Prof. V.N. Rajasekharan Pillai has joined IGNOU on Oct 21, 2006 as its sixth Vice-Chancellor. Prof Pillai brings with him 36 years of experience as a teacher, researcher, institution builder and educational administrator. Prof. V.N. Rajasekharan Pillai has held Vice-Chancellor or Vice-Chancellor level positions in Universities/National Institutions for more than a decade. For the last five years he has been working with the UGC, first as the Director of the National Assessment and Accreditation Council (NAAC) where Prof. Pillai was instrumental in triggering and implementing a large number of quality initiatives in colleges and universities. Later, as Vice-Chairman/Chairman of the University Grants Commission, Govt of India, he has been actively interacting with Universities and Colleges for promoting the independent initiatives of institutions and influencing change. Earlier, Prof Pillai has been Chairman of Deemed Universities Committees, AICTE-Accreditation teams, and AIU affiliation committees; Vice-Chancellor of the Mahatma Gandhi University, Kottayam; Vice-Chancellor (Acting) of the Cochin University of Science and Technology; Founder-Director of the School of Chemical Sciences; Dean of Faculty of Science; Controller of Examinations; Director of College Development Council; Founder-Director of the School of Professional Distance Education; and Chief, Employment and Information Guidance Bureau of the Mahatma Gandhi University. He has a sustained track record of quality innovations, and excellent research contributions (which continue even now in the midst of administrative responsibilities). An active teacher and researcher in the field of Chemical Sciences, Prof. Pillai has held post-doctoral and Visiting Research Professor positions in the Universities of Tübingen, Mainz (Germany) and Lausanne (Switzerland). His research contributions have been well-recognized and he is a Fellow of the prestigious Indian Academy of Sciences, and Honorary Senior Fellow of the Jawaharlal Nehru Centre for Advanced Scientific Research. He has been honored with D.Sc. (honoris causa) for his contribution in the areas of polymer science, biopolymers and peptides. In 2006, he has been conferred the triennial Prof. M.V. Pylee Award instituted by the Cochin University of Science and Technology for the Distinguished Academician of the Country. He is also recipient of the Materials Research Society of India Lecture Award (1997). Further, he is leading an internationally renowned research group in the area of biopolymers and peptides and has published extensively (about 200 refereed research publications in international journals) in this area. About 50 doctoral researchers have been guided by him, all of them occupying leading positions in academia, R&D and industries all over the world. He holds an International Patent for the gram-scale preparation of biologically important peptides which is being used by a Swiss Company. His expertise is also sought by the Boards of some biotech related companies and by committees in education, science, technology and culture. Professor Pillai is associated with several eminent bodies as Chairman, Convenor and Member of several national and international committees on Science, Education and Technology; Member of the working group constituted by the Government of India for the preparation of Indian Science Policy Document for UNESCO; Convenor and member of the Search Committees of Vice-Chancellors for Central and State Universities; Member of the working group which prepared the 10 th Plan Vision-Document for higher education; and Leader of an Indian delegation of Vice-Chancellors for Internationalization of Indian Higher Education in East African Countries. Prof. Pillai’s current interests include interaction with other sectors connected with higher education for capacity-building of teachers in the general liberal education system. The much-needed focus on social sciences, humanities and basic sciences is a major contribution he has made during his tenure in the UGC. Technology-enabled teaching and learning for the conventional collegiate education system with the help of institutions like IIIT is a major initiative he has launched. Integration of the Technology enabled Open and Distance Learning System and convergence of those systems are the areas in which he continues to focus. Creating brand institutions of undergraduate higher education in basic sciences (based on the existing high quality institutions) and humanities in the pattern of IITs and IIMs is a project wherein he has significantly contributed. The question papers of various academic programmes ofIGNOU from 1987 to 2000 have been put on CDs which

are available at all Regional Centres and Study Centres ofthe University across the country. In addition, the questionpapers from 1999-2005 have been put on the IGNOUwebsite. Learners can contact their respective Regionalor Study Centres or may visit the university website(www.ignou.ac.in) and click on “Student Support” onthe home page.

Assignments in IGNOU: Extracts

The Academic Council at its 35th meeting held on 15th May2006 notified that (a) “Assignments in all undergraduateDiploma Programmes stand abolished (AC 35.2.4) and(b) “There would be only one Assignment per course inall other Programmes”. Both decisions will come into forcefrom July 2006 cycle.

The last week of April 2005 marked yet another milestonein educational media when Doordarshan began telecastingIGNOU’s video programmes on DD Bharati Channel. Thischannel is available on primary Band and calls forcompulsory telecast by all cable operators. Theprogrammes are telecast on all Saturdays and Sundaysfrom 10 pm -11 pm under the slot ‘Gyan Sarita’. IGNOU’sprogrammes on environment, science and technology,

culture, literate, tourism, geography and biodiversity areshown during this slot.

