    Welcome to MMTCs Eighth Annual Access to Capital and Telecom Policy Conference.Were glad youre here.Our conference is the preeminent media and telecom financial gathering focused on minorities.

    No other conference does what we do or has the focus that we have.

    This has been an extraordinary challenging year in MMTCs history and, throughout the conference

    you will hear of the many new and exciting initiatives we have and will be undertaking.

    Id like to convey our deepest appreciation to our many conference sponsors, especiallyour Gold Sponsors, BIA Financial Network, the National Association of Broadcasters and

    Special mention must be made here of two donors well be honoring for their extraordinary

    generosity, commitment to diversity and vision: Clear Channel Communications, whose

    contribution to MMTC of several radio stations is enabling us to build a nonprofit radio

    group to train minorities in broadcasting, and Trinity Broadcasting Network, which

    is arranging to donate to MMTC the largest gift of spectrum in history up to 155

    LPTV stations.

    I also owe thanks to our stellar Executive Committee, Board of Directors, Board of Advisors and

    Best Minds Policy Committee for giving MMTC so much of themselves over the years. Thanks,

    Mr. Montero was an appointed member of the FederalAdvisory Committee on Diversity for Communications inthe Digital Age. He has also served as Director of the FCCsOffice of Communications Business Opportunities, workingwith industry, trade associations, financing institutions andgovernmental agencies to create business opportunities in thetelecommunications and technology sectors.

    Mr. Montero is active in Hispanic and Spanish-language media iboth the U.S. and Latin America. He is on the Board of Directorof the Independent Spanish Broadcasters Association, which heco-founded; he also helped form the American Hispanic OwnedRadio Association (AHORA). In 2007, Montero was named tothe list of Top Washington DC Lawyers by SuperLawyers.comand in 2008 he was named to MMTCs Hall of Fame.

    Mr. Montero received his J.D. from the George WashingtonUniversity Law School, where he served on the George WashingtUniversity Law Review. He received his B.A. degree from theUniversity of Michigan.

    Henry Rivera specializesin representingtelecommunicationsand media companies inlegal matters before theFederal CommunicationsCommission (FCC),Congress, the National

    Telecommunications and Information Administration and theWhite House. Rivera has been named among the top 12 telecomexperts in the United States by Legal Media Groups Best of theBest.

    He has served as an FCC Commissioner (1981-1985), as amember of FCC and State Department Advisory Committees,and on several U.S. delegations to international telecommu-nications conferences. He is also a past president of the FederalCommunications Bar Association. Rivera, who serves on theboard of many charitable organizations, was a Founding BoardMember of Valor Telecommunications, the first Hispanic-ownedtelephone company.

    Rivera received his B.A. in Economics from the University of NewMexico, and his J.D. from the University of New Mexico Schoolof Law, where he was Editor of the Natural Resources Journal. Healso received a Bachelor of Business Administration in Accountingfrom the University of Albuquerque. Rivera, who is a Vietnam

    veteran and recipient of the Bronze Star, currently resides inArlington, VA with his spouse, Bernadette McGuire-Rivera, Ph.D.

    David HonigPresident andExecutive Director,

    David Honig co-foundedthe Minority Media andTelecommunicationsCouncil (MMTC) in 1986and now serves as itsPresident and ExecutiveDirector. MMTC

    currently represents over 70 minority, civil rights and religiousnational organizations in selected proceedings before the FCC. Ialso operates the nations only full-service, minority-owned medand telecom brokerage.

    Honig has practiced communications and civil rights law since1983, specializing in electronic redlining and race discriminatiocases. He has taught and written extensively about issues in theintersection between civil rights and international and domesticcommunications. The National Law Journalhas named Honig oof the 30 most influential communications lawyers.

    Honig serves on the National Urban Leagues Technology

    Advisory Council and is Chair of the Constitutional IssuesSubcommittee of the FCCs Advisory Committee on Diversityfor Communications in the Digital Age. He holds a B.A. inMathematics from Oberlin College, an M.S. in Systems Analysisfrom the University of Rochester and a law degree cum laude froGeorgetown University.

    HonorableDaisy W. Lynum

    President,Women in MunicipalGovernment

    Commissioner DaisyWilliams Lynum waselected to the OrlandoCity Council in April1998. She is activelyinvolved in all aspects

    of community, professional and political service. In addition toserving as President of Women in Municipal Government, sheis Chair of the National Black Caucus of Local Elected OfficialsFoundation.

    Her career includes work as a teacher, a social worker and anadministrator. Her civic contributions include service to theFlorida League of Cities Urban Administration, the NationalLeague of Cities and the Orange County Voters League. In 2005,Onyx Magazine named Commissioner Lynum as one of 56 mostinfluential African Americans in the State of Florida.

