MARKETING NEWSMPEDA’s Participation in Asian Seafood Exposition-2011, Hong Kong

The second edition of the AsianSeafood Exposition was held from 6-8 September 2011, at Hong KongExhibition & Convention Centre,Wanchai, Hong Kong. The event wasco-located with an exhibition of Bar& Restaurant that put global seafoodproducts and suppliers face-to-facewith top high volume catering,restaurants, supermarkets, importers,exporters, distributors andwholesalers from the Asia Pacificregion and Hong Kong.

Over 150 companies, from twentyfive countries, displayed variety ofseafood items and seafood buyers from40 countries visited the show, reflectingthe importance of the overall seafoodbusiness in the Hong Kong and AsiaPacific region. Shrimp Production and Trade - August 2011As of mid-June, the seasonal

harvest throughout Asia remainsbelow that of last year. In Thailand,the leading supplier to the internationalmarket, the seasonal peak of theharvest is only expected in July. It hasbeen delayed by two months becauseof the floods that washed away 50 000- 60 000 tonnes of farmed shrimp. Thisyear, the shrimp harvest is predictedto decline by 10-15% in Thailand,resulting in price increases of up to40%. With this changed scenario,farmers have moved away fromcontract farming preferring spot pricesand cash payments, while packers onlyreceive orders for a maximum threemonths delivery to reduce risk. Thesupply situation started to improvefrom mid-June.

Compared with the past two years,this year’s supply outlook has improvedin Indonesia.

In Viet Nam shrimp farms wereaffected by what was said to be the‘worst outbreak of disease’,encompassing an area of 53,000hectares in seven provinces of theMekong Delta. Mass premature deathof 20-30 days old shrimp wiped outnearly 98% of crops, including almost20, 000 ha in Soc Trang, 8,600 ha inBac Lieu and 6,600 ha in Tra Vinh. Asa result of the raw material shortage,processing plants in the region are onlyoperating at 50-60% capacity. This haspushed up farm gate prices to highsof VND 210,000-240,000/kg. Thissituation may continue for the next twomonths.

The situation in southern India isthe reverse, where bumper crops forvannamei shrimp were harvested inJune and July. To accommodate thislarge supply processing plants are

running at 150-200% capacity usingtwo shifts. Demand for Indian shrimphas been strong from the US marketwithout much deviation in price.Indian farmers also produce largevannamei, not easily available fromother sources. On the contrary, asvannamei farming increases, suppliesof black tiger shrimp are falling inIndia. The Kolkata region remains themain area for black tiger farming whilethe southern aquaculture region isshifting more and more to vannamei.

Raw material shortage haskept prices firm in theinternational market

Traditionally shrimp prices startto ease in international markets whensupplies of farmed shrimp improvefrom May/June each year. However,this trend is absent this year. The offerprices by packers increased further forblack tiger and vannamei shrimp inJune and July when the supplysituation remained difficult in theproducing countries. The news ofserious crop failure in Viet Nam isputting further pressure on the market.Offer prices for headless black tigershrimp from Indonesia reached USD15.30-15.70/kg for 16/20 shell-oncounts for the Japanese market, and thetrend is also similar for high qualityIndian products. There is no rulingprice at the moment for shell-onproducts from Viet Nam because ofthe raw material shortage in theMekong Delta. This area suppliessubstantial quantities of nobashishrimp to Japan. The situation maymean that more raw material will beimported by Viet Nam for processingfor export. Vannamei prices fromThailand have eased recently alongwith improved supplies.

Japanese shrimp marketremained steady but withlower imports this year

Household consumption ofshrimp during the first quarter of 2011was nearly 11% lower, compared with2010. This was mainly as a result ofthe Tohoku earthquake and tsunami inMarch. This consumption patterncontinued into the second quarter asconsumers continue to be affected bythe aftermath of the tsunami, thenuclear radiation scare and powerrationing nationwide.

Consumer demand improved,although temporarily,in late June whenthe mid-year bonuses were available.Inventories throughout thedistribution chain are low for all typesof shrimp, which have kept marketprices steady during the first half ofthe year.

Cumulative shrimp imports forJanuary-March were 6.4% higher thanlast year’s, which is reflection of the

strong market prior to the disaster. Themarket continues to focus on value-added imports, which make up 66%of the 60,840 tons that were importedduring January- March 2011. Rawshrimp imports posted a mere 2.87%rise compared with the 6.40% increasein the value-added varieties. Thailandwas the major source of supply ofprocessed shrimp; imports of shrimpsushi (with rice) doubled during thisperiod, mostly from China.

Sellers are skeptical about a realchange for the rest of the year;however, moderate imports have takenplace since May to replenish stocks forsummer sales in July and August.

Japanese Customs cleared 20,214tons of frozen shrimp valued US $223.33 Million during August 2011.There is slight decrease in volume by1% compared to the volume handledduring August2010. The delay inharvesting in producing countriescoupled with strengthening of Yenhelped overseas prices to remainsteady. India became the leadingshrimp suplier during the month aheadof Thailand, Vietnam and Indonesia.Country-wise-details are as follows:

increased buying interest amongimporters in August. M/s. Aeon (Jusco)Supermarkets are proposing for IndianVannamei promotion in tray packs foryear-end and New Year sales. Anothermajor supermarket M/s. Ito Yokadobegan sales of Indian Vannamei in traypacks. M/s. Daiei, a medium sizesupermarket, has also commenced testsales of Indian Vannamei.

East Asian domestic andregional markets absorb moresupplies

The non-Japanese markets inEast Asia remained strong for freshand frozen shrimp during the firstquarter of 2011. The Lunar New Yearcelebration in February was one ofthe reasons for higher shrimpconsumption in the Republic ofKorea, China, Hong Kong SAR andSingapore markets. Consumption wasalso high in the producing countriesof Malaysia, Viet Nam and Thailandduring the Chinese New Year whenthe shrimp price increased by 15-20%for fresh products in the retail trade.This strong price trend is continuingalong with lower supplies in theproducing countries.

China’s fresh and frozen shrimpexports, during the first quarter of2011 posted a 25% rise compared withthe same period last year.

Overall direction of the USmarket seems more positivethan last year

The continuing high prices ofshrimp are an indication of thispositive trend. The summer holidayseason is expected to generateimproved demand in the marketincluding in the restaurant and cateringtrade. This is offset by major Asiansuppliers announcing lower harveststhan expected, and Latin-Americanproducers are not able to compensatefor that loss in supply. However, theweakening US dollar and short suppliesin Asian producing countries putimporters in a difficult position as theyare less competitive compared with thestrong bargaining power of buyersfrom Europe and Asia.

