Some might say it is like a credit cardcommercial priceless. Experiencing thearts whether a dancers soaring ight, aclassical play from the comfort of a beachchair at a park, or a childs colorful artproject can be a motivating experience.
But we also know it does have a cost whether to produce or, sometimes, to attend. Our residents and businesses have told usthat cultural programming is important forour uality of life, and the City continuesits commitment to this important communityamenity in creative and efcient ways.
I have no doubt that our residents lookat our cultural programming, whether inour theaters, in our parks or what we helpprovide in our schools, as something thatis a positive investment in their community, said Ileana Bravo, chair of the Citys CulturalArts Council. We have looked at ways ofensuring that our programming remains rich, but not out of reach, for our residents.
For example, a potential partnership with aprivate company will bring enhanced, livestage productions, while reducing the Citysoperational investment in the Byron CarlyleTheater.
In-school and after-school arts education
programs in our public schools and parkscontinue to be funded by the City toensure that our students receive a roundededucation that exposes them to the arts atan early age. But a new partnership withthe Bass Museum for their IDEAS@the Bassprogram, allowing us to leverage their grantprogram providing more bang for thebuck, and more children exposed to world-class art.
Free programming, often funded throughsponsorships, grants and advertising, helpthe City to continue to provide theArts inthe Parks concert series, Movies in thePark, the Miami Beach Festival of the Artsand Sleepless Night. Free resident accessto the Bass Museum of Art, FIU-WolfsonianMuseum and Jewish Museum of Floridaprovide a resident perk that packs nopunch to a wallet. Whats it all add up to?Better uality of life for our residents andvisitors, better (and happier) students and
citiens, and a competitive edge in attractingresidents, tourists and businesses not tomention the annual economic impact of $1billion in Miami Dade County alone.
For the coming season (2010/2011) theCultural Arts Council approved arts grantstotaling $627,676 in support of our residentcultural organiations like the Miami DesignPreservation League, Jewish Museum, NewWorld Symphony and Miami City Ballet, aswell as a whole roster of nonprot presenters
and artists who provide the concerts, playsand exhibitions that make Miami Beach sucha special place to live, work and play.
Look forward to ongoing affordable, accessible opera at the Colony from MiamiLyric Opera, another full season of SeraphicFire, ballet, amenco, and modern dance, world and classical music, lm festivals inother words, everything you expect to see onour rich cultural menu.
Special performances this season includeJapanese modern dance pioneers Eiko +Koma, American blues legend Henry Gray,Academy Award-winning singer/songwriteJorge Drexler, and the jaw-droppingBrailian breakdancers Bruno Beltrao andGrupo de Rua, among many others.
New on the kids menu this year: CityTheaters acclaimed Shorts For Kids, a newchildrens lm festival called Kidix, and join-in street parades on Lincoln Road with The
Playground Theatre for Young Audiences.Dig in to the arts this year! Theressomething for everyone, every week, allyear long.

Basketball hoops all over South Florida areburning up since Lebron James and ChrisBosh decided to bring their talents to SouthBeach and join forces with Dwayne Wade toform an amaing All-Star Trio.
Now that the Miami Heat is the favorite in
the Eastern Conference, fans of all ages areinspired to hit their local basketball courtto practice their moves. And, Miami Beachoffers options to hoop stars of all ages.Basketball leagues in our city parks are notonly guaranteed to be fun, but help everyoneachieve their goal of a healthier lifestyle.
Of course, just plain fun is perhaps the mostimportant reason for children and adultsto play sports. However, there are many
benets of playing basketball. For instance, children learn to develop condence, physical skills, acuiring an interest inlifetime leisure sports and an appreciationfor tness.
I like playing basketball because it keepsme in shape and keeps me out of trouble, said 13-year-old Damian Collao.
Collao has been playing basketball sincehe was seven years old. He plays the pointguard position and has participated in threedifferent intramural leagues. He practices atScott Rakow on Saturdays and is planningto join the new Miami Beach Teen Clubbasketball league.
Adults also benet physically and mentally. Many people exercise to boost condencealong with reducing anxiety and stress, allof which contribute to health and well-
being, explained Willy Priegues, basketballcoach. Whether you play in an organiedleague or just shooting hoops on a localcourt, basketball is a great cardiovascularactivity that improves your balance andcoordination, strengthens your body andis a good way to learn teamwork andsocialiation.
With basketball season about to tip off,
the City of Miami Beach encourages ourresidents and guests to heat-up one of thelocal basketball courts. For those that wishto play indoors, the North Shore Park andthe Scott Rakow Youth Center gyms areavailable for open play. Call the center fordate and fees.
One important tip from the coach: It isimportant to stay hydrated and use sun blockwhen playing on our outdoor courts.

