ABOUT MOCK INDIAN PARLIAMENT

We, the people of India, are standing on the threshold of a new tomorrow, a time when even the most hen-pecks

of the dictatorships are giving way to the triumphant democracy. Standing on such a crucial juncture, if

parliamentary debates and discussions are considered an end in itself then it’s just the beginning of a new end.

The parliamentary procedures, the long hours of debates the tediousness of the discussions are just the means to

an end. If now the question is what are these ends then the answer must be that it envisages that the principle of

democracy remains in its pristine form a form in which decision is reached through consensus , the leaders of

the people are accountable to them; that they develop a sense of sensitivity towards the masses . It also gives

immense scope to the masses to make sure that decisions of their future are in accordance to their dream, that

the discussions in the Parliament should circumscribe their needs and most importantly the outcome of the

entire procedure resonates with the ambitions of the masses and gives them immense strength, indomitable will

and courage to believe in parliamentary democracy where an individual happily entrusts his leader the

responsibility of realizing his dreams his ambitions and even his potentials.

Chhattisgarh Mock Indian Parliament 2015(CMIP2015) was the first national level academic simulation of

youth parliament in the state of Chhattisgarh.

This event provided a stage, an opportunity where youth stepped into the shoes of a Members of Parliament and

took part in the decision making process of the country. This event aimed at cementing youth trust in

democracy and empowering them to become the future decision makers of the country.

Team CMIP believes that it’s time for the youth of the country to show, resolve and understand its

responsibility as future decision-makers.

CMIP 2015 was a two committee based simulation where the LOK SABHA discussed the Review of

Reservation Policy, focusing on women and policies to benefit the last deprived person whereas All India

Party’s Meet took on the Issue of Naxalism. The event was bilingual i.e. both in English and Hindi.

st November, 2015 in the steel city Bhilai.

Hello Parliamentarians, It gives me immense pleasure to invite all of you in Chhattisgarh Mock Indian

Parliament! The agenda of the All India Party meet is COMBATING NAXALISM: THE WAY AHEAD. The

Nation is suffering from the cancer of violence and it need to be mitigated within the nick of time. I strongly

believe that our discussion and debate will contribute to Nation in affirmative manner.

AIPM would consist of a stakeholder group where participants would opine their view points on the issue of

Naxalism. The matrix would consist of Union ministers, Chief Ministers of different states, Bureaucrats,

Corporate stalwarts and NGO heads. The committee would discuss on government policies to combat

Naxalism. Issue measures, Peace talks, Army intervention and naxalite belt area would be highlighted.

Namaskar Hon’ble Members of Parliament! I am delighted to put forth the agenda for Lok Sabha.

Dictionary defines reservation as ‘A district that is reserved for particular purpose’. Reservation policy in India

is a procedure of setting aside a certain number or percentage of seats in government institutions for the

unprivileged, minority or backward class. The Constitution of India believes in treating the equals equally and

the unequal’s unequally, i.e. positive discrimination in order to bring equality of opportunity and status in the

society. Reservations are generally based on caste, religion, gender, status as a domicile, migrants, differently

able and the like. The conception of reservation was enshrined in the Constitution of India to uplift the

downtrodden sections of the society so that they can stand at an equal footing with the privileged class.

The debate over the pros and cons of reservation policy is endless. Some argue that reservation policy seeks to

avenge the unjust done to the under privileged for all these year and it’s a maneuver for vote bank politics while

some argue that reservation system provides an opportunity to the concerned classes to improve their lives and

stand in par with the privileged sections of the society.

It has been 67 years since we are independent. The time has come to analyze the policies of Compensatory

discrimination. Are we on the right path? Have the concerned communities uplifted? Do we need to change

our Neeti? Let’s discuss. Looking forward for your views.

ALL INDIA PARTY MEET

The first day of the session started off with a lot of enthusiasm and zest in the delegates of the All India Party

Meet. The session started off with the discussion on the sub topic “Whether the problem of Naxalism is a law

and order problem or an ideological one?”

Most of speeches made on this sub agenda agreed that the problem of Naxalism initially started off as a law and

order problem but in the contemporary sense it has moved on to an ideological one.

To support this fact a delegate pointed out that economic disparity played a huge role in the rampant increase in

the of Naxalism, as it is an established fact that only poor take up arms to join the naxal movement.

Also the ideology behind Naxalism is supported not only by the literate tribals but also by highly educated

people from all around the world, such as Professors from Jadhavpur University, West Bengal and Jawaharlal

University, Delhi.

On the second day, the next issue up for the debate was on how to overcome the differences between the parties

to combat the issue of Naxalism. As the meet had a majority of first time debaters, the executive board stepped

up and suggested the delegates on how to effectively put up their points.

The Chief Ministers of red corridor states present in the meet jointly agreed to become signatories to Interstate

boundary agreements. The representatives of various national parties affirmed that they would overcome ego-

based clashes and jointly work towards mitigating Naxalism by reaching a common consensus.

A special person was present among the committee, Mr. Devendra Verma, Principal Secretary, Vidhan Sabha,

Chhattisgarh who took over as the speaker of the AIPM for a temporary period and enlightened the youth with

his words.

As a lot of different solutions for eradication were put up, the speaker allowed an informal session so that the

delegates could put up a model as to how these solutions would be implemented. This informal session saw a lot

of lobbying and heated discussion, after which a model was presented to the executive board.

