Here are some of the major Cayuse form features and symbols ("icons"). These shortcuts represent a lot of Cayuse functionality, so take a minute to review them.

Always exit Cayuse by clicking the "[Sign out]" link. If you exit by clicing the "X" in the upper right corner of your browser, you may "LOCK OUT" others from your Cayuse proposal temporarily. If you get stuck, send an e-mail to "[email protected]" - which goes to UI Sponsored Programs.

RIGHT-CLICK on this GRAY LINKS icon and then click "Copy Shortcut" to create a unique web address (URL) for your proposal. LEFT-CLICK to paste the URL into an e-mail to direct someone (who has a UI Cayuse account) to your specific proposal. Each time you click on the icon you get the same URL for each proposal.

Click the ORANGE KEY icon to give specific permissions to Cayuse users to interact with THIS SPECIFIC proposal.

"Cayuse Routing" vs "UI Proposal Routing Form Routing" Are you 100% (no kidding !) FINISHED with your Cayuse Proposal? The PI (to confirm FINAL APPROVAL) must click the GREEN ARROW icon to go to the Cayuse "Routing & Approvals" page to send the 100% completed proposal to UI Sponsored Programs for review and submission to the funding agency. On the "Routing & Approvals page, the PI must put a check in the box next to the PI's name to confirm PI approval of the 100% finished proposal. Do not confuse this step ("Cayuse Routing") with completing the "UI Proposal Routing Form," which is a completely separate step in a different on-line system (UIRIS - University of Iowa Research Information System) which requires: (1) On-line completion of the UI Proposal Routing Form in UIRIS, and then (2) Routing the UI Proposal Routing Form (usually electronically via WorkFlow) to obtain PI, Department Chair, and Dean signatures. NOTE: The PI is responsible for making sure that the UI Proposal Routing Form, with all approvals, reaches UI Sponsored Programs. This drop-down box shows the type of agency-specific ERROR/WARNING checking and validation that Cayuse is performing, continuously, while you enter data - prior to finalization of the proposal. Cayuse usually enters the correct setting (for example, "NIH" for most regular NIH research applications) automatically, when you select and start your Cayuse application package. So, you would change this setting only under unusual circumstances, usually involving non-NIH funding agencies. See the "Opt-Out" FOA information below.