These 11th grade students make up the rst International Baccalaureate diploma class of Miami Beach Senior High.
IB-DIPLOMA BOUND
Dr. Leslie Rosenfeld
The world- recognied InternationalBaccalaureate (IB) curiculum is onestep closer to reality. This past fall, 36determined 11th grade students enteredMiami Beach Senior High School on what issure to be an academically rigorousand intellectually challenging adventure. These students are part of the inaugural IB
Diploma class. As part of the City of Miami BeachsEducation Compact with Miami-Dade CountyPublic Schools (MDCPS), all Miami Beachpublic schools, and neighboring TreasureIsland Elementary, are in the midst ofbecoming IB authoried schools, with MiamiBeach Senior High leading the way.
Earning authoriation to have an IBprogram at a school is a remarkableachievement, said Miami-Dade CountyPublic Schools Superintendent Alberto M.Carvalho.
The IB is a recognied leader in the eldof international education. IB programsacross Miami Beach are encouragingstudents to be reective, active and lifelonglearners and critical thinkers. Through theEducation Compact, the City administration, has worked with MDCPS to ensure that theprogram is available to every student atevery school within the city. In fact, families
who would have sent their children to privateschool or selected public schools outside ofMiami Beach have, since the inception of theIB, brought their children back to local publicschools.
Mary Young, a 17-year-old junior, is amongthe students chosen for the schools rstIB class. I want to be challenged andappreciate the opportunity to earn an IB
Diploma right here at Beach High, she said.
Being involved in a community serviceproject is a reuirement of the IB classcurriculum. Kenneth Calona, has chosen hisproject. He wants to improve the hygienichealth of those who receive services atCamillus House.
I want them to know that there are people
out there that care about them and I wantothers to know that they reuire more thanjust food, clothing, or shelter, he said.
The IB diploma program means an opendoor to the world for me, said FlaviaOliveira, a student. With set goals, challenges, masses of opportunity that willnot only enable me to succeed academically, but also gives me the tools to succeed as aperson.
IB schools are scattered across continents
and are national and international, large and small. The reuirements forimplementation are the same for all schools,to ensure continuity and that schools are wellprepared to implement the program.
In 2009, the City, in partnership with the IBOrganiation and MDCPS, funded a trainingfor over 500 teachers and administrators toimplement the IB program in every MiamiBeach public school. Held at the MiamiBeach Convention Center, this professionaldevelopment opportunity brought teachers
from every public school in Miami Beachand schools across the country.
Since the signing of the education compact,I have watched our advanced academicsprograms more than double in sie, and ourschool go from a D to a few points shy of anA, said Tanya Dia, IB program coordinator
Approximately 100 sophomores and 115freshmen at Miami Beach Senior High arealready preparing for admission to the nextIB Diploma class.
DID YOU KNOW?The acceptance rate in U.S. universities for IBstudents is generally higher than the averageacceptance rate, and even more so forstudents of the full Diploma Program.

