Nozzom team met up with Mr. Ibrahim Elkharboush the Country Manager Carrier Networks Division and had this interview Q: What are the main challenges facing the Saudi economy? A: There are several challenges facing the Saudi economy in the current phase of development. Firstly: investment should be directed towards the upgrade of the local skill set for the sake of market growth in order to reduce the current heavy reliance on expatriate manpower. The second challenge is the localization of technology and the know- how which requires continuously dedicated efforts. Thirdly, the applicable rules and regulations of export and import are in an enhancement phase which is necessary to cater for the new global changes and to serve businesses better. Last but not least, the regional portfolio of competencies needs to be organized and diversified in a way that helps Arab countries complement each other in their direction to grow their markets on a global level. Some countries have regulations concerning the services that can be accessed and used across their networks. Such regulations state the type of applications and the websites which maybe accessed, for instance: access to adult websites, the use of illegal commercial Voice over Internet Protocol (VoIP) services and peer to peer services. Demands for the granular detection of VoIP calls/sessions are mainly driven by International Voice departments. VoIP drives down very significant traditional voice revenue (particularly for international destinations). Some countries have stringent VoIP requirements and regulations. For instance, in some countries, Internet Service Providers (ISPs) or local service providers are not allowed to route VoIP traffic over the incumbent/regional operator backbone or to terminate the VoIP calls on the fixed or mobile networks. In reality, VoIP communication does take place, so incumbent/regional operators and large Tier-1 need to set up solutions in order to identify such fraudulent VoIP traffic and take action against it (block traffic, report illegal behaviour, or even negotiate special fees). Return on investment (ROI) on such solutions is normally only a matter of months, moreover, real-time detection of these activities would enable operators to implement their policies and comply with the recent regulations of data-retention for lawful interception (LI). LI is access to private communication; whether emails or telephone calls, in compliance with the governing laws and regulations. The laws that govern this access are still under development in many countries. LI allows officials to monitor the communication of suspicious individuals without breaching the privacy of non-targeted individuals. LI is done by tapping the telephone lines of the existing Public Switched Telephone Network (PSTN). As countries are working on improving their telecommunications regulations in order to enable progressive development of the sector, the technology sector is working alongside to provide the necessary tools for such improvement. The new technologies of VoIP detection and LI are among many technologies enabling the network monitoring and surveillance and leading to better allocation and management of the network. Glossary Codec (Voice encoding/decoding mechanism) Codec is used to compress the voice signals into data packets. Each codec has different bandwidth requirements. The most popular types of codec are: G.729, G.729A, G.723.1, G711A-Law, and G.711mU-Law. Public Switched Telephone Network (PSTN) The world's collection of interconnected voice-oriented public telephone networks, both commercial and government-owned. The PSTN is the aggregation of Time-division multiplexing (TDM) circuit-switched telephone networks. Today, it is almost entirely digital in technology except for the final link from the central (local) telephone office to the user. It is also referred to as the POTS or the Switched Circuit Network (SCN). Gateway A gateway is basically a protocol converter, i.e. a network point that connects networks using different protocols so that data can be exchanged seamlessly between endpoints. For example, a Plain Old Telephone System (POTS)-to-Voice over Internet Protocol (VoIP) Gateway connects PSTNs and packet-switched networks, translating the media into IP packets, so that "classic" telephony becomes Voice-over-IP. H.323 H.323 is an ITU Telecommunication Standardization Sector (ITU-T) standard for handling video, data and voice call information. This standard was originally proposed for the PictureTel system, which allowed video/voice calls, but has been enlarged to encompass many types of media devices. This “protocol” is actually an umbrella for multiple protocols, each responsible for different items such as packet format and transmission, video codecs, voice codecs, call signaling, conferencing, etc. Version 1 was formally approved in 1996 and the latest, version 4, was approved in November 2000. Internet Engineering Task Force (IETF) IETF is the organization responsible for defining standards that affect or use the IP network. Media Gateway Any device, such as a circuit-switched or IP gateway that converts data from the format required for one type of network to the format required for another. As defined in the Internet Engineering Task Force (IETF), a media gateway might terminate channels from a circuit-switched network as well as streaming media from a packet-switched network. Data input could be audio, video, or real-time multi-point communications, which the media gateway would handle simultaneously. The media gateway controller is sometimes called a softswitch. Quality of Service (QoS) A subjective rating of telephone communications quality in which listeners judge transmissions by qualifiers, such as excellent, good, fair, poor, or unsatisfactory. Session Initiation Protocol (SIP) A protocol designed to allow personal computers to place telephone calls on the Internet. It is often used by devices on the Internet and is currently used for telephone calls, most often “SIP-enabled” telephones. 11 9 6 10 16

Q: What are the main challengesfacing the Saudi economy?

Q: How does the Saudi Marketattract foreign investment?

A: Saudi Arabia is known as a gooddestination for foreign investment.However, the above challenges have tobe dealt with in a relatively higher speedthan the global changes and should belooked at in a flexible manner, in orderto remain competitive and to attractmore investments.

