annual Medal Day ceremony on June 9. Three wereposthumously honored with the Distinguished Service Medal,

while 3 others received the Police Combat Cross and 4 werepresented with the Medal for Valor.

Miracle at BellevueOn May 15, one day shy of his 36th birthday and exactly four monthsafter being stabbed in the eye by an emotionally disturbed person,Sgt. Timothy Smith of the 101 Precinct was discharged from BellevueHospital. As scores of police officers serenaded him with “HappyBirthday,” he stepped out of a wheelchair and walked about 20 feet toa waiting car. The hospital’s trauma director described his recovery as“just about miraculous.”

Dear Sergeants: In this edition of Frontline we pay homage to all of the

SBA members whose daily actions have resulted in us beinguniversally recognized as the finest frontline police super-visors in the world. The level of dedication and profession-alism exhibited by all of you was very apparent on June 9th,when 10 active, retired or deceased SBA members werehonored at the NYPD’s annual Medal Day ceremony, andagain on September 24th, when the SBA honored 21 mem-bers as Sergeants of the Year.

The work that was done to earn this recognition is awe-inspiring. Some were engaged in shootouts with dangerousfelons, while others performed daring water or railroadtrack rescues, recovered incendiary devices, successfullyperformed CPR on an infant in a crowded departmentstore, or apprehended killers who were fleeing the scenes oftheir grisly crimes. Sergeant Timothy Smith of the 101Precinct was stabbed in the eye while trying to contain anEDP who was armed with a knife.

That incident was all but obscured by the fact that itoccurred on the same day that a jetliner was forced to makean emergency “landing” on the Hudson River. When nopassengers were seriously injured or killed, the pressdubbed it “Miracle on the Hudson.” Sgt. Smith endured 4months of agonizing treatment and rehabilitation. One ofhis doctors described his survival from such serious injuriesas being nothing short of miraculous. When he wasreleased from Bellevue Hospital, 4 months after beingstabbed and one day shy of his 36th birthday, we think it isonly appropriate to deem his ongoing recovery as our“Miracle at Bellevue.”

The common denominator in all of these cases is the factthat, more than anything else, the actions of these fine ser-geants made the streets of New York safer and enhancedthe lives of the more than 8 million people who call the Big Apple home. Mere words can’t aptly describe theirheroic actions, but it is important for them to know how much we respect and value their commitment to

the difficult and always challenging vocation that we chose.

It has been over 8 years since the tragic eventsof September 11, 2001. More and more rescue andrecovery workers continue to suffer or are newlydiagnosed with post-9/11 ailments. Many are ini-tially shocked and then appalled to find that, as faras government assistance and intervention is con-cerned, they are on their own. While some elect-ed officials refuse to act appropriately, we arelucky to have several allies who are working hardto do the right thing.

Congresswoman Carolyn Maloney of NewYork, and others, continue to toil in championingthe cause of so many sick and injured workers.Her determination to enact H.R. 847, which isotherwise known as the “James Zadroga 9/11Health and Compensation Act,” is well known.Passage of the Zadroga Act would permanentlyauthorize health monitoring and treatment forthose who have become injured or ill from the9/11 attacks. It would also re-open the VictimsCompensation Fund for those who failed to file orbecame sick after the original program closed inDecember 2003.

Because so many workers are only now beingdiagnosed with unique diseases that are directlyattributable to their work at Ground Zero andother related sites, this seems like a no-brainer.The unfortunate truth is that there are no short-ages of bureaucrats at the local, state and nationallevels whose memories are as short as their pursestrings are tight.

George Martin, the longtime member of theNew York Giants football team whose 3,003 milewalk across America raised millions of dollars for

ailing 9/11 workers, continues on long after he com-pleted his momentous Journey for 9/11 in June 2008.George hit the road again on September 13th, whenhe and hundreds of supporters, including myself andCitywide Secretary Paul Capotosto, walked from theNew York side of the George Washington Bridge toGiants Stadium. The SBA canteen truck drove alongthe route, dispensing refreshments to the participants.

Upon our arrival at the stadium, where the Giantswere scheduled to play the Washington Redskins, athunderous applause erupted from the approximately30,000 fans in attendance as we took to the field andwalked from one end zone to the other. George plansto make this an annual event, and he is looking forwardto expanding it to other cities. He regularly puts thewell-being of others before his own needs, and theSBA is honored to be associated with him in suchambitious projects that will surely be around for a longtime to come. See page 18 for a more in-depth look atGeorge’s latest “journey” or to make a donation to thismost worthwhile cause.

I hope to see many of you at the SBA’s 102nd annu-al Heroism Awards Event, which is being held onNovember 5th. Being recognized this year is HisExcellency, Timothy M. Taylor, who was killed while serving our

country as a member of the New York National Guardin Afghanistan; and Det. Omar J. Edwards, who wasmistakenly killed while taking off-duty police action.All of these fine men have or had a fine tradition ofgiving so much more than they ever received, and aremost deserving of this prestigious honor.

In this issue you will read a lot about where we areand where we are going as a union organization. Whilewe have accomplished a lot over the past 7 years, thereis still so much more to do. We will never rest on ourlaurels, nor will we ever fall victim to lethargy or con-tentment. Critical to our success has been the input ofthe membership, whose comments and suggestions arealways welcome. I am delighted by the voluminousamount of letters, phone calls and e-mails that wereceive on a regular basis. The SBA is all about themembership, which means it is the members whomake us so great, not the other way around.