We love our animals on MiamiBeach. From pamperedpooches parading down LincolnRoad in their couture nery to a rooster-ridingshotgun on the handlebars of a bicycle. MiamiBeach is as much a place for animals to see andbe seen as it is a bustling tourist town.
For dogs in particular, our city is a great placeto live. Miami Beach has numerous bark parksand a generally tolerant attitude toward mansbest friend. (Note to owners: you should followthe rules, of course.)
But one group of animals is less visible andhardly celebrated stray cats. They exist in thein-between spaces: alleys, vacant properties, theboardwalks and parks. They have been aroundas long as the city itself, having been famouslyimported by the citys founding fathers to clearthe swampy island of rats.
Ever since then, their numbers have grownand Miami Beach has been ground ero for aconstant battle between the people who feedand protect the cats, and those who considerthem a nuisance.
Donna Beth Ellard, who lives in the FlamingoPark neighborhood with her husband Brandon, has recently become a cat activist, although thatwas never the plan. Ellard is part of a resident-led effort to put every Miami Beach alley cat onthe map. A Google map to be precise.
We were feeding a couple of cats in an alleyby our place and kind of stumbled into this, sheexplains.
Talk to enough cat people and you will nd that story repeated --again and again. They go from not noticing the cats, to feeding oneor two, to suddenly realiing there are hundreds of stray cats livingamong us.
The problem is that cats can have as many as three litters a year, soit does not take long for a few cats to become too many. A commonrule of thumb national organiations use to estimate stray cat
populations is to divide the human population of an area by six.
While strays are a problem throughout the county, Miami Beachshighly transient population presents a special challenge in terms ofabandoned pets, which then produce stray and feral offspring. Oncexed, the colonies naturally thin out over time.
Susan Fracasso, who lives in the Venetian Islands, has been trappingand xing cats on her own dime for a decade. So many peoplehave cats but dont think to get them xed, she laments. They dont

want to do anything and then they call mewhen there are kittens to get rid of.
Miami Dade Countys Animal Services, which is the countywide agency that handlesall animal calls, does not pick up cats. Thereis just no space to house them. Last yearalone, 91 percent of the 11,500 adult catsbrought to Animal Services were euthanied.Kittens had just under a 50 percent chance of
making it out alive.
We wouldnt be able to pick up the numberof feral and stray cats due to the number ofstaff reuired and they would mostly haveto be euthanied anyway, said XiomaraMordcovich, Animal Services publicinformation specialist. The City also does nottrap cats.
For the most part, the cat uestion has beendealt with by a cadre of committed volunteerswho trap, sterilie and then release strays. It is grueling work, but rewarding for thosewho see it as a public service to both catsand people.
For many years, the City of Miami Beachhas contributed $5,000 annually to thesevolunteer efforts, and for the past year hasidentied locations for a mobile vet unit tovisit the city periodically to offer low-costprocedures. Unless they are too ill to release, after they get xed a cats ear is tipped toindicate that they have been sterilied, andthey are then returned to the streets on whichthey were found.
This year, in response to the increased
interest from folks on both sides of the issue,Miami Beach Mayor Matti Bower formedan ad hoc stray animal committee to look atways of tackling the problem.
The City is continuing to work with TheCat Network and the Clydey Foundationto increase the number of mobile vet visits, explained Lynn Bernstein, one of MiamiBeachs community outreach coordinators. The City also produced public serviceannouncements and is producing a specialprogram on MBTV to help explain theimportance of spaying and neuteringpets and strays, and how anyone who isinterested can help.
The most recent x-a-feline event in FlamingoPark in late September took in more than80 cats, mostly strays. Volunteers picked hotspots where there were cat colonies and settraps a day or two before. The people whofeed particular stray cats were asked not todo so the cats would be attracted to the foodin the traps.

