Coordinator’s Corner

This is the time of year when everyone is busy trying to do their part for their particular organization or

entity in the motorcycle rights and safety arena. It's easy to get involved in all the different efforts going on.

There are many different rides, rallies and benefit events going on for you to attend. No one of us should be

without something to do or support Texas Bikers. We as ABATE members need to branch out to try and cover

as many of these events as we can. They are all important, SO, I ask each chapter to divide and conquer. If you

are unsure where you should go, give us a call and we’ll make sure you have the correct information and

guidance.

We can't all be at the at the same place at the same time and get this done, SO, look at the events out there and

let's cover as much ground as we can by organizing our people to make as many of these events as possible.

Chapter Reports: Arlington: Biker Ball tonight. May 17th we will have an AMSEP run. Summer Scorcher will be July 19th. Arlington

will make the MILE basket. Had a booth in Arlington two weekends in a row. Themes for basket appreciated. We need

all sponsors for the T-shirts for the Rally by July meeting.

Discussion. No input from Arlington on the ABATE acronym issue.

Denton: Biker Appreciation went well. Denton feels ABATE should mean the same. NOT ROT is 6-6-8 at Scruffy’s in

Decatur. Clean up will be 5-17 and 5-31. July 26the will be Christmas in July. Teddy Bear run coming up soon.

Golden Triangle: Coming up are NCOM State Rally, & 7th Bo jangles parade next month. At the Blessing of the Bikes

we had 500 bikes and raised about $6000. ABATE should stand for American Bikers Aimed Toward Education.

Lake Cities: We are already close to meeting the requirements for being a chapter. Mandy Trap is our treasurer. June 13-

14 we are having a Meet & Greet free at Grove Park in Lake Dallas. We have 27 members with 11 new turned in today.

We have our own membership incentive. We have no input on What ABATE stands for.

NET: 4-12 we are having a Red Cross Memorial Run. May 17 there is an event at Gator Farm in Grand Saline and a

benefit in Terrell. 5-24 a benefit at Strokers in Dallas. 6-21 NET turns 6 years old. Party at Shooter and Robin’s. Christmas in July at the Kaufmann Kids home. State Rally is 9-6-8 in Decatur. Have 6 sponsors for the T-shirts.

Texoma: We have gotten 5 new members and approx. $700 at the Iron Horse Rally.

Old Business: Should have definition of ABATE by next meeting. Motion to print the guidebook in booklet form. 2nd,

passed. How many and price to be set up through e-mail. NCOM discussed. State Rally discussion; T-shirts,

Open Forum: Viet Nam Vets would like to have a joint event with us. Discussion. Take back to your chapters for

discussion. NOT ROT discussed. Discussed a fund raiser for MRF. May 30 an Iron Butt 1000 mile in 24 hours ride. Next Board meeting July 12 in Pt. Acres at the Place. 50/50 - Connie won and donated it back.

THE BUNGEE CORD

I was born a bungee cord. My parents told me I would never get bored.

You will discover the meaning of life, to make your owner have grief and strife.

Hopefully you will be kept in a bundle so you and your friends can cause him to cuss and fumble.

You may be ask to do some strapping and during the untangling you all will be laughing.

You could find yourself tied in a knot, but fear not it wasn’t the solution the owner sought.

When the owner realizes you have a personality, dealing with you will suddenly become a formality.

Some times they will stretch you for all your worth, but you can handle it, got the strength from birth.

From time to time you will be told the owner is proud his load will hold.

The owner may brag on the height of his stack; But he will never tell the hell of getting you away from your pack.

It’s a great ride to the rally at the lake. But, then the possibility you may break.

A trash can is near; there will be a toss, but fear not, all is not a loss.

During your life you will be abused and mangled. Remember, you were born to always be tangled.

When the owners realize what a bungee cord is for, they can deal with it for evermore.

Assistant Coordinator Report:

We are still working on getting new chapters up and going, if any of you independent members would like to help, please give me a call at 214-399-8353. The state rally is in September and it is coming together nicely. We have each chapter

pitching in and helping with one aspect or another. If you have a door prize or raffle item you’d like to donate, please

give me or Robin 903-744-0749 for pick-up information. We are asking each Chapter to try and get at least two sponsors

for the T-Shirts, $50 for a business card on the back and $200 for a sleeve, support ABATE by putting your name on the State Rally shirt, we have to have your commitment by July 15

th please.

Remember, NCOM is this week in Addison. If you have never been to one, here is your chance to go. IT IS IN YOUR BACK YARD this year. Let’s show our support and attend. Representatives from all over the United States will be there.

Come and see what the other states have to deal with, and how they have fought it and or fighting it. We all need to work

together for the better of all who ride.

