The Notification

 Any expansion or modernization of any activity shall

NOT 

be undertaken in any part of India unless it

has been accorded EC by Centre as per the

procedure specified in the notification  All new projects or activities listed in this notification

Expansion and modernization of existing projects which

cross threshold limit for concerned sector 

 Any change in product-mix in existing manufacturing unit

included in Schedule beyond the specified range

Environmental Clearance

 Application shall be made in Form 1 and

supplementary Form 1A after identification of site

before commencing any construction activity

 Along with the application a pre-feasibility project

report also needs to be furnished.

Exception to the above are construction projects

where conceptual plan needs to be furnished

• applicable policy and institutional considerations• EIA requirements and decision-making particulars

• provisions for public involvement

• alternatives to be examined

• the impacts and issues to be studied

• the requirements for mitigation and monitoring

• the timeframe for completion of the EIA process

• the means for making changes to the ToR if necessary

Environmental Clearance contd.. Project Management to submit half -yearly

compliance reports to regulatory authority on 1st 

June and 1st December of each calendar year 

 All compliance reports shall be public documents and shall also be displayed on website of regulator 

Prior EC granted for a specific project may be

transferred during its validity to another legal

person with “no objection” by transferor andregulatory authority on same terms and conditions

under which EC was initially granted and for the

same validity period