Cat Network President Charlene Grall saysthat the strays are easy to treat once in thetrap. A blanket placed over the cage keepsthem calm and it is not necessary to handlethem directly.
If people know of a cat colony on MiamiBeach that looks like it needs to be xed,
they can contact us, and reference the MiamiBeach campaign, advised Grall.
The goal of the campaign, dubbed MiamiBeach 3,000, is to x 3,000 stray cats in thenext several years.
Were trying to bring a methodology to it,explained Ellard. Were starting with thelarge known colonies and workingfrom there.
There is good news on the horion. Earlierthis year, the American Society for thePrevention of Cruelty to Animals (ASPCA)formed a partnership with Animal Services, the Humane Society of Greater Miami andThe Cat Network to tackle the problemof strays countywide. Once a plan is
formulated, the ASPCA will pump manythousands of dollars in grants into programsover the next few years.
For more information on the mobile vets or toget involved, go to the http://thecatnetwork.org/ or http://theclydeyfoundation.org/pages, or email them at [email protected].
Alan Drumm, a volunteertrapper with The Cat Network, unloads humane traps for use by
volunteers targeting cat coloniesfor population control. Cats aretrapped, sterilied and thenreturned to their neighborhoods.

Doggie Dos andCock-a-doodle DontsThe most common animal-related calls our Code Compliance team receives are fordogs the noise they make, the ones that are running loose off their leash and, theunwanted presents they leave behind when their owners fail to pick up after them.
Then there are the occasional calls about birds Mr. Clucky, the photogenic roosterbeing the most famous of them. Charming or not, the city does not allow livestock toreside in the city. And, while up to ten domestic pets are allowed per residence, nomore than four dogs at a time are allowed.
More rarely, exotic animals have also been a problem. Code enforcement has alsobeen called out for the occasional exotic animal, such as a free-roaming monkeyand a captive lion. And, Code Compliance teamed up with our Police Department
earlier this year on Ocean Drive with an eye to stopping people from using animals tomake money off tourists, including the guys with the pythons around their necks, andsomeone with a ring-tailed lemur, among others, charging for photos with their pets.
Code Compliance ofcers are not trappers, however. When the occasional raccoon orpossum makes a visit to a neighborhood, residents need to call in the professionals.

A BALANCING ACTEquiLiBRandO La BaLanza
Next years budget maintains current servicepriorities for the community, despite property
tax rates 16 percent less than they were in2006/07 when property values were similarto the 2010 certied values. Great strideswere taken to balance the budget that beganwith a $30 million gap. In addition to $15million in employee give-backs over twoyears, efciencies and reductions were madethat had minimal service impacts and newrevenue sources were sought.
This is also the rst time Miami Beach hasmade a modest increase to the millagerate since property values began anunprecedented and steep decline over thelast several years.
In spite of the adjustment, the combinedmillage rate for this new scal year is still 2.2mills lower than it was in 1999/00 and 1.2mills lower than in 2006/07 when propertyvalues were similar to today.
For many propertyowners, this increase willalmost be completely offset by a savings
in utility fees for the average household. The combined impact of the reduction inhousehold sanitation fee, and the costavoidance from not raising water, sewer, andstormwater fees previously programmed for2010/11 represents a combined reductionof almost $140 per year. This reduction issignicantly greater than the $74 impact ofthe increase of the 0.56 mills on the medianhousehold with a taxable value of $133,000in 2009.
Since the economy started to take a downfallin 2007/08, property values in MiamiBeach have declined more than $4.7 billion, approximately 18 percent, despite $3 billionin new construction. Property tax valuesto the General Fund are $38 million (27percent) below FY2006/07 peak levels ifthere was no change in millage.

Never doubt that a small group of thoughtful
committed citizens can change the world;
indeed, it is the only thing that ever has.
- Anthropologist Margaret Mead
Mercy and Wilton Dos Santos arrived inMiami Beach a few years ago and wereexcited to buy on the water in North Beach. The area, which consists of multi-family homes, needed some TLC [tender loving care].
Eager to learn about their new city and tond ways to improve their new neighborhood,Mercy and Wilton signed up for the CitysNeighborhood Leadership Academy. Therethey met the Miami Beach community resourceand outreach team.
The City of Miami Beach community resourceand outreach team has been linking peopleand resources for almost ten years. Theyare available to help assist residents andbusinesses with the resources they will needto bring people together, hold neighborhoodmeetings and structure their association/organiation for long-term goals. The teamworks with many residents and business areasthroughout the city.
When you think about your neighborhood, you usually associate with the space that youwould take a stroll or walk the dog, said LynnBernstein, one of two community outreachcoordinators. No one is going to care as muchabout your neighborhood or area as you.
With assistance from the team, the couplecanvassed their neighborhood and organiedcommunity walks. Their area is now referredto as Bay West due in large part to their civicparticipation.
We feel it is more important than ever to bewatching out for our community, explainedWilton. The couple had their rst child thissummer.
There are 14 Miami Beach neighborhoodsand over 30 neighborhood/homeownerassociations (HOAs) ofcially registered withthe city government. Another half-doenbusiness organiations are also active many

