QUIROS of Philippine News Agency DAVAO City––Except for the cities of Davao and Cagayan de Oro, most areas in Mindanao have been experi- encing a two-hour power curtailment beginning October 6 until November 10, according to Milfrance “Bambi” Capulong, National Grid Corporation in the Philippines (NGCP) spokes- person for Mindanao. Capulong said the power shortage is triggered by the preventive main- tenance shutdown of the 210 MW coal-fired power plant in Misamis Oriental that started October 6 and projected to last until November 10 as earlier announced by the coal plant’s operator, STEAG State Power, Inc. “Except for Davao City and Cagay- an de Oro City, all the rest are experi- encing brownouts of about two hours as STEAG started the shutdown of its coal-fired power plant,” she said. Mindanao’s power demand is at 1,100 MW. However, with STEAG’s preventive maintenance shutdown, the power generating capacity in the entire island was reduced to 974MW which caused the ongoing power shortage, Capulong said. Earlier, National Power Corpora- tion (NAPOCOR) has announced the coming of its two barges at 100MW capacity in General Santos City and Cagayan de Oro purposely to augment power supply in Mindanao. A second bomb was safe-ly detonated by the police later at 8 a.m.

Police said they have two possible suspects from closed circuit television footage but they have yet to study the faces for positive identification.

This , af ter the Commission on Elections(Comelec) on Tuesday ap-proved the petition to include journalists in absentee voting.

In an en banc resolution penned by Comelec Commissioner Rene Sarmiento, the Comelec voted 5-1 to grant the petition.

According to the poll body, media-men should not be deprived of their right to vote.

Now that the petition has been granted, election lawyer Romulo Macalintal, who filed the petition on behalf of media practitioners, urged mediamen to go out and register.

“For the first time, this privilege is

granted to our members of the media to ensure that they could also exercise their right to suffrage,” Macalintal said in a phone interview.

“I would like to request media mem-bers to actively register now kasi sayang naman ito,” he added.

He said around 250,000 media prac-titioners will benefit from the granting of the petition.

“It does not only involve reporters but also members of the crew, the production, makeup artists who are on the field on election day,” he said.

Prior to the granting of petition, those allowed to vote earlier are soldiers, po-licemen, and government personnel on duty during election day.

THE Armed Forces of the Philippines (AFP) will maintain its presence on ar-eas to be designated as part of the new “Bangsamoro” territory, Secretary Voltaire T. Gazmin Department of National Defense (DND) said on Wednesday.

Gazmin issued the state-ment to allay fears that military bases and the AFP in these territories would be demilitarized.

The “AFP units in these localities will remain there without reduction,” Gaz-min said.

“Only after the issue on insurgency is resolved will the AFP turnover its

Gazmin also said that the AFP is ver y much prepared to contain the Abu Sayyaf Group and “Bangsamoro Islamic Free-dom Fighters” should the two groups do anything rash to compromise the peace process.

The core territory of the “Bangsamoro” shall be composed of: (a) the present geographical area of the Autonomous Region of Muslim Mindanao; (b) the Municipalities of Baloi, Munai, Nunungan, Pan-tar, Tagoloan and Tangkal

in the province of Lanao del Norte and all other barangays in the Munici-palities of Kabacan, Car-men, Aleosan, Pigkawayan, Pikit, and Midsayap that voted for inclusion in the ARMM during the 2001 plebiscite; (c) the cities of Cotabato and Isabela; and (d) all other contigu-ous areas where there is a resolution of the local gov-ernment unit or a petition of at least 10 percent of the qualified voters in the area asking for their inclusion at least two months prior to the conduct of the ratifica-tion of the “Bangsamoro” Basic Law.Agusan del Norte

According to the ordi-nance, signage for smoking and non-smoking areas should be in conspicuous places for the information of all concerned and the public.

Stores should prohibit the sale of tobacco to minors. It also prohibited for stores to sell tobacco products from within 100 meters radius away from private and public schools, playground and other public facilities, centers frequented by minors.

Any establishments who failed to comply with any of the provisions enumer-ated in the ordinance will be penalized from P500 to P5,000 and subjected to cancellation of Business and Mayor’s permits.

Jesus shows us the hon-est, loving heart and charac-ter He created us all to have.

He showed that if our heart is ruled by His strong and loving character, then we will genuinely love oth-ers and not use them or hurt them.

