Action By The following items were discussed:
New Business: 10.01 Approval of Minutes: A motion was made / seconded to approve Meeting Minutes (as
amended) from Job Meeting # 9 (July 16, 2015). Motion was approved unanimously (6-0). 10.02 Site Update: The following were points of discussion:
• KBA amended their previous estimate of additional costs for survey of the Transfer facility to $6,000 (up from $5,000). Motion was made / seconded and was confirmed to proceed. KBA noted the additional services would be completed during the week of August 24, 2015. • Site Signage was discussed. A sign for PD/DPW would be included at the intersection of the driveway and Municipal Drive with power (for lighting) and data (conduit only to bldg) provided at that location. The existing sign at Municipal Drive and Cox St. would be modified to include DPW/PD signage. • Options for pedestrian walkways at the site were reviewed. A preference to include a sidewalk (bituminous) from the driveway to Cox St was desired. It was noted this was to be reviewed for budget considerations, as well as the impact of relocating the headwall of the existing pipe into the wetlands. • CMS and KBA presented to the committee a scheme to proceed with clearing of site as a separate package in advance of construction, in order to advance the relocation of the existing power poles from the proposed building foot print by HL&P. CMS cited concerns with coordinating of work with HL&P and consequences of potential delays after the construction contract is awarded, and the need to begin coordination with ConsComm if this was desired by the committee. The committee expressed confidence that HL&P could be appropriately coordinated by the GC and effectively move the service during the project without impact, and advised that the project should leave the HL&P coordination with the GC. It was noted KBA should proceed in accordance with the wishes of the committee. • Outdoor furnishings were discussed, to include: three (3) flag poles with uplighting (pole mtd LED fixture), memorial for fallen officers (front of building), with seating (benches) along the driveway. An exterior seating area would be provided for officers at the rear of the site (adjacent to generator / transformer).
10.03 Floor Plan / Roof Plan - Update: • Updates to layout of detention area (D-Con / JC) & DPW Water service area were
discussed. The proposed locations of the janitorial closets were shown also. An added door at Interview / Detective Area to adjacent hallway was shown.
• Roof plan updated to show relocation of cupola to be centered along ridgeline. Review of single RTU vs 2 smaller RTU for PD space would be explored.
• COPS requirements were discussed. Emergency power / UPS provisions were confirmed, without provision for 2-hr enclosures normally associated with COPS systems.

This was confirmed to be acceptable to HPD.
10.04 Exterior concepts:
• Exterior brick was provided to complement the fire station (same supplier / color), and would be based on 8” brick module. Cast stone & brick samples were provided (examples). • Exterior perspectives were reviewed for front, side and rear elevations.
10.05 KBA presented summary of reconciled cost estimate, with estimated construction cost of $11,396,037 at completion of DD drawings. Schedule update shows completion of CD’s in mid-November, with bidding to follow. A January 2016 NTP is anticipated, with an approximate 12-14 month construction, followed by FF&E and technology installations. Occupancy dates were projected to be end of spring 2017. Based on this confirmation of budget and schedule, KBA requested confirmation of conclusion of DD with approval to proceed to construction documents. Motion was made / seconded, with unanimous approval (6-0).
10.06 CMS provided updated subcontractor prequalification packages to committee for review /
final confirmation. CMS requested, and received the committee’s approval, to proceed with advertising of GC and Sub Bid pre-qualifications, with proposals due in early September. Review will be completed by the prequalification subcommittee during September-November, with notification provided to respondents prior to the start of project bidding.
10.07 Next Meetings were scheduled for:
• PBC - Thursday, August 27, 2015 at 4:30 PM at Town Hall (3rd Floor Conference Room).