I assure you that I will always follow my moral com-pass in assessing and evaluating all information relatedto issues that affect the membership. More than any-thing else, I will never forget or take for granted theprivilege that you have bestowed upon me by allowingme to serve as your president.

Ten active, retired or deceased SBAmembers were honored for their gal-lantry or sacrifice at the NYPD’s annualMedal Day ceremony on June 9, 2009.As their friends, family, colleagues andloved ones looked on with great pride,admiration and, in some cases, extremesadness, the families of 3 deceasedmembers were presented with theDistinguished Service Medal, while 3members received the Police CombatCross, and 4 members were awardedthe Medal for Valor.

First presented in October 2008, theDistinguished Service Medal is theNYPD’s version of the United StatesArmed Forces Distinguished ServiceMedal. It is “conferred upon the familyof a member of the service who suc-

cumbed to illness associated withexceptional duty, performed with greatresponsibility under unusual hazard ordemand to the City of New York.”

The Police Combat Cross is grantedto “members of the service who havesuccessfully and intelligently performedan act of extraordinary heroism, whileengaged in personal combat with anarmed adversary under circumstancesof imminent personal hazard to life.”

The Medal for Valor is “conferredupon police officers for acts of outstand-ing personal bravery intelligently performed in the line of duty and at immi-nent personal hazard to life under circumstances evincing a disregard ofpersonal consequences.”

Sgt. Michael Gaudio44 Precinct

On the evening of December 23,2006, Sgt. Michael Gaudio and apolice officer from the 44 Precinctwere on routine patrol when theyobserved several males huddledtogether in front of a building. Asthey attempted to question them, aviolent struggle ensued. One of thesuspects produced a handgun andpressed it against the body of Sgt.

Gaudio, which forced his partner to draw his weapon and shootand mortally wound the suspect.

Sgt. Pedro CandiaPatrol Borough Bronx Task Force

On September 28, 2007, Sgt. PedroCandia and a police officer from thePBBX Task Force were on routinepatrol in a marked department autowhen they responded to a radio runof shots fired. As they neared thelocation, they observed a gunmanexchanging shots with another policeofficer. After a short foot chase, Sgt. Candia saw the gunman hiding

behind a parked car with his weapon pointed at his partner. Inorder to divert the suspect’s attention, Sgt. Candia called out tohim. When the armed man turned and adopted a combat stance,Sgt. Candia fired his weapon which resulted in the wounded sus-pect being taken into custody without further incident.

Sgt. Louis Deceglie Sgt. Michael RasoNarcotics Borough Housing BureauManhattan South Police Service Area 5

On May 31, 2007, Sgt. Louis Deceglie, then PO Michael Rasoand another police officer from the 47 Precinct were performingplainclothes anti-crime duty when they responded to a radio run ofa home invasion at gunpoint. As they neared the location, a terri-fied man flagged them down and said that three armed, maskedmen were still inside his home with his family. As the officers tac-tically approached the house, they observed the three suspectsexiting. A gun battle ensued, which resulted in two suspects beingwounded and all three being captured.

DISTINGUISHED SERVICE MEDAL RECIPIENTS

The families of Sgts. Claire T. Hanrahan, Michael W. Ryan and Edward D. Thompson were presented with the Distinguished ServiceMedal. All three sergeants passed away from illnesses associated with their work on the World Trade Center rescue and recoveryefforts. They were also posthumously honored at the SBA’s 101st annual Heroism Awards Event in 2008. All were married and survivedby a total of 11 children.

POLICE COMBAT CROSS RECIPIENTS

Sgt. Devon HudonHousing BureauPolice Service Area 9

On December 20, 2003, then PODevon Hudon and three police offi-cers from the 115 Precinct receivedinformation that a wanted felon whowas known to be armed and con-frontational was at a local bar. Asthey arrived at the location, theyspotted the suspect enter a vehicle

and drive off. After a short vehicle and foot pursuit, the suspectengaged the officers in a gun battle. Officer Hudon returned fire,which caused the gunman to retreat and be captured shortlythereafter.

Lt. Ajay Kapur115 Precinct

On January 21, 2006, then Sgt. AjayKapur and a police officer from the67 Precinct received a tip from alocal bouncer that a man was refusedentry to a bar because he was carry-ing a firearm. Upon their arrival at thescene, they observed the suspectproduce a submachine gun and fire inthe direction of the lounge. Sgt.

Kapur and his partner became engaged in a running gun battlewith the suspect, who was wounded and taken into custody withno injuries to any police personnel or innocent civilians.

Retired Sgt. Craig Melfi120 Precinct

In the early morning hours ofFebruary 10, 2007, then Sgt. CraigMelfi and three police officers fromthe 78 Precinct were on plainclothesanti-crime duty when they noticed anauto approach them from behind at ahigh rate of speed. The motoriststopped alongside their unmarkedvehicle and launched into an unpro-

voked verbal diatribe. As the officers began to identify them-selves, the irate man produced a firearm, fired into the police vehicle, and wounded one of the officers. Sgt. Melfi and the twouninjured officers drew their weapons and returned fire, whichresulted in the assailant being captured soon afterward.

The SBA will be holding its 102nd annual Heroism Awards Event on Thursday, November 5, 2009. Theawards are presented each year in honor of (left to right) Sgts. John Coughlin, Michael Curtin, RodneyGillis and Timothy Roy, all of whom lost their lives while responding to the terrorist attacks on the WorldTrade Center on September 11, 2001. This year’s honorees represent a diverse cross-section of people,all of whom display or have displayed the attributes that make our country the greatest in the world orhave dedicated them-selves to protecting theliberties and freedomsthat so many of us takefor granted.