We need to continue setting up Texas ABATE information booths for AMSEP, Membership, Legislative updates at all

events we can. When you set up a booth please pay attention to the people, you have to talk to them, give them free stuff,

most are not going to come up to you. You have to get their attention, explain what we are doing there and why, what we are about, and what ABATE / AMSEP means. They cannot read your minds.

Obama Calls for Helmet Laws

This week President Obama released his ideal version of a transportation bill. The proposal has a specific provision that would

allow the federal government to push a mandatory helmet law, the Motorcycle Riders Foundation (MRF) reports.

Buried in the 350 page document is language that would amend current United States code, which provides the motorcycle

safety money that would allow “the Secretary [of transportation] or the Secretary’s designee [to] engage in activities with

States and State legislators to consider proposals related to motorcycle helmet use laws.”

This provision is unacceptable to the MRF, and it’s safe to say, the United States House of Representatives. Labeled as

“Support Activity” in the draft legislation, it’s a thinly veiled stab at a mandatory national helmet law.

The draft is titled “Generating Renewal, Opportunity, and Work with Accelerated Mobility, Efficiency, and Rebuilding of Infrastructure and Communities throughout America,” or GROW AMERICA Act. You can read the whole document here:

The draft legislation also has incentive grants for graduated auto licensing.

The MRF urges you to contact your Representative in the House and both of your Senators. You can reach the United States

Capitol switchboard at (202) 224-3121. In addition, the MRF asks that you contact the White House directly and let them know you are not pleased with the helmet use provisions of President Obama’s GROW AMERICA Act. You can reach the White

The Motorcycle Riders Foundation urges you to join your fellow freedom fighters in Washington on May 15th to lobby Congress and help stop this legislation. Please register for the event on the MRF website. If you have any questions about

attending this most important day for motorcyclists, please call the MRF Washington D.C. office.

Important INFORMATION from TMRA2 TMRA2 State Meeting: Mark your calendars, the next TMRA2 State Meeting will be held June 28th, 2014

at Hardtail’s in Georgetown, Texas near Austin.

The latest on Norma Chavez’s race to the House in SD76 is that she is in a runoff with another candidate and needs the

support from the El Paso biker community, their friends and families. Norma just received an endorsement from the Business and Commerce Political Action Committee, which is good news.

The US Defenders and COIR also endorse Norma Chavez … from the US Defenders National Office - Norma Chávez, a

Freedom Fighter for Texas bikers is on the campaign trail once again. Chavez is running for House District 76-El Paso area. She will be the guest speaker for this year's NCOM convention in Dallas.

She has a proven track record with Texas Bikers and she needs our help getting back in office. Chávez has authored more than 50 bills that the Legislature passed in the seven legislative sessions she served House District 76.

Chávez has been a Joint-Author of more than 60 pieces of passing legislation, a Co-Author of more than 50 passing bills,

and an author of 75 amendments that were adopted. Additionally, she successfully sponsored 22 Senate-authored bills, and

passed more than 600 congratulatory, memorial, and recognition resolutions in her 12 years of service to the citizens of El Paso.

Many of her accomplishments support Biker issues here in the Lone Star State. As a community we need to support those in office that are prepared to uphold are freedoms and constitutional rights while also supporting legislation that keeps the

roadways safe for our brothers and sisters on two wheels.

Denton Chapter Rep Report

I hope everyone is enjoying the sunshine and you’re putting some miles on those bikes. Since we last talked we held Biker

Appreciation which was an overall success. Not Rot is coming up quickly. We will be having clean-up on May 17 and 31st, for anyone

who might want to help. It is work but at the same time we have a good time. We can always use some extra help.

Not Rot will be June 6-8, out at Scruffy’s place in Decatur. Gates will open at noon on Friday; gate fee is $15 per person/$25 per

couple. We hope to see lots of friendly faces. If you haven’t been before, you should come out and see what it’s all about. This year

we will have games geared towards women and kids as well as the traditional bike games. Hope to see you there!

As we all know May is Motorcycle Safety and Awareness month. Many of us are very busy setting up and attending local city council

meetings to secure proclamations. We all need to be vigilant in getting the word out about motorcycle safety.

On a small note, the Teddy Bear Run we normally have in July has been canceled.

Lake Cities Chapter News

Hello, Texas ABATE!!! The new Lake Cities Chapter is alive and kicking!

I’d like to express our gratitude again for the overwhelming support we’re receiving from the State

Board, as well as a big ol’ Lake Cities “THANK YOU!” to all the members. We’re working hard

to meet all the requirements to attain full status for our chapter – everyone’s advice and support has

been priceless in helping us achieve that goal. Can’t wait for the State Rally so we can hear the

word “probationary” removed!!!

Our Coordinator – Barbra “Flipper” Brinlee, and member Bill “Rabbit” Bailey , attended the State

meeting held at Mr. Porky’s. Both were impressed with the information provided, as well as the

friendship expressed by everyone. We would have had more members present, but we also had a

bike / car wash going on in Lake Dallas.