of them organied with the help of thecommunity resource and outreach team. These community groups give residentsand businesses a voice in the workings anddevelopment of their neighborhood and thecity as a whole input that the Miami BeachCity Commission and City administrationtakes very seriously.
Community input is an important part of thedecision-making process, explained CityManager Jorge M. Gonale, who createdthe community resource and outreachconcept when he became the Citys topadministrator ten years ago. It is importantfor us to hear and understand what ourcommunity wants and needs.
A Voice for ResidentialCommunitiesAssociations make a difference by providingfeedback to decision makers, workingon self-help projects, and acting as acommunication link between the City andcommunity members. Those in leadershiproles in a HOA or condo association areempowered to bring issues and concernsto the City Administration. In some cases,
the associations also work with countyand state agencies when issues transcendthe jurisdictional authority of the local citygovernment.
Whether or not you become a payingmember of your neighborhood association, your input is not only welcome, but alsoneeded.
Chances are you are just a few housesaway from a neighborhood leader whoalready has the skinny on how to makethings happen in this city, continuedBernstein. If there is an issue that concernsyou, then there is a way to ensure that theissue is brought to our attention.
In North Beach where she has lived herentire life, Deborah Ruggiero has broughttogether the residents of Park View Island. The group communicates through email andspends time doing environmental clean upswith the Teen Job Corps. They even planteda beautiful buttery garden on a vacantstreet-end with volunteers.
It is important that we not only have a voicein our community, but also put our words intoactions, Ruggiero explained.
The Flamingo Park NeighborhoodAssociation has been guided for yearsthrough the Miami Beach CommunityDevelopment Corporation. The associationcovers a large area with much diversity. From discussions about narrowing the streetsin their neighborhood to providing input onplanned renovations to Flamingo Park, theassociation ensures that the needs of thisdense area are being heard.
Our neighborhood goals are safetyand beautication, said MargueritteRamos, president of the Normandie SudHomeowners Association on NormandyIsle, and a 16-year resident of the city. TheHOA started the rst Crime Watch group inthe city and, like many other associations,
works closely with the neighborhoodresource police ofcers assigned to eachsection of the city: north, middle and south. In addition, the association was instrumentalin advocating for General Obligation(GO) Bond funds for the neighborhoodimprovements.
Nearby, the Normandy Shoresneighborhood was also a key factor inensuring that the capital improvements