HIS EXCELLENCY,ARCHBISHOP TIMOTHY M. DOLAN

His Excellency, Archbishop Timothy M. Dolan, the10th and current Archbishop of New York, is the eld-est of five children born to Shirley Radcliffe Dolanand the late Robert Dolan. He was ordained a

priest in 1976 andserved as theAuxiliary Bishopof St. Louis and asthe Archbishop ofMilwaukee.

While visitingGround Zero inthe months after9/11, ArchbishopDolan, who wasthen the AuxiliaryBishop of St.Louis, remarked,“We will neverstop crying. Butit’s also aboutSeptember 12th

and all the renewal, the rebuilding, hope, solidarityand compassion that symbolized this great commu-nity—and still does.”

When formally installed as Archbishop of New York at St. Patrick’s Cathedral on April 15, 2009,Archbishop Dolan spoke of the church’s mission to

“embrace and protectthe dignity of everyhuman person.” He ispresently the chairmanof the board of directorsof Catholic Relief Ser-vices and a member ofthe board of trustees ofthe Catholic Universityof America.

MICHAEL G. CHERKASKYAs the CEO of Altegrity, Michael G. RETIRED COL.JACK H. JACOBSU.S. ARMYRetired Col. Jack H.Jacobs, a Brooklyn native,earned bachelor’s andmaster’s degrees fromRutgers University. Heentered the U.S. Army as asecond lieutenant throughthe ROTC program, andserved two tours inVietnam. He is among themost highly decorated sol-diers from that era, having earned 3Bronze Stars, 2 Silver Stars, 2 PurpleHearts, and the Congressional Medalof Honor, the nation’s highest combatdecoration.

Besides being the military analyst onMSNBC, he serves on many charitable boards and isVice Chairman of the Congressional Medal of HonorFoundation. His memoir, “If Not Now, When?”,which was co-authored with Douglas Century, waspublished in 2008.

Retired Chief of Transportation Michael J. Scagnelliserved the NYPD from 1970 to 2009. Known as a“cop’s cop” who never forgot where he came from,he was the longtime president of the department’sHonor Legion, an association for highly decoratedpolice officers. His involvement in assisting the family members of those who lost their lives in theperformance of their duties is unparalleled. As Chiefof Transportation, he pioneered the department’sTraffic Stat program, a nationally recognized account-ability process that has dramatically reduced thenumber of traffic accidents, injuries and deaths introubled areas.

After 39 years of service, Chief of Transportation Michael J. Scagnelli bidfarewell to the cops he loved in May. An avid outdoorsman and hunter,he now has more time to wear his “other” uniform.

BURT YOUNG

A longtime supporter of the law enforcement com-munity, as well as other charitable endeavors, actorBurt Young was nominated for an Academy Awardfor Best Supporting Actor for his role as Paulie in theclassic 1976 film “Rocky.” Whenever he was asked,and often when he wasn’t, he was there for the fam-

ilies of police officers who wereinjured or killed in the line of duty.

STEVEN N. STEIN

An executive atRainbow ApparelCompanies, StevenN. Stein also serveson the board ofdirectors of manyworldwide organi-zations where he isinvolved in fund-raising activitiesand other altruisticefforts. He is a greatsupporter of theNYPD Widows andChildren’s Fund andcharitable endeavors related to the World TradeCenter. He is dedicated to these causes because ofthe kindness that was bestowed on his parentswhen they arrived in the U.S. as poor immigrantchildren. His good work has resulted in him receiv-ing the Ellis Island Medal of Honor.

Being honored posthumously is PO Deon L. Taylor of TransitBureau, District 3, a member of the New York NationalGuard who was killed in October 2008 while serving ourcountry in Afghanistan, and Det. Omar J. Edwards who wasoff-duty and taking appropriate police action when he wasaccidentally shot and killed by an on-duty officer in UpperManhattan in May 2009.

Hundreds of NYPD personnel are currentlydeployed both stateside and abroad in the ongoing waron terror. The SBA greatly appreciates the dangersthey face on a daily basis, as well as the sacrifices thatthey and their families have been forced to endure.

At the 102nd Heroism Awards Event in November,the SBA will honor PO Deon T. Taylor of TransitBureau, District 3, who was killed in Afghanistan whiledeployed with the New York National Guard. RetiredU.S. Army Colonel Jack H. Jacobs, a recipient of theCongressional Medal of Honor for his actions duringthe Vietnam War, will also be presented with aHeroism Award.

Sgt. William J. Puzo, who was one of the SBA’s mostsenior members when he recently passed away at theage of 87, was a sergeant in the U.S.M.C. from 1942 to1945. In November 2006, his beloved Marine Corpspresented him with an award for being the oldest livingIwo Jima survivor in the Dallas, Texas, area, where hewas living at the time of his death. He had retired fromthe NYPD in 1972 after 25 years of service.

Not a day goes by that these fine men and womenare not in our fondest thoughts and prayers. We salutethem for their service to our country, and we owe them a debt of gratitude that can never be repaid or forgotten.

Sgt. Anthony Peters of the Housing Bureau’s PSA 4 was assigned to the U.S. Army Civil AffairsUnit in Baghdad during his second one-year deployment to Iraq. After returning home, hetook time out from being reunited with his wife Kathy Ann and children N’Kura, Christina,Knyanna and Anthony to present this beautiful plaque to the SBA in early 2009. There is perhaps no greater tribute to United States militarypersonnel than the recent unveiling of the U.S.S. New York,which was built with 24 tons of scrap steel from the WorldTrade Center. It is fifth in a new class of warship that isdesigned for missions that include special operationsagainst terrorists. It will carry a crew of 360 sailors and 700 combat-ready Marines to be delivered ashore by helicopterand assault craft.

