Preferential Certificate of

Origin (PCO)

A document to prove the origin status of a product;

Presented as an import document to the customs of

importing country for a product to enjoy tariff

concession.

Tariff Reduction for Goods

Products satisfy the requirement on rules of origin shall enjoy the

concessions offered by importing Member States.

A claim that a good shall be accepted as eligible for preferential tariff

treatment shall be supported by Certificate of Origin (CO Form), as

issued by Government authority designated by the exporting Member

State and notified to the other Member States in accordance with the

Operation Certification Procedure (OCP);

Rules and Procedure

For the purposes of implementing the Rules of Origin set out in Chapter 3 (hereinafter

referred to as “ASEAN ROO”), the following operational procedures on the issuance and

verification of the Certificate of Origin (Form D) and other related administrative matters shall

be observed. Related rules applied as follows:-

Rule 11 : Back-to-Back Certificate of Origin

Ministry of International Trade and Industry (MITI) is the sole Issuing Authority for preferential Certificate of Origin (COs).

STEP ONE: Cost Analysis Application

Client Charter:

- manual application : Seven Working Days

- online application : Five Working Days

STEP TWO: Issuance of COs

Client Charter:

- manual application : Two Working Days

- online application : One Working Day10

Step 1: Cost Analysis Approval

• Manufacturer/exporters are required to submit application

form for cost analysis approval to Trade Cooperation and

Industry Coordination Section (MITI counter) or MITI's

branch offices.

• Approval letter will be issued to products which are

qualified to the rules of origin under FTAs scheme.

• The approval of the cost analysis will be given within 7

working days. 11

Step 2: Endorsement of ATIGA Form D

• Form D is a certificate that is accepted as evidence of origin by all preference-giving countries to obtain preferential treatment.

• It can be purchased from Federation of Malaysian Manufacturers (FMM) at:

Wisma FMM,

No. 3, Persiaran Dagang,

PJU9, Bandar Sri Damansara,

52200, Kuala Lumpur.

or FMM branch at respective state.