In the first quarter of this year,US shrimp imports reached 115,200tons, an increase of 3.9% comparedwith the same period of 2010. Importsgrew significantly in value reachingUSD 1,009.4 million, an increase of31.3%. The impressive increase invalue is explained mainly by the recordhigh prices. Interestingly, despite theskyrocketing prices, imports did notfall; on the contrary they rose slightly.This is a sign of the better health ofthe US economy and of consumers’confidence. The average price pertonne for the first quarter of 2010 wasUSD 6,932.4 and for this year it wasUSD 8,762.2, an increase of26.4%.This is explained by the shift ofimports from smaller counts tomedium counts, which are moreexpensive, and by the increase inimports of value-added shrimp (mainlypeeled frozen). The value of peeledfrozen shrimp imports was more thanUSD 100 million higher than in the

same period of 2010 and the importvalue of headless shell-on frozen wasalso higher.

Thailand remained the majorshrimp exporter to the US with 39,100tons, but its market share fell from35.3% to 33.9% as their exportsremained constant while others grew.In the first quarter of 2010 secondplace Ecuador exported 14,800 tons,a market share of 13.3%, but in 2011Thailand was followed by Indonesiawith exports of 16,700 tons, increasingits market share from 13.2% to 14.5%.Ecuador increased its exports byapproximately 400 tons, but marketshare fell to 13.2%. Imports from VietNam, Malaysia, Bangladesh and Peruincreased by 23.8%, 22.9%, 58.3% and30% respectively.

The most noteworthyperformance for the period was that ofIndia, becoming the sixth major shrimpexporter with 7,300 tons, increasing itsmarket share from 3.2% to 6.3%.According to several observers thistrend is likely to continue as harvestsare predicted to continue growing.Imports from Mexico and Chinadecreased by 48.8% and 16.5%. TheMexican shrimp export decrease isrelated to the ban imposed by the USauthorities on wild shrimp capturedwithout the use of TEDs, as well as tothe weakness of the US dollar.

Shrimp supply, particularlyvannamei, has improved since midJune from India and also fromThailand, thus a price correction ispredicted in the coming months.

In volume, imports of headlessshell-on counts 51/60 and smallerdecreased significantly, with the >70decreasing almost 30%, explained byan average rise in price of 34.6%. Onthe contrary, imports of headless shell-on counts 15/20, 21/25, 26/30 and31/40 increased by 11%, 18.6%, 20.3%and 18.6% respectively. Other counts

remained stable. Imports of peeledfrozen rose 14.4% and other frozenpreparations rose by 74.3%.

Unit value increased in allproduct categories. Headless shell-onfrozen prices increased on average33.1%. This increase was mainly theresult of an increase in prices of bigand medium counts. 15/20 and 21/25counts prices increased above theaverage, with increments of 37% and38% respectively.

Europe: Strong demandcontinues despite financialcrisis

Demand for shrimp in the EUmarket posted strong growth this yearas reflected by increasing importsdespite the current financial crisis insome member countries. Thestrengthening of the Euro against theUS dollar in recent months has alsobeen an advantage for Europeanbuyers to compete with buyers fromother countries in sourcing moreshrimp from Asian and Latin Americancountries. As a result, during the firstquarter of 2011, EU frozen shrimpimports from third countries grew by19.1% in volume and 42.7% in valuein a year-on-year basis, totaling 103 972tonnes worth EUR 515.5 million (USD736 million). Ecuador, as the leadingsupplier, increased its shipment by35.9% in quantity, followed by India(+11.5%), Greenland (+34.7%), China(+31%), Bangladesh (+38.6%), VietNam (+39.6%) and Argentina(+78.5%) during the reporting period.The sharp increase in terms of valuereflected increasing shrimp prices inthe global market. Towards the end ofJune, shrimp prices also remainedhigh mainly because of shor tsupplies from Asian countriescoupled with strong demand fromother major markets.

Shrimp imports into the majorEU markets increased with the

exception of France and Denmark.Despite being hit hard by the currentfinancial crisis, Spanish importsremained strong, with imports up by44% year-on-year. Imports of frozenshrimp went up by 43%, whileprocessed shrimp imports doubled inquantity during the period underreview. China and Argentina were thetop two suppliers and their shipmentsincreased by 52% and 105%respectively this year. Ecuador andThailand also managed to increasetheir exports sharply to Spain.

The UK market also postedsignificant growth, which can beattributed to the sharp increase (+19%)in imports of frozen shrimp, whileprocessed products were marginallyhigher.

Similarly imports into Germanyand Italy grew by 6.7% and 8%respectively. Viet Nam doubled itsshipments this year and became thelargest supplier, over-takingThailand.

In the Italian market, Ecuadormaintained its number one positionbut supplies fell by 2%, while importsfrom India and Argentina increasedsharply by 38.5% and 27.3% during thereporting period.

Meanwhile, shrimp imports intoFrance and Denmark posted a slightdecline in volume, but weresignificantly up in value.

As a result of the drop in supplyfrom Canada, overall shrimp importsinto Denmark also showed a negativetrend this year, though there was asharp increase in supply fromGreenland.

Russia-growing market forfarmed shrimp

Russia is currently attracting a lotof attention from Asian packers. Eventhough initially there were a numberof problems related to payment, overthe years, good companies have moved

in with serious business intentions. Thepopular tropical products are raw blacktiger shrimp, peeled block, as well asIQF shrimp with a maximum glazingof 7%; the market pays better priceswith good terms of payment.

Russia imported 18 447 tonnes ofshrimp during January-March 2011, up6.5% against the same period of lastyear. Canada commanded a 35% marketshare. The second largest supplier,China, sold 79% more this year, whereasimports from Viet Nam increased by63%. Demand for farmed tropicalshrimp is growing rapidly in the Russianmarket, which has grown to 20% atpresent compared with 5% in 2005.

Outlook

For Asian countries, consideringthe supply situation, prices of blacktiger shrimp are likely to remain firm

for a while, whereas vannamei pricesmay stabilize with improved suppliesfrom India and Thailand, but no majorprice drop is forecast. Low inventoryin Japan will support imports atmoderate rates. Shrimp consumptionis expected to improve during thesummer holiday season in July/August.The market continues to supportimports of value-added products,particularly for the retail trade.

Since the earthquake andsubsequent power rationingnationwide, raw seafood is generallyavoided for home cooking and demandfor ready-to-cook products orreadymeals has increased.

In the USA the market is gettingstronger as recession fears recede.Consumers are reacting very well anddemand is increasing steadily in spiteof high prices. In contrast, foreign

supply will have trouble in meetingdemand, particularly from Asia, asseveral disasters have affected harvestsin major supplying countries such asThailand and Viet Nam.