We have one interim officer change to report. Mandy Trapp has offered her services to become our Secretary, helping take some of

the stress of forming a new chapter off Jennifer's shoulders.

Our chapter is committed to helping Texas ABATE grow and spread the word. As of today we have added 13 new Lake Cities

members, and one new member for the Denton chapter. We all believe in “Strength in numbers” – 23 members when we started, 36

now. Our members are working hard to grow the organization, so we’ve devised a way of recognizing them for their efforts. We call

it the Stars program. A bronze star is awarded for each new member signed up, a silver star for every 5 new members, and a gold star

for every 25 new members. By the looks of it we may very well be awarding the first silver star at our next meeting!

Reminder: we have a “Meet & Greet” campout planned for June 13th & 14th at Willow Grove Park, located on the shores of Lewisville

Lake in Lake Dallas. Olivia has graciously offered the use of several tents – just bring your vittles and bedding. More information on

Hope everyone is enjoying winter FINALLY being over! I know we kept the propane company very happy this winter.

As we go into our summer riding season, we must deal with the sun's blazing heat as well as the dry air. Here's a few tips to help beat

the heat:

Be Hydrated At All Times - Drink plenty of water when traveling during the summer season with the obvious aim being to stay hydrated. Avoid drinking sweet beverages and alcoholic drinks including artificial fruit juices, coffee and caffeinated drinks like soda

and beer because these only contribute to dehydration. Water is your best bet in any circumstances so be sure to bring plenty of the

liquid on your trips.

Be Insulated from the Heat - Take a lesson from the nomads of the desert: Instead of wearing as little clothing as possible during hot

days, they cover up as much skin as possible via layers of clothing which are roomy. The rationale is simple: The more skin exposed

to the sun, the greater the risks for sunburn, dehydration from fast evaporation of moisture from the skin and fatigue. Your body

temperature will rise with each patch of bare skin exposed to the sun's heat. Douse your cotton shirt with water and wear it next to

your skin and then wear a loose, light color shirt on top. Also carry an extra bandana and soak it in cold water then tie it loosely

around your neck. You will feel cooler for a longer period, not to mention that it will prevent fast evaporation of moisture from your

skin. For those of us that wear helmets, be sure it has good ventilation. Be sure your sunglasses offer full UV protection; also carry a

clear pair for night time riding. Be Sure to Travel in Cooler Temperatures - Try to plan your trips so that you will ride during cooler temperatures. The best times are

during the early mornings and late afternoons well into the early evening. You can hit the road before the sun rises, get several miles

under your belt and then stop to take a break from noon till late afternoon. Then, start riding again until late in the evening, if you

want to.

Hi Texas ABATE members and friends, we in Texoma are working with some of the clubs in our area to get all our cities and towns

to proclaim May as Motorcycle Awareness Month. Be sure to check our Facebook page and Suds and Butterfly’s website to check

the board on meetings to attend.

I want to extend a heartfelt THANKS to Andy Stoody for his tireless work on getting our bylaws updated and ratified!! Yea, we did

it!! The new guidebooks will be available soon.

We had our 1st annual Jesse Elliott Birthday Bash at the Sherman Elks Lodge recently and had a great time. We raised some money

for AMSEP and helped raise awareness.

Our meetings are the third Sunday of the month at 1pm at the Sherman Elks Lodge at 1313 E. FM 1417 in Sherman. Please join us so

we can keep you informed on the legislative issues that affect all motorcyclists.

I am going to the Texas Motorcycle Safety Coalition forum in Bryan on the 8th of this month. On the agenda are the results of the

Motorcycle Safety Analysis done by the committee. I am looking forward to seeing what TxDot has in mind for improving safety of

motorcycles and motorcyclists on our roads. Also on the agenda is the safety team from ABATE of Illinois and I hope to get lots of

good information to use with our AMSEP program.

Upcoming Events that we’d love to see you attend are: May 17th in Arlington and AMSEP fundraiser for the kids with an obstacle

course and other events for kids. May 24th Texas ABATE is hosting the Fun Run and Bike Show at the Operation Rock the Troops,

Boot Campaign at Stroker’s in Dallas. We can use all the help we can get! May 30th, Skee is organizing an Iron Butt Run, leaving

Scruffy’s for Denton ABATE’s NOT ROT rally. June 13 – 15th we will be camping at Willow Grove park in Lake Dallas with the

Lake Cities chapter for their Meet & Greet. June 28th we’ll be at the Lighthouse Marina on the Preston Peninsula of Lake Texoma for

longtime member Laurie Gray’s wedding. July 12th we’ll be heading to Port Acres to the state board meeting. July 18 – 20th we have

a Ride to the River planned. August 15 – 17th is our Chapter Get-A-Way at Juniper East on Lake Texoma, north of Whitesboro on

So, the Car Turns Left in Front of You…NOW What?

