B. NARRATIVE DESCRIPTION OF PROJECT:

In 1984 the National Law Enforcement Offi cers Memorial Fund, Inc. was organized to establish and maintain through private contributions a memorial named the “National Law Enforcement Offi ces Memorial” on federal land in the District of Columbia to honor federal, state and local law enforcement offi cers who have died in the line of duty throughout our nation’s history, dating back to the fi rst known death in 1791. Authorizing legislation was unanimously approved by Congress and signed into public law by President Ronald Reagan on October 19, 1984 (Public Law 98-534).

In 1987 the Memorial Fund commissioned Davis Buckley Architects and Planners (DBA) to complete the site selection process, design the Memorial and obtain all required jurisdictional design approvals from the Secretary of the Interior, the U.S. Commission of Fine Arts and the National Capital Planning Commission. The Memorial Fund raised the necessary funds to construct the Memorial and selected the George Hyman Construction Company as the General Contractor. Construction commenced in October of 1990 and the Memorial was dedicated on October 15, 1991.

The Memorial site is a 3 acre parcel at the center of historic Judiciary Square, located between E and F Streets, NW and 4th and 5th Streets, NW. In 1791 Pierre Charles L’Enfant’s plan for the Federal City originally designated this space as the site for the Federal Judiciary. Judiciary Square has been the site of important historical events and structures including presidential inaugurals, D,C.’s fi rst City Hall, D.C.’s fi rst jail, a civil war hospital, the emancipation of slaves and assassination and sedition trials. The Memorial site is defi ned by the National Building Museum to the north, and the National Law Enforcement Museum and the DC Superior Court to the south, with DC Court Buildings bordering the east and west sides. When the site was originally selected it was a seldom used park, with parking lots on each side and featuring two Metro elevators and an escalator entry serving the Judiciary Square Metro Station, which was constructed below the site in the mid-1970’s.

The design of the Memorial features a formal, landscaped park with a large elliptical central plaza, with Pathways of Remembrance on the east and west sides. The “Pathways” feature parallel rows of pleached linden trees with the names of the fallen offi cers engraved into 128 Adair marble panels, which form a pair of low, mirror image walls defi ning the outer edge of the large elliptical plaza. low curvilinear marble benches, across from the name walls. The four entrances to the “Pathways” are symbolically guarded by two male and two female lion sculptures at the ends of the name walls, overlooking pairs of lion cubs on the ends of the benches.

When the Memorial was dedicated, it displayed the names of the 12,561 offi cers who had died in the line of duty through the end of 1990. The FBI has been keeping track of fallen offi cer deaths since 1960. Prior to the Memorial being constructed the Memorial Fund contacted every police department in the nation to confi rm line of duty deaths prior to 1960. Since the Memorial was dedicated, every year before National Police Week in May, the names of the fallen offi cers from the previous calendar year, as well as any newly discovered pre-1960 historical names, are added.

When the Memorial was originally designed enough space was provided on the name walls to add names annually through the year 2100, based on an average of 153 line of duty deaths each year. Over the past ten years an average of 158 offi cers have died in the line of duty each year. However, the Memorial Fund could not have anticipated when the Memorial was designed that an average of 184 historical names would continue to be discovered each year. This continues now, 28 years after the Memorial was dedicated. Additionally, the tragic events of September 11, 2001 resulted in 72 added names that year, and continues to add the names of the offi cers who die from illnesses resulting from their response to that catastrophe. As a result, an average 337 names are added to the Memorial each year. The walls currently display the names of 21,183 fallen offi cers. If names continue to be added at this rate, the Memorial will run out of room to add new names by the year 2029.

The United States Commission of Fine Arts originally approved the Judiciary Square site for the National Law Enforcement Offi cers Memorial in February of 1988 and approved the design of the Memorial in May of 1990. The Memorial was dedicated on October 15, 1991.

C. PROPOSED DESIGN

In 2017 the Memorial Fund engaged Davis Buckley Architects and Planners (DBA) to explore ways to modify their Memorial design to sensitively expand the capacity of names of fallen offi cers that can be displayed. Aft er initial discussions about other potential locations and approaches within the Memorial site to display names, both the Memorial Fund and DBA concurred that all names need to be treated with equal importance and should be displayed in the same manner and location, on the Pathways of Remembrance.

Th e proposed design increases the name wall capacity by raising the height of the center portion of the existing name walls by 15”. Th is would be done by removing the existing Adair marble wall cap and replacing it with a taller stone cap made of the same material. Th is modifi cation would maintain the current look of the Memorial when viewed from E and F Streets, and would only become apparent as one moved down the Pathway of Remembrance. Th e raised portions of the wall start one panel in on each side of the long, central portion of the name walls, where the new panels are set back ½”, and the profi les of the bullnosed cap are craft ed to join seamlessly with the caps on the existing lower panels.

When the names have fi lled the existing lower panels of the name walls, new names would then start to be engraved at the bottom of the added caps stones, progressing upward towards the top. Th is design will add room for approximately 9,000 more names and enough capacity to add more named through the year 2057, if names continue to be added at the current rate.

Additionally, construction of the proposed name wall expansion will be minimally invasive to the Memorial. Th e existing reinforced concrete substructure / foundation walls beneath the stone panels have enough structural capacity to support the new, larger cap stones. Th erefore, the new cap stones will replace the existing without the need to modify the existing substructure.

The intial design approach was to extend the height along the full length of Name Wall with a transition before the lion sculptures. This was thought to be too invasive to the Lion Sculptures. It was also decided that given the age and variable veining of the existing stone, a transition between the old and new pieces of stone would look better than a fl ush condition.