India is becoming an importantsupplier because of the lack of rawmaterial of its competitors and to thegrowing use of new technologies in theirproductions. Latin-American supplies arenot compensating the Asian decrease inexports either as they are focusing onexports to the EU and Brazil. However,some analysts think that there will notbe a serious shortage of shrimp but therewill be pressure to keep prices high.Confirmation of these trends will onlybecome apparent in the next quarter. Thesteady upward direction of the USmarket and the good summer demandshould keep the market firm.

In recognition of the effectiveimplementation of Official LanguagePolicy of the Union Government,MPEDA has received many Nationalas well as Regional awards, includingthe prestigious Indira GandhiRajbhasha Shield for the years 1988-89, 1991-92, 1997-98, 2008-09 and2009-10. The Rajbhasha Shield isinstituted by the Ministry ofCommerce and industry since 1991.

Apart from this, MPEDA is alsothe recepient of the Rajbhasha Shieldinstituted by Cochin TOLIC for thepast 20 years. ‘Sagarika’ the quarterly

Fishing harbour development in India(Deepu A. V., Afsal V. V. and Joice V. Thomas, NETFISH, MPEDA)

Fishing harbours in India aregaining much attention now-a-daysconsidering their important positionin the seafood quality chain. Theconditions prevailing in a fishingharbour may have consequences notonly on human and environmentalhealth but also on fish price andexports. Since the fishing harbour isan area whereby the sea caughtmaterials pass through to theconsumers, proper infrastructuredevelopment and str ictimplementation of code of conductof responsible fishing as well as goodhandling practices are veryimportant. Although bulk of fishlanded in fishing harbours in Indiaare destined for the local marketswho have consumer rights advocacyon quality, it is crucial to improve thequality of the catch landed. Thefishing industry as a whole can alsobe affected by the economic loss dueto rejection of seafood consignmentsbased on quality and other issues byoverseas buyers. While having theright infrastructure at the right place,management and maintenance offishing harbours are crucialconsiderations as well. Consideringthe importance of fisheries sectorand fishing harbours as the thresholdof the huge amount of fish productsexported from India, concertedefforts from Government, stakeholder g roups and extensionagencies are required to upgrade ourfishing harbours to internationalstandards. This article gives anoverview of a model fishing harbourand its effective management.

Fishing harbour standardsStandards of major importing

countries (mainly European Union)and Export Inspection Council ofIndia have to be considered whileconstructing or modernizing a fishingharbour. The salient features of therequirements of fishing harboursspecified by Export Inspection Councilof India are as follows (Anon, 2007):

1. The Landing sites /auction centresof fish and fishery products shallbe located at a site ideal for thepurpose and shall be free fromundesirable smoke, dust,environmental pollutants andstagnant water.

2. The design and lay out of thelanding sites /auction centres shallbe such as to precludecontamination of fish and fisheryproducts handled.

3. The landing sites /auction centresshall be properly covered toprotect the fishery products fromenvironmental hazards such as sunlight, rain, wind blown dust etc.

4. The floor shall have sufficientslope for proper drainage and toavoid stagnation of water.

5. Raised smooth platforms, whichcan be easily cleaned anddisinfected, may be preferablyprovided in the landing sites/auction centres for the display offishery products.

6. Proper drainage system shall beprovided to facilitate easy removalof wastewater.

7. Provision of adequate quantitiesof potable water or clean seawatershall be made in the landing sites/auction centres for cleaning andsanitation.

8. Appropriate number of flushlavatories shall also be providedout side the landing sites /auctioncentres.

9. The utensils & equipments used tohandle fish and fishery productsshall be smooth and made ofcorrosion free material, which iseasy to clean and disinfect and keptin a good state of repair andcleanliness.

10. During loading & unloading offishery products, there must notusing any equipment and practicesthat cause unnecessary damage tothe edible parts of the fisheryproducts.

11. Sign boards prohibiting smoking,spitting, eating and drinking shallbe exhibited in prominentpositions

12. The un-loading and loadingactivities shall be done rapidly toavoid the spoilage of fisheryproducts. Care shall be taken toavoid contamination of fisheryproducts during loading and un-loading.

13. Fishery products shall be properlyiced to avoid temperature abuse.The ice used shall be of goodquality made up of potable waterwith its source.

harbours is also as much important asthat of infrastructure development. InIndia, fishing harbours are mainlycontrolled and operated by theconcerned State Fisheries Departmentand some of them are under thecontrol of Port Departments. But it isnoticed that government bodies alonecannot run the fishing habrourseffectively without the participation ofthe stakeholder groups. A co-management or participatory approachis the best way with the activeinvolvement of the people who areworking inside the harbours.Munambum fishing harbour in Keralastate has proved a successful model formanaging fishing harbours by creatinga co -management society with theactive participation of government andstakeholders. Munambam fishingharbour is the property of Departmentof Fisheries, Govt. of Kerala. The day-to-day activities of the harbour wascontrolled by the Department ofFisheries whereas, the developmentalworks including construction,maintenance, etc. was carried out underthe supervision of HarbourEngineering Division of Govt. ofKerala. For the better management ofthe fishing harbour, a managementsociety was formed for this harbourwith the active support of the MarineProducts Export DevelopmentAuthority (MPEDA) and Departmentof Fisheries, Govt. of Kerala. Now theday- to-day activities of the fishingharbour are controlled by the society.The revenue collected from the fishingharbour by way of toll charges, rentetc., is going to the society account,which is being utilised forinfrastructure development and otheractivities in the harbour. The control,administration and management of theaffairs of the society are under thecontrol of the Governing body which

NationalFisheries Development Board(NFDB) under Ministry ofAgriculture is the major agency thatprovides funds for the constructionand upgradation of fishing harboursin India with wide schemes for

infrastructure development ofharbours. Besides, the state fisheriesdepartment of the various states alsotakes steps to create new fishingharbours and upgrade the existingones. Mangrol and Dhamra fishingharbours were upgraded with theFAO assistance. It is noteworthy tomention that some private fishingharbors are also coming up in certainstates considering the vast importanceof fishing harbors in the hygienicfood supply.

The hill state, Himachal Pradesh,situated in the Western Himalayanregion of India is geographicallybordered by Jammu and Kashmir onthe north, Punjab on the southwest,Haryana on the south, Uttarakhand onthe southeast and Tibetan China on theeast covering an area of 56,019 Sq. Km.Geographically, the state is divided into12 districts. Out of these, Lahul, Spitiand Kinnaur districts have topologicallydifficult terrains and thus consideredunsuitable for propagation of fisheriesrelated activities.

The state also has a vast networkof aquatic resources in the form ofsnow fed perennial rivers and streamsbesides man-made reservoirs, otherimpoundments, viz., lakes, soil waterconservation in the form of checkdams and village pond etc. Due tovariation between hot and a humidtemperature in the valley areas tofreezing cold in high altitudes the statecan be divided into two regions,Northern and Southern. The southernregion of Himachal is almost as hot asplains with a mild difference intemperature in different areas.Northern region has a mildtemperature in summer and very coldwinter with heavy snow fall.

