Welcome to the American School of DubaiOn behalf of the entire ASD community, I have the pleasure of welcoming you to the 2014 MESAC Swim Meet. This is the first time ASD is hosting the MESAC Swim Meet and we hope you have an enjoyable experience. Historically we have hosted a number of swim meets and have witnessed an increased level of performance and competition in MESAC. I look forward to a competitive, spirited and great event.

Our staff, volunteers and community have worked extremely hard to ensure that this is a memorable experience for all involved. We take great pride in welcoming guests to our campus so if you need anything at all please do not hesitate to reach out to one of the many volunteers on site. I extend my gratitude to the many volunteers who make this event possible.

I wish all student athletes success in their competition, and emphasize that sportsmanship is an expectation, not a recommendation. This emphasis alone has made MESAC events a pleasure to host. Please represent your athletic program, school, parents, community and host country with pride. Compete fairly, respectfully, with integrity, and enjoy our campus.

MESAC RULES & GUIDELINES

1 Smoking, drinking alcohol, drug abuse, cheating, deceit, flagrant curfew violations and violations of the “off-limits” areas as well as aiding and abetting any of the above will not be permitted during any MESAC event (4/01). When a student commits an infraction relating to alcohol, tobacco, drug abuse, cheating, deceit, disrespect, flagrant curfew/off limits areas violations, as well as aiding and abetting any of the above, the following shall apply:

i.The violating student(s) may be removed from their host parents home and from participation in the event. The student(s) will be placed under the supervision of his/her school’s personnel.

ii.The Administrator-in-charge, along with the host Event Director, will confer, investigate, and report the incident to the student(s) school.

iii. The report of the incident will go directly to the Activities/Athletic Director and Principal of the school involved. Upon returning to school, the AD and Principal will meet with the student(s) involved.

iv. Within 5 days, the AD & Principal from the school involved, will report to the Head of MESAC

v.TheHeadofMESACwillimposethespecificpenalties as listed in the MESAC Handbook and a written letter will be sent to the student and their school.

vi. All written decisions communicated by theHeadofMESACwillbefinal.

2 Participants must notify coaches of hosts before leaving tournament/convention sites. Exploration of the local environment will not be permitted without the knowledge and consent of the host parent/guardian.

3 Under no circumstances may housing assignments be changed.

4 All visiting students must return to the host families’ house before curfew as set by the host school. Telephone calls will be made to each student every night to ensure that all students have returned safely and on time. Once a student is in and has answered the curfew call he/she may not leave the house. Note, however, that should an event finish so late that students have less than one hour to make curfew, the curfew will be extended so that they have at least one hour.

5 All laws of the host country must be observed. Guidelines are to be provided by host schools as required.

6 No disciplinary action will be taken by the Tournament/Convention Director without direct communication with the respective coach/sponsor or trip Administrator.

7 The host school will arrange transport to and from the airport as well as the tournament/convention site.

8 Any problems arising during the convention should be reported immediately to the host school for corrective measures.

9 Student medical release forms will be available at the convention site each day of the event.

10 All students must carry their Tournament/Convention Identification Cards with them.

I. RULESA. Rule Book:

Current International Swimming Federation (F.I.N.A.) rules apply with any exceptions listed below.

B. General Rules: 1.There will be preliminaries and finals in all events except:

a. 100 m butterfly b. 200 m events c. 400 m freestyle d. Relay events For these exceptions there will be timed

finals. 2. If in other events, because of the small number of entries, heats are not required, swimmers will automatically advance to (timed) finals.

II. ROSTERSFinal rosters must be submitted on the official MESAC Roster Form no later than three weeks before the start of the event (for housing and tshirt purposes).

III. ENTRIESA. Each school may enter a maximum of six (6)

swimmers in each competing group (JV girls, JV boys, V girls, V boys).

B. Each swimmer may compete in a maximum of seven (7) individual events and three (3) relay events.

C. Each school may enter up to three (3) competitors per individual event, with the exception of the 400m event where only two (2) swimmers per school may be entered. (09/13)

D. Each school may enter one (1) relay team per event.

E. Relay order and alternates for events are not required.

F. Each school will send entries via electronic file in Hy-Tec format. All event entries must be received no later than one week before the start of the meet.

G. Once the host school has processed entries within Hy-Tec Meet Manager, copies will be returned to each school for counter checking. This should be done as soon as possible after entries close.

IV. SEEDINGA. A seedtime must be submitted for all

swimmers entered in an individual event. If no seedtime is submitted, the swimmer will be assigned “NT” (no time).

B. Lane assignments will be seeded according to F.I.N.A procedures based on times submitted.

V. SCRATCHESA. If a swimmer scratches from any event, he/

she may not swim in any event for the rest of the day. If it is the swimmers last event of the day, they are not permitted to swim their first two events the following day.

B. Substitutions can be made for a scratched swimmer in individual events if that swimmer is scratched for the remainder of the swim meet due to medical advice. The incoming substitute must not contravene individual event/age group rules/policies. (Amended 3/11)

C. If a relay swimmer scratches, a substitution can be made provided the replacement swimmer will not breach the entry guidelines for relays over the entirety of the meet.

VI. COACHES MEETINGThe main coaches meeting will be held the night prior to the start of competition. A short coaches meeting will be held on the following two mornings and at the conclusion of the meet. The agenda for the first meeting will include:A. Entries (control room supervisor)B. Facilities (host school to highlight

specific knowledge needed by visitors)

C. The start (starter)D. Stroke and turn judging (chief stroke and

turn judge)E. General rules clarification (referee)F. Any other issues necessary or tabled by

coaches. The referee, control room supervisor, starter, and chief stroke and turn judge should be present at the first coaches’ meeting and any other meeting when required.

VII. UNIFORMS Swimmers from each school will compete in uniform swimsuit and swim caps (where caps are chosen to be worn). No fast skin type suits allowed. (03/12)Appropriate cover-ups must be worn on stage to receive awards. (04/12)

VIII. DISQUALIFICATIONA. Disqualification sheets will be posted on

the results board, after the referee has spoken with the coach and swimmer concerned. This should be done as soon as is practicably possible.

B. It is recommended that relay starts and changeovers have dual confirmation for disqualification.

IX. FACILITIESMESAC swimming championships are held in 25m pools with a minimum of six lanes.

X. EQUIPMENTA. Hy-Tek Meet Manager computer software

program is required.B. Electronic timing equipment with touch pads

is required.C. If a swimmer wants a lap counter for the

400 M events, the person counting the laps will be supplied by the swimmer’s school, while the tool used to count the laps will be provided by the Event Host School. Lap counters are required for 400m events. (added 03/13)

• Timers and back up timers may be adult volunteers.

XIV. AWARDSA. Each Participant receives a tournament

patch (175 total required).B. Individual place medals are awarded to the

top 3 finishers in individual events and to the top 3 teams in relay events. These are received on the podium.

a. NOTE - In order to receive an award the swimsuit must be covered.

b. When ties occur in an individual event, the medal awarded for a position will be made based on the number of places above the awardees. E.g. if two tie for first, the next award would be for third place.