Junior Chavers, the manager of the Louisiana foundrywhere the molds for the ship were poured, remembers theday that the WTC steel arrived.

“The hair on my neck stood up,” he said about the firsttime he touched the steel with his hands. “It had a bigmeaning for all of us. They knocked us down, [but] theycan’t keep us down. We’re going to be back.”

Navy captain Kevin Wensing was also at the foundry on theday of the steel’s arrival. “Those big rough steelworkerstreated it with total reverence,” he recalled. “It was a spiri-tual moment for everybody there.”

On September 11th of each year the nation stops to honor theheroism and sacrifice which came to symbolize that fateful Tuesdaymorning eight years ago. It is also a time to reflect on the present,as well as the future, for those who labored tirelessly and selfless-ly during the rescue and recovery efforts at Ground Zero.September 11th was not just an assault on New York City orWashington, D.C., but on our nation as a whole, and Americansfrom across the country responded in New York’s hour of need.This was clearly in evidence by the thousands of first responders,volunteers, and others who traveled to Ground Zero in the days,weeks, and months that followed the attacks.

Those who responded now face an equally deadly threat: the long-term health effects that have developed as a result of exposure tothe cocktail of deadly toxins released from the collapse of the WorldTrade Center. Upper and lower respiratory conditions, tumors, andpulmonary diseases are just some of the medical issues which SBAmembers and others are now confronting. In the years to come itis expected that many additional individuals will develop 9/11-related illnesses, significantly adding to the more than 70,000 peo-ple from across America currently listed on the World Trade CenterHealth Registry.

For these reasons the SBA has been working hard since the begin-ning of the 111th Congress to enact H.R. 847, the “James Zadroga9/11 Health and Compensation Act.” Sponsored by New YorkRepresentatives Carolyn Maloney, Peter King, Jerrold Nadler, andMichael McMahon, the Zadroga Act would permanently authorizehealth monitoring and treatment for those suffering from illnesseslinked to the 9/11 attacks. The bill would also re-open the VictimsCompensation Fund (VCF) for those who failed to file before, orbecame sick after, the original program closed in December 2003.

Although the Zadroga Act has been pending before Congress forseveral years, there has been a great deal of activity in 2009-andthe SBA has played a critical role in building support for the legis-lation. Currently the bill enjoys bipartisan support from more than70 co-sponsors. Earlier in the year, the two committees with juris-diction over the bill—the House Committee on the Judiciary andthe Committee on Energy and Commerce—held hearings on theZadroga Act. On July 29, the Judiciary Committee approved theprovisions of the bill to reopen the VCF. In September, Energy and

Commerce announced that its Health Subcommittee would mark up the provisions of the bill related to health monitoring and treatment.

At this writing it is expected that H.R. 847 will likely be consideredby the full House of Representatives this fall or in early 2010. In aneffort to build even greater support, the SBA and its representativesin Washington, D.C. coordinated a “9/11 Health Lobby Day” onSeptember 10 with the Federal Law Enforcement OfficersAssociation and the NYPD’s Lieutenants Benevolent and CaptainsEndowment Associations. The event was a great success andincluded discussions with Carolyn Maloney, the lead bill sponsor andchampion of the effort to pass the Zadroga Act, as well as severalother Members of Congress who are critical to the bill’s success.

• Established the lauded SBA Scholarship Fund. • Procured the SBA Canteen Truck, a ubiquitous

presence at major events, through donations fromthe public and private sector.

Legal Services • Retained new legal counsel, which resulted in

enhanced services to all members at a substantialcost reduction to the SBA. Members began receivinglegal representation at CCRB and at all shootingincidents and internal investigations as a matter ofstandard practice.

• Improved legal services for home purchases and salesand preparation of wills.

• Retained the renowned firm Paterson, Belknap,Webb and Tyler to represent the SBA in labor matters.

FLSA/Overtime • SBA President Ed Mullins met with staff members at

the White House and the Department of Labor topresent our opposing views on proposed changes tothe Fair Labor Standards Act that could threatenovertime pay to members.

Annuity Fund Lawsuit• Filed a $27 million lawsuit against former SBA

investment advisors. The named parties wereMonitoring and Evaluation Services (MES), its own-ers, John and Jack Renck, and its portfolio manager,Trainer, Wortham & Company, LLC.

Social Security Lawsuit• Began monitoring a suit filed by the New York City

Corporation Counsel on behalf of city employeesagainst the IRS for $100 million. The suit sought arefund of Social Security taxes paid from 1989 to1998 by city workers injured in the line of duty andunable to work for six months or less. The suit wassuccessful and those affected are awaiting payment.

Immediately after being sworn in onJuly 1, 2002, the current SBA admin-istration hired an outside analyst to

conduct a top to bottom analysis. Thesubsequent 68-page report showed

many organizational and managerialflaws. During the first 24 months in

office, the union’s focus was onestablishing a strong foundation in

order to secure a better future.Among the first orders of business:

Administrative Services• Created an Ethics Committee comprised of officers

and delegates to insure internal integrity by review-ing ethical issues facing the organization.

• Established a Retiree Office with retired sergeantson-staff and on-site to help in retiree planning,explanation of benefits and career development.

• Improved the training of staff and office equip-ment for better service and responsiveness to all members.