Ornamental Fisheries Potential in Himachal Pradesh

Himachal Pradesh is blessed witha rich diversity of indigenousornamental fish species. There areabout 25 species identified as potentialornamental fish species. Due to theirattractive looks and various adaptiveforms these species could serve as highvalue ornamental fishes in domesticand international markets. Theimportant among them are the hillstream loaches (Nemacheilus spp., Botiaspp.), lower barils (Barilius spp.) suckerhead (Garra spp.), barbs (Puntius spp.),mahseer (Tor spp.) , featherback(Notopterus spp.), and catfishes(Glyptothorax spp., Mystus spp.) etc. Thesefishes are adapted to live in varyingform of natural aquatic resources suchas rivers, streams, rivulets and highaltitude lakes present throughout thestate.

The ornamental fish sector is inpromising stages in the state. Presentlya fraction of native fish biodiversity isbeing utilized for the ornamentalpurpose. The collection of these fishspecies from wild is done mainly withthe help of cast nettings, seines andother indigenous methods. So far, the

major demand of the ornamental fishindustry in the state is covered mainlywith the fishes imported from otherstates. Although the state ownedfishfarm produces of exotic species,the breeding and culture strategies ofmajor native ornamental fish varitiesare yet to be achived.

On the basis of water quality,temperature fluctuations, landavailability, connectivity and presenceof aquafarmers, the five districtsnamely: Una, Mandi, Solan, Sirmaurand Kangra can be considered aspotential districts for the OrnamentFish Breeding Units. Ornamentalfishes can be marketed in HimachalPradesh in the districts of Mandi,Una,Hamirpur, Kangra and Solan Chamba,Shimla, Sirmour, Kullu and Bilaspurand also neighboring Punjab,Delhi,Uttarakhand and Jammu.

MPEDA has initiated its effortsto develop Governmental fish sectorof the state since August 2011 with anaim to utilize the potential available inthe state in a sustainable manner andalso to generate employment for ruralfolk.

The ornamental fishaquaculture sector is innascent stages in the statemainly due to lack ofknowledge and skilledmanpower. TheGovernment ownedornamental fish farm atDeoli, (district Bilaspur)breeds gold fishes,guppies, mollies and Koicarp. On the other hand,the culture fisheries ofCarps and trout is welldeveloped in somedistricts of the state.

MPEDA, RO, Kolkotta organizes basic trainingprogramme for ornamental fish farmers with CIFE,Kolkatta Centre

MPEDA, RO, Kolkota organizeda 5-days’ basic training programmefor Ornamental fish farmers duringAugust 2011 at the CIFE, KolkattaCentre. The training programme wasinaugurated by Dr. B K Mohapatra,Officer-in-charge, CIFE, Kolkatta .

A total of 25 participantsattended the training programme outof which 23 candidates wereprospective beneficiaries underMPEDA financial assistance schemesfor setting up ornamental fishbreeding units of different grades.

The topics covered in the trainingprogramme included breedingtechnology with special reference tohigh value species of live bearers &egg layers, rearing, culture of livefeed, diseases and treatment,

preparation of artificial feed, packingfor short /long distance transport andornamental fish trade with specialreference to export. The trainingprogramme also included one field visit

to MPEDA asssisted Grade-IIIornamental fish breeding unit.Certificates for participation in theprogramme were distributed to all theparticipants.

Plastic Baskets Distribution by NETFISH atKayamkulam

Kayamkulam fisheries harbour islocated at the coastal village ofAzheekal in Kollam district of Kerala.About 300 mechanized boats and 40country crafts are operating from thisharbour. For years, the loading andunloading workers of this harbourhave been using bamboo baskets tobring fish from fishing vessels to theauction hall. Handling of fish usingbamboo basket was found to create alot of hygienic problems and thesebaskets are difficult to clean leading tothe contamination of fish. In order tocontrol the usage of bamboo basketsand to gradually eliminate it from theharbour, NETFISH emphasized the

demerits of bamboo baskets to thefishermen through its awarenessprogrammes. Moreover, NETFISHintroduced plastic baskets amongstakeholders to familiarize its usage andto understand its advantage overbamboo baskets.

In continuation of this process,NETFISH has conducted a plasticbasket distribution programme duringAugust 2011 at Kayamkulam fisheriesharbour in which 150 baskets weredistributed to the loading andunloading workers in the Kayamkulamfisheries harbour. The programme waspresided over by Smt. L. Sobha,member, Block Panchayat,

Karunagapally and the function wasinaugurated by Smt. C. Baby, VicePresident, Alappad Grama Panchayat.

SRC, Kolkatta has organized sucha programme during August 2011 inArampur village, Gosaba, South 24Paragnas District which was attendedby 40 farmers from different villages

district. To make the shrimp farmersof West Bengal aware about theadverse effects of antibiotic usage inshrimp farming, MPEDA, SRC,Kolkata is regularly organizing

like Kalidaspur, Ramnagar, SatjeliaSukumari, Luxbagan, Cheragheri etc.in association with Sunderban SirDaniel Ashram, a society that worksfor the development of poor SC/ST

farmers in rural areas.

Regularsubjects of export oriented shrimpaquaculture was covered in thecampaign.

A group discussion was arrangedwhere the farmers interacted with theofficials on various problems faced bythem. Training certificates weredistributed to all the 20 trainees duringthe valedictory session.

MPEDA officials explained theadverse effects of antibiotics in shrimpfarming and human health andrequested the farmers to exercise tightchecks to prevent the antibiotic abuse.Steps taken by MPEDA to ensuresupply of antibiotic free shrimp seedswere also detailed. Farmers were alsorequested to maintain all relevantrecords for traceability purpose.

The programme was concludedwith a brief discussion betweenofficials and the farmers. Variousdoubts raised by the farmers on

banned antibiotics, MPEDA Schemesand testing of seed from hatchery wereclarified.

With the current development ofthe aquaculture industry, an increase inproblems and challenges arises,including a widespread occurrence ofdiseases, such as parasitic infestations,bacterial and viral infections, writesElisabeth Mayer, Technical Manager,Biomin.

Currently, there is growing interestin the use of beneficial bacteria,probiotics, as an alternative strategy toantimicrobial compounds. Thesenaturally occurring livemicroorganisms can improve growthand survival of fish and shrimp.