In the world of motorcycle safety, as well as in the world of motorcyclists’ rights, we often talk about the dreaded ‘left turning car

violating our right-of-way.’ And justifiably so; it is a common multi-vehicle crash scenario, and in those crashes, we always take the

lion’s share of the damage. Thinking about this rider-driver dynamic, I am reminded of the fable of the Frog and the Scorpion:

A scorpion and a frog meet on the bank of a stream and the scorpion asks the frog to carry him across on its back. The frog asks,

"How do I know you won't sting me?" The scorpion says, "Because if I do, I will die too." The frog is satisfied, and they set out, but

in midstream, the scorpion stings the frog. The frog feels the onset of paralysis and starts to sink, knowing they both will drown, but

has just enough time to gasp "Why?" Replies the scorpion: "It’s my nature..." (http://www.aesopfables.com).

We know that human nature leads drivers to be distracted; we know that drivers have a tendency to look for other cars (and not

motorcycles); we know that motorcycles are harder to see in the traffic mix. So, in addition to our efforts in the area of motorist awareness, we need to face the reality that a right-of-way violation is likely to happen to us. We should not be surprised by this, we

should not expect otherwise, and we should be prepared for it. I’m not saying its “right,” but neither is grand theft auto (and yet I bet

you still lock your car). If and when it does happen, what do you do?

Get on the brakes! Your first and best line of defense is to use your brakes hard (without skidding) while keeping the bike on its

wheels. This is where the time you spent practicing your maximum braking skills pays off. If you don’t practice this skill, there is a

good chance that when you need it, it’ll be rusty (or not there at all). Regular practice also gives you the confidence to tell yourself

‘Yes, I can get stopped before reaching that car.’ Remember - ‘laying the bike down’ is another way to say ‘crashing.’ Laying the bike down gives up all ability to brake, swerve, or accelerate. It also affects the speed at impact if you hit the car (sliding metal and plastic

don’t slow you down nearly as well as gripping rubber).

“What about swerving?” you may ask. Yes, swerving to miss the car can be a great way to go. However, there are some things to keep

in mind: • Do not swerve while you are still doing your hard braking. Braking and swerving are best done one at a time. • Where are

you going to swerve to? Is the car going to keep going, or stop in your path when they see you? Is there more traffic coming behind

the car? Before deciding to swerve, you want to be confident that the place you are swerving to is better than doing your maximum

braking in a straight line.

• How are your swerving skills? Unfortunately, very few riders practice swerving; and many riders ride with their arms straight (rather

than bent) – this makes a successful swerve very difficult. Practice swerving regularly and keep your arms slightly bent when you ride

so you are ready.

• Follow your nose. If you have elected to swerve, point your nose and LOOK EXACTLY WHERE YOU WANT TO GO.

“An ounce of prevention…” We all know that we can’t control the behavior of car drivers. But, we can stack the deck in our favor.

Regardless of whose fault a crash is, none of us want to be in a crash, and if there is a crash, none of us wants to get hurt (or worse).

There are no guarantees, but here are some tips:

• Be visible. Dressing in all black makes you harder to see. Bright colors and retro-reflective materials make a huge difference. Consider a HEADLIGHT MODULATOR.

• Manage your speed. Evaluate where you are riding. Side streets – driveways – parking areas – any place a motor vehicle can access

the roadway = opportunities for right-of-way violations. The faster you are going when it happens, the longer it takes to get slowed or

stopped (and the higher your speed at impact).

• Gear up. If there is a crash and you hit the car, the asphalt, or both – what you are wearing can make the difference between walking

away and being hauled away. This is not news to anyone. Protect what’s important to you (Hands? Feet? Arms? Legs? Chest? Back?

Head? Face? – you make the call).

We will absolutely continue our work in motorist awareness and pursue ways to change driver behavior. However, we also want all

of you to be ready to successfully avoid crashing when your right-of-way is violated.

Ride safe, ride well, ride lots.

MOTORCYCLE SAFETY AWARENESS MONTH 2014

TALKING POINTS/FACT SHEET

May is Motorcycle Safety Awareness Month, designed to encourage all drivers and motorcyclists to “share the road” with each other. Motorcyclist fatalities increased in 2012 to 4,957, accounting for 15 percent of total fatalities for the year. This

increase in motorcycle fatalities continues a tragic trend over the last 15 years, which only saw a one-year decline in 2009.

Crash-related motorcycle injuries also increased from 81,000 in 2011 to 93,000 in 2012. Safe riding practices and cooperation from all road users will help reduce the number of fatalities and injuries on our nation’s highways.

• Road users should never drive, bike, or walk while distracted. Doing so can result in tragic consequences for everyone on the road, including motorcyclists.

