“Devolution funds will be disbursed to you as indicated in the presented 2020 national budget,” Mnangagwa said.
To facilitate the functionali-ty of the provincial and metro-politan councils, government, in the 2019 national budget, set aside $74,4 million to ensure that their operations are effi-ciently funded.
“Alive to the gross infrastruc-ture development gaps within
our various local authorities, my government, through Treas-ury, remains committed to facil-itate the resourcing of capital expenditure for local authori-ties,” the President said.
Turning to climate change, Mnangagwa admitted that it was a reality for all to see.
“Presently, several urban lo-cal authorities are facing criti-cal raw water shortages, result-ing in severe water rationing. We must continue to enhance our disaster preparedness as well as climate change adapta-tion and mitigation. Such ad-aptation should include explor-ing more efficient ways of wa-
ter and wastewater treatment,” he said.
The President said councils must also not issue building permits on wetlands and en-couraged them to work closely with the Environment, Climate Change, Tourism and Hospitali-ty Industry ministry to educate citizens about the adverse ef-fects of climate change.
“I urge you to fully embrace and participate in the on-going national clean-up campaign, while at the same time under-taking beautification and land-scaping projects within your lo-cal authorities,” Mnangagwa said.