project in their neighborhood addressedrecurring issues. Today, beautiful streetscapessurround a renovated golf course andclubhouse.
The Collins Park Neighborhood Associationcelebrates their neighborhoods diverse mixwith monthly meetings. They engage not onlyresidents, but also involve businesses, hotels, cultural activities and restaurants into the mix.
They also put out a weekly newsletter. The South of Fifth Neighborhood Associationgrew out of a desire to ensure that there wasone unied voice when it came to mattersoccurring on the tip of the city from streetimprovements, to uality of life issues suchas noise and litter. In 2006, the Cityscommunity outreach team initially helpedthe group of individual condo associationsorganie into one larger group that providesthe City with information on issues that the
majority of residents south of 5th street feelare a priority for them.
Whether it is road widening for Alton RoadsHOA, or trafc calming for LaGorce/PineTrees association, each neighborhood oftenhas uniue concerns, but a common goal:improving their uality of life.
Our different neighborhoods make up thefabric of our city. Its wonderful to see andhear what they are all doing to make MiamiBeach a better place, said Bernstein.
The Business of BeingOrganized
The merchants on Ocean Drive learnedmany years ago that it was important towork together not only to protect theiruniue Art Deco district, but to make sure
that their popular and highly-visited area wasreceiving the attention it needed.
Like other neighborhood groups, the OceanDrive Association weighs in on specialevent reuests for Lummus Park, and makessure that issues like sanitation and codecompliance are addressed.
It is the same concern for Lincoln Road.
Lincoln Road is the place in South Floridato see and be seen. Businesses jump in with
spirited enthusiasm to give visitors an eveningto remember, said Marcos zuluaga, stafffor the Lincoln Road Marketing Association. The LRM works closely with the communityresource and outreach staff to coordinateservices from various departments. Thatcoordination is essential, especially when it
comes to organiing their hugely successfulHalloween event.
Several years ago, it was the WashingtonAvenue merchants that wanted to organieto promote their area and address issues thataffect their competitive edge. With supportfrom the community resources and outreachstaff, the Washington Avenue Neighborhood(WANA) was formed, and has hit the groundrunning. While keeping the merchantsinformed of government and businessactivity, they are also working with the city to
develop a vacant storefront window-coveringprogram and a program to promote theareas shopping.
Our neighborhood, condominium andbusiness associations are an incredible toolto let us know whether we are doing ourjobs, added City Manager Gonale.

Mary, Mary, quite contrary; How does your garden grow? With silver bells and cockle shells,And pretty maids all in a row.
GREEN THUMBS UP
Ivette Da
It is hard to believe that this Art Deco meccathat draws millions of visitors to its stunningbeaches, gourmet restaurants, world-class culturalprogramming and dynamic shopping began manyyears ago as an agricultural haven. The citysfounder, Carl Fisher, planted acres of avocados and
mango groves. Todays Miami Beach does not haveacres of farmland, but that has not stopped someresidents from exercising their green thumbs.
Community gardens are one solution that grew outof residents desire especially those who live incondos and apartments to have a patch of spaceto connect back with nature. And as more peoplehave become interested in sustainability, they alsowant to know how they can be more eco-friendly byeating locally produced food that does not need tobe transported long distances.
A new project, the Mid-Beach Community Garden,is taking root at Pine Tree Park in Mid Beach. Thiswill be the third community garden in Miami Beach, opening this fall in time for harvest season.
The community garden is open to members of theentire community so that they can plant herbs, owers, fruits, and vegetables free of charge. OnSeptember 26, participating residents assembled
their plots for the rst time.We heard about it and thought it was great tobe able to grow your own food. We live in acondominium where we cant do that, said MiamiBeach resident Lori Bakkum, who has a plot in thenew garden with her husband.
The other two gardens in Miami Beach include theVictory Garden in South Beach, established in 2005,and the North Beach Community Garden near theNorth Beach Business District, which opened twoyears ago.