• A motorcyclist has the same rights, privileges, and responsibilities as any other motorist on the roadway.

• Allow a motorcyclist a full lane width. Though it may seem as if there is enough room in a single lane for a motor

vehicle and a motorcycle, looks can be deceiving. Do not share the lane: a motorcyclist needs room to maneuver safely. • Because motorcycles are smaller than most vehicles, they can be difficult to see. Their size can also cause other

drivers to misjudge their speed and distance.

• Size also counts against motorcycles when it comes to blind spots. Motorcyclists can be easily hidden in a vehicle’s blind spot. Always look for motorcycles by checking your mirrors and blind spots before switching to another

lane of traffic.

• Always signal your intentions before changing lanes or merging with traffic. This allows motorcyclists to anticipate your movement and find a safe lane position.

• Don’t be fooled by a flashing turn signal on a motorcycle—it may not be self-canceling and the motorcyclist may

have forgotten to turn it off. Wait to be sure the rider is going to turn before you proceed.

• Allow more distance – three or four seconds – when following a motorcycle; this gives the motorcycle rider more time to maneuver or stop in an emergency. Motorcycle riders may suddenly need to change speed or adjust lane position

to avoid hazards such as potholes, gravel, wet or slippery surfaces, pavement seams, railroad crossings, and grooved

pavement. FACTS ABOUT HELMET USE

• Use of DOT-compliant motorcycle helmets decreased to 60 percent in 2012, down from 66 percent in 2011,

based on the National Occupant Protection Use Survey (NOPUS). The decrease was most significant among motorcycle

passengers, decreasing from 64 percent in 2011 to 46 percent in 2012. • Helmet use continued to be significantly higher in States that required all motorcyclists to be helmeted. Ten times

as many unhelmeted riders died in States without a universal helmet law (1,858 unhelmeted fatalities) as compared to

States with such laws (178 unhelmeted fatalities). • In 2011, 60 percent of fatally injured motorcycle riders and 49 percent of fatally injured motorcycle passengers

were not wearing helmets at the time of the crash.

FACTS ABOUT MOTORCYCLES AND ALCOHOL

• In 2011, the percentage of motorcycle operators who were intoxicated in fatal crashes (27%) was greater than the

percentage of intoxicated drivers of passenger cars (23%) and light trucks (22%) in fatal crashes. • In 2011, 30 percent of all fatally injured motorcycle riders had BAC levels of .08 or higher.

• Motorcycle riders killed in traffic crashes at night were 3.4 times more likely to have BAC levels of .08 g/dL or

higher than those killed during the day (47% and 14%, respectively). • Forty-two percent of the 1,997 motorcycle riders who died in single-vehicle crashes in 2011 had BAC levels of

.08 g/dl or higher. Sixty-seven percent of those killed in single-vehicle crashes on weekend nights had BACs of .08 g/dl

or higher. TIPS FOR MOTORCYCLISTS

• Obey all traffic laws and be properly licensed. In 2011, more than one-fifth of motorcycle riders (22%) involved

in fatal crashes were riding with invalid licenses at the time of the collision.

• Wear a DOT-compliant helmet and use reflective tape and gear to be more visible. NHTSA estimates helmets saved the lives of 1,617 motorcyclists in 2011.

• Never ride while impaired or distracted—it is not worth the risk of killing or injuring yourself or someone else.

Plus, a DUI costs $10,000 on average, and can lead to jail time, loss of your driver’s license, and higher insurance rates.

14NR12 – MRF News Release – United Nations General Assembly Calls For Global Mandatory Helmet Law

FOR IMMEDIATE RELEASE

14 April 2014

Recently the 68th session of the United Nations voted to approve a non-binding resolution entitled “Improving

Global Road Safety,” which sounds innocent enough, but when closely examined, has some very disturbing

ideas concerning motorcyclists, motorcycles, and helmet laws.

The most disturbing directive is “to encourage Member States (countries participating in the UN) to enact

comprehensive legislation on key risk factors for road traffic injuries including the non-use of helmets.” Or in

other words, universal mandatory global helmet law. Keep in mind this is a non-binding resolution, but many

countries and legislative bodies take the UN’s suggestions very seriously. This is the warning shot across the

bow. The United Nations is coming for motorcyclists.

That is why it is so unfortunate that Americas own Permanent Representative to the United Nations, and a

member of President Obama’s Cabinet voted in support of the resolution. She even spoke to the General

Assembly in strong support of the resolution.

The non-binding resolution has some other very troubling issues with regards to motorcyclists. For instance,

one of the directives claims that there are insufficient policies in place to protect motorcyclists. The idea that

one type of policy would work for every country in the United Nations is beyond fantasy. Our diverse global

motorcycle community cannot exist under a one-size fit all approach.

