Air pollution:

I

At no time the particulate emissions from the common stack of height 100m connected to the CFBC Boiler of capacity 1×242 TPH, should exceed 100 mg/Nm

3. ESP shall be provided to

control emissions. Appropriate control systems such as bag filters shall be provided at all transfer points, Raw material screen house, etc.

Stack of 100 m height is provided to the IR CFBC boiler. ESP of 5×2 field is provided to the boiler for control of particulate emissions less than 50 mg/Nm

Bag filters are provided at all transfer point to control fugitive dust emissions. Following are locations where bag filters are installed: 1. Coal Handling Junction Towers 2. Crusher House 3. Bunker Top 4. Flyash Silos Stack Emission monitoring data for the period is presents as Annexure-1

Ii Provision shall be made to provide Flue Gas Desulphurization (FGD) unit, if required in future

Lime dosing system is provided for flue gas desulfurization.

Iii On-line Ambient Air Quality Monitoring Station shall be installed. Energy meter shall be installed for all pollution control systems

3 No’s Continuous Ambient Air Quality Monitoring Systems (CAAQMS) were installed one each in downwind, up wind & Cross wind directions and the same were connected to TSPCB & CPCB websites. Photographs are enclosed as Annexure – 2.

Energy Meters are installed to pollution control equipment.

Iv The company shall install adequate dust collection and extraction system to control fugitive dust emissions at various transfer points

All the transfer points are provided with Jet Pulse filters to control fugitive dust emissions.

V Storage of raw material shall be in closed roof sheds. Appropriate dust suppression system shall be provided all around the stockpiles and conveyor systems. All the roads in the plant area shall be asphalted /concreted and water shall be sprinkled to suppress the dust.

Coal Shed of size 72×20×9 meter constructed. Photographs of coal shed are presented in Annexure –3.

Sprinkling system is provided at appropriate locations like dump hoppers etc., all the roads are of cement concrete and curb walls are being provided in phased manner.

Wind barriers are constructed in order to reduce fugitive dust emissions.

Vi In plant control measures for checking fugitive emissions from all the vulnerable sources like spillage/raw materials handlings etc. shall be provided. Further, appropriate control system such as bag filter shall be provided at all transfer points, raw material screen houses, stock house, product house etc., and Fugitive emissions shall be regularly monitored and records maintained.

Fugitive emissions are being monitored continuously and all possible efforts to mitigate them are being implemented. Air quality is being regularly monitored.

Vii Raw materials shall be transported in covered trucks. All the belt conveyors shall be covered with G.I. sheets.

All the raw materials are being transported in covered sheds. Conveyors are covered with GI sheets across the length and width of conveyors. Photos of conveyors in presented in Annexure - 4

Viii Ambient air quality including ambient noise levels must not exceed the standards stipulated under EPA or by State authorities. Monitoring of ambient air quality and stack emissions shall be carried out regularly in consultation with APPCB and report submitted to the Board and to the Ministry’s Regional Office at Bangalore half yearly

Ambient air quality, stack and ambient noise levels are being monitored on monthly basis.

Monitoring reports are being submitted to RO, TSPCB regularly and MoEFCC on half yearly basis.

Ix The company shall install adequate dust collection and extraction system to control fugitive dust emissions at various transfer points. Bag filters are to be provided at raw material hopper Raw grinding ball mill, Raw meal storage silos. Bag filters shall be provided for raw material and cement storage silos, packing machines. The dust collected from the pollution control equipment shall be recycled back into the process.

All the transfer points are provided with bag filters to control fugitive dust emission and its collected dust being recycled into the process. 1. Coal Handling Junction Tower 2. Crusher House 3. Bunker Top 4. Ash Silos

X Storage of raw material shall be in closed roof sheds. Water spray system shall be provided all around the coal stockpiles and dust suppression system around the coal conveyor system. All the roads in the plant area shall be asphalted /concreted and water sprayed to reduce the fugitive dust emissions.

Water Pollution :

i The source of water is River Krishna, flowing at a distance of 15 Km from the site and existing lime stone mine pit. The total water requirement shall not exceed 5,496 Cum/day. Out of that, fresh water requirement is 5352 Cum/day and 144 Cum/day is recycled water. Quantity of water used for cooling tower make up is 1,152 Cum/day is used for DM plant regeneration and Nano Filter back wash; 144 Cum/day is used for service Water & potable Water purposes.

The total water requirement quantities are well below the prescribed limits.

ii The total wastewater generated is 2228 m3/day.

Out of that, 912 m3/day is from cooling tower

blow down;144 m3/day from Boiler blow down; 24

m3/day from DM regeneration; 1,128 m

3/day from

Nano Filter backwash; 20 m3/day from sanitary

wastewater.

Wastewater generation is well within the limits prescribed. 800-1300 m

3/day waste water is being

generated.

iii No effluent shall be discharge outside the factory premises and ‘Zero’ discharge shall be routed to a CMB along with cooling tower blow down and other waste water streams for dilution. The treated waste water shall conform to on land for irrigation standards prescribed by the MoE&F, GOI. The treated industrial waste water is to be used for dust suppression in the mines belongs to the proponent, ash handling plant, coal handling plant, cooling purpose; development of greenbelt , ash quenching , floor washing, development of green belt etc., and the domestic waste water of 20 KLD shall be deposited into the septic tank followed by soak pit.

CMB is provided for all waste water streams for dilution and treated waste water is being utilized for dust suppression, sprinkling in ash handling plant, coal handling plant, ash quenching and greenbelt development In plant and CPP premises, Hence zero discharge maintained. Domestic waste water of 20 KLD is being deposited into the septic tank followed by soak pit.

iv The company must harvest the rainwater from the rooftops and storm water drains to recharge the ground water.

