BACKGROUND Typhoon “Frank” entered the Philippine Area of Responsibility (PAR) as a tropical depression on 18 June 2008. As it made a landfall in Eastern Visayas, it has already intensified into a typhoon. And as it move into the country, TY “Frank” had induced the southwest monsoon that caused landslides, flooding and storm surges along the eastern and western seaboards. Severely affected in terms of damage to infrastructure and the number of directly affected persons were the provinces of Iloilo, Capiz, Aklan and Antique in Region VI; and Leyte and Eastern Samar in Region VIII. Also affected by flooding due to moderate and heavy rains brought by the enhanced southwest monsoon, were the provinces of Maguidanao and Shariff Kabunsuan in ARMM; and Cotabato City and North Cotabato in Region XII. II. EFFECTS Affected Population/ Areas Affected/ Displaced Population More than nine hundred thousand families or four million persons were directly affected by TY “Frank” in 6, 377 barangays of 419 municipalities in 58 provinces of 15 regions. Region VI has the most number of affected population- 421,479 families/ 2,159,780 persons. This is 44% and 45% of the total number of families and persons affected by TY “Frank” and its associated hazards. I. BACKGROUND

Typhoon “Frank” entered the Philippine Area of Responsibility (PAR) as a tropical depression on 18 June 2008. As it made a landfall in Eastern Visayas, it has already intensified into a typhoon. And as it move into the country, TY “Frank” had induced the southwest monsoon that caused landslides, flooding and storm surges along the eastern and western seaboards.

Severely affected in terms of damage to infrastructure and the number of directly affected persons were the provinces of Iloilo, Capiz, Aklan and Antique in Region VI; and Leyte and Eastern Samar in Region VIII. Also affec ted by flooding due to moderate and heavy rains brought by the enhanced southwest monso on, were the provinces of Maguidanao and Shariff Kabunsuan in ARMM; and Cotab ato City and North Cotabato in Region XII. II. There were a total of 100,080 families or 500,494 persons that were evacuated in 1,525 evacuation centers. 738,110 families/ 3,492 ,286 persons opted to stay outside evacuation centers. (Details in Tab A) Casualties There were 557 reported deaths (excluding the casualties of the MV Princess of the Stars); 87 missing and 826 injured . (Details on Tab B) Damaged Houses There were a total of 81,510 destroyed and 326,321 damaged houses. Of the total number of houses destroyed, 53,409 were in Region VI. And of the totally des troyed houses in Region VI, Iloilo has the most number of destroyed houses with 27,063 followed by Aklan with 14,199. (Details on Tab C) Damage to Infrastructure and Agriculture (Tab D) • The total cost of damage both to infrastructure (roads, bridges, schools, etc) and

agriculture is P13.525B; • Approximately, 60% of the total cost of damage was incurred in Region VI (P8.0B) III. HUMANITARIAN ASSISTANCE Emergency Relief (National/Regional/LGUs/NGOs) (Tab E) • The total cost of assistance provided by the Government during the emergency relief

phase was P135.26M with P25M or 19% provided by the various affected LGUs; • Total cost assistance in cash and kind provided to beneficiaries is P139.028M including

that of the NGOs . NGOs’ assistance is P4.15M or 3% of the total cost (as reported by DSWD and NGOs)

• The NDCC through the NDCC Rice Assistance Program facilitated the release of 18,390 sacks of rice to augment the LGUs’ relief operations;

• Facilitated the airlift of 1,412,683 lbs. or 706.34 tons of relief cargoes from DSWD, DOH, other GOs, NGOs and INGOs through AFP’s air assets - 28 sorties (22 sorties C-130, 4 sorties F-27,1 sortie US C-2 and 1 sortie Sea Air) and sea & land transportation assets from AFP and DOTC network - 2 RoRo, 2 PN ships, 4 ten-wheeler trucks and 5 M35 trucks.