Another section of the resolution recognizes and commends The UN Economic Commission for Europe and the

World Forum for the Harmonization of Vehicle Regulations to modify vehicle regulations to increase safety.

This is essential in the UN calling for global harmonization of policy that could include helmet laws and

universal vehicle anti-tampering measures. Both of these would devastate the motorcycle community and

aftermarket industry in America.

It is a clear picture of the mindset of the UN to support such an over-reaching resolution. By muddying the

waters with controversial policies, the UN loses support for some very good ideas concerning distracted driving

and Good Samaritan policies.

The National Highway Traffic Safety Administration (NHTSA) informed the Motorcycle Riders Foundation

(MRF) recently that they do in fact intend to include motorcycles in the research they will be doing about

vehicle-to-vehicle (V2V) communication technology.

V2V technology, in theory, allows for individual vehicles to communicate with each other on the road. The

conversation would let the individual vehicles inform other vehicles as to how fast it is moving, where it is

moving to, and how far away it is from other vehicles. The theory goes on to assume that using this technology

will reduce crashes and therefore injury and loss of life.

The technology works something like this: if a vehicle is approaching another vehicle at a greater rate of speed

and a collision is imminent, the vehicle can brake itself to slow down and avoid the collision. Or if a distracted

driver is bearing into your vehicle’s space, it will automatically employ evasive actions such as hard braking or

swerving.

"Vehicle-to-vehicle technology represents the next generation of auto safety improvements, building on the life-

saving achievements we've already seen with safety belts and air bags,” said U.S. Transportation Secretary

Anthony Foxx. "By helping drivers avoid crashes, this technology will play a key role in improving the way

people get where they need to go while ensuring that the U.S. remains the leader in the global automotive

industry.”

When NHTSA announced that it was going to begin taking steps to enable V2V communications technology

for light vehicles, the MRF was concerned that motorcycles would be negatively affected by not being included

in the discussion. It was revealed to the MRF that the initial research will focus on passenger cars, but

motorcycles will be included eventually.

NHTSA plans on equipping motorcycles with V2V technology so that the vehicle can transmit signals to other

vehicles on the road to provide a warning of potential vehicle collision and avoid it.

Technology changes to motorcycles are certainly beginning to rise. Liquid-cooled, fuel-injected, touch screen

equipped Harley Davidsons are just the first wave. What comes next is anyone’s guess. Some of it is certain to

be helpful, like GPS, but taking full control of a motorcycle away from the motorcyclist is one of the worst

possible ideas in the universe – taking any controls away from the rider is not acceptable. The MRF will work

to make sure that never happens.

A proposed change in the language of the Driver Privacy Act in the U.S. Senate would expand the bill's scope to protect

all information recorded by event data recorders installed on all "motor vehicles," including motorcycles, the American

Motorcyclist Association reports.

The substitute amendment was offered in committee by Sen. Amy Klobuchar (D-Minn.) to S. 1925, which deals with

information collected by event data recorders, sometimes referred to as "black boxes."

While the government does not require the installation of event data recorders on motorcycles, some current models are

equipped with the devices.

"The American Motorcyclist Association supports the Klobuchar amendment and believes that all information

collected by event data recorders belongs to the owner of the vehicle or the person leasing the vehicle --

whether they are on two, three or four wheels," said Wayne Allard, AMA vice president of government

relations. "Access to that data should come only at the discretion of the vehicle owner or lessee."

Allard thanked Sens. John Hoeven (R-N.D.) and Klobuchar for working with the motorcycling community to

make this needed change.

The bill: As originally introduced, S. 1925 would have granted privacy protection only for data the National

Highway Traffic Safety Administration requires to be collected (49 CFR Part 563) -- passenger cars,

multipurpose passenger vehicles, trucks and buses, which must be equipped with event data recorders.

What changed: The substitute amendment extends privacy protection for data collected by devices installed on

all motor vehicles, including motorcycles.

Similar legislation: A more sweeping bill, H.R. 2414, was introduced in the U.S. House of Representatives in

June 2013, by U.S. Rep. Michael E. Capuano (D-Mass.). That bill states that "any data recorded on any event

data recorder in an automobile or motorcycle shall be considered the property of the owner of the automobile or

motorcycle."

Under the House bill, no one but the owner could access the data without the permission of the owner or a court

order.

What is next: H.R. 2414 is being considered by the House Subcommittee on Crime, Terrorism, Homeland

Security, and Investigations.

I like to start by saying a big thank you to Penny for all she has done to get this program started. It took her a lot

of work and the coloring book is great.

Texas AMSEP (ABATE Motorcycle Safety Education Program) has incorporated as a non-profit organization,

AMSEP Inc. Thanks for everyone’s help to get this far, but a lot of work left to do. We are working on bylaws

and articles of incorporation, standard operating procedures and directives. We continue to sign up volunteers

to become presenters of AMSEP in schools and other areas.