• Provided pagers to all delegates and imposed strictaccountability guidelines on all union officials andrepresentatives.

Member Services • Began publishing newsletters and Frontline maga-

zine to keep members up to date. • Implemented the annual Heroism Awards Event in

honor of Sgts. John Coughlin, Michael Curtin,Rodney Gillis and Timothy Roy, all of whom losttheir lives on 9/11. Awards are presented each year tomen and women from the public and private sectorthat dedicate or have dedicated themselves to pro-tecting liberty and freedom at home and abroad.

• Implemented the Art Calendar Contest, where the chil-dren and dependents of active and retired members canwin desktop computers or U.S. savings bonds.

ty with those we do business with. Initiated civil pro-ceedings to recoup funds from some vendors whohad done business with the previous administration.

• Reached an agreement with the city, via theMunicipal Labor Committee, that preserved thePICA fund for asthma, chemotherapy and otherinjectable drugs and prevented bankruptcy of the sta-bilization fund. Held the line to ensure that the citydidn’t gain any of the $600 million in givebacks itdesired.

• Comparative shopping for new investment advisorsresulted in enhanced services for members with avast array of self-directed investments that were pre-viously not available.

• Selected new life insurance providers, resulting inadditional coverage for active and retired memberswhile saving money on premiums for the SBA.

lobbying firms in New York State.• Began establishing political relationships in New

York City, Albany and Washington, D.C.• Authored and introduced 3 bills: Amendment to the

Taylor Law, Deferred Compensation OptionProgram (DROP), and the Guaranteed PensionAfter 20 Years Bill.

• Submitted Memos of Support for pending legislationthat would best support our members.

• The SBA created its own not-for-profit PrescriptionBenefit Manager in 2005. True Health Benefits(THB) eliminated middleman costs, which has result-ed in much improved prescription benefits to mem-bers and millions of dollars in savings to the SBA.THB has been recognized worldwide as an organiza-tional prototype for keeping the always escalatingcosts of prescriptions manageable.

Heroism Awards Event

The annual Heroism Awards Event has gotten big-ger and bigger with each passing year. The SBA hashonored scores of luminaries and ordinary citizensfrom the public and private sector, as well as NYPDofficers who lost their lives in the performance of theirduties or while deployed in the military.

Honorees have included former President GeorgeW. Bush; Sens. John McCain of Arizona and DeanSkelos of New York; His Excellency, Timothy M.Dolan, the Archbishop of New York; New YorkAttorney General Andrew Cuomo; David and PeggyBeamer, whose son Todd uttered the immortal words“Let’s Roll” before joining forces with other passen-gers to overthrow terrorists aboard American AirlinesFlight No. 93 on September 11, 2001; and little DannyMulvey, the son of active Sgt. Dan Mulvey of the 20Precinct who has been battling cancer with grace, dig-nity and courage.

million lawsuit against its formerinvestment advisors in June.

In its first year, the SBA Scholarship Funddispenses $24,000 to 25 recipients,$1,000 in U.S. Savings Bonds, and 13computers to deserving students.

Increases life insurance for membersfrom $200,000 to $250,000 per year,while saving over $30,000 a month inpremiums.

which increase benefits to mem-bers while saving the union mil-

SBA announces that all members are now entitled to thepreparation of a living will, health care proxy, and power ofattorney free of charge. This enhances its policy of already

providing for free onetime house sales and purchases.

The SBA’s dental plan cov-erage is upgraded for allactive and Retiree B partici-pants to include a PPOcomponent for orthodon-tics and specialists.

SBA President Mullins,whose father was a long-shoreman, is appointed toserve as a representative ofthe labor sector on an advi-sory group to U.S. Secretaryof Labor Elaine L. Chao inMarch. Says Mullins: “Asthe son of working classparents, I have an inherentlove, respect and admira-tion for labor, and am look-ing forward to enhancingworking conditions for alllevels of employeesthroughout the country.”

SBA spearheads a joint effort with the FraternalOrder of Police, the Port Washington School

District on Long Island, and several private cor-porations that collects and delivers two tractor

trailers full of clothing, child care items, toiletries,toys and food to citizens displaced by Hurricane

Katrina in New Orleans and surrounding areas.

After being immersed in protractedcontract negotiations, the SBA, withno support from other unions, chal-

lenges the Taylor Law, which allowedfor no penalties against the city for

bargaining in bad faith.

SBA begins dialogue with theDepartment of Labor regarding

overtime protection for ser-geants (FLSA).

SBA members stage a demonstra-tion at PSA 9 in Queens, calling forthe ouster of the commanding offi-cer for harassing and underminingthe SBA delegate who questionedhis unethical demands. SBAPresident Mullins is given a CriminalCourt summons for illegal use of amicrophone.

SBA members are now beingoffered reasonable supplemental

insurance for accidents and cancertreatment through AFLAC.

Establish CigarNights, which raisefunds for many wor-thy causes includingthe SBA ScholarshipFund and theWidows andChildren’s Fund.

A new 6-year contract, worth 28.26%, is overwhelmingly ratified by amembership margin of 3–1 in August. The contact runs retroactivelyfrom June 1, 2005, to July 31, 2011, and does contain any givebacksto the city.

In March the SBA becomes the firstpolice union in the country to pub-licly endorse Sen. John McCain for

President of the United States.

Citing sensible management, the SBA proudly announcesthat despite a national average of a more than 30% increase

in prescription costs over the past few years, its Health andWelfare Fund has experienced only a 3% increase.

