The Board of Directors of the Twin Cities North Chamber of Commerce (“TCN”), on behalf of its membership, does hereby adopt this Resolution supporting development on the Twin Cities Army Ammunition property (“TCAAP”) of a sports and events complex (the “Development”) to replace the Mall of America Field and the Minnesota Vikings’ Winter Park business complex and practice facility. WHEREAS, developers proposed the TCAAP site located in Arden Hills, Ramsey County, for the Development;

WHEREAS, TCAAP provides an excellent location for the Development which would attract and serve citizens from the Metropolitan region and outstate Minnesota; WHEREAS, TCAAP is located in a community served by TCN; WHEREAS, the mission of TCN is to advocate for a healthy business climate and robust economic develop-ment in the communities it serves; WHEREAS, the Development will host professional sports teams, large community events, and headline entertainment attracting visitors from across the state and around the world to the local community; and WHEREAS, visitors from outside of the local community, while attending or participating in events held at the Development, will bring increased economic value to the local community and to the State of Minnesota, and such spending may improve the fortunes of the area's existing businesses while attracting new businesses to the area. THEREFORE BE IT RESOLVED, that TCN does hereby support and endorse the efforts of public offi-cials to encourage and attract the Development to locate on the TCAAP site. BE IT FURTHER RESOLVED, that the support of TCN for the Development is based on preliminary concepts and information available at the time this Resolution is taken; support for this project is contingent upon the continued fit between our mission and the evolving project plans. Adopted this 18th day in February 2011

Business Advocacy It was a French Code or Cipher, developed by a Parisian mathematician around 1700. And, it would not be notable today except that in 1800 our third President, Thomas Jefferson, chose it for use in communicating with his personal secretary, Meriwether Lewis, one half of the famed Lewis and Clark expedition. Consisting of a flat piece of paper with 27 lined columns from left to right and 28 lined rows from top to bottom thereby creating an arrangement of squares, it appeared to be nothing more than hundreds of letters of the alphabet randomly placed in the boxes thus created. A base line dividing this cryptic table consisted of the letter “d” and was arranged so that it descended in a diagonal line from the upper right hand corner to the lower left. All Codes have a key which allows them to be deciphered. The key in this case was a single word known only to Jefferson and Lewis and committed by them to memory. And, the word chosen by the two men was “artichoke.” By using this word, they were able to determine the lines and columns of a particular message and easily communicate. Lewis also used their code to make certain journal entries during his trek to the Pacific Ocean. Although Presidential communications have advanced well beyond Jefferson’s era, a certain type of political code for communicating with the public has also developed. We’ve all heard it. Known as “political speak,” it deals with many issues. Taxes are no longer referenced as an issue of revenue, but of “fairness.” Government spending is now an “investment.” Welfare is no longer a charity but a “right.” Social Security is no longer income insurance but an “entitlement.” Illegal immigrants are “undocumented workers.” And so it goes. Politicians have become quite adept at using our language to either mask an agenda or make acceptable issues or programs which may be objectionable. Thus, one thing which would advance the transparent discussions everyone says they favor, is to insist that our political leaders acknowledge that we are able to understand the issues confronting us without having them couched in terms that appeal to emotion rather than the reality of what they are.