It makes no sense to ask 2 plus 2 to equal 5. Just like it makes no sense to ask God to change the facts of right and wrong, only so you and I can live our own wrong way.

Think: what if just this one time God let me do the wrong thing I want to do? Then how would I feel if God let someone else do that same wrong thing to me or my family?

Jesus shows us His right ways for our own happiness, not to be strict and take all the fun out of life.

Jesus came to forgive us and show us the successful, satisfying life He created us for.

So if you’ve not been liv-ing for Jesus Christ, you can do the smart thing today: just admit that your way of living is wrong, and ask Jesus to take full charge of your life. It’s only when we start living our Maker’s way that we can start enjoying His good life—the way it’s made to work.

Barking up the wrong treeCITY Councilor Roger Abaday, a candidate for reelection next year, is desperate. No one thinks of him as a candidate. After all, the electorates are not happy with his performance at the City Council. Abaday has been in the City Council as a city councilor. However, all through these years, he has not passed substantive legislation. On top of his sluggish performance, he wants to be remembered as an opposition. That is the easiest way for a non-performing city councilor to justify presence at the City Council. Be an opposition and do nothing!

The oppositions are creative. They employ many techniques to create issues whether legitimate or not. It does not matter even barking at wrong trees. What matters is that they (opposition) could create ripples, controversies, intrigues, and steal the show. Obviously, Abaday have this kind of thinking. Being forgotten and isolated, he wants to steal the attention of the people of Cagayan de Oro. He did this by questioning the motive of an organization he claimed to be one of the members.

Abaday accused The Fraternal Order of Eagles (Phil-ippine Eagles) and the Freemasons of asking exclusive permits to operate gambling at a downtown restaurant. He then bragged that he is an ‘Eagle’ and have the right to know. He said that his club did not discuss the permit. Abaday, as an Eagle, should have the decency

to ask Gov. Efren Camaro, the District Governor of The Fraternal Order of Eagles (Philippine Eagles) for Northern Mindanao.

By the way, Eagle Gov. Camaro is a retired police officer. He now devotes himself in community and public service through The Fraternal Order of Eagles (Philippine Eagle), the first Philippine-born fraternity and socio-civic organization. Camaro, as District Gov-ernor, has influenced over 21 ‘Eagles Clubs’ in Cagayan de Oro City and Misamis Oriental. Abaday forgets that members of these clubs are potential voters.

Eagle Gov. Camaro would have told Abaday that the gambling permit was just a ‘precautionary measure’ for the ‘Kuyas’ and ‘Kuyangs’ who usually play card games after their regular monthly meetings.

The ‘Kuyangs’ are Freemasons who are also members of The Fraternal Order of Eagles (Philippine Eagles). The card game is ‘friendly betting game’ exclusive among ‘Kuyas and Kuyangs.’

The permission from the city council to have this friendly betting card games among ‘Kuyas’ and ‘Kuyangs’ whenever they meet was to avoid possible plaints. It is not for fund raising. If Abaday is an Eagle, he should know how Eagles raise funds!

Abaday simply over reacted. He just jumped into the issue thinking it will boost his popularity. Anyway, ‘Kuya’ Roger, you can simply drop by at Buffalo Grill and join the ‘Kuyas and Kuyangs’ during meetings and valued guest. Suggest you tagged along Gov. Camaro with you. React: [email protected]

RECT HIRING OF OFWs: Did you know that Filipi-nos could now be hired for overseas employment even if they did not apply with a local recruitment agency? This is now allowed by the Rules and Regulations of the Philippine Employment Overseas Administration (POA), which provides for the direct hiring of Filipinos for foreign employment,

under a system known as “name hire”.

Explaining this during the Balitaan sa Aloha Ho-tel news forum hosted by veteran media personality Lolly Acosta last Wednesday, October 10, 2012, POEA adjudication lawyer Jerriel Domingo said the particular provision could be found at Rule II (14) of the Rules and Regulations, which mandates direct hiring even

without the intervention of a local recruitment agency.

This rule says: “14. Name Hire – shall refer to a worker who is able to secure an overseas employment op-portunity with an employer without the assistance or participation of any agency.” This seems to be an amend-ment of the previous POEA rule which says that no Filipino can be deployed for any job abroad if their

employment papers were not processed by a local recruitment company.