Running unopposed, the currentboard is re-elected to a second 4-year term in May. “The union will

never suffer from any sense ofcomplacency or entitlement,” saidPresident Mullins. “We have come

too far to let that happen.”

After intense, long-termnegotiations with the city,

the SBA announces in July aprescription drug reimburse-

ment plan covering ALLactive line of duty injuries.

In order to keep up with con-stantly escalating costs ofhealth care, SBA establishesthe Car Raffle, which is soonable to pay COBRA benefitsfor families of members whodied from non-line-of-dutycauses.

SBA is invited to Washington, D.C. to briefthe U.S. Secretary of Health and Humanservices on its establishment of True HealthBenefits.

Effective October 1, theSBA creates a preferredpanel of over 160 ortho-dontists for dependentsof active members whoare under 19 years of

age.

Two years before the current administration took office, theHealth & Welfare Fund had $190,000 in net reserves. Afterdrastically overhauling the plan, the Fund announces inNovember that it has $12,800,000 in reserves, an increaseof over $12 million. This is not a misprint.

Then Gov. George E. Pataki signs historic legislationdesigned to prevent employers from engaging in unfairlabor practices. Previously, under the Taylor Law,employees such as NYPD personnel had no recoursewhen the city purposely stalled contract negotiations.This reform was initiated solely by the SBA, with no sup-port from other unions.

In November the Board of Trusteesvotes to retroactively increase the capon prescription medications from $5,000to $7,500 per family of active members.

The three-day Labor Day weekend traditionally signi-fies the end of summer. It is a time of great relaxation formost people, but in New York thousands of police offi-cers of all ranks are assigned to the West Indian DayParade in Brooklyn.

Millions of people of Caribbean descent join in the rev-elry along Eastern Parkway. The SBA canteen truck wasout early, dispensing refreshments, T-shirts and hats tothose assigned to the detail.

It was at the parade, which is in its 42nd year, as well asat the 67 Precinct the night before, where scores of offi-cers prepared for J’Ouvert—or Juve—the celebratoryfestivities that precede the actual parade, that SBAmembers were interviewed and photographed.

Most obvious was just how diverse the backgrounds ofSBA members are. Ranging in age from their twenties totheir fifties, they had many dissimilar professions priorto joining the NYPD.

Some were military veterans or police personnel inother agencies. There were city and state correctionsofficers and a former U.S. Customs agent, as well as aWall Street trader, commodities broker, criminaldefense attorney, bank employee, truck driver, ferryworker, Board of Education employee, airport opera-tions and department store manager, furrier, mechanic,administrative assistant, paralegal, therapy aide,plumber, warehouse worker, teacher and teacher’s assis-tant, claims adjustor, and help desk representative.

SBA members are a microcosm of society as a whole, akey reason why they are considered the finest frontlinesupervisors in the world. Here is a small sampling of theFaces of the SBA:

George Martin is certainly not one to sit still andrest on his laurels. On September 13, just fifteenmonths after completing his historic 3,003 mile walkacross America to raise much-needed funds to benefitsick and injured Ground Zero rescue andrecovery workers, the 14-year veteran ofthe National Football League and tri-captain of the 1986 Super Bowl champi-on New York Giants, hit the road again.

As part of “A Journey for 9/11,” hisacclaimed not-for-profit charity, Martinand hundreds of supporters and spon-sors that included SBA President Ed Mullins, CitywideSecretary Paul Capotosto, and Gerard Butler, the starof the film “300,” walked a comparatively miniscule 13miles—from the New York side of the GeorgeWashington Bridge to Giants Stadium in EastRutherford, New Jersey.

As the marchers took to the field and walked endzone to end zone, the approximately 30,000 fans inattendance for the Giants-Redskins game roared withapproval.

“It was a hot day and a lot of us were pretty exhaust-ed from the walk, but hearing the crowd gave us all asurge of adrenalin,” said Mullins. “The atmospherewas electric, and it was clear that George’s efforts tohelp others mean so much to so many people.”

Martin is propelled by his own sense of altruism, aswell as the fact that much of millions of dollars heraised during his cross-country walk has already beenput to good use. The lives of many 9/11 workers havebeen improved and prolonged.

“Seeing some of them respond to the treatmentgives me great encouragement and brings me a lot ofjoy,” said Martin, who described one emergency work-er who had lost, but then regained his ability to sing

through vigorous treatment that wasfunded by the charity.

Martin is not at all surprised by howwell his journey has been receivedthroughout the country. While still inits developmental stages, and longbefore the cross-country walk began, hefondly recalls Mullins being “the first

guy to pick up the phone and say I want to be part ofthis.”

A lot has happened since then, not the least of whichis the fact that the cities of Phoenix, Oklahoma Cityand San Diego have contacted him to request that hewalk there.

“They didn’t have to ask very hard,” said Martin,who is a perpetual source of positive energy. “If we cancontinue to create goodwill and excitement while help-ing scores of heroes who need our help, we’ll go any-where we’re invited. A minimal amount of effort onour part has the potential to render great results formany other people. There is nothing better than that.”

The 57-year-old Martin is significantly older thanthe age at which many of the 9/11 heroes are seeingtheir lives turned upside down after being diagnosedwith debilitating illnesses. He is also the same age thatactor Patrick Swayze was when he recently passed awayfrom pancreatic cancer.

Martin says that the sadness surrounding the illness-es and deaths of such relatively young and accom-plished people gives him all the impetus he needs towalk on—for as long and as far as his still trim and ath-letic body will take him.

