentalacademic exercise. Likewise, the feedbackfrom 600 users will be very valuable inthe specification and planning process forimplementing a national system, whichwill take place in 2002. Understandingwhich activities must be carried out inorder to implement the TETRA system inthe Norwegian Public Safety organiza-tions is the main benefit gained from thepilot process.”

Health and fire servicesauthority look forward to fullintegrationThe health authorities have the largestintegration challenges when migratingfrom their current analogue national ra-dio system to TETRA. Similar to the Policeand Fire departments, the Health depart-ment has implemented a new TETRA

based fleet management system and anew Call Centre solution has been in-stalled as a basis for further integration.A customised TETRA messaging systemcalled TITAN from Telenor Radio Systemswill be installed at the end of 2001, ena-bling health personnel to make full useof the Nokia TETRA system.

The Fire department has installed anupgraded version of its current alarm anddispatch system from Telenor Radio Sys-tems, which includes integration of TET-RA voice and data message communica-tion functions with telephony and its cur-rent analogue radio system. The systemwill be in full operation in Q4 2001.

Meanwhile, operational managementis being provided by the defence minis-try, NODECA, which finds itself as the firstpoint of contact for users. Gunnar Krist-offersen, NODECA’s project manager forthe TETRA project explains: “We handleall kinds of queries on things such as ter-minal handling and use of the TETRA sys-tem, as well as first line support. We havedeveloped very good co-operation withNokia and Telenor and together we canensure that the system can meet the op-erational requirements of the Public Safe-ty organisations.”

Telenor tackles the network’sintegrationClearly, the users of the pilot system aremore than satisfied with their experiencesso far. But what is the feedback fromthose involved in the supply and imple-mentation of the project? ArntMestvedthagen, Manager TETRA techni-cal operations for Telenor, explains howhis organization managed the integrationof the various Nokia TETRA componentsinto a complete network: “Technical op-eration and integration of the TETRA net-work is handled by Telenor Mobiles’ GSMnetwork centre.

“The Nokia TETRA system is based onthe same technical platform as the GSMelements. This gives benefits because thesame people handle both technologies.The TETRA network has the highest sup-port priority, and WAP based mobile so-lutions have been developed to provideservice personnel with access to TETRAnetwork information, distribution of workorders and spare parts ordering. The re-sult is a TETRA technical operations unitwith efficient and rapid support, high

Such sentiments are backed up by theNokia personnel involved. “We’re all veryproud of the results achieved so far inthe project,“ says Dagfinn Sjøvik, Nokia’sTETRA Account Manager in Norway.

The pilot project has chosen NokiaTETRA terminals to ensure the best pos-sible use of the functionality in the TET-RA network. Vehicles have TMR420 radi-os with a variety of installation kits, whilehandheld communication is provided bythe rugged THR420 and the GSM typeTHR850. Other types of terminals will betested for special uses, such as the Thalescovert radio.

IN THE LINE OF DUTY

It is January and snow covers the land-scape of Finnish Lapland.

In Kilpisjärvi, Marko, a Finnish bor-der guard, is patrolling on his snowmo-bile, close to the Swedish and Norwe-gian borders. He likes his job and witha new snowmobile equipped with aTETRA mobile radio, a rugged PC and aGPS system, he feels confident that hecan communicate with his colleaguesand with headquarters, however remotehe may be.

Suddenly, in an isolated area of themountains, he finds an exhausted ski-er. The man is clearly in a bad way – hecan’t even speak.

Marko gives the skier first aid, whichrevives him a little, but he is still una-ble to say his name. Checking the ski-er’s pack, Marko finds the man’s driv-ing licence. His name is Erik and he isSwedish.

As well as a TETRA mobile radio in-stalled in his snow mobile, Marko alsocarries a Nokia TETRA handheld termi-nal in his pocket. It is WAP enabled and

TheFinnish network, VIRVE, is the first nation-wide TETRA network toserve public safety organisations. Here we see how the three networkscould co-operate to save a skier.

gives immediate and secure access todata using a TETRA packet data serv-ice.

Marko accesses a European-widepersonal ID database and discovers thatErik is a diabetic from the small Swed-ish town of Kiruna, close to the Finnishborder. As Erik already has a low tem-perature, Marko decides that he needsimmediate medical care.

Without closing his packet data con-nection to the WAP server, Marko makesan emergency call to his home base dis-patcher. Marko’s exact location is dis-played on the dispatcher’s screen, sentto him by the Automatic Vehicle Loca-tion application in the snowmobile.

During the emergency call, the dis-patcher discovers that Kiruna’s townhospital is 150 km away from the snow-mobile and that the closest rescue hel-icopter is in Tromsa in Norway, 100 kmaway.

Without disconnecting Marko’semergency call, the dispatcher makestwo other TETRA calls – one to the res-

cue helicopter in Norway and the oth-er to the hospital in Sweden, givingthem some basic information on theskier and his condition. This is only pos-sible because the three countries haveimplemented the TETRA Inter-SystemInterface, allowing national TETRA net-works to be connected together.

With a few clicks on his screen, thedispatcher sets up a temporary talkgroup for himself, Marko, the hospitalin Sweden and the Norwegian rescuehelicopter.

Marko guides the rescue helicopterto a landing in the forest to pick up Erik.

