Minutes of Consumer Meet held on 04-10-18 at Coal-Room, CCL A meeting was convened at Coal Room, CCL, Ranchi on 04-10-2018 with the consumers/ their representatives lifting coal from Magadh & Amrapali mines to discuss the various issues in lifting of coal from such mines. The list of participants is enclosed. Main agenda of the meeting was to discuss the effective Traffic movement via Simaria/ Barkagaon /Seregerah from the mines of Magadh & Amrapali to avoid any untoward accident. At the outset CMD, CCL welcomed all the participants and requested to inform the issues faced by them. Various issues raised by consumers are as under: - >"' Inadequate infrastructure in terms of Parking Space, By-pass Roads etc. >"' Poor internet connectivity >"' Clustered weigh bridges >"' Local Law & order Issues >"' Releasing time of loaded vehicles is 2-3 days >"' Poor quality/ Heated coal at Magadh & Amrapali >"' Abnormalities in issuance of mining challans >"' Obstructions by State Administration in movement of coal through RCR mode >"' Non-sampling by CIMFR >"' Delay in Refunds under Rail & Road mode >"' Delay in payment of Royalty owing to delay in approval of mining challan permit ;.,. Delay in issuance of Credit Notes on a/ c sampling In order to resolve above mentioned issues and also to enhance the effectivity in dispatch from M&A area, following deliberations were made during the meeting:- 1. All consumers/ representatives are integral part of CCL's extended family. In this background, It was agreed to make a WhatsApp group of all consumers with the name of "Kayakalp Pariwar- Upbhokta" so that all the consumers/ representatives get connected on real time basis and their grievances can be addressed quickly. Action: GM {M&S) 2. Similarly, PAPs (Project Affected Persons)/ Local villagers are also required to be considered as integral part of CCL family. In order to enhance productivity and achieve smooth operations at M&A area, local villagers could be trained in different fields and can be employed by different transporters. This will help in improving employment rate in those areas and will develop a positive environment. Action: Consumers/Representatives /Transporters

Minutes of Consumer Meet held on 04-10-18 at Coal-Room, CCL

A meeting was convened at Coal Room, CCL, Ranchi on 04-10-2018 with the consumers/ their representatives lifting coal from Magadh & Amrapali mines to discuss the various issues in lifting of coal from such mines. The list of participants is enclosed.

Main agenda of the meeting was to discuss the effective Traffic movement via Simaria/ Barkagaon /Seregerah from the mines of Magadh & Amrapali to avoid any untoward accident.

3. Serious concerns were raised over frequent accidents being occurred in vicinity area of M&A mines such as at Barkagaon, Keredari, Simaria etc. by the Trucks/ Tippers deployed by the consumers. Moreover, such accidents are happening when No-Entry timings are relaxed by State Administration authority which is reflecting a wrong signal in local villagers and also resulting in social unrest among them. In order to avoid such accidents, following decisions were agreed by the house:

a. Usage of two separate routes; one for empty trucks and other for loaded trucks for despatches from Magadh & Amrapali.

b. Longer route is to be used for empty trucks: Hazaribagh-Basai-Katkamsandi-Simaria­ Amrapali.

c. Shorter route is to be used for loaded trucks: Amrapali-Keredari-Barkagaon-Hazaribagh

4. All the consumers were advised to instruct their transporters/ lifters for sensible driving and were cautioned to avoid accidents in future. They were further advised to take the matter with Insurance agencies to finalize the modalities for payment of due compensation by them to the victims in case of accidents since State administration has regularly been raising the issues of payment of due compensation to victims. As agreed by the consumers/representatives/transporters, a group among the consumers/representatives/transporters is to be formed of the following representatives which would further decide modalities in consultation with State Administration and Insurance agencies:

a. Sri Vishnu Bindal (Representative of Rosa Power) b. Sri Sudesh Kedia (Representative of GVK Power & Lalitpur Power) c. Sri Vineet Agarwal ( Representative of JP Group) d. Sri Satyendra Singh Kushwaha (Representative of Vedanta Ltd.) e. Sri Sanjay Jain (General Manager, Adhunik Power)

Action: Consumers/Representatives /Transporters

5. It was advised by Director (Finance), CCL, Ranchi that vehicles deployed for transportation by all transporters/ Coal Handling Agents (CHAs) must have all required documents like insurance, driving license, fitness certificate etc. and vehicles must be in proper condition. It is to be ensured by transporters/ CHA's that drivers are well trained.

6. It was also advised to all the transporters/ consumer representatives to form a task force among local people, provide them security training and engage them for Traffic control so that accidents in Keredari, Barkagaon and other area may be avoided.

7. HOD (Security), TS to CMD and General Manager (NIMC) were also advised to take the help of CMPDI to study the map of transporting route and location of weighbridges of Magadh & Amrapali mines for purpose of improvement in traffic control and for submission the report in this regard.

8. HOD (Security) along with General Manager (NIM() assured to implement token system within 15 to 20 days for entering in mines premises which will help in reducing the traffic within mine premises and will help in achieving dispatch target.

9. It was reported that SISF unit deployed in Magadh & Amrapali area is not performing the duties as assigned by Area Officials. HOD (Security) was directed to take up the matter with concerned authorities to get required help from SISF unit deployed in Magadh & Amrapali mines.

10. In respect of refund, Sri A.D. Wadhwa (Sr. Manager F / M&S) and Sri A. L. Thakkar (Chief Manager F / M&S) were directed to see the possibility to upload the refund policy on CCL website and to resolve all the refund related issues at the earliest. For next meeting, Agenda of refund was decided to be on first priority.

11. General Manager (E&M) & General Manager (Magadh & Amrapali ) were directed to ensure that there is proper arrangement of power backup, UPS, Printer and other infrastructure required for smooth operation of weighbridges.

12. Project Officers of Magadh & Amrapali mines were directed for reporting the details of numbers of trucks deployed at various weighbridges of Magadh & Amrapali area to General Manager (NIM() regularly. This data will be analyzed for monitoring purpose for further improvement by GM (NIM().

13. It was advised to all the transporters/ consumer representatives to properly deploy water tankers on regular basis for dust suppression in Mines premises and in their transporting route.

14. It was decided that General Manager (Magadh & Amrapali) will be conducting a survey for selecting the local people for drivers training in groups and help them in getting driving License so that employment conditions may be improved in the vicinity of Magadh & Amrapali area.

15. Regarding issue of sampling i.e. enabling conditions, late results etc, GM (QM) was directed to resolve the matter at the earliest.

16. Regarding poor quality/ heated coal issues of G-12 grade, General Manager (Magadh &Amrapali ) assured that production of G-12 grade (ROM) coal would be started shortly.

17. Regarding internet connectivity at weighbridges, it was informed by HOD (E&T) that JIO will deploy some towers, which will improve the Internet connectivity.

18. The issue of expediting the process of construction of By-Pass roads was discussed and it was deliberated that consumers would commence transport of coal through By-pass roads and will help in improving their conditions for faster evacuation of coal in coming months.

Action: GM (M&A) and GM (Civil)

19. To increase transport from Maagadh ft Amrapali area, consumers raised the issue of bottleneck in transport route. In this regard, HOD (Security) was advised to form a team of security personnel in Brakagaon and Simaria route. Team of Security should be equipped with vehicle.

20. It was ensured by all Consumers/Representatives/Transporters that they will take all possible steps to achieve a dispatch of 1 lakh tonnes per day from M&A area in coming months.
