As Legacy capacity degrades, transition to WCDMA is critical
UHF Follow-On (UFO) JROC Requirement:72 UHF SATCOM Channels per AOR or 200 Accesses per AOR288 UHF Channels Worldwide or 800 Total Accesses Worldwide
Assumes all legacy channels are DAMA5kHz channel = 1 access and 25 kHz channel = 5 accesses
Mobile User Objective System (MUOS) JROC Threshold Requirement:3.0 Mbps in single theater (502 simultaneous accesses)
39.2 Mbps worldwide (1,997 simultaneous accesses)
Satellite Launch Age (years)
UFO-2 Sep-93 24.1
UFO-4 Jan-95 22.7UFO-8 Mar-98 19.6
UFO-10 Nov-99 17.9UFO-11 Dec-03 13.8

UFO (1993-TBD) Capability – Replaced the Fleet Satellite (FLTSAT) constellation – 8 Satellite architecture
– 2 satellites per AOR – 14 year design life
– 4 of 5 remaining UFOs beyond design life – UFO-2 beyond 10 degrees inclination; still providing service – Capacity augmented by FLTSAT-7, FLTSAT-8, and IS-22
MUOS (2012-TBD) Capability – Replaces the current UFO constellation – 5 satellite architecture
– 1 satellite per AOR with an on-orbit spare – 15 year design life – Two Payloads (Legacy and WCDMA)
– WCDMA has 10x capacity of Legacy – Full Operational Capability (FOC) in FY 2020

Going Forward
• Transition from Legacy to WCDMA is imperativeUFO constellation is beyond design life
• MUOS terminal population will continue to growMultiple platforms – Manpack, Aircraft, Ship, SubmarineAN/PRC-117G likely first to operations with Air Force Air Combat Command, Navy Expeditionary Combatant Command, and USMC
• Interoperability will be requiredLegacy to WCMDA via DISA emerging technologies (MVG and MLGC)Exploring international partner access to WCDMA

How Can Industry Help?
• Modern, sustainable ground infrastructureLeverage industry best practices for both hardware and softwareCybersecurity is a must
• Planning and Provisioning Tools for Narrowband SATCOM
• End User ApplicationsDefine the standardsDevelop, integrate, and verify new and existing applications
• Small and NanosatsRapid, inexpensive means to satisfy emerging Naval space needsResiliency through numbers

MUOS UPDATE (NDIA)PMW-146-D-17-0108
Summary
• MUOS is the replacement to UFO
Satellites, ground, and waveform are fielded
Waveform is integrated in multiple terminals
Legacy is supporting unrestricted Legacy operations
WCDMA is available for test, training, and exercises
WCDMA will be available for limited operational use next year
• The IP based capabilities of WCDMA will require the DoD to re-think how to use tactical Narrowband SATCOM in the future
Industry can help shape that future