“I don’t want to get philosophical, but we are all onlyhere for a very short time,” he said. “If there is some-thing we can do to help others less fortunate than our-selves, then by God it’s our obligation to do it.”

Street RenamingThe family of the late Sgt. Michael Ryan of the

Warrant Section, who passed away in November 2007from a 9/11 related disease, joined Suffolk CountyLegislator John Kennedy for a street renaming in hishonor. A portion of Kings Highway, next to theHauppauge Youth Organization field where Ryancoached 9-year-old football players to a championshipseason, was dedicated on September 1. Sgt. Ryan, whowas 41 at the time of his death, is survived by his wife,four children, and a football team who went from 0–8 theprevious season to 9–0 under his stewardship. FinancialSecretary Gary DeRosa represented the SBA at the bit-tersweet ceremony.

Back from the BrinkSgt. John Paolucci of the Forensic Investigations

Division was determined to beat the odds when told thathe’d most likely lose a leg after a 2004 motorcycle acci-dent. His return to full duty resulted in PoliceCommissioner Raymond Kelly presenting him with theTheodore Roosevelt Award for overcoming great physicalobstacles. This summer he fulfilled a longtime ambition bycompeting in an NYPD boxing match, where he defeatedan opponent who was taller, heavier and more experiencedthan he was.

Sgt. Keith A. Ferguson Memorial 5K Walk, Run, CrawlThe fifth annual Keith A. Ferguson Memorial 5K Walk, Run, Crawl

across the Brooklyn Bridge was held on August 2. More than 600 peo-ple, including Sgt. Joseph Murphy of the Highway District (front), par-ticipated in the 3.1 mile event, which is held in honor of the late Sgt.Ferguson who died of a heart attack on January 31, 2004, while assist-ing other officers in the apprehension of a suspect after a foot chase.

At the time of his death, Sgt. Ferguson (inset) was 38-years-old anda member of the Hercules Anti-Terrorism Squad of the EmergencyService Unit.

Besides organizing the event each year, Sgt. Ferguson’s mother,Sonia M. Cunningham, is collecting cell phones with proceeds of therecycling going to an endowment in her son’s name at the University ofTexas at Brownsville.

Among those who suffered line-of-dutydeaths were Sgt. Neil Gibbons and Ptl. John McGlyn,who died in October 1924 when the engine on their boatexploded.

A High Note

Despite being diagnosed with autism at the age of 3, Larry Oliveri, the 17-year-old son of retired Sgt. Paul Oliveri of the Manhattan Traffic Task Forcehas become an accomplished opera singer. He has performed at politicalgalas, a Triple A Yankees game, and the 100-year anniversary of theManhattan Bridge. On May 31, he gave the command for drivers to starttheir engines at a Nascar event at the Dover International Speedway inDelaware.

“Autism never sounded so good,” said his proud father.

A Fond FarewellThe SBA bid a fond farewell to Sgt.

Paul Hargrove of ESS 10, the longtimedelegate for the Emergency Service Unitwho retired in July after 35 years of serv-ice. Cigar NightThe SBA hosted two Cigar Nights this year, the most recent of which

was on September 17 at Revel in the Meatpacking District. These popu-lar fundraising events raise monies that are used for many SBA programs,including the Widows and Children’s Fund and the Scholarship Fund.Celebrity guests on hand for the latest were Randy Beverly (left), who isbest known for making 2 key interceptions that helped the New York Jetsin their historic 1969 Super Bowl victory, and Gerry Cooney who in1982 challenged Larry Holmes for the heavyweight championship of theworld.

A Cop’s TaleRetired Sgt. Jim O’Neil, who was assigned to homicide task forces, the Senior

Citizens Robbery Squad and the 32 Precinct before retiring in 1984, had his first book,“A Cop’s Tale—NYPD: The Violent Years,” published by Barricade Books inSeptember. According to one review, the book, which was co-authored with MelFazzino, “delivers a rare look into the barebones brand of law enforcement from the1960s to the 1980s in New York City.”

Among the subjects covered are O’Neil’s involvement in helping put drug kingpinLeroy “Nicky” Barnes out of business and his experience at the bank robbery depict-ed in the film “Dog Day Afternoon.” The book is available at all bookstores, as wellas at Amazon.com.

“Old Timers” DaySgt. Mike Salogub, the delegate for the Quality Assurance

Division, ran into Police Commissioner Raymond Kelly at the StatenIsland Yankees Law Enforcement Night at Richmond County BankBallpark on August 13. The commissioner, who has been associatedwith the NYPD for 40 years, joked that Salogub, a 36-year veteran,is still “a rookie” compared to him.

SBA Roller Hockey TeamEarlier this year the SBA Roller

Hockey team played the 48 Precinct inthe championship game of the PoliceCommissioner’s Roller Hockey Leagueat SkateSafe in Bethpage, Long Island.The SBA fell behind 3–0 and 4–1 beforelosing 5–4 in an exciting game that wentdown to the wire. Sgt. Rich Angeletti ofthe Highway District was named MVP.Coach Gary DeRosa, who is the SBAFinancial Secretary, accepted the run-ner-up trophy for the team. The SBA held its seventh annual Family Day Picnicat Nansen Park in Staten Island on Friday, June26. Although the day began with torrential down-pours, by late morning the skies had cleared, thesun was shining brightly, and hundreds of mem-bers and their families turned out for the festivities.

Members of the Mounted, Highway, K-9, andEmergency Service Units were present, theAviation Unit did several helicopter flyovers, andthe children’s activities included carnival rides,

climbing apparatus, softball, volleyball, horse-shoes, sprinklers, egg tosses, pie eating contestsand face painting.