Other Significant Contributor (OSC) Why would you want to designate someone as an OSC? One reason is to enable a "famous" and BUSY researcher to be on your proposal, without having to commit any measurable effort (in person months) to your proposal. Famous, busy researchers usually are fully committed, and have no effort to spare, and so could not be listed on your proposal if they had a role (PD/PI; Co-Investigator) that required effort to be shown. So, designating someone as an OSC is a a way of "getting around" the effort limitation faced by a famous, busy, researcher. Individuals with measurable effort (on your project) may not be listed as Other Significant Contributors. The Project Role "Other Significant Contributor" is not listed in the Project Role drop-down box. To select this role: 1. Select "Other" from the Project Role drop-down box 2. Calculating the "INDIRECT COST BASE" in the Modular Budget Let's review the big picture: "Modular" refers to "modules" or chunks of Direct Cost funds in increments of $25,000/year, up to $250,000/year. For example, if the Direct Costs/year are $120,000, you MUST ask for $125,000/year, to make the request in modules of $25,000/year. Another example, if the Direct Costs/year are $235,000/year, you MUST ask for $250,000/year, to make the request in modules of $25,000. (1) Are we sure that the MODULAR BUDGET is the correct budget to use, and not the "detailed" (RR Budget) budget? YES - Because: Direct Costs = UI Direct Costs + Consortium Direct Costs = $250,000/year or less (2) Is the UI going to ask NIH for just $250,000/year then? NO - Because: The UI must ask NIH for all of the following funds: A. Direct Costs = UI Direct Costs + Consortium Direct Costs = $250,000/year (or less, in modules of $25,000/year) B. Consortium F&A Costs/year C. UI F&A COSTS/year = UI F&A Base/year X UI F&A RATE (52.5%) (3) So all we need to do is calculate the UI F&A Base for each year, since we know everything else. Right? YES - And we calculate the UI F&A Base as follows: UI F&A Base/year = [UI Direct Costs + Consortium Direct Costs + Consortium F&A Costs]/year MINUS [Exclusions from the F&A Rate for each year] Some of the Exclusions from the F&A Rate: Subcontract amounts over $25,000 Equipment (UI definition: Item costing $5,000 or more Tuition =========================== NOTE: TOTAL DIRECT COSTS/year can exceed $250,000/year (after you add on the Consortium F&A/year !) **Careful! Notice how "Total Direct Costs/year" is defined on the PHS 398 Modular Budget form: Total Direct Costs/year = [UI] Direct Costs/year + Consortium Direct Costs/year + Consortium F&A Costs/year Note Again ! Total Direct Costs/year IS NOT THE SAME AS Direct Costs/year [For Direct Costs/year, Consortium F&A is excluded; Direct Costs/year is the "test" amount for the $250,000/year maximum for the Modular Budget. =========================== CALCULATING THE UI F&A BASE How do you calculate the UI F&A base, for each budget year, when there is a consortium? Example: NIH-->UI-->Michigan "Consortium" = subaward = subawardee = Michigan ================================================= BUDGET YEAR 1 $230,000 = UI Direct Costs 20,000 = Consortium (Michigan) Direct Costs 8,000 = Consortium (Michigan) F&A = ($20,000 X 40% Michigan F&A Rate) ------------- $258,000 = TOTAL DIRECT COSTS Where are the UI F&A Costs? We haven't done that yet ! First, we need to find the UI F&A COST BASE. The $8,000 Consortium F&A charged by Michigan is based on (for this example) Michigan's standard F&A rate - 40% for external funding. The UI charges the UI's F&A rate (52.5%) on the UI INDIRECT COST BASE, which consists of: (1) All eligible UI Direct Costs ($230,000), and (2) THE FIRST $25,000 of Michigan's $28,000 Total Costs. So, the UI INDIRECT COST BASE would be: $230,000 = UI Direct Costs 25,000 = The first $25,000 of Michigan's $28,000 subcontract ------------- $255,000 = UI "INDIRECT COST BASE" FOR YEAR 1 $255,000 X 52.5% (UI F&A Rate) = $133,875 UI F&A Costs for Year 1 So, we now know how much total the UI has to ask from NIH for Year1: A. Direct Costs/year = UI Direct Costs + Consortium Direct Costs = $250,000/year B. Consortium F&A Costs/year = $8,000 C. UI F&A COSTS/year = $133,875 Total Direct + F&A costs for Year 1 = $391,875 =================================================== BUDGET YEAR 2 $230,000 = UI Direct Costs 20,000 = Consortium (Michigan) Direct Costs 8,000 = Consortium (Michigan) F&A = ($20,000 X 40% Michigan F&A Rate) ------------- $258,000 = TOTAL DIRECT Costs The $8,000 Consortium F&A charged by Michigan is based on (for this example) Michigan's standard F&A rate - 40% for external funding. What the heck IS a DUNS number, anywa?!? The DUNS NUMBER system is a nine-digit numbering system which uniquely identifies an individual business. This number can be used to access a database which details the name of the company, its address, telephone number, line of business and number of employees - along with other pertinent information about the specific company. DUNS, which stands for Data Universal Numbering System, identifies nearly 100 million business around the world. This includes major corporations, small business owners, partnerships, and non-profit organizations. The identification system was created by Dun & Bradstreet. ------------------------------------------------------------------------------------------- Search for a DUNS NUMBER by Organization/Company Name (US + foreign) https://www.sam.gov (Click the --SEARCH RECORDS-- tab) " As of the July 30, 2008 release (4.08.2), CCR-registered vendors may elect not to display their registration in the CCR/SAM/FedReg Public Search. Federal government users may still view all registrations from a .mil, .gov or .fed.us domain." [Until this notice came out, all vendors had to display their information to the public at this site. Now, they can elect not to display their DUNS registration information." -------------------------------------------------------------------------------------------- Part of an e-mail dated 1-22-2007 from NIH: ---------------------------------------------------------- R&R Budget Form and DUNS Numbers The Research & Related Budget form is used to provide detailed budget information. "Organization DUNS" is a required field on this form. The form also includes a required "Budget Type" field with check boxes for "Project" or "Subaward/Consortium." When the prime applicant fills out this form, they check the "Project" checkbox. The DUNS number for the applicant organization is prepopulated from the SF424 R&R Cover component. The eRA Commons does a validation that compares the DUNS number of the applicant organization provided in the application with the DUNS number in the eRA Commons Institutional Profile. It is critical that the DUNS numbers match in order for application processing to continue. If they do not match, an Error will be given and processing will stop. SUBAWARD DUNS # The same Research & Related Budget form is used for each subaward/consortium organization. When the subaward/consortium organization fills out the form they select the "Subaward/Consortium" checkbox for the Budget Type. Ideally we would expect all subaward/consortium organizations to have a DUNS number. However, while the field is a required field (i.e. something needs to be entered) neither Grants.gov nor NIH currently validates on the accuracy of that field at the subaward level. For subaward organizations, eRA Commons only validates that the DUNS field contains a value and that value is not the same DUNS number provided by the prime applicant. At this time eRA Commons does not do any further validations on the accuracy of this number. ENTER NINE ZEROS (000000000) IF THE SUBAWARDEE DOES NOT HAVE A DUNS# NOTE: Enter nine zeros only if the subawardeed does not HAVE a DUNS number, and not just if you don't happen to KNOW what the DUNS number is. For now, the workaround can be used without any threat to the processing of the application. UI Sponsored Programs will check the other box, immediately prior to submitting the proposal to the funding agency, confirming the final review.