A diverse range of beneficialbacteria is used as probiotics inaquaculture. Their selection and abilityto thrive in the gut play a key role onthe success of its application. Themode of action of probiotics includecompetitive exclusion of pathogenicmicroorganisms based on mechanismslike production of bactericidalsubstances, competition withpathogenic bacteria for nutrients andintestinal adhesion sites andmodulation of the immune system.Ultimately, probiotics shouldcontribute to efficient production in asustainable way, promoting healthy androbust animals (Brittain et al., 2002).

Disease prevention and control inaquaculture are now priority researchtopics. This article reports on in vivotrials using beneficial strains as aprobiotic feed additive in culturedaquatic species.

Probiotic inclusion in fish feedIncreased stocking densities in

intensive fish production systems leadto more challenging productionconditions. This brings the need forsolutions focusing on improving fishperformance and survival in a

Probiotics In Fish And Shrimp Feedsustainable way. Several studies havedemonstrated the efficacy and certainmechanisms of action of probioticsincluded in fish feed.

Adhesion and colonisation of themucosal surfaces are possibleprotective mechanisms againstpathogens through competition forbinding sites and nutrients (Westerdahlet al., 1991). In a trial conducted byKidchakan (2006) of the Prince ofSongkla University, colonisation of theintestine was investigated with a

commercial probiotic productcontaining Enterococcus faecium(AquaStar®, BIOMIN GmbH,Austria) in Nile Tilapia.

In this study it was shown that theprobiotic E. faecium colonised the gutand it was even detected in the gut andfaeces after 10 days of the productadministration (Table 1). Differentlactobacilli have reduced the adhesionof A. salmonicida, C. piscicola andYersinia ruckeri to intestinal mucus ofrainbow trout (Balcazar et al., 2006).

Chang and Liu (2002) showed thatsurvival rates of European eels fedwith Enterococcus faecium weresignificantly higher than in the controlgroups after being challenged withEdwardsiella tarda.

More possible benefits for fishlinked to the administration ofprobiotics have been suggested: B.subtilis and B. licheniformis fed fishdisplayed a significant improvement offeed conversion ratio (FCR), specificgrowth rate (SGR) and proteinefficiency ratio (Merrifield et al., 2009).Other protective mechanisms ofprobiotics against pathogens areproduction of inhibitory compoundswith antibacterial activities and effectson the immune responses, such as

modulation of the white blood cellcounts.

In a recent study conducted byBIOMIN (2010) the effects of dietaryapplication of probiotics on health andgrowth performance of Tra catfishwere investigated.

Two different multi-speciesprobiotic products, AquaStar®Growout (Bacillus sp., Enterococcussp., Lactobacillus sp., Pediococcus sp.,colongy forming units (CFU) onemultiplied by 109/g) and AquaStar®Shield (Bacillus sp., CFU onemultiplied by 109/g + cell wallfragments) were tested.

Probiotic inclusion in shrimpfeed

In the economically importantpanaeid shrimp, Vibrio species havebecome a major constraint onproduction and trade during the pasttwo decades. They are responsible forseveral diseases and mortalities of upto 100 per cent, causing global lossesof around US$ three billion.

There is already experimentalevidence that the prophylactic use ofprobiotics to control pathogens bycompetitive exclusion can improvehealth and performance of culturedshrimp. The positive impact of addedprobiotics on bacterial ecology inshrimp gut was shown in a trialconducted with white shrimp(Litopenaeus vannamei).

A multi-strain probiotic mixturecontaining E. faecium (AquaStar®,BIOMIN GmbH, Austria) fed to

eight week period.

The experiment was set up usingfive treatments and five replicates pertreatment with both probiotics testedat two inclusion levels (AquaStar®Growout one g/kg and three g/kg,AquaStar® Shield one g/kg and twog/kg feed).

At the end of the trial bloodsamples from three fish per tank weretaken for determination ofhaematological parameters(trombocytes, lymphocytes, monocytesand polymorphonuclear leucocytes).Dietary application of probiotics hada positive effect on several fishperformance parameters. These effectswere dose dependent and variedbetween the two probiotics.

Feed application of AquaStar®Growout at three g/kg and AquaStar®Shield at one g/kg resulted in increased(P < 0.05) weight gains of 12 per centand 11 per cent, respectively (Figure1).

At those inclusion levels, theseprobiotics were also effective inimproving FCR by 10 per cent and nineper cent, respectively, when comparedto the control. Application ofAquaStar® Growout at one g/kg andAquaStar® Shield at two g/kgimproved fish performance but wasnot significant (P > 0.05) whencompared to control.

The haematological parametersshown in Table 2 indicate thatAquaStar® Growout (one g/kg)

induced a significant reduction (20 percent) in trombocytes and an increase(30 per cent) in lymphocytes whencompared to the other treatments.Levels of monocytes andpolymorphonuclear leucocytes werenot affected by the treatments.

Results showed that probioticapplication in fish feed can be aneffective solution to improve growthperformance and health status.Moreover, dosage application shouldbe adapted to the composition ofbacterial strains used

shrimp 5 times daily during a six weekperiod at an inclusion rate of five g/kg feed has reduced the total numberof Vibrio spp. found in thehepatopancreas and intestine ofshrimp. This evidence showed thatprobiotic Enterococcus can colonizethe shrimp gut and reduce the numberof pathogens through competitiveexclusion (Supamattaya et al., 2005).

Furthermore, the non-specificimmune system can be stimulated byprobiotics. Rengpipat et al. (2000)indicated that the use of Bacillus sp.in tiger shrimp provided diseaseprotect ion by act ivat ing both

cel lu lar and humoral immunedefenses.

In a recent study, Jintasataporn etal. (2010) investigated the effect ofAquaStar® Growout (BIOMINGmbH, Austria) in white shrimp(Litopenaeus vannamei) productionperformance parameters. Groups ofjuvenile white shrimp (0.86 ± 0.31 g)were stocked into 240 L glass aquaria,at a density of about 100 shrimp/m²,and fed four times daily for eight weeks.

A commercial type diet was usedas a control. AquaStar® Growout wassupplemented to the feed at aninclusion rate of three g/kg.

Considering the shrimpproduction per square meter, theresults in Table 3 and Figure 2 showthat shrimp production was improvedby 9.40 per cent in the group appliedwith AquaStar® Growout comparedto the control. The analysis regardingthe CFU of LAB showed significantly(P < 0.05) higher levels in the probioticgroup. Lactic acid can enhance growthperformance due to optimum acidicconditions in the digestive systemwhich promote nutrient digestion andabsorption.

ConclusionMaintaining the balance of critical

parameters is a fundamentalrequirement for successful aquaculture.In order to withstand the high stockingdensities in shrimp and fish productionprobiotics are a promising feed additiveto stimulate animal growth and securea low disease response. The data ofthese studies suggest that the use ofAquaStar® improved survival, growthrates and the general health status offish and shrimp while also reducingpathogenic Vibrio spp.