OFWs IS KNOWN AS “NAME HIRE”: Answering my questions, Domingo told the news forum attended by 12 Filipino seafarers who were thrown out of their jobs in Netherlands because their recruitment agency was suspended by the POEA that “name hire” or the direct hiring of our countrymen starts when a Filipino worker himself applies with a foreign em-ployer.

Domingo emphasized that the foreign employer is not the one which recruits.

ON TUESDAY, the Philip-pines Supreme Court issued a temporary restraining order stopping the govern-ment from enforcing the Cybercrime Prevention Act of 2012 which President Benigno Aquino III signed into law last month.

The court, in full session, ordered that oral arguments for and against will start January 15. And it gave the government 10 days to respond to the many peti-tioners seeking to declare the law unconstitutional.

As we wrote last week in “Online in Philippines? Check out http://cpj.org/blog/2012/10/online-in-philippines-check-out-notocybercrimelaw.php,” the law doubled maximum penalties for libel from six years to 12 - and comments posted online and judged libelous would be criminal offenses. This would have a chilling effect, to say the least.

But don’t think this is a finished battle. President Aquino supported the law, then publicly backed away from the increased penal-ties even though he signed knowing full well what was on the page. It might be wise to launch an Anti-Cybercrime Prevention Act of 2013 campaign.

SoKor rocket launch: ‘No reason to panic’

THE National Disaster Risk Reduction and Management Council (NDRRMC) on Thursday stressed that South Korea’s scheduled rocket launch on October 26 to 31 is “not hostile” so there is no reason for the public to panic.

NDRRMC Executive Director at the same time advised the public to listen only to proper authorities monitor-ing rocket launch and not fall for “scare” text messages.

“I wish to point out that South Korea’s rocket launch is not hostile. Aside from this, the rocket will not be carrying any destructive or chemical payload which could harm anyone. This launch is purely for scientific exploration purposes only,” he said. Ramos said the agency is not discounting the possibility some people may try to exploit the upcoming event to sow mischief.

He reminded the public, especially those living in Bicol, Eastern Visayas and the Surigao area, that official announcements will only come from the NDRRMC.

Ramos said South Korea is planning to launch a rocket that will send a satellite to space on October 26 but the agency will consider the dates Oct. 27 to 31 as “reserve launch dates,” if the launch does not push through on Oct. 26.

He also said the no fly, sailing and fishing precau-tions which will be implemented on the said areas are meant to safeguard the people who might be near the flight-path of the rocket.

Ramos added that the country will again institute a “exclusion zone” 540 nautical miles away from Bicol, Samar Leyte in Eastern Visayas, Surigao Del Norte and Surigao Del Sur.

He added that flying, shipping, and fishing activities in the area, measuring some 600 kilometers by 400 kilo-meters, will be definitely prohibited during the said dates.

Be it ordaincd by the Honorable Sangguniang Panlungsod in session assembled and by authority of the same that:

SECTION 1. Section 1 of SP Ordinance No. 817-l990, as amended by SP Ordinance Nos. 842-91, 855-91, 2212-99 and 2284-2000, is hereby furthermore amended to read as follows:

“There is hereby amended a new schedule of fees for the use of the facilities of the Butuan City Slaughterhouse and Livestock Auction Market, to wit:

1.1 SLAUGHTERHOUSE FEES: Slaughterhouse fees and other charges shall be imposed for the use of slaughterhouse facilities as follows:

1.1.1 Pre-Slaughter Pen Fee. The pre-slaughter pen fee is hereby and shall be collected on a per head basis as follows: Porcine/Caprine/Ovine - PHP 10.00 Bovine/Bubaline - 30.00 Poultry - 0.50 Others - 30.00

1.1.2 Ante-Mortem Fee. The ante-mortem fee is hereby

imposed and shall be collected on a per head basis as follows:

Porcine/Caprine/Ovine - PHP 10.00 Bovine/Bubaline - 30.00 Poultry - 0.50 Others - 30.00 1.1.3 Slaughter Fee. The slaughter fee is hereby imposed and shall be collected on a per head basis as follows:

1,1,4 Post Mortem Fee. The post-mortem fee of Twenty Five Centavos (PHP 0.25) per kilogram of carcass is hereby imposed and shall collected for all animals slaughtered at the City Slaughterhouse.