The helicopter is equipped withUNIQMED, a system that uses TETRApacket data to transfer information tothe hospital. The doctor in the hospitalcan follow the skier’s condition duringthe rescue flight.

Finally, Erik is taken to hospital - therescue operation is over and the tempo-rary talk group is deleted. Marko con-tinues his patrol, knowing that he saveda man’s life, with the help of TETRA.

RVIRVE, Finland’s nation-wide pub-lic authority network, the first inthe world to become operational,is bringing real benefits to Fin-land’s coast guards.

Responsible for patrolling the vast Finn-ish archipelago with thousands of smallislands, all coastguard boats have nowbeen fitted with TETRA terminals. Inaddition, officers have handheld radiosfor use when they are performing theirduties away from their boats.

Part of Finland’s national frontierguard, the coastguard has a wide rangeof duties, including passport control,border surveillance, maritime rescue aswell as surveillance of fishing and theenvironmental actions at the sea.

Instant communications forfast rescuesWhen it comes to rescues, things need tohappen fast. Emergency calls are receivedat the communications centre and thereare only minutes available to act. The firstpriority is always to save lives and sec-ondly to save the vessel if possible. In sucha situation, cooperation between differ-ent authorities is vital. For example it maybe that a fishing boat in distress will beattended to by a police launch becausethat happens to be the nearest availablerescue vessel.

“The best thing about VIRVE is the co-operation between different user organ-isations, such as the rescue authorities,customs, police and coast guard,” saysLieutenant Timo Auranen of the FinnishMaritime Rescue Centre. “It is a real lux-ury to be able to communicate instantlyin a shared radio network, in order to beable to operate quickly in an emergency.We are also using data communications

much more in place of a lot of our tradi-tional communications.”

Good coverage provided by TETRA isanother key benefit. The experience so faris that coverage over the sea is excellent.Yet with so many islands even the VIRVEnetwork cannot penetrate all the areaspatrolled. In such situations, Direct ModeOperation (DMO) that allows individualTETRA radios to communicate with eachother independent of the network infra-structure can be a real life-saver.

“In a rescue operation at sea wherethe conditions may be very tough, par-ticularly during winter storms, a goodreliable radio communication system withexcellent voice quality is fundamental,explains Lieutenant SG Tuomas Saarile-hto. “And security is another importantissue. With VIRVE and TETRA we can com-municate the most delicate issues in allconfidence.”

One of the major strengths of TET-RA is that it is an open standardthat everyone in the industry canwork with.

Nokia supports open standards of allkinds because they have real benefitsfor everyone in the industry. TETRA wascreated by many organisations work-ing together, not just one companyworking on its own. This has resultedin a standard that has far more func-tions than a proprietary standard de-veloped by a single company could everachieve.

However, one of the biggest bene-fits is interoperability, or IOP. The goalof IOP is to allow customers to purchaseTETRA components from any vendor,safe in the knowledge that they willwork together. This makes the wholemarket much more competitive becausebuyers can pick and choose equipmentfrom different manufacturers to suittheir own needs and budget. Not onlymust suppliers ensure they offer com-petitive prices, but they must also pro-vide a service better than their com-petitors’.

Yet IOP cannot be taken for granted– it must be worked towards by everyparty interested in its success. A majorpart of the process of securing TETRAIOP is the TETRA Interoperability Pro-file, or TIP. This is a TETRA specificationdocument which:• clarifies the TETRA standard• acts as a bridge between standard

editions

• guides implementation• acts as a binding document for the

manufacturers

TIPs are being produced for infra-structure manufacturers, terminal man-ufacturers and customers.

Testing has been performed centrallyat Tele Danmark, on live infrastructuresin laboratory conditions – from Nokia,Motorola, Marconi, Simoco – and onterminals from six manufacturers- No-kia, Motorola, Marconi, Simoco, Clear-tone and Teltronic. Certificates areawarded to manufacturers based onthese tests.

Recent TIP testing and certificationhas seen TIP v. 2.1.1 upgraded and im-proved. This has been issued to Nokia,along with DMO TIP v. 1.0.3. This yearalso saw the testing of TIP v.3 and thefirst part of the re-testing of the DMOTIP. Results of the tests are expected atthe end of the year.

Efforts are being made to decentral-ise testing in order to save time andallow more efficient management ofthe tests, with Nokia leading the searchfor a new site.

This year’s TETRA World Congresssaw IOP demonstrated on all infrastruc-ture manufacturers’ stands.

The TETRA Inter-System-Inter-face (ISI) makes crossborder op-eration a reality in the near fu-ture. ISI is developed to provideconnection between TETRA sys-tems enabling the police andother public authorities to effi-ciently co-operate throughoutEurope.

As the leading vendor of TETRA sys-tems, Nokia has already implemetedthe first step: the TIP v4 part 6: AirInterface Migration signalling. Usingthis and the currently available net-work interfaces Nokia has committed

itself under the frame of 3-countrypilot to connect ASTRID of Belgium,C2000 of the Netherlands and theGerman TETRA pilot in Aachen joint-ly with Motorola to offer an opera-tional platform to gain experience onmulti-organisation crossborder oper-ation and to ratify the Schengenagreement using TETRA as the cross-border communication standard.

The following step is to introducethe ETSI specified Inter-System Inter-face with primary voice and datacommunication services like groupcalls and status messaging as well assecurity features like auhtentication.