More research effort is needed tosecure even better results in the future.Probiotics have to be extensivelyinvestigated in terms of new bacteriastrains, their mechanisms of action,efficacious level of administrationalone or in combination with othernatural products with ascertainedhealth promoting activities (Ringo andOlsen, 2008).

The European Commissionpresented its first proposal for 2012fishing opportunities for certain stocksin the Atlantic and the North Sea. Theproposal sets levels of total allowablecatch (TAC) and fishing effort for thefish stocks managed by the EUexclusively, and not for stocks managedwith third countries.

Based on scientific advice, theCommission proposes to increase theTAC for nine stocks (certain stocks ofcod, anglerfish, herring, haddock, hake,sole, megrim and Norway lobster) andreduce it for 53 stocks.

For cod in the West of Scotland,the Irish Sea and the Kattegat, theCommission proposes that no fishingtakes place in 2012, given the poor stateof these stocks. The proposed changeswould amount to an overall reductionin TACs (by weight) of 11 per centcompared to 2011. The Commission’sgoal is to set TACs at science-basedlevels which help recover the stocksand make fisheries sustainable in thelong term.

Maria Damanaki, Commissionerfor Maritime Affairs and Fisheries, said:“Our proposal’s cornerstones are long-term management of stocks andreliable scientific data to base ourdecisions on, in line with our proposedreform of the Common FisheriesPolicy. This reform will deliver afisheries policy fit for the future, basedon viable fish stocks which will assurefishermen a decent income.”

The proposed catch limits arebased on the scientific advice from theInternational Council for theExploration of the Sea (ICES) and theScientific, Technical and Economic

Committee for Fisheries (STECF).Stakeholders were also consulted onthe basis of the Commission’sConsultation document from May (IP/11/638).

The Commission’s ultimate aim isthat all stocks are fished at sustainablelevels, the so-called MaximumSustainable Yield (MSY), by 2015 – acommitment that the EU made to theinternational community, and which isalso a key pillar of the proposed CFPreform.

To help achieve MSY by 2015, theInternational Council for theExploration of the Sea (ICES) hasstarted to frame its scientific advicewith this goal in mind, wheneverpossible. Also, multi-annualmanagement plans are being put inplace for all major commercial stocks.Stocks managed in this way tend to farebetter than those subject to short-termdecision-making.

Following Mexico’s claim to theWorld Trade Organisation (WTO) ofunfair labelling by the US in regardsto the ongoing tuna-dolphin dispute,the WTO has partly agreed with theclaims, saying that the US have beenmore trade-restrictive thanneccessary but that the rules do notdiscriminate.

The announcement by theWTO means that the restrictions onthe exporting of tuna from Mexicoto the US may be lifted.

Due to claims by the US thatMexico’s tuna fishing practices wereharming dolphin populations,imports of tuna from Mexico werebanned in the US in 1991.

Following the ban, Mexicocomplained to the WTO in October2008 that the US’s claims werediscriminatory and unnecessary.

WTO Addresses US-Mexico TunaDispute

Mexico stated that the US’slabelling practices have discriminatedagainst the country as it hasprevented Mexico from being able tolabel its tuna products ‘dolphin safe’,which is required to sell in the USmarket.

After reviewing the case, theWTO concluded that the US’s‘dolphin safe’ labelling is fair and isin compliance with Annex 1.1 of theTechnical Barriers to Trade (TBT)Agreement, therefore rejectingMexico’s claim.

However, in respect to Article2.2 of the TBT Agreement, theWTO found that the US is beingmore restrictive than necessarytowards Mexico, in regards to theobjectives of informing consumersand protecting dolphins.

Even as the trade deficit widened,India’s export continued its upwardtrend, posting a 44.2 per cent year-on-year growth at $24.3 billion in Augustdespite slowdown in economic activityin the traditional Western markets andthe eurozone.

According to data released by theCommerce Ministry on Tuesday,imports grew by 41.8 per cent to $38.4billion during the month, translatinginto a trade deficit of $14 billion. TheCommerce Ministry has alreadywarned that growth in exports in thecoming months could be hit onaccount of uncertainty in Westernmarkets.

Oil imports were valued at $10.3billion in August, translating into agrowth of 48.7 per cent comparedto the corresponding month lastfiscal, while non-oil imports rose to$28 billion, an expansion of 39.4 percent.

Exports record 44 % growth at $24 b in AugustDuring April-August, exports

grew by 54.2 per cent to $134.5 billion.Imports expanded by 40.4 per cent to$189.4 billion. The trade gap stood at$54.9 billion in the five-month periodagainst $47.70 billion in the samemonths in the previous year.

India’s foreign trade has recordeda robust growth in recent months,buoyed by increased demand forengineering, chemical and petroleumproducts in the overseas markets.

Federation of Indian ExportOrganisations (FIEO) President RamuS .Deora said that though the 44.2 percent growth in exports was remarkablebut against the backdrop of over 81 percent growth in July, it would be termedas moderate. Mr. Deora said the exportfigure for August pointed to difficult

times ahead. “We may have to facefurther decline in export growth in thethird and fourth quarters, primarily dueto recessionary trend in advancedeconomies, pulling down the overallexport growth in the current fiscal,’’ headded. Global GDP is expected to growby 3.1 per cent in 2011 following anincrease of 3.9 per cent in 2010. Thestimulus given by developed countriesdisappeared since the middle of 2010and now the fundamental weakness inthe recovery process in developedeconomies is visible.

The FIEO chief appealed to thegovernment to announce immediatereduction in the interest rate forexports and the interest subventionscheme for exporters along with PCFCloans for the MSME segment.

At AquaNor 2011, FHL (theNorweigan Seafood Federation) alongwith the seafood industry, launched anew bar code system, which will offertraceability of fish. Charlotte Johnston,TheFishSite editor spoke with DirectorPer Dag Iverson about the system.

“The idea is to create one standardwhich will be used by fishermen,farmers, processors, retailers andcustomers,” said Mr Iverson.

“This will make it easier forparticipants in the supply chain to worktogether.”

Since January 2010, Norwegianseafood producers have been requiredto label the date and origin of theircatch on the box, under a catch

Standardised Labelling System For Full Traceabilitycertificate scheme adopted by theEuropean Union in 2008. The labelhelps inform customers about thequality of the catch.

The problem, Mr Iversonexplained, is that each producer has adifferent method for labelling fish,making it difficult for those along thesupply chain to track products.

The idea of a standardisedlabelling system stemmed from thetransporters - who effectivelydemanded one system for all, said MrIverson.

After several meetings, in whichcurrent problems and ideas werediscussed, it was decided thatsomething new was needed.