    Ms. Lynum earned an undergraduate degree in Sociology at

    Bethune-Cookman College and a graduate degree in ClinicalSocial Work (MSW) from Florida State University. In 2000,Commissioner Lynum completed the John F. Kennedy Schoolof Government Program for Executives at Harvard University.Florida Metropolitan University awarded her an honoraryDoctorate of Humane Letters in May 2005. Commissioner Lynumis the proud mother of two sons and two granddaughters.

    Julia Johnson leadsNetCommunications,Inc., a national regulatoryand public affairs firmcomprised of highlyspecialized attorneysand regulatory analysts.

    It focuses primarily on governmental and regulatory practices,combined with media and public relations.

    Ms. Johnson also serves as the Chairwoman for Communica-tions Policy Development and Outreach for the Florida StateConference of the NAACP. She is the Treasurer and a Director ofMMTC and serves as Chair of the National Advisory Board to theNational Organization of Black Elected Legislative Women. Shesits on the boards of several large, publicly traded corporations,including MasTec, Allegheny Energy, Northwestern EnergyCompany and American Water.

    Johnson was appointed to the Florida Public Service Commission

    for two consecutive terms and served as Chairman from1997-1999. From 2003-2005, she was appointed by then-FCCChair Michael Powell as the Chair of the FCC Federal AdvisoryCommittee on Diversity for Communication in the Digital Age.Johnson holds a B.S. degree in Business Management and a J.D.from the University of Florida College of Law.

    Blair Levin

    Blair Levin is the formerExecutive Director ofthe FCC BroadbandInitiative, where heleveraged his vast industryexperience to coordinatethe development of the

    national broadband plan. Levin previously served as chief ofstaff to former FCC Chairman Reed Hundt from 1993 through1997. During that time, he oversaw the implementation of thehistoric 1996 Telecommunications Reform Act, the first spectrumauctions, the development of digital television standards and theCommissions Internet initiative.

    After his time at the FCC, Levin joined Legg Mason as the firmsprincipal telecom, media and tech regulatory and strategy analyLater, he joined the Stifel Nicolaus Research Team in connectionwith Stifels acquisition of Legg Masons Capital Markets Group.

    Prior to his original service with the FCC, Levin was a partner

    in the North Carolina law firm of Parker Poe, Poe, Adams andBernstein. There, he represented new communications venturesand numerous local governments on public financing issues. Heis a summa cum laude graduate of Yale College and a graduate oYale Law School.

    and memorizing R&B, soul and rap songs in their entirety.In 1999, Spears launched GO Deejay!, a mobile disc jockeycompany. After an internship at WPFW-FM, he became thestations youngest on-air personality at age 21. He was soonpromoted to host and producer of the mid-day slot, where he hadthe stations highest-rated program for four consecutive years.Realizing the popularity of his non-conformist and edgy style,coupled with cutting-edge technology, Spears birthed the DCareas first radio station that did not use an AM, FM or satellitesignal. The resulting iM4radio Broadcasting Network caters tominority listeners, with 24-hour talk and music programming.

    The Network was one of a few small media outlets that wereinvited to cover the 2009 Inauguration of President BarackObama.The Networks flagship station, The Flow, boasts 106,000 listeners.With three stations slated to go live in Philadelphia, Baltimore andAtlanta, the iM4radio Broadcasting Network is rapidly expanding.Spears aspires to make this new style of broadcasting as widelyused and appreciated as traditional radio.

    In 2005, John Muletafounded M2Z Networks,a broadband Internetaccess company, withhis partner Milo Medin.Immediately prior to

    founding M2Z Networks, Muleta was Partner and Co-Chair of tCommunications Practice at Venable LLP.

    Robert M. McDowell wasfirst appointed to a seat onthe Federal CommunicationsCommission by PresidentGeorge W. Bush and

    unanimously confirmed by the Senate in 2006. When he was reappointed

    to the Commission on June 2, 2009, Commissioner McDowell becamethe first Republican to be appointed to an independent agency byPresident Barack Obama. He was unanimously confirmed by the Senateon June 25, 2009.

    During his time at the FCC, Commissioner McDowell has worked tohelp consumers in the communications marketplace enjoy the benefitsof more choices, lower prices and useful innovations, through increasedcompetition. Creating opportunities for the construction of new deliveryplatforms that will bring about such competition has been one of his toppriorities.

    Commissioner McDowell brings to the FCC approximately 16 years of

    private-sector experience in the communications industry. Immediatelyprior to joining the FCC, he was Senior Vice President for theCompetitive Telecommunications Association (CompTel), an associationrepresenting competitive, facilities-based telecommunications serviceproviders and their supplier partners. There he had responsibilitiesinvolving advocacy efforts before Congress, the White House andexecutive agencies. Prior to joining CompTel in February 1999,McDowell served as the Executive Vice President and General Counselof Americas Carriers Telecommunications Association, which mergedwith CompTel at that time. He has also served on the North AmericanNumbering Council and on the board of directors of North AmericanNumbering Plan Billing and Collection, Inc.

