ESEA (NCLB) 

• ESEA (NCLB) requires that ODE give a state science exam once each in elementary, middle, and high school

• Currently Science is not part of our ESEA waiver, and does not count towards federal accountability or the Oregon School District and School Report Card

IF OREGON ADOPTS THE NGSS…. WHAT HAPPENS TO OAKS?

HOW DO WE PREPARE FOR OAKS UNTIL THE NEW NGSS ASSESSMENT IS OPERATIONAL?

What are the key shifts in the NGSS?

• Focus:  The NGSS are focused on deeper understanding and application of science content reflecting real‐world interconnectedness.

• Coherence: Science and engineering build coherently across K‐12

• Integration:  Science and engineering are integrated across K‐12

What are the steps to building a new NGSS aligned assessment?

• Develop Evidence Statements (NGSS)• Develop content and item specifications from the standards• Determine the test specifications and blueprint• Develop test items (including field test(s))• Translate test items (Braille, Foreign Languages, Text to 

Speech)• Develop Performance Level Descriptors (PLDs) from the 

standards• Administer an operational test• Set performance level standards (Cut Scores)

Still to be determined:• Will the science tests be developed by Oregon or with a 

consortium of states?• Will the science tests consist of a Computer Adaptive Test 

(CAT) and a Performance Based Assessment?• Will the science assessment system consist of both interim 

and summative assessments?• When and how will pilot and/or field testing occur?• What year will be the first year of operational testing?• Will the elementary test cover just grade 5 standards, grades

Summative:Accountability Measure

Benchmark assessments:Designed to measure scientific practices and cross‐cutting concepts through performance tasks and/or 

problem‐based response or scenario items. 

Formative Assessment: Measuring key ideas defined in NGSS including scientific practices, content 

and/or cross‐cutting concepts.  Informs pedagogy and curriculum decisions at the local and collectively at the state level (Science Coalition).

Foundation of knowledge and practice, monitored regularly (daily/weekly)

Formative Assessment: Short diagnostic assessments aligned with the content and theory (practices/pedagogy) defined by the NGSS.  Requires multiple formats and professional development aligned with curriculum and standards.  Student work used in PLC settings to address shortcomings in curriculum and classroom teaching strategies for the betterment of our overall science instruction at the classroom, local and state level depending on professional development focus.

As required by the new assessment system legislation Assembly Bill (AB) 484, the California Department of Education (CDE) is required to make recommendations to the State Board of Education (SBE) regarding science assessments based on the NGSS. In order to develop these recommendations, the CDE has to consult with stakeholders regarding the grade level and the type of assessment. To start the process leading to the recommendations, we are working with our testing contractor, ETS, to conduct the stakeholder meetings.