Discussions about the barcodehave been going on for about sixmonths. “It was important to ensurethat we had all the correct info on thebarcodes,” said Mr Iverson.

Now agreed, the barcode has beenintroduced as a Norwegian standard.Mr Iverson said that the idea is beenrolled out in Europe, with FHL takingthe idea to the EU, in hope that it willbe introduced as a European standards.“Considering that the majority ofNorwegian seafood is exported, thismakes complete sense,” he said.

The system is currently voluntary,said Mr Iverson. However somefishmongers are saying that ifproducers do not use the system, theirfish will not be recognised.

New Guide For ResponsibleFishing In SE Asia

The Australian Department ofAgriculture, Fisheries and Forestry hasreleased a report to help guide futurestrategies to fight illegal, unreportedand unregulated fishing in South EastAsia.

The report Net Returns,commissioned by the department andfunded by AusAID’s Public SectorLinkages Programme, providesguidance to fisheries agencies onstrengthening marine capture fisheriesmanagement at regional, national andlocal levels.

Parliamentary Secretary forAgriculture, Fisheries and Forestry,Dr Mike Kelly, said the release of thereport comes at a critical time, asfood security in South East Asia isbecoming an increasingly importantissue, with coastal fishing the onlyavailable source of income andanimal protein for many millions ofpeople.

“This new report, designed tohelp overcome the challenge of alreadydepleted fish stocks and to ensure thatfisheries are managed sustainably, is asignificant policy development for theregion,” Dr Kelly said.

“The report was undertaken onbehalf of the Regional Plan of Action,an eleven-country membership thatsigned an action plan in 2007 to

address emerging regional issues suchas rapid fisheries development andoverfishing.”

“These countries recognise thatthe pace of fisheries development,coupled with an increase in overfishingand illegal fishing, requires urgentdevelopment of greater human andinstitutional fisheries management andgovernance capacity.”

The report was informed byextensive consultation with membercountries of the action plan includingAustralia, Brunei Darussalam,Cambodia, Indonesia, Malaysia, PapuaNew Guinea, The Philippines,Singapore, Thailand, Timor-Leste andViet Nam.

In addition, many regionalfisheries organisations contributed tothe study at a regional workshophosted by Viet Nam in November2010.

The eleven countries willconsider how to implement thereport’s findings at a meeting inCambodia later this year.

He also invited suggestions andcomments from civil society, officials,progressive fish farmers, autonomousdistrict councils, scientists,academicians and research institutionsbefore the draft is finalised.

Sangma said the suggestionswould be examined for incorporationin the final draft, which is expected tobe released in January next year.

New technology may revolutionizeshrimp farming

A Texas AgriLife Researchscientist has created new shrimpproduction technology that producesrecord-setting amounts of shrimp.

The patent-pending technology,known as super-intensive stackedraceways, yields jumbo-size shrimpweighing 1.1 oz each. These are knownas U15 shrimp and give world-recordproduction of up to 25 kg of shrimpper m3 of water using zero waterexchange and/or recirculating water,explained creator Dr AddisonLawrence at the Texas AgriLifeResearch Mariculture Laboratory atPort Aransas.

A worldwide license for thetechnology has been given to RoyalCaridea, headed by Dr MauriceKemp, president, and sub-licensesare being considered for somecountries including Ecuador, Chile,Colombia, Mexico, Canada, China,Germany, Czech Republic andRussia.

Lawrence believes the indoorsystem will lower US dependence onforeign shrimp – the US imports about90 per cent of the shrimp it consumes— and could help address worldhunger, AgriLife Today reports.

The shrimp are grown in fourcolumns of piled raceways; racewaysare long tubs with circulating water ofa depth measuring just 5-7in. Asshrimp develop, they are moved to araceway below; baby shrimp are addedto the top while the mature shrimpbelow are harvested.

“These tanks require stringentcontrol and supervision, 24/7monitoring with computers trackingthe shrimp,” Lawrence said. “Butproperly run, these systems canproduce up to 1 million lb of shrimpper ac of water, or 2 ac of land peryear.”

In contrast, he specified,traditional shrimp farms in the USproduce only up to 20,000 lb of shrimpper ac of water per year. Tropicalcountries with year-round growingseasons produce up to 60,000 lb ofshrimp per year.

He wants to establish stackedraceway facilities near majormetropolitan areas throughout the US,producing live, fresh, never-frozen orfresh-frozen shrimp to be madeavailable every day of the year.

“They would surely bringpremium prices at supermarkets andrestaurants in New York, Chicago, LasVegas and other large cities. But moreimportantly, these systems couldprovide the protein that a boomingworld population desperately needs,”he commented.

Kemp’s company will own andrun the world’s first commercialapplication of Lawrence’s stackedraceways.

“We’ll construct a facility ofabout 70,000 sqft, hire 15-20 people,some of them with advanced degrees,and produce shrimp year-round. Weexpect to produce some 835,000pounds of shrimp per year,” he said.Economic data shows an estimatedrate of return of 25-60 per cent.

“There are no disease problems;it’s biosecure. So, with predictable highinternal rates of return, the system iseconomically viable. But the best partis, it’s totally organic with high-qualityprotein available every day of the year,”he concluded.

First bluefin tuna farming trials deemed excellentSpanish Company, Futuna Blue

España announced that the firstcaptive breeding trials of juvenilebluefin tuna (Thunnus thynnus) werecompleted successfully in the centrelocated in Puerto de Santa María(Cádiz).

The project initiators obtainedmore than a thousand larvae that werefed on copepods, microcrustaceansthat match their natural diet profile andare grown on site, Diario de Cádizreported.

Futuna Blue managers expect toturn the firm into the first fish farm inthe world to develop the completecycle of the bluefin tuna on anindustrial scale, an achievement thatwill contribute to the preservation ofwild populations of this species.

According to the companymanager, Miguel Llerena, all themarked protocols for its launch in the2012 season had been carried throughwith the first egg production.

“The first results are excellent with

very good hatching and a large groupof fry. They have proved helpful todevelop the facilities and to providespecific training for the personnel,”said Llerena.

The company launched thisproject in 2008, and it was just in themiddle of this year when the plantstarted operations in El Puerto, wherethe breeding tanks are located.

In a second stage, which will takeplace in 2012, the construction of thevessels that will hold the tunareproducers is planned.

Futuna Blue is investigating tunaand turbot farming, but plans to work

with other species of high marketdemand: the yellowtail or amberjack,and the sole. The idea is to concentrateon these two species during the sixmonths of the year when the tunareproductive cycle is not possible.

The firm plans to produce500,000 bluefin tuna fry in the firstyears and collect EUR 40 millionannually when the plant operates at onehundred percent.

It is expected to place fish ofabout 1.5 kilograms in the market,which will then be transferred tofattening centres until they reach 300kg.