• International Donations (Foreign Governments and I NGOs)

- Cash and Checks - US$613,074.00 and Aus $500,000.00 - In Kind - P22,300,000.00 and US$650,000,000.00 Sector/Clusters Humanitarian Response Food and NFIs • DSWD-CO augmented P32.35 Million worth of relief support to typhoon-affected LGUs of

emergency relief supplies and for early recovery/rehabilitation efforts in Regions III, IV-A, IV-B, V, VI, VII, VIII, IX, X, XI and XII in the form of relief, financial and cash;

• Pre-positioned P48.335 M standby funds and P26.168 M stockpile of relief commodities in all concerned DSWD-FOs and at the central Office amounting to P74.5 M;

• Released P70.47M standby funds for purchase of emergency relief supplies and for early recovery/rehabilitation efforts in the above Regions i.e. livelihood, cash or food for work-C/FFW for reconstruction of community facilities, emergency shelter assistance (ESA) to individuals in crisis situations;

• Provided P.039 M worth of augmentation for food and other basic needs to the stranded passengers in the port areas of Matnog and Pilar, Sorsogon thru the activation of the Alliance Network for Assistance to Strandees (ANGKAS) in the affected areas; and

• Prioritized 49,738 families / 258,500 persons for food assistance in 14 municipalities and 8 cities of 10 provinces

Shelter • DSWD prioritized 122,736 damaged houses (50,752 totally and 76,984 partially) in 30

municipalities and 2 cities of 8 provinces in 5 regions for shelter assistance. • Suggested package for shelter assistance are Emergency Shelter Assistance (ESA) at

P5,000.00/family; construction materials and family tents; Core Shelter Assistance Program (CSAP) P70,000.00 /family/unit; and Cash/Food for Work (FFW) – (P200.00 /family/day x 10 days )

Education • Dep Ed CO validated damages of schools through actual inspection by Dep Ed Central

Office Engineers with Regional and Division Task Forces and Education in Emergencies Cluster members; and determined priority schools for repair/rehabilitation and for replacement or new construction of damaged facilities, number of schools used as evacuation centers and affected families /children;

Health • DOH conducted health assessment in Aklan, Capiz, Iloilo and Antique and augmented

assorted medicines, medical supplies and compact food; and deployed personnel from the National Epidemiology Center for the conduct of disease surveillance. Prevalent diseases are cough, fever, dermatitis, conjunctivitis, diarrhea and injuries

• The Nutrition cluster of ARMM distributed textured vegetable protein to 50 families and compact food to children in all identified evacuation centers.

Water, Sanitation and Hygiene (WASH) • OCD VI facilitated the deployment of 3 water tankers to Kalibo, Aklan, Iloilo province and

Iloilo City; (70)% of the water supply from Metro Iloilo Water District (MIWD) was cut off due to collapsed Imelda Marcos Bridge and the service provider has been conducting repair and rehabilitation of water supply main line in the province of Iloilo and Iloilo City. The repair of the Iloilo City water system will take 4 to 6 months;

• DOH ARMM conducted orientation among Rural Sanitary Inspectors (RSIs) of different municipalities of Shariff Kabunsuan and Maguindanao to increase awareness on the guidelines of disinfection and treatment of drinking water using 1.25% Sodium Hypochlorite and distributed AMV vaccines, 200 pieces jerry cans and 1,444 bottles of sodium

hypochlorite. WASH cluster held a meeting to prioritize recipient areas of jerry cans and hyposol and design strategy and venue of distribution;

• The Integrated Provincial Heath Office (IPHO)-Cotabato provided chlorine for potable water requirements of the evacuees. The requirements for WASH are chlorines granules analyzers and potable water testing equipment for water quality monitoring.

IV. EARLY RECOVERY/REHABILITATION REQUIREMENTS • Emergency Shelter Assistance (ESA) @P5,000.00/famil y; Core Shelter Assistance

Program (CSAP) @P70,000.00 /family/unit; and Cash/F ood for Work (FFW) @ P200.00 /family/day x 10 days;

• Provision of alternate livelihood to farmers and fi sherfolks whose sources of income were affected;

• Repair/Rehab of 762 destroyed/partially damaged sch ools and replacement of instructional materials, furniture and equipment. Funds required for rehabilitation is P510.M;

• Repair/Rehab of damaged health centers, hospitals r oads, bridges and other facilities;

• Procurement/distribution of: - planting materials for rice/corn/HVCC; - stocks and feeds for livestock - fishing gears and dispersion of fingerlings