1.1.5 Offal Cleaning Fee. The offal cleaning fee is hereby imposed and shall be collected on a per head basis as follows:

Porcine/Caprine/Ovine - PHP 30.00 Bovine/Bubaline - 70.00 Poultry - 2.00 Others - 70.00 1.1.6 Carcass Delivery Fee. The delivery fee, based on carcass weight (per kilogram), of Twenty Five Centavos (PHP 0.25) is hereby imposed and shall be collected for the use of the city government-owned meat delivery van for deliveries from the slaughterhouse to the Mayor Salvador L. Calo Supermarket. Deliveries to any location within ten (10) kilometers radius of the city slaughterhouse shall be charged Twenty Five Centavos (P0.25) per kilogram of carcass per kilometer.

1.2. LIVESTOCK MARKET FEES: Livestock market fees and other charges shall be imposed for the use of livestock market facilities as follows:

1.2.1 Weighing Fee. For use of the weighing scale, a weighing fee is hereby imposed and shall be collected, per head of livestock/food animal, as follows:

Porcine/Caprine/Ovine - PHP 10.00 Bovine/Bubaline - 25.00 Poultry - 0.50 Others - 25.00

1.2.2 Inspection Fee. An inspection fee is hereby imposed and shall be collected, per head of livestock/food animal, as follows:

Porcine/Caprine/Ovine - PHP 10.00 Bovine/Bubaline - 25.00 Poultry - 0,50 Others - 25.00

1.2.3 Sales Commission. A sales commission of Fifty Centavos (PHP 0.50) per kilogram of livestock weight is hereby imposed and shall be collected on livestock traded using the facilities of the Livestock Market.

1.2.4 Certificate of Ownership of Large Cattle. The amount of One Hundred Pesos (PHP 100.00) per head of large cattle is hereby imposed and shall be collected for the issuance of certificate of ownership of large cattle.

1.2.5 Transfer Certificate of Ownership of Large Cattle. The amount of One Hundred Fifty Pesos (PHP 150.00) per head of large cattle is hereby imposed and shall be collected for the issuance of transfer certificate of ownership of large cattle.

1.2.6 Livestock Genetic Enhancement Support Fee. To

support the genetic enhancement program for the benefit of our local local livestock raisers, there is imposed a genetic enhancement support fee and shall be collected, per head of livestock/food animal, as follows:

Poultry/Caprine/Ovine - PHP 2.00 Bovine/Bubaline - 5.00 Poultry - 0.50 Others - 5.00

1.3 LIVESTOCK LAIRAGE: Stock Pen facilities shall be made available for lease to livestock traders for a period of one (1) year, renewable yearly at the option of the CEED. Any livestock trader, duly accredited as such by the CEED may for lease of these facilities.

1,3,1 Stock Pen Rental. There is hereby imposed a monthly rental fee of One Thousand Five Hundred Pesos (PHP 1,500.00) and shall be collected for lease of stock pens to livestock traders.

1.3.2 Stock Pen Fee. There is hereby imposed a stock pen fee (per head of livestock per day) and shall be col-lected for livestock deposited and kept in stock pen facilities owned by the city government , as follows:

Porcine/Caaprine/Ovine - PHP 15.00 Bovine/Bubaline - 25.00 Poultry - 5.00 Others - 25.00

1.3.3 Stock Pen Sanitation Services Fee. There is hereby imposed and shall be collected, a monthly sanitation services fee in the amount of Six Hundred Pesos (PHP 600.00) from leaseholders of livestock pen facilities.

1.3.4 Stock Pen Drainage Maintenance Fee. There is hereby imposed and shall be collected, a monthly drain-age maintenance fee in the amount of Six Hundred Pesos (PHP 600.00, from leaseholders of livestock pen facilities.

1.3.5 Livestock Transport Fee. The services of the livestock transport vehicle owned by the city government shall be made available to anybody who desires to transport his livestock from his residence to the slaughterhouse and vice-versa to avail of slaughterhouse services and facilities. Eligible to qualify are residents within ten (10) kilometers radius of the city slaughterhouse. A corresponding livestock transport fee in the amount of Twenty Five Centavos (PHP 0.25) per kilogram of livestock per kilometer, is hereby imposed and shall be collected for the purpose.

1.4 ROASTING FACILITY FEES: The Slaughterhouse Roasting Shed shall be made available to any Butuan City resident who is a CEED accredited and qualified food animal carcass roaster (lechonero) who would make use of this facility and provide roasting services to clients.