Authorities in Vietnam’s Mekongdelta provinces of Tien Giang and BenTre are requesting that shrimp farmerspause the breeding of baby shrimpsto stop any incidences of disease.

The government has asked relatedagencies to raise farmers’ awarenessacross the region and make sure theyabide by the rules.

Meanwhile, shrimp prices in TraVinh Province have fallen despite theshortage. Local farmers and officialsthink there may be foul play on the partof shrimp dealers and processors.

Prices have dropped by VND15,000 (USD 0.71) - VND 20,000(USD 0.95) a kg from early August,according to local farmers.

As well as authorities they saidthat shrimp dealers and processingfactories are buying shrimp there atprices lower than in nearby provincesby between VND 5,000 (USD 0.24)and VND 10,000 (USD 0.47) a kg.

Duong Tan Dom, official fromCau Ngang District Agriculture andRural Development office, said that asthe district’s farmers have harvested7,500 tonnes of shrimp this season,they are going to lose tens of billionsof dongs in profits.

In Soc Trang province, the shrimpindustry is facing other problems: adisease outbreak was announced lastweek. It appears on shrimp bredbetween 20 and 35 days and causednecrosis to the shrimp’s liver andpancreas.

Provincial agriculture authoritieshave since required the testing of anyshrimp before it can be transported toand from the province.

The lower production of rawshrimp due to disease outbreaks inblack tiger shrimp has driven manyfarmers to switch to whiteleg shrimp(vannamei), a move which is mitigatingthe shortage of raw materials.Vannamei has a better source of seed,high disease resistance and a plentifuloutput.

Foreign investors attempt to setfoot in Vietnam’s seafood industryAn Iceland-based seafood company has bought back a catfishprocessing factory in Vietnam. Other foreign investors have alsotaken first steps to jump into the industry.

According to Agroinfo, a farmproduce market survey firm, Portunasis seeking the opportunities to supportthe sustainable development ofVietnam’s seafood industry. PálmiPálmason, Chief Executive Officer ofPortunas, said that Vietnam’s totalannual seafood output is about 4million dong and the output may beeven higher if Vietnam applies theexploitation and processingtechnologies which are being appliedin Iceland.

Some analysts believe thatVietnam can increase its seafood outputby two folds if it applies specializedproduction methods.

The production of bivalve aquaticspecies has also been developing well.The Vietnam Association of SeafoodExporters and Producers (VASEP) lastweek said that the clam and scallopgrowing areas in Mekong Deltaprovinces is believed to increase bythree times in the next four years, andby four times in the next 9 years.

Earlier this year, a Danishinvestment group, joining forces witha Vietnamese commercial bank,provided a financial support to buildand install necessary equipment at acollagen making factory, which will usethe byproducts from the tra fishprocessing of Bianfishco.

Another Danish company hasalso revealed that it is consideringsetting up a factory in Vietnam in orderto take full advantage of theVietnamese cheap labor force. Thefactory will process cod and pollockproducts for re-export.

Before making investment in theseafood processing industry, foreigninvestors have also been injectingmoney in the aquaculture and aquaticfeed production.

Thai CP Group, for example, hasbeen developing its network of farmsand establishments that make feed forshrimp, the most valuable aquaticproduct of Vietnam. Meanwhile,Chinese companies have also investedin shrimp processing factories, whilejoining hands with Vietnamesecompanies to expand the market share.Especially, many of them are huntingfor the shares of the seafoodcompanies listed on the bourses.

According to Nguoi lao dong,Uni-President Vietnam now has threefactories that make aquatic feed withthe output of 300,000 tons a year. Thecompany is investing 20 million dollarsto build one more feed factory inQuang Nam province, which is

expected to have the capacity of100,000 tons per year.

Besides, Chinese vessels and boatshave been running along theVietnamese coastlines to collect fish,shrimp and cuttle fish caught byVietnamese farmers. The materials arebeing processed directly in Vietnam orbrought back to China for processing.

A Japanese importer, who usuallybuys seafood products from AgrexSaigon Company, now has a list of high

grade seafood product suppliers. Afactory named GN (Gift of Nature)Foods, has just been built, whichspecializes in making high gradeseafood products.

Analysts believe that Vietnam’sfisheries industry, which has beendeveloping strongly over the last 20years, will become even stronger withthe foreign investment.

TN plans Fisheries University atNagapattinam

The Tamil Nadu governmentplans to establish a fisheriesuniversity at Nagapattinam at anestimated cost of Rs 30 crore.

Chief minister J Jayalalithaainformed the state Assembly that,with a coastline of 188 km,Nagpattinam was the preferredchoice for the university as the areaemerged as a hub of fishing activitieswith 9,000 fishing vessels.

The university would be on thelines of those in neighbouring Keralaand in several countries. The mainobjective is to improve the fishwealth in the state, introduce moderntechnology to ensure a sustainedrevenue for fishermen and toencourage fishing education.

The new university will come upon an 85 acre site in Panangudi andNagore villages, she said.

According to the chief minister,steps are being taken to establish fishdressing centres, purchase ofmechanised fishing boats, encouragedeep sea fishing, upgrading theinfrastructural facilities like coldstorage facilities and providingassistance to the fishermen.

THE International Conventionon Standards of Training, Certificationand Watchkeeping for Fishing VesselPersonnel, 1995 (STCW-F 1995) is setto enter into force on 29 September2012, after the required 15 ratificationswere reached on 29 September 2011,with ratification by the Republic ofPalau.

The STCW-F Convention sets thecertification and minimum trainingrequirements for crews of seagoingfishing vessels of 24 metres in lengthand above. The Convention consistsof 15 Articles and an annex containingtechnical regulations.

According to Article 12 of theConvention, it will enter into force 12months after the date on which not lessthan 15 States have ratified it. TheSTCW-F Convention has now beenratified by: Canada, Denmark, Iceland,Kiribati, Latvia, Mauritania, Morocco,Namibia, Norway, Palau, the Russian

IMO Secretary-GeneralEfthimios E. That Agreement aims atfacilitating the entry into force of the1993 Protocol, which was adopted toamend the original TorremolinosConvention of 1977.

“The safety of fishermen andfishing vessels forms an integral partof the Organization’s mandate but the

two instruments on fishing vesselsafety, which have been adopted by theOrganization, have not come intoforce due to a variety of technical andlegal obstacles and unfortunately thefishing sector is still experiencing alarge number of fatalities every year. Now, the entry into force of theSTCW-F Convention, in 2012, and theongoing work to bring into force theTorremolinos Protocol as a bindinginternational safety regime, areexpected to play a part in helpingreverse that trend,” he said, expressingthe wish that the TorremolinosProtocol would also meet entry forcerequirements as soon as possible.