    McDowell was graduated cum laude from Duke University in 1985.After serving as chief legislative aide to a member of the Virginia Houof Delegates, he attended the Marshall-Wythe School of Law at theCollege of William and Mary. Upon his graduation from law school,McDowell joined the Washington, DC office of the national law firm oArter & Hadden.

    Commissioner McDowells involvement in civic and politicalaffairs spans three decades. He was appointed by VirginiaGovernor George Allen to the Governors Advisory Board fora Safe and Drug-Free Virginia, and to the Virginia Board forContractors, where he served for eight years. A veteran of severapresidential campaigns, his work during the 1992 presidential

    campaign is cited in theAlmanac of American Politics, 1994.Among many other endeavors, McDowell has twice been acandidate for the Virginia General Assembly. Baker, who first

    joined NTIA as a Senior Advisor in January 2004, was namedDeputy Assistant Secretary in February 2007. She also served asActing Associate Administrator for the Office of InternationalAffairs and was on detail to the Office of Science and TechnologyPolicy at the White House.

    At NTIA, Ms. Baker advised and represented the Executive

    Branch on both domestic and international telecommunicationsand information policy activities. With a core mission to promotemarket-based policies that encourage innovation and benefitconsumers, NTIA under Ms. Baker pursued the effective andefficient utilization of the radiofrequency spectrum by the federalgovernment through its management of federal spectrum use.It also performed cutting-edge telecommunications researchand engineering, and oversaw the management of the Internetsdomain name and numbering system. Baker also administered thecoupon program to help facilitate the nations historic transitionto digital television. She has served on delegations representingthe United States at major international telecommunicationsconferences and engaged in bilateral discussions with senior levelofficials from countries around the world.

    Before joining NTIA, Ms. Baker was Vice President at WilliamsMullen Strategies, where she focused on telecommunications,intellectual property and international trade issues. Earlier, sheheld the positions of Senior Counsel to Covad Communicationsfrom 2000 to 2002 and Director of Congressional Affairs at theCellular Telecommunications Industry Association from 1998 to2000. Ms. Baker worked at the U.S. Court of Appeals Fifth Circuin Houston and later at the law firm of DeLange and Hudspeth,L.L.P. From 1990 to 1992, she worked in the Legislative AffairsOffice of the U.S. Department of State in Washington.

    Prior to her career at Howard, Dr. Dates served as anchor andexecutive producer of a weekly television magazine for WBAL-TV and as a panelist for a weekly public affairs show on WJZ-TVboth in Baltimore. In the 1990s, she was a Fellow at the FreedomForum Media Studies Center at Columbia University, whereher research focused on media images and effects, along withthe medias treatment of women, African Americans and othergroups.

    Dr. Dates co-edited the book, Split Image: African Americans in Mass Media, authoring six of the ten chapters.     Dr. Turner-Lee has also been an executive at One Economy,a global nonprofit that uses the power of technology andinformation to expand opportunities for low-income people.She helped to establish broadband connections in thousands ofaffordable housing units and expanded a national technologyservice initiative from 250 to nearly 3,000 youth in less thantwo years.

    Before joining One Economy, Dr. Turner-Lee founded theNeighborhood Technology Resource Center, a Chicago-basednonprofit that provides public access to computers and theInternet to thousands of low- and middle-income people.     Prior to his service in the Senate, Adelstein was a Teaching Fellowin the Department of History at Harvard University. With respect to trade,Congressman Rush is identifying new international marketsto help expand Americas trade interests throughout the world,including trade with the continent of Africa. He launched theAfrican Partnership for Economic Growth Caucus, whose primarymission is to strengthen U.S. relations with Sub-Saharan Africa bypromoting growth and economic development.

    During the Civil Rights Movement of the 1960s, CongressmanRush worked to secure basic civil and human rights for AfricanAmericans, women and other minorities. He was a member ofthe Student Non-Violent Coordinating Committee and was a co-founder of the Illinois Black Panther Party. Prior to his electionto Congress, Rush was an Alderman in the Chicago City Council,representing the 2nd Ward on Chicagos South Side. He helpedpass significant environmental protection, gun control andneighborhood development legislation.

    Congressman Rush, an ordained Baptist minister, received abachelors degree in general studies, with honors, from Roosevelt

    University in Chicago. He received a masters degree in PoliticalScience from the University of Illinois at Chicago and a mastersdegree in Theological Studies from McCormick Seminary.