Water harvesting pond was constructed at the NE corner of the plant premises, which will store about 65,000 m

Storm water drain & ground water recharge pits were constructed.

v Green belt of width 20m around the plant, in an area of 40 Ac., shall be developed along the boundary as per the CPCB guidelines in consultation with the local DFO. The density of the trees should be around 600 plant per Ac.

Greenbelt along the boundary of the power plant and at open areas is being strengthened. Total of 15.22 Ha of greenbelt developed with 15,280 saplings as on 31.03.2019. Photos showing greenbelt developed is enclosed as Annexure-6.

Solid Waste:

i The Ash generated (1, 08, 000 TPA) from the plant is to be utilized for manufacture of cement in the plant belongs to group company M/s. My Home Industries Ltd. exists adjacent to the site as mentioned during the presentation. The bottom ash shall be used in the cement plant and reject shall be used for filling in the mines of the group company.

Generated fly ash and bottom ash are being utilized in the MHIPL cement plant.

61,146.3 MT of Fly ash generated during the period of 2018-19. Same was consumed in cement plant which is adjacent to the Power plant.

ii Waste oils, Used oils generated from the industry shall be disposed as per the Hazardous waste (Management and Handling) rules and its amendments thereof to recyclers authorized by APPCB.

Waste oil & used oil is being disposed to authorized recyclers/preprocessors.

B) GENERAL CONDITIONS :

i This order is valid for a period of 5 years Power Plant commissioned within the valid period.

ii “Consent for Establishment shall be obtained from Andhra Pradesh Pollution Control Board under Air and Water Act before the start of any construction work at site

Obtained CFE from SPCB vide order No. 230 / PCB / CFE / RO-NLG / HO / 2009-1297 dated 25.08.2010

iii No change in the process technology and scope of working should be made without prior approval of the SEIAA,AP

There will be no change in the process technology and scope of work. Prior approval will be taken if there is any change in scope of work.

Iv The proponent shall submit half-yearly compliance report in respect of the terms and conditions stipulated in this order in hard and soft copies to the SEIAA on 1

st June and 1

December of each calendar year.

Is being followed. Latest compliance report with ref no. MHIPL/MCW/ENV/2018-19/101 was submitted on 26.11.2018 for the period Apr’18 to Sep’18.

v Four ambient air quality –monitoring stations should be established in the core Zone as well as in the buffer zone for RSPM, SPM, SO2, NOx monitoring. Location of the stations should be decided based on the meteorological data, topographical features and environmentally and ecologically sensitive targets and frequency of monitoring should be undertaken in consultation with the State Pollution Control Board.

Ambient air quality monitoring is being carried out at 4 locations in core and buffer zone. Ambient air quality reports are being submitted to the Regional Office of TSPCB on monthly basis. Ambient air quality monitoring data for period Oct’18-Mar’19 is presented in Annexure-5.

vi Data on ambient air quality (RPM,SPM,SO2,NOx,CO and VOC) should be regularly submitted to the Ministry including its Regional Office located at Bangalore and the State Pollution Control Board/Central Pollution Control Board once in six months

Ambient air quality reports are being submitted to TSPCB on regular basis and to Regional Office of MOEF&CC, Chennai on half yearly basis along with compliance report.

vii Personnel working in dusty areas should wear protective respiratory devices and they should also be provided with adequate training and information on safety and health aspects.

PPEs are provided to the workmen. Regular training given to employees and workmen on safety & health aspects.

viii Occupational health surveillance program of the workers should be undertaken periodically to observe any contractions due to exposure to dust and take corrective measures, if needed.

Annual medical check-up was conducted on 11.12.2017 for 397 employees by third party M/s. SRL Diagnostics. Records of the same are being maintained. Corrective measures will be taken based on the examination findings.

ix A separate environmental management cell with suitable qualified personnel should be setup under the control of a Senior Executive, who will report directly to the Head of the organization

Full-fledged Environmental Management Cell is exists. EMC structure is depicted in Annexure – 7.

x The funds earmarked for environmental protection measures should be kept in separate account and should not be diverted for other purpose. Year wise expenditure should be reported to the Ministry and its Regional office located at Bangalore.

Adequate funds are earmarked for the environment protection in 60 MW CPP-II. For the period of Oct’18-Mar’19 expenditure incurred towards environment protection activities is 25.10 lakhs.

xi The Regional Office of MoE&F located at Bangalore monitor compliance of the stipulated conditions. The project authorities should extend full cooperation to the officer (s) of the Regional Office by furnishing the requisite data/information/monitoring reports.

Full cooperation is being extended to the officer(s) visiting our site from the office of MOEF&CC.

xii A copy of clearance letter shall be marked to concerned Panchayat /local NGO, if any, from whom suggestion/representation has been received while processing the proposal.

xiii State Pollution Control Board should display a copy of the clearance letter at the Regional Office, District Industry Center and Collector’s Office/ Tehsildar’s Office for 30 days

xiv The project authorities should advertise at least in two newspapers widely circulated, one of which shall be in the vernacular language of the locality concerned , within 7 days of the issue of the clearance letter informing that the project has been accorded environment clearance and a copy of the clearance letter is available with the State Pollution Control Board and SEIAA, AP.

xv The SEIAA or any other component authority may alter/modify the above conditions or stipulated any further condition in the interest of environment protection.

Will be followed accordingly.

xvi Concealing the factual data or failure to comply with any of the conditions mentioned above may result in withdrawal of this clearance and attract action under the provisions of Environment (Protection) Act,1986

xvii The company shall undertake eco-development measures including community welfare measures in the project area.

xviii The proponent shall explicitly follow the suggestions and commitments made in the public hearing in protection of the environment.