“This was the fifth picnic my family and I attend-ed,” wrote one veteran sergeant. “One of our fourchildren wasn’t even born when we went to ourfirst one. Now it has become a family tradition.I’m so glad the weather didn’t deter us this year,because we had such a great time. Thanks formaking it such a special annual event.”

Police officers use their bodies in a very unique way. Some are requiredto walk throughout their entire day as they patrol the streets. Other offi-cers ride in their patrol cars for a majority of the day without muchmotion, not to mention the requirement to carry a standard amount ofgear. All of their bodies are put through a taxing experience day in andday out. If their bodies are misaligned and dysfunctional, they begin todevelop major compensations throughout their body. These compensa-tions will result in the overuse and underuse of certain main load jointsof the body, which leads them to being more susceptible to injury andchronic pain.

How can we eliminate these types of situations?

The answer is simple: we must get our bodies to work as they weredesigned. This is the sole principle of the Egoscue Method, a uniqueand very effective program designed to treat musculoskeletal pain with-out drugs, surgery or manipulation.

Relax your upper back and notice if your low back flattens to the floor evenly from left to right.4. Hold this position for 5–10 minutes

Airbench—2 Minutes.1. Stand with your back against a wall, with feet and knees hip width apart and feet pointed straight.2. Walk your feet away from the wall, while sliding your body down at the same time.

You will be “seated” in an invisible chair, with your knees bent to 90 degrees.Your hips are just slightly higher than your knees; your ankles are slightly ahead of your knees.Your lower back should be completely flat against the wall.Your arms can hang down to your sides, or you can rest your hands gently on your lap

3. Hold for 2 minutes.Keep the weight in your heels. Do not press forward on your toes.

Police Officer Deon L. Taylor1977–2008 • Shield 31688

On October 22, 2008, Police Officer Deon L. Taylor of TransitBureau, District 3 was killed in Afghanistan when an improvisedexplosive device was detonated beneath his Humvee vehicle.He was performing active duty as a fire detection specialistwith the New York National Guard, Bravo Battery, 1st of the258 Field Artillery Unit, Task Force Phoenix.

PO Taylor, 30, was appointed to the NYPD in 2005. Pegged asa natural leader by his supervisors, he was temporarily assigned to

undercover duties in Narcotics Borough Brooklyn North in 2007. In January 2008, he was activated by the U.S.Army National Guard and deployed overseas. The Department of the Army posthumously promoted him to the

rank of sergeant, and he was buried with full NYPD andmilitary honors.

The Bronx resident was a consummate family man whoinspired everyone he came in contact with. He is sur-vived by his fiancée Caitlyn; son DaRue, 8; parentsPamela and Leon; grandmother Shirley Taylor; brotherDemarr; uncle Det. Morris Weathers of the FirearmsSuppression Unit; aunts Monica Eady and AlexisRodgers; and cousins Det. Darren Bullock of theIntelligence Division, PO Marquis Cross of the TransitBureau, Manhattan Impact; and PO Torre Banks of thePBQS Anti-Crime Unit.

Less than a week after the death of Det. Edwards, the NYPD football team beatthe FDNY by the score of 18-9 in the annual Fun City Bowl. While all of the NYPDplayers wore Det. Edwards’ number and initials on their helmets, Sgt. Dave Reilly ofthe 7 Precinct took things a step further. After the game he told a newspaper, “It felt

good to win this for Omar. He was the nicest guy in the world.”

Detective Omar J. Edwards1984–2009 • Shield 12734 • Posthumously promoted to detective

On May 28, 2009, then Police Officer Omar Edwards of the Housing Bureau’sPSA 5 Impact Response Unit was off-duty in Upper Manhattan when heobserved a man breaking into his car. As he approached the suspect to take appro-priate police action, the thief fled on foot. What followed was a tragic chain ofevents that ended with him being mistakenly shot and killed by a responding on-duty police officer. He was posthumouslypromoted to the rank of first grade detectiveon June 4, 2009.

Det. Edwards, 25, fulfilled a lifelong dream when he was appointed to theNYPD in July 2007. Although he had a short time on the job, he was great-ly respected by all of his colleagues and supervisors. Besides distinguishinghimself as a police officer, Det. Edwards, who had played semi-pro footballwith the Brooklyn Mariners, was a member of the NYPD football team.

The Brooklyn resident, a devoted family man, is survived by his wifeDanielle; sons Xavier and Keanu, who were 18 months and 7 months respec-tively at the time of their father’s death; and parents Natalia Harding andRicardo Edwards. His father-in-law, William Glenn, is apolice officer assigned to the 67 Precinct.

The SBA has once again teamed up with LifeQuality Motor Sales, Inc. on Fourth Avenue and94th Street in Bay Ridge, Brooklyn, and severalother vendors, to hold its third annual Car Raffle.Proceeds from the raffle will be utilized to offset theconstantly escalating cost of health care byenabling us to pay the COBRA benefits for the widows and children of non-line-of-duty activemembers.

This year’s first-place winner will drive off in a 2009BMW 328i, with a choice of several colors. The sec-ond place winner will receive a 2009 Harley-Davidson Dyna motorcycle. Three other fabulousprizes round out the raffle.

The amount of tickets to be sold is strictly limitedto 3,000. Buying a ticket will not only enable theSBA to enhance health benefits to the widows andchildren of its members, it will also give you theopportunity to win one of the following prizes:
