LINC – Prospective Borrower Questionnaire Contact Information Years in business # Employees Business' estimated annual revenue? For-profit or non-profit business? What is the business type? Leveraging Information & Networks to access Capital

Overview • Lenders electronically sign up for LINC through the Capital Access Login System (CLS):
https://caweb.sba.gov/cls/dsp_login.cfm • CLS is the successor system to the General Login System (GLS). Lenders and SBA staff
should no longer access GLS.
• CLS requires lenders to identify an Authorizing Official (AO) at each lending institution for security purposes. Likewise, all individuals with CLS User Accounts must identify their organization’s AO within their CLS Profiles.
• The AO should be someone who frequently reviews email requests and approves/rejects requests within 48 hours. The AO is also responsible for re-certifying all CLS user accounts within its institution on a bi-annual basis.

Create New CLS Account
Note: If you previously had a GLS Account, your GLS User ID and Password should work in CLS. Use the Forgot User ID or Forgot Password links for assistance.
Request CLS User ID • Complete the data entry
fields in the screen below • Define your own User ID
and Password. • Once submitted, an email
will be sent to you to verify your email address and activate your account.
User ID must be at least 8 characters
May also be any 4 digits the user can remember
Click on lookup Zip to populate City and State

If you already have a CLS User account and need to add/modify LINC information, click on ‘Profile’ after logging in to CLS. See slides 17.

• Every SBA Lender needs at least one Authorizing Official – The Authorizing Official must approve CLS access requests for other lending
institution employees before the request is routed to SBA – Before submitting a request as a LINC Contact, organizations should set up at
least one Authorizing Official If you are the first authorizing official designated
at your organization, email [email protected] to request that the role be granted.
• Each LINC Contact now needs a CLS User Account
Select LINC Contact to receive LINC referrals.
Enter the email address of the
authorizing official at your organization.
The authorizing official must have a CLS account and the
Authorizing role.
Update CLS User Profile

• If you already have a CLS User account, it is not necessary to create a new User ID. However, you must update your Profile to identify an Authorizing Official.
Click Profile to add/modify LINC information
Select Appropriate Title; If identifying as your organization’s first Authorizing
Official, send an e-mail to [email protected] requesting that role.
Identify your organization’s Authorizing Official. Do not submit requests for CLS applications or to be a LINC Contact until your organization has identified an Authorizing Official. CLS accounts that do not have an Authorizing Official identified risk having those accounts suspended.
Changing your e-mail address will require that it be verified. Your account will be suspended until the e-
mail address is verified.
Choose LINC Areas Of Interest If you have indicated that you are a LINC Contact, after you verify your email address, you will be presented with a screen to choose your areas of interest.

Choose the counties/states from where you are interested in receiving LINC referrals.

Request LINC Lender Opt-In Access • LINC Lender Opt-In is a functionality separate from the email referrals. You can
respond to LINC referrals via email and/or through CLS.

Organization’s Unique Location ID
From the Access Screen,
look for LINC
• Access requests are first routed to your organization’s Authorizing Official. Then, the request will be routed to the SBA Program Office and SBA IT Security for approval.
• This approval process may take 1 to 3 business days.
LINC Lender Opt-In Access After logging in, you will see the following screen with all applications you can access.

To view pending LINC referrals from prospective borrowers,
select Lender Opt In after logging in to CLS

• This functionality provides an additional method of retrieving prospective borrower contact information

Search by a specific date range and select Submit
LINC Lender Opt-In Access After selecting submit, a list of pending requests will appear for the specified date range. Select “Opt In” to view the prospective borrower’s contact information.