1.4.1Roasting Fee. There is hereby imposed and shall be collected a roasting fee of Fifty Pesos (PHP 50.00) per head of food animal carcass for use of the slaughterhouse roasting shed.

1.4.2 Sanitation Services Fee. There is hereby imposed and shall be collected a sanitation services fee of Twenty Pesos (PHP 20.00) per head of food animal carcass roasted at the slaughterhouse roasting shed.

1.5REGULATORY PERMIT FEES: An annual permit fee shall be imposed on every person engage in the practice of the occupation or calling not requiring government ex-amination as follows:

THE Commission on Elec-tions (Comelec) has cancel the registration of 12 party-list groups, 11 of which ran in the 2010 polls but were not able to get a congressional seats.

They are 1-AANI; 1Ga-nap/Guardians; 1st PRISA; A Blessed ; Anupa; ARC; Ara; Atong Paglaum; Oragon; Uni-mad; and Yes We Can.

Th e group, 1-BRO PGBI, participated in the 2004 party-list elections but did not win a seat.

Th e Comelec has unani-mously agreed the cancellation of the registration of the 12 party-list groups. Th e Comelec disqualifi es them to participate in the 2013 elections although

Sixto Brillantes, Jr., Come-lec chairperson, also said that parties accredited as political parties but claimed to be party-list are no longer qualifi ed to participate in the 2013 elections.

Brillantes cited the case of AKO BICOL (AKB) that the commission disqualifi es from participating in the 2013 elections.

He said AKB should not have been allowed to par-ticipate in the 2010 elections as party-list group since it is accredited as a ‘political party.’

In the 2010 polls, AKB garnered 1,524,006 votes, earning them three seats at the House of Representatives,

assumed by Reps. Christopher Co, Rodel Batocabe, and Al-fredo Garbin, Jr.

“Ako Bicol was the num-ber one party-list in the 2010 elections. They garnered the highest number of votes. They have three incumbent con-gressmen right now but we are denying their participation in 2013 party-list elections,” Brillantes said.

He noted that the group failed to represent a specific marginalized or underrepre-sented sector to represent from the list of labor, peasant, fish-erfolk, urban poor, indigenous, elderly, handicapped, women, youth, veterans, overseas work-ers, and professionals

mission of the party focused on seeking to help “Bicolanos,” which they do not agree.

“These provinces have their respective district representa-tives in the Lower House. If this Commission were to allow AKB’s continued participation in the Party-List system, the Commission is condoning the continued and blatant violation of proportional rep-resentation… (They) will have a number of representatives more than the number allowed by the Constitution,” it said.

However, Brillantes said that the accreditation of AKB as a political party is retained.

He said that the three so-lons of AKB would continue to serve to finish their terms

He shall be accompanied by the apprehending CEED personnel to the nearest police station for proper documentation and his name shall be form part of the list of individuals disquali-fied to enter into any business activity in any of the economic enterprise units owned and managed by the city government.

SECTION 5. All existing SP Ordinances or parts thereof inconsistent herewith shall be deemed repealed or modified accordingly.

SECTION 6. This Ordinance shall take effect ten (10) days after the posting and/or publication requirements shall have been complied with.

SECTION 2. Mode of Payment 2.1 Slaughterhouse Fees. Slaughterhouse fees shall be paid after the performance of slaughterhouse services and before the food animal shall have been released to its rightful owner or his representative.

2,2 Livestock Market Fees. Livestock market fees shall be paid after the performance of livestock market services and before the transfer of livestock responsibility from the seller to the buyer. 2.3 Livestock Lairage Fees

2.3.1 A rental deposit and advance rental equivalent to two (2) months shall be required of leaseholders of livestock pen facilities.

2.3.2 Rental deposits shall always be in advance. The leaseholder shall at all times maintain the two (2) months advance rental.

2.3.2 The sanitation and drainage maintenance fee shall be paid on or before the due date which is the last calendar day of the billing month.

2.3.4 A surcharge of twenty five percent (25%) shall be levied on all accounts not paid on the due date. 2.4 Roasting Facility Fees. Roasting facility fees and other charges shall be paid prior to the performance of roasting services by CEED accredited food animal roasters.

2.5 Regulatory Permit Fees. Regulatory permit fees and other charges shall be paid prior to the exercise of such