Your gardening space should receive atleast six hours of direct sunlight.
Sketch your plans on paper.
Decide on garden sie, crops you want togrow and where to place them.
Prepare a good planting bed & make surethe soil has dried before starting.
Last but not least Start out small.
At 9,000 suare feet, the new communitygarden will be the citys largest, to date. Itfeatures 92 plots, including eight plots forkids to dig in the dirt, and six ADA-compliantplots. The City is also donating seven full-grown trees, including an avocado, mango, star fruit, key lime, grapefruit, and a lycheetree.
In addition to being 100 percent organic, another uniue feature of this garden is thatit will house two 4-by-24 shared garden
plots open to everyone for planting andlearning. The garden will also have compostbins to add healthy nutrients back into thesoil, two small rain barrels to educate thecommunity on their use, a tool shed, a picnicarea and other amenities.
Another difference is that this gardensplots were assembled by the gardenersthemselves, instead of the City, givinggardeners a sense of pride and ownership oftheir spaces.
Enid McLachlan, 13, is with the Miami Beach
Girl Scout Troop 272. The garden is thetroops new community service project.
We are thinking of growing the plotswith food to eventually feed people in thecommunity, said McLachlan.
Like all of the citys community gardens, this project is a partnership between citygovernment and the community. The Cityowns and provides the land to membersof the community free, and then allowscommunity garden members to grow and runthe gardens on their own. The members setup steering committees for their respective
gardens and run them, calling on the Parksand Recreation Departments GreenspaceManagement Division when they needassistance.
Gardening like this gives the communitymembers a real sense of camaraderie. Itsnot like a block party. Here youre on thedirt, connected to the earth and connectedto something larger than yourself, saidTobi Ash, chairperson of the Mid-BeachCommunity Garden.
Plus, what a cool feeling to know the
delicious meal you just served your familywas made from ingredients you grew
yourself, said Rhonda Gracie, landscape projects coordinator,Greenspace Management.
Anyone interested in participating cando so free of charge. In most casesarea residents have rst priority, butits up to the community and the gardencommittees to decide, said Gracie.
There is a nominal fee for replacementkeys to the garden of usually no more than$5.00.
In addition to eco- friendly pursuits, for somepeople gardening is also a way to exerciseand meet other like-minded people. The timecommitment to own a plot is usually aboutan hour a week.
Sixty-three out of the 92 garden plots havealready been reserved at the new Mid-Beach Garden, and everyone, from stay-at-home moms to working people, is takingpart.
Its really a huge cross section of people
both younger and older who are calling usto participate, said Ash.

Like many other rights we enjoy today, thewomens right to vote did not come withouthard work and persistence. The womenssuffrage movement started in 1869, andit took suffragettes nearly 30 years tointroduce and get the 19th Amendment to theU.S. Constitution passed in Congress.
It was my mothers reuest that I devotedsome time towards voting, rememberedNewbauer, who rst voted at the age of 21
at St. Patricks Church. She remained activeat that voting precinct for over 30 years.
Throughout Miami Beachs history, manyother women have also made a mark, bothpolitically, and as activists for causes thattouched the community as a whole.
As part of the rst group of Jewish familiesthat established Miami Beach, Rose Weissarrived with her family in late 1920 fromNew York. Weiss became known as theMother of Miami Beach for her compassion, caring ways and strong activism.
Weiss was often referred to as the seventhmember of the six-member city councilalthough she never ran for ofce a placenot held by a woman for decades to come.Weiss attended every city commission
meeting for nearly 40 years; she evendesigned the citys ag.
Weiss recruited the rst 300 members ofthe chamber of commerce in 1921, andafter the devastating hurricane of 1926,she persevered serving the Miami Beachcommunity in several capacities for many,
many years. She passed away in August of1974 at the age of 88.
She always had her nger on the pulse ofthe people, is how former Miami BeachMayor Chuck Hall was uoted on herobituary.
In more recent history, one womansactivism was determined to link the cityspast with its future. Barbara Capitmanled the Art Deco architecture preservationmovement in the 1970s and 80s. Herdedication led to the National Art Deco
Historic District, the youngest historic districtin the country at that time.
Today, the citys economic success is linkedto her historic preservation efforts and theMiami Design Preservation League that she
founded continues to carry her mission. TenthStreet, from Ocean Drive to WashingtonAvenue, is named in her honor.
Throughout its history, only six have servedas elected ofcials in Miami Beach. It wasnot until 1977 that Miami Beach voterselected their rst female to ofce Elaine
Weisburd. In 2007, almost 90 years after womenearned the right to vote, Matti Herrera Bowewas elected as Miami Beachs rst femalemayor. She continues to serve today.
Newbauer continues her own activism asa founder of the Miami Beach HistoricalAssociation. This fall she will nally see tofruition the restoration of her homestead one of the citys remaining coral rock housesthat was completed in 1924.
Im grateful that it was salvaged, with a
great regard for its historical presence,Newbauer said.