The model provided concise solutions which included peace talk with naxalite leaders and encouraged setting

up of industries in the affected regions. Reducing the economic disparity among tribals and the other common

people was a major goal set up by the model. In order to pursue this henceforth, the model proposed setting up

of CSR cells to promote development in these areas.

This meet is ironically called stakeholders meet, but the real stakeholders i.e. the Naxalites are never present,

but this edition of CMIP introduced the completely new concept where two naxal commanders were present in

the committee to manifest their interests and put forward their assertions. The naxalites said that they were a

product of injustice prevailing in the society and the system, and had not joined naxalism by their choice, but

rather, by force. The naxalites threatened to blow up the proposed plant to be set up by the Reliance industries.

The Lok Sabha commenced with eagerness and fidelity among the newly elected Members of Parliament. After

the oath taking ceremony Shri Prem Prakash PandeyJi announced the beginning of the formal session as speaker

of the House. In his address Shri Pandey Ji acknowledged about the origin and history of the Parliamentary

form of governance. He acknowledged about the sanctity of Parliamentary Democracy.

The motion to discuss on the issue of women empowerment was passed. The opening speeches of 20 members

from both the sides discussed the present status of women in our country and about various measures that can

be taken to uplift women. Then motion was passed to discuss ‘whether 33% reservation of seats in Parliament

for women will be a feasible step?’ to empower women. Different views were expressed by members of various

parties. In general it was admitted that, immediate and efficient measures are required at the grass root level to

empower woman in whichever role she is, just a symbolic representation will not solve the issue.

In the second session of the day after lunch, a new motion was adapted to discuss the reforms in present

reservation policies. A motion was moved by MP from Dhauraha to discuss on changes to be brought in

existing reservation policies. The day ended after the above motion was passed.

Next day the house resumed from the last session, a bill was tabled by MP, Ghaziabad to apply the Creamy

layer exclusion system in providing reservations to SC/ST’s in reserved seats for admission in education

institutes and appointment in Central Govt. Services. The bill was accepted for discussion and after the final

reading, the government refused to support the bill, dramatically the opposition supported the bill and voting

was done. The bill was not passed as it required two-third majority. The members who supported the bill from

the ruling party were suspended by the party. The government was questioned on its stance on the issue of a

wealthy and economically advanced community demanding reservation through aggressive movement that was

turning violent. M.P.’ from Gujarat and other states expressed their views on the undeserving demands of some

communities nationwide.

A national crisis followed the discussion. Attention was called on a violent attacks by Separatists in various

parts of Kashmir in which various casualties were reported and the involvement of Pakistani terrorists was also

revealed. The Home Minister and Defence Minister informed the house about the immediate actions taken to

control the situation. Then the speaker called the house for Closed Door Discussion on Kashmir Issues. The

issue of abrogation of Article 370, Cross Border terrorism in Kashmir and a communal intolerance was

discussed openly with heated arguments between some M.P.’s. During the end of the discussion for the first

time majority of members from all the parties were seen standing together and committed to resolve the long

pending Kashmir issue. The House was adjourned till next session.

Charcha Chai Pe.....................…………………...........................

The first edition of the Chhattisgarh Mock Indian Parliament witnessed an exclusive tete-a-tete “Charcha Chai

Pe” conclave. The primary objective of this conclave was to bring together curious delegates and experienced

set of dignitaries in one room.

Charcha Chai Pe brought together a senior renowned Politician, an experienced Indian Police Services officer

and an entrepreneur-cum-motivational speaker.

A joint session was called on by the secretariat of the CMIP for further deliberation of the event.

Shri Pradeep Gandhiji, former Member of Parliament, Shri D.M Awasthiji, (D.G. Naxal Operations) Indian

Police Service and Shri Siddharth Mehtaji, Director Career Launcher Bhilai were present at the dais.

The ‘Charcha Chai Pe’ episode began with the opening speech by the Director General of CMIP Suyash Pande.

He introduced the dignitaries to the members and moderated the session.

In his opening speech, Shri Pradeep Gandhiji emphasized on the role of youth towards modern day politics. He

focused on the idea of change, driven by youth and congratulated Team CMIP for taking efforts for this event.

He discussed his vision of “GVALA”, i.e., Global Vision Local Action.

Shri D.M Awasthiji provided his practical field experience and cleared the air of doubts on the Naxalism issue.

He answered more than 40 questions from the audience.

Shri Siddharth Mehtaji deliberated the idea of ‘youth and change’ focusing on the issue of time management

and the importance of leadership skills in one’s life.

After the opening speeches, the house was open for discussion and questions. The members in the house were

both enthusiastic and curious in questioning the dignitaries. A lot of pragmatic issues were discussed and

deliberated at the conclave. The session was concluded by Shikhar Shrivastava, Secretary General, CMIP, who

thanked the members for their precious time.

Shri Devendra Verma Ji is the incumbent Principal Secretary of Chhattisgarh Vidhan Sabha. He has experience

of visiting more than 24 Parliament houses across the world and is also well versed with Parliamentary system

of India. His lecture backed by sound knowledge and deep experiences in the field provided the participants

with very useful information. He not only gave the analysis of working of Indian Parliament but also

highlighted the specialties of different Parliament houses of the world.