Q: How do you rank theTelecom industry in SaudiArabia and what are thechallenges facing it?

A: It is very advanced. It is liberalizedto a great extent and it is regulated ina mature way. It has the highest averagerevenue per user (ARPU) in the region.The applications used are extremelydiversified, and the network is based onInternet Protocol/MultiProtocol LabelSwitching (IP/MPLS). The two mobileoperators in Saudi have the highestnumbers of G3 and G3.5 users in theArab world. However, there is still a bigpotential for improvement, with such ahigh ARPU, especially in the field ofInternet.

The challenges facing the sector lie inspreading the technology culture in

promoting public awareness of theimportance of computer literacy.Furthermore, since most applicationsare for international users, so to promoteactively the use of these applicationswe have to customize them for ourneeds, requirements and environment.

Q: Please, give us a brief onthe products and services ofBTC.

A: BTC was founded in 1975, aroundthe same time Giza Systems wasestablished. Of course Giza Systems

was ahead of BTC in establishingpresence in the IT market.

BTC started as a Telecom company andmoved recently towards the IT domain.In fact, there are many similaritiesbetween the two companies. Presently,BTC is one of the largest local SystemsIntegrators in KSA.

Our headquarters is in Jeddah, and wehave offices in Dammam, Riyadh andAbha. Moreover, we have residentengineers and customer service agentsin almost 32 different cities of Saudi

Arabia. Our clients are major carriers,enterprises and SPs.

We have a diversified portfolio in theTelecom sector; we are an ISP, anoperator, data service provider, contentprovider, content aggregator, a totalsolution provider and a member of theconsortium for the push to talk (PTT)service.

Not only are we trying to enhance ourportfolio, but we are also expandinggeographically as of 1998.

We have opened offices; in Egypt,Lebanon, Syria, Jordan, Iraq, Malaysia,Indonesia and UAE. All the offices arestandalone companies, subsidiaries oraffiliates, depending on each country'srules and regulations.

The number of employees at BTC in Saudiis 800; two thirds of whom are engineers.We specialize in working on activecomponents.

Even though the Saudi market hasexperienced recession due to the currentsituation in the Middle East coupled withthe drop in oil prices, the growth rate ofBTC, since 1990, ranges between 15%and 20% annually.

Q: What are the aims behindthe cooperation with GizaSystems?

A: As I told you, Giza Systems cameahead of BTC in establishing presenceat the IT sector. Our cooperation will giveroom to sharing knowledge andexperience.

Giza Systems has an Arab skill set thatis ideal and will help our direction toimplement a local competency at BTC.It is an advantage to have engineers whocan communicate with the customerswithout any cultural barriers.

Giza Systems' experience with a pioneeroperator like Telecom Egypt is a success

story. BTC would like to cooperate withGiza Systems in Saudi Arabia to replicatea similar success with Saudi operators.In addition, BTC would like to collaboratewith Giza Systems in building BTC's ownoperator.

Q: BTC started cooperatingwith Giza Systems on variousprojects. Please give us a briefabout this experience and yourevaluation of it.

A: So far, we have been working with GizaSystems for two years, with two majorprojects in hand.

One of these projects provides a SignalingSystem 7 (SS7) solution; which is a core forthe network handling mobile, billing, fraud,revenue assurance and other differentnetwork platforms.

The other project is an integration service,where BTC works with Giza Systems ondeveloping an Application Interface for thedata solutions. There is a good synergy andworkmanship between the teams of GizaSystems and BTC. This cooperation was wellreceived by our Saudi customers.

Q: What are the future plans ofcooperation between the twocompanies?

A: Teams, from both companies, arenow working on a third project, but it isstill in the preliminary phase. The successstory so far achieved, tempted us toexpand horizontally beyond the Telecomsector. We are planning to work withGiza Systems on serving customers inother sectors such as the Oil & Gas,Financial Services and Enterprises.

Giza Systems participated in four differentexhibitions in four different locations, duringthe past period.

Firstly, Giza Systems took part in the 2ndannual Exhibition for Telecommunication& Information Technology; TAQNYA 2006.The exhibition was held at TripoliInternational Fair in the Libyan capitalTripoli, during the third quarter of 2006.

The exhibition was inaugurated byMr. Mohamed Al Qazzafy the head theGeneral Post and TelecommunicationCompany of Libya (GPTC).

Mr. Al Qazzafy stopped by Giza Systems'stand and was briefed on the company'sdiversif ied portfol io of solutions.

Giza Systems presented its solutions andservices provided to the Telecom, Oil &Gas, Manufacturing, Utilities, Enterpriseand F inancia l Serv ices sectors.

Secondly, Giza Systems participated atthe 1st Information Technology PetroleumConference & Exhibition.

The event was held under the patronageof H.E. Engineer Sameh Fahmy, Ministerof Petroleum, who inaugurated theexhibition on September 4th 2006.

The exhibition was held at IntercontinentalHotel – City Stars Heliopolis, Cairobetween 4 and 6 September.

& Gas portfolio, with special focus onField-to-Database Connectivity (FDBC),Process Control and IT solutions.

Thirdly, Metering, CRM/Billing MiddleEast and North Africa Power IndustryConvention (NAPIC) were among theexhibitions and conferences GizaSystems was present at.

The exhibition and conference were heldat International Congress Center, JolieVille Movenpick, Sharm ElSheikh,between 20 and 21 November.

The exhibition was inaugurated byGovernor of South Sinai Mr. MohamedHany Metwally Gad Emam, who stoppedat Giza Systems' booth and was givena brief on the company's activities.

Giza Systems held its annual cycle meetingat the Hilton Pyramids Golf Resort.The meeting was attended by all theemployees of Giza Systems. facilitating the translation of strategy,

vision and mission into operational terms

and actions. BSC assures that both

financial and non-financial measures are

a part of the company's information

system.

Giza Systems launched a Balanced

Scorecard program in November 2006,

under the name Symphony. Symphony

offers managers four different perspectives

of measures. It complements the

traditional financial indicators with

measures of performance for customers,

internal processes, and innovation and

improvement activities.

Symphony highlights the essence of

teamwork and its impact on performance

and goal achievement. The implementation

of such a tool will provide us with the

capabilities to monitor the organizational

performance on daily basis and to take

corrective or remedial action wherever

and whenever necessary.

An important aspect of Symphony is to

focus on increasing our employees'

awareness of the company's vision. Simply,

this means the alignment of resources

with the strategic objectives, which

happens by building personal scorecards

for every member of our organization.

Thus along with Symphony, we are building

an incentives plan that is not only designed

to motivate the employees performing

their day-to-day tasks, but also to work

together as "one team" heading forward

in the same direction to reach our targeted

Giza Systems was awarded aproject to implement a newcontrol system for DeltaFertilizers.

The kickoff meeting was held late May andthe previously planned implementation timewas scheduled to take 5 to 6 Months.

Giza Systems has managed to utilize all timemanagement tools and techniques to copewith the project's challenging time schedule.However, the actual delivery was madewithin 3 months in order to be aligned withthe client schedule of plant shutdown formaintenance.

Giza Systems' mission was to engineer thenew Distributed Control System (DCS)furnished with 250 Graphic displays, 100Reports, Regulatory control with 512Input/Output (I/O); to manage the migration

with the old Micro-XL system 1300 I/O; Pre-Factory acceptance test (FAT); FAT and siteacceptance test (SAT) for a total of 1800I/O systems. Giza Systems also handled theinstallation, commissioning and startupphases.

The installation included: five HumanInterface Stations (HISs); one station PlantResource Manager (PRM); two Field ControlSystems (FCSs) with 512 I/O and Fiber-OpticCommunication.

In this project, the short FAT schedule wasachieved through the implementation of thereliable PRE-FAT to replace all FAT activities.This is a considerably short time frame toimplement a DCS project of such size.Giza Systems' team showed absolutesynergy among the members of the fairlylarge mobile team.

In the first project, Giza Arabia partneredwith Telcordia to provide the Saudi TelecomCompany (STC) with unparalleledprofessional services for Data Migrationand Adaptors Development.

The solution is comprised of intelligentinventory, provisioning automation anddata synchronization functions. Hence, itwill enable STC to have faster resourcequeries, to minimize errors and to reduce

the costs of system management.

Secondly, Giza Systems was awarded the CallCenter and Customer Relat ionshipManagement implementation at the BeheiraWater Company. The project aimed atproviding better infrastructure to handleincoming and outgoing calls while keepingtrack of various cases and management of

each account history. The implementation

seamlessly integrates with the Billing System

provided by Giza Systems. Implementation

was completed in 3 months.

Having a valuable track record in the utilities

sector, Giza Systems was awarded a Power

Transmission Systems Turn-Key Project.

The Egyptian Electricity Transmission Company

(EETC) project aimed at connecting Abu-

Rudeis, Ras-Sidr and Al-Tour field areas with

Optical Fiber Ground Wire (OPGW) links.

MOWE aims at having reliable automationin order to increase the reliability of its current projects.Giza Arabia was chosen to implement a Supervisory ControlAnd Data Acquisition (SCADA) System in Wadi Al-DawaserWater Project through MOWE. The system is furnishedwith Fiber Optics cables for the control of and monitor of6 Wells, 6 Tanks and 4 pumping stations.

The well-perceived value of Giza Systems is reflectedin the sophisticated projects it implements. Thefirst of these projects is an extension of the 16-year cooperation with Export Development Bank ofEgypt (EDBE).

EDBE selected Giza Systems to implement the newCore Banking Solution Infrastructure, in order toachieve its goals of IT transformation.

The project scope encompasses the design, deliveryand implementation of the innovative infrastructure.In addition, the scope includes all the necessary

experience in networking solutions, complyingwith International standards, will ensureoptimization, reliability, stability and expandabilityof the system.

The project scope covers structure cabling andactive components installation.

The implemented network infrastructure will ensurethat the building is fully interconnected, throughthe design, delivery and deployment of a DataNetwork System.