The 3rd Annual Route 49 Biker Rally is a family friendly rally and will be held June 6-8, 2014 at the

Diamond Don RV Park in Jefferson, Texas.

The weekend will begin on Friday evening with a meet and greet BBQ for Pre-registered guests, and concerts by Ms. Laci Carpenter

and Chris LeBlanc. Laci Carpenter has been performing since she was 4, but on the violin/fiddle for 16 years. She studied classical

music from Dr. Jane Saber, Dr. Jennifer Dalmas, and Dr. Isador Saslav. Although she is classically trained, she enjoys playing Celtic,

Bluegrass, Western Swing, Old Time, and Texas Swing fiddle and don't forget Rock! In fiddling, she has learned from the greats like

Johnny Gimble, Randy Elmore,Valerie O'Brien, Mark Wood, Jim Ivy, Buddy Spicher, Judy Hyman, Bruce Molsky, and many more!

Chris LeBlanc has been a mainstay on the Louisiana music scene for over 20 years. He's recorded and released 4 CD's since 1995 on his own label Sweetroll Records and sold over 25,000 copies combined. In 2012 Chris played a whopping 244 shows to crowds from

all over. He plays regional shows traveling the U.S., including Alaska as well as going to Europe 6 different times. Chris has been

billed with such artist as: ZZ Top, Hank Williams Jr., Buddy Guy, Dr. John, BB King, Vince Gill & Brett Michaels to name a few.

Saturday evening we will have Jake Gill from NBC - "The Voice". His music is best described as a red dirt / rock fusion... He is a 3rd

Round Finalist for NBC's The Voice from Auditions held in Dallas in August 2012... Jake’s influences arise from many artists, most

recently singer/songwriters like Eric Church, Josh Thompson, and Brantley Gilbert. You can hear the influence in his music from

these talented musicians. A few of his songs will bring a hint of Kenny Chesney to the forefront.

Come and enjoy some great music, vendors and friends for the evening. The Beer Garden will be open to provide refreshments

during the concerts. Everyone is welcome and The Beer Garden is open to 21 over only.

Saturday Evening Concerts will feature Mr. Jake Gill & Chris LeBlanc Band - The vendors and concerts will be located inside and

around the beer garden, close to all of the activities.

The major events will start on Saturday morning and run throughout the day and evening with a Poker Run, Bike Show, Biker Games

and Concerts. Other bands still to be determined. Concerts will run back-to-back for a full afternoon and evening of enjoyment. This

year, a day pass will be offered for $15 per person (DAY PASS WILL INCLUDE THE FOLLOWING:ACCESS TO THE BEER

GARDEN, CONCERTS & VENDOR ROW ONLY; the weekend ticket is $25 per person. (Only the pre-register people will be part

of the meet and greet BBQ on Friday Evening.) The “VIB” Very Important Biker Pass is available again for $100.00. This package

will be well worth the money and will have benefits that others will envy. Sponsorships and advertising opportunities are also

The RV Park is a perfect venue for this Rally, just one mile from downtown Jefferson. Participants will enjoy some great concerts and

food under a large pavilion. There will be a variety of music during the weekend, sure to bring people together. Meet some new

friends or catch up with old ones.

Route 49 has invested in a bus that will be used during the rally for transportation to and from locations in Jefferson for those that

would like to park and ride.

On Sunday Morning, a devotion and Blessing of the Bikes will be part of the events to be held at 9:00 a.m. led by Steve Wise

Ministry (www.SteveWise.com). Wise succeeded in motorcycle racing beyond his wildest dreams. He has traveled around the world

sharing his faith in Christ at various churches, racetracks and special events.

A portion of the proceeds from the Rally will benefit Children's Medical Center of Dallas. The Center in Dallas, TX is ranked

nationally in ten pediatric specialties. The Rally donation will support the Children’s Medical Center of Dallas Cardiac Care Unit for

children born with heart defects. There will be many ways for attendees to make contributions during this event to make a difference

in the lives of deserving children.

The support of City of Jefferson Office of Tourism and Merchants makes this weekend a success. Save the date for the Rally on June

6-8, 2014 at Diamond Don’t RV Park in Jefferson. This event will offer something for everyone, whether you come on a bike, in the

Rally bus or in your car.

ABATE Legislative Update

On the agenda for the 2015 Legislative Session is 1. the Motorcycle Crash Prevention Act of 2013, we

will revisit cleaning up the language in the transportation code to ensure freedom and safety of riders

across Texas, 2. Motorcycle ONLY checkpoints and preventing the feds from funding statewide

checkpoints for motorcycles only, 3. CURBS and center medians with raised curbs the same color as the

roadway, they need to be visible at night, 4. The extra $5 that goes into a motorcycle safety fund held by

the Texas Comptroller’s office that holds approximately $18 million dollars in money collected by EVERY licensed

motorcyclist in the state of Texas for about 2 decades, it is sitting idle … why continue to fund it?