Appreciation Course on Environment (ACE)

An Appreciation Course on Environment has been developed by the University in collaboration with the Ministry ofEnvironment and Forests, Govt. of India, as a non-credit awareness course. The objectives of this course are to –disseminate information on national and international environmental issues, create environmental consciousness amongprofessionals, academicians and other members of society who can play an active part in opinion making within thesociety so that corrective environmental action could be encouraged and facilitate development of environmental leadershipamong individuals who may organize /participate in environment upgradation programmes.

The prospectus and application form can be obtained from any of the Regional Centre or Registrar (SR&E), MaidanGarhi, New Delhi – 110 068 on payment of Rs. 50/- in cash. The form can be downloaded from IGNOU website at http://www.ignou.ac.in and submitted along with DD for Rs. 50/- in addition to the Programme Fee.

Advanced Certificate in Power Distribution Management

An MoU was signed between IGNOU and the Power Finance Corporation Ltd(PFC) to institutionalize a learning initiativetitled “Advanced Certificate in Power Distribution Management”. The duration of the programme is 6 months. Theeligibility shall be a Bachelor’s Degree in Engineering/ Science/ Commerce or 3 year Diploma in Engineering recognizedby Association of Indian Universities (AIU)/ All India Council for Technical Education (AICTE) with a minimum of2 years of Post qualification Executive work experience.The inaugural programme is scheduled for launch on 2nd October, 2006 However it will be subsequently undertakenevery year from the month of July and January. The learner shall be drawn from power distribution utilities and otherorganizations related to the sector in various states and union territories and is aimed at generating awareness andsensitivity towards reforms and current developments in the Power Sector.

B.Sc. (Hons.) in Optometry and Ophthalmic Techniques

The candidates who have attained the age of 17 years on 31st December, 2006 and have passed class 12 examination ofCBSE or equivalent with English, Physics, Chemistry and Biology with at least 45% of marks in aggregate are eligiblefor admission. There is no maximum age limit.

Last date of submission of filled in application forms to the Programme coordinator B.Sc.(Hons.) (OT), SOHS, IGNOU,New Delhi – 110 068 is 5-10-2006. The programme will be offered through the selected Training Institutes approved byIGNOU and FOREC details of which are available in the prospectus. The Prospectus and Application forms for thisprogramme can be obtained from IGNOU Headquarter or any of its Regional Centres or Federation of OphthalmicResearch and Education Centres, C-2/M-1, Lajpat Nagar-III, New Delhi – 110 024 and affiliated institutes on weekdaysduring working hours on payment of Rs. 50/- in cash or through demand draft in favour of IGNOU. B.Tech in Mechanical Engineering

Eligibility for this 4 year programme is 3 year diploma in Mechanical/ Electrical/ Electronics /Agriculture/Computer/ CivilEngineering from a recognized Polytechnic or its equivalent/Or candidates who have successfully completed all thecourses at least of 1st year of B.Tech. Degree Programmes from a recognized Institute/ University. Or candidates whohave successfully completed Advanced Diploma (ADCIM)/Diploma (DCIM) in Computer Integrated Manufacturing.

IGNOU Announces Admission for Ph.D Programmes

IGNOU’s Ph. D programmes are on offer in two cycles, January and July. The newest Ph.D programme on offer isPh.D. in Commerce and Managements. Distance Education for Sustainable Agriculture-Prof. B.S. Hansra, Director, School ofAgriculture

The School of Agriculture, established in 2005, strives for a flagship role in turning the rural unemployed youth, farmersand farmwomen into first rate agricultural entrepreneurs and agribusiness managers of tomorrow. A massive educationdrive through distance education in Agriculture is part of the mission. The impact of agricultural education throughdistance mode will soon be discernible in development of new breeds of entrepreneurs, increased employmentopportunities, higher earnings and better work environment. This will help ensure poverty alleviation and livelihoodsecurity and sustainable productivity to change the quality of life, especially in rural areas.

The Mission of the School is to improve and sustain productivity and quality of human life in rural areas through Openand Distance Learning System (ODLS) in Agriculture and Allied Sectors. The global situation today calls for a systemof education that aims at producing agricultural entrepreneurs with a global outlook (job creators) to create a multiplyingeconomic impact rather than look at the system as mere “job seekers”.

Agriculture in India accounts for nearly 57% of the country’s employment, 21% of the total GDP and nearly 20% oftotal export earning. Agriculture is not only the backbone of Indian economy and food security, but also a way of life andtradition, ensuring livelihood opportunity for about 700 million people. Agriculture, therefore, is and will continue to becentral to all strategies for planned socio-economic development of the country. About 84.5% of the rural populationengaged in agriculture is illiterate. Agricultural graduates account for only 5-6 per cent of the total graduates in thecountry but more than 40% of them are unemployed.

