DRAFT MEETING MINUTES A Regular Meeting and Annual Planning Rretreat of the Marin County Child Care Commission was held on Tuesday, June 6, 2017 at the College of Marin Indian Valley Campus.

1. Call to order**

Roll Call Commissioners present at roll call:

Tomsky, Beardsley, Barton, Myers, Trahan, Romo, Negussie, Lombardi, Fierro, Sanchez*, Godinez.

Commissioner who joined the meeting after the roll call: Lau (at 4:30 pm)

4. Ice Breaker Coordinator facilitated an ice-breaker activity that included discussions about activities implemented by the Commission during 2016-2017 that made commissioners proud. The following are some highlights: The work done with the Board of Supervisors, including

presentations at their meetings, to maintain them continued investment in and support for child care in Marin

Measure A – Strong Start Community inclusion and input at the April Community

Meeting The Worthy Wage Campaign in May, including invitation to

Commissioner Tomsky shared Executive Committee updates, including the following action items:

a. Applications for Appointment - M/s/c Godinez/Trahan; the matter passed 10-0 to approve the appointment of the following applicants: Arleen Uryu and Leelee Thomas

b. Proposed Budget for 2017-2018 – A version of the budget was presented and is attached as part of the minutes. M/s/c Godinez/Lombardi; the matter passed 6-3 with 1 Abstention to approve the proposed versions of the budget with the contingency that there is a clarification of the responsibilities associated with the Program Assistant and of the Scope of Services for contract related to the needs assessment.

7. Hot Topic: Implementing a Countywide Needs Assessment and Creating a Master Plan

The following guest speakers presented on the San Francisco ECE Needs Assessment & Countywide Planning. Slides used are enclosed and considered as part of the minutes.

• Graham Dobson, Administrative Analyst for ECE Policy at the Office of Early Care and Education, City and County of San Francisco

• Tony Tyson, CPAC Coordinator, San Francisco Child Care Planning & Advisory Council

No small groups discussion and interactive planning activities took place at the meeting. Planning will be done in the current Committees over the summer and at the August Committees’ meetings.

A regular meeting of the Marin County Child Care Commission Quality & Workforce Committee was held on Tuesday, August 22nd, 2017 – from 12 to 2 pm at the Marin County Office of Education – 1111 Las Gallinas Ave. Room B. San Rafael.

Call to order

Meeting was called to order at 12:15 pm Members present: Lyda Beardsley, Heidi Tomsky, Kelsey Lombardi, Carol Barton, Elaine Negussie. Members who joined the meeting after roll call: Tanya Myers Staff present: Ericka Omena Erickson, Coordinator Number of commissioners needed to reach a quorum: 5 (five Commissioners). Quorum was reached.

M/s/c Lombardi/Tomsky, the matter passed 5-0 to approve the minutes from the last committee meeting held in May.

2. Hot Topic

Committee members reviewed the activities implemented in 2016-2017 and discussed the potential strategies for 2017-2018. Notes from the planning session were incorporated in the 2017-2018 Strategic Workplan attached.

3.Updates

Item tabled for next meeting. The possibility of recording updates in video/audio files was discussed to be included as a strategy in the 2017-2018 Strategic Workplan.

Marin Learning Center – Issue: Potential change of facilities with the sale of the building. Executive Committee will consider submitting letter to the Board of Supervisors on the issue of continuity of care.

AB 435 (Thurmond) – Child Care Subsidy Plans – Last letter of support submitted on Aug. 17th. Bill is now in the Senate Appropriations Committee.

AB 273 (Aguiar-Curry) – Child Care Services: Eligibility – Additional letter of support to be submitted this week. Bill is now in the Senate Appropriations Committee.

AB 60 (Santiago and Gonzalez) – Subsidized Child Care and Development Services: Eligibility Periods – Bill was incorporated as part of the 2017-2018 State Budget as a trailer bill and approved.

Promoting Affordable Childcare for Everyone Act (PACE Act) – Updates from Congressman Jared Huffman’s office will be shared at the upcoming Commission’s General Meeting