LET THOSE WHO RIDE DECIDE!!

Texas is special! I’m not just sayin’, it really is! Of course, most of us already know that. Texas is, in my opinion, the best

motorcycle riding State in the “world”. In Texas we enjoy almost 12 months of glorious riding weather. Even this year,

with an unusually cold winter, we managed to ride nearly 1,000 miles during December & January. We not only live in

one of the best riding States, but we also have the option to wear a helmet if we choose. Two of the other States that offer

long riding seasons (California & Florida) do not have this option! They do not have the option to “let those who ride

decide”. But these are not the only reasons why I think riding in Texas is special. Read on.

May is “Motorcycle Safety and Awareness Month” throughout our great country, and every year we go out and solicit

safety & awareness proclamations from our elected officials. I love to go to a City Council meeting and present my Texas

motorcycle safety facts—heck, Texas stats for 2011 & 2012 are so good that I’ve gotten an applause on at least one

occasion, and everybody loves us after the meeting!

I explain to the City Councils that our statistics always run a year behind, and then I proceed to present the Governor’s

Highway Safety Association (GHSA) Report for Motorcycle Traffic Fatalities by State (2011 and 2012). Unfortunately,

the majority of our States had an increase in motorcycle fatalities during these years (not Texas ;-), and of course the

GHSA had some good reasons for the increases—like “Record high temperatures in spring 2012 extended the riding

season”, and because “the economy continues to improve and gasoline prices remain high…”, etc. So I guess the high

gas prices, our improved economy (?), and more registrations, have contributed to the “highest fatality levels ever

recorded” However, in Texas, we are proving the GHSA wrong.

Here is one reason why riding in Texas is so special, and what I report to everyone who will listen: Out of the 50 US

States (plus the Dist. Of Columbia, Guam, the Northern Mariana Islands, and Puerto Rico) only 15 States had fatalities

decrease for the 1st 12 months in 2011. TEXAS was #2 with a 28% decrease (Florida enjoyed a 33% decrease)! Well, you

know what they say about being #2….that they try harder--and Texas did! For the next 3 months (ride-all-day and night,

high gas prices, letting those who ride decide kinda summer months) Texas moved to #1! Texas improved to a 34%

DECREASE in motorcycle fatalities, and Florida dropped to #2 (25% decrease). In fact, for the first 9 months of 2012,

only 14 states enjoyed decreases (and only 5 States decreased over 10%) and Texas was #1! How do you explain this?

After all, we do have more motorcycles on the road, with long riding seasons and all. I usually explain to the City

Councils that those communities and States that enjoy decreases in motorcycle fatalities are often the same communities

that have stepped up their motorcycle safety and awareness programs (which is a fact). Education, not legislation, will

reduce fatalities in every community! That’s why we make a big deal out of “Motorcycle Safety and Awareness Month” -

-to help educate our communities and bring awareness to motorcycles.

Now the dirty side….I don’t reveal all of the facts that I carry with me to these council meetings. For example, I don’t

mention that one half (49%) of all motorcycle fatalities involve an intoxicated rider, or that 35% of those fatalities were at

2x the legal blood/alcohol level ( 0.16+ BAC)! Or that “drinking riders represent 40% of all motorcycle fatalities”! I also

don’t tell anyone that 30% of all motorcycle fatalities only involved the single motorcycle—and a fixed object; or that

speeding is considered to be responsible for almost 2/3 of the motorcycle deaths when in a single vehicle crash! And

finally, I don’t tell anyone that 25% of all fatalities involved the rider just running off of the road. These are the ugly

statistics that just won’t go away. I don’t usually agree with the agencies doing these studies (NHTSA, CDC, DOT, etc.),

however, I believe these statistics are pretty factual. If we could disprove them, believe me, we would.

Heck, we’re bikers, and we love to have fun, period! Right? But the fun stops when one of us go down. We have to do

better, and we have to reduce our motorcycle fatality rates—in Texas and everywhere else. You see, if we don’t do a

better job controlling ourselves then some agency will take it upon themselves to do the “controlling” for us. Laws will be

passed to lower the legal BAC for motorcyclists, or increase the penalties—or both. Protective clothing could become

mandatory, and/or fines will be increased for speeding, disregarding traffic signs, etc. We don’t need more legislation, we

need more education! What would our statistics look like if we didn’t ride twice as fast with a 0.16 BAC and lose control

of our ride?

It is up to us to prevent 50% of all motorcycle fatalities. Ask yourself (during this “Motorcycle Safety and Awareness

Month):

“Am I doing everything I can to prevent becoming another statistic (or am I just lucky)? Texas really is special, and so

are all of my friends. Let’s “Arrive Alive”, and let’s keep Texas #1!