Even today there are about 300 million adult illiterates in the country mostly in the rural areas. Unfortunately traditionalavenues of knowledge dissemination through education and printed information are almost ruled out for this group.Further, the widening gap between technology generation and dissemination for users and rising number of job seekerscalls for a synchronization between agricultural job demand and farm education. Application of knowledge and technologycan dramatically accelerate India’s growth and development hence education would be an extremely important input foragriculture in the coming years. New safety norms, marketing strategies and services will have to be inducted as well.

The School has already launched two courses-i) Diploma in Value Added Products from Fruits and /Vegetables, and ii)Awareness Programme on Dairy Farming. The first course is designed to develop entrepreneurship in primary processingof fruits and vegetables at cottage/village level. The second one relates to creating awareness among the farmers forproper maintenance of their cattle and small dairy enterprises.

The School is developing many other programmes in many farming related areas of which more later. These include aPG Diploma and Certificate Programme each in Agriculture Policy for the development of human resources for makingand implementation of rural and agricultural policy. The School is also developing several certificate courses in Sericulturefor enhancing and knowledge and skills of the technicians/workers already engaged in silk industry, and Bamboo andRattan.

Provisional Admission

Students who are appearing in qualifying examinations canalso apply for different programmes of the University. Anycandidates seeking Provisional Admission will be requiredto give a separate application in prescribed proforma to beobtained by him/her from the Regional Centre and submitit along with duly completed admission application formand fee. However, such students will be required to submitthe proof of having passed the qualifying examination latestby 30th September, 2006 positively at the concernedRegional Centre failing which his/her admission will standcancelled. The fee, once paid, will not be refunded even ifthe student fails to produce the required document(s) or isnot found otherwise eligible for admission to theprogramme.

‘Walk in Admission’ for Certificate Programmes

The University has introduced Walk-in-admission facility,with effect from January, 2002 for all Certificateprogrammes (CPs) of six-month duration except CTPMwhich is available only in the July session. Those desirousof taking admission to any of the CPs should approachthe concerned Regional Director at any time during officehours. The admission for these programmes will remainopen round the year, therefore, the candidates may get/submit the application forms as per the following schedule.

For January Session : 1st June to 30th November

For July Session : 1st December to 31st May

All other schedules viz. the submission of ExaminationForm, assignments and dates for examinations will remainas notified by the University for all other programmes.

Simultaneous Registration

Students who are already enrolled in a programme of oneyear or longer duration can also simultaneously registerthemselves for any certificate programme of 6 months

duration. However, if there is any clash of dates ofcounselling or examination schedule of the twoprogrammes taken, University will not be in a position tomake any adjustments.

Re-Registration

Learners are advised to submit the Re-Registrationforms only at the respective Regional Centre andnowhere else. If any student sends the Registration/Re-Registration forms at wrong places and thereby missesthe scheduled date and consequently a semester/year, he/she will have no claim on the University for regularization.

Re-Admission

The students who are not able to clear their programmewithin the maximum duration allowed can take re-admission for additional 6 months, 1 year and 2 year forCertificate Programmes, Diploma Programmes, Master’sDegree (2 year duration) and Bachelor’s Degree (3 yearduration) Programmes respectively in continuation of theearlier duration in selected programmes. The student hasto make payment per course on pro-rata basis. The detailsof pro-rata fee and the Re-admission Form is available atthe Regional Centres for the courses which they have notbeen able to complete. For further details please see theIGNOU website.

Students who fail to pay the prescribed full programmefee during the maximum duration of the Programme willhave to pay full fees for the missed years in addition topro-rata course fee for re-admission.

Reservation

The University provides reservation of seats for ScheduledCastes, Scheduled Tribes, War Widows, KashmiriMigrants and Physically Handicapped learners, as per theGovernment of India rules, for various programmes ofthe University.

GYAN VANI: The Educational FM Radio of IndiaGyan Vani launched in November 2001 is an educational FM Radio channel operating through several FM stationsfrom various parts of the country. With 23 FM stations at Allahabad, Bangalore, Coimbatore, Vishakhapatnam,Mumbai, Lucknow, Bhopal, Kolkata, Chennai, Delhi, Varanasi, Mysore, Raipur, Shillong, Jabalpur, Rajkot, Guwahati,Ahmedabad, Jaipur, Panaji, Indore, Patna and Kanpur already on air, the network is slated to expand to a totalof 40 stations.

GYAN VANI: FM BroadcastsA Gyan Vani FM Station broadcasts over a radius of 70 Kms and therefore has the capacity to be specific, cateringto the educational and developmental needs of the locality. The broadcasts are in English, Hindi and the language/dialects of the region and are conducted by local resource persons.
